Admiral Robert Willard, the United States Pacific Command (USPACOM) Commander said on March that the US and India are working together on contain Lashkar-e-Toiba (LeT), reports Times of India. "We have currently special forces assist teams - Pacific assist teams is the term - laid down in Nepal, Bangladesh, Sri Lanka, Maldives, as well as India," Willard told lawmakers at a Congressional hearing in response to a question on co-operation with India on counter-terrorism issues. He said Pacific Command's Indian Engagement Initiative that resourced and hosted Mumbai counter terrorist specialists for training exercises and exchanges throughout the US, together with capacity-building activities with South Asian partners are mainly focused on containing LeT and contributing to counter-terrorism self-sufficiency of the sub-region's militaries. "We are working very closely with India with regard to their counter-terrorism capabilities and in particular on the maritime domain but also government to government, not necessarily DOD (department of defence) but other agencies assisting them in terms of their internal counter-terror and counterinsurgency challenges," Willard said.

A Delhi court on March 3 framed charges against Ghulam Mohammad Bhat, suspected aide of All Party Hurriyat Conference-Geelani (APHC-G) Syed Ali Shah Geelani, and three others for alleged involvement in money laundering to fund terror, according to IANS. The National Investigation Agency (NIA) Special Judge H. S. Sharma framed charges against Bhat, Muhammad Sidiq Ganai, Ghulam Jeelani Liloo and Farooq Ahmed Dagga, for committing offences under various provisions of anti-terror law Unlawful Activities (Prevention) Act. The court fixed April 16 to begin the trial against the accused. The NIA, in its charge sheet filed in August 2011, alleged that Bhat collected over INR 45.7 million during a period of three years, starting January 2008, through money laundering channels for terror activities. Bhat was arrested from Kashmir in January 2011 by a joint team of Delhi and Jammu and Kashmir Police and INR 2.1 million were allegedly recovered from him.

Lashkar-e-Toiba (LeT) militant Ehtesham Malik has revealed that he was assembling a 'capsule bomb' to carry out attacks at Chandni Chowk in Delhi. A police officer said they are yet to come across capsule bombs in previous blasts. Capsule bombs can inflict casualties. The explosive is put in a capsule, which is attached to a detonator. The probe also threw up evidence of links between Pakistan-based Jamaat-ud-Dawa (JuD) and LeT. Ehtesham was mentored by JuD leader, Hanzala. JuD is the political arm of Lashkar, arranging finances in the garb of charity for LeT to carry out terror operations across India, the sources said. Hafiz Saeed is said to be a senior leader of JuD.

Delhi Police revealed on March 6 that it has identified four more militants of Indian Mujahideen (IM) who are currently hiding in Bihar, reports Deccan herald. According to Police sources, a hunt has been going on for the last fortnight. Police got the information after interrogating Mohammad Kafeel Ahmed of IM arrested from Darbhanga in Bihar on February 21. Kafeel was presented before the court of Chief Metropolitan Magistrate in Delhi on March 6 and the court has extended the police custody of Kafeel for 10 more days.

India has termed the increase in attacks by pirates off the coast of Somalia as “worrisome”, calling on the international community to adopt a comprehensive counter-piracy strategy to deal with the problem. India’s Permanent Representative to the United Nations (UN) Hardeep Singh Puri said at an open debate on Somalia at the UN Security Council on March 6 that such a counter piracy strategy should involve effective sanitisation of the Somali coastline and enactment of national laws on a priority basis to criminalise piracy. It should also involve naval operations by UN-led anti-piracy force as well as coordination of anti-piracy operations by various naval forces.

on March 28 reported that the Delhi Police will send letter rogatories (a formal judicial request for probe in other country) to three countries - Iran, Thailand and Malaysia in the ongoing investigation of the February 13, 2012, attack on an Israeli embassy car in Delhi (also known as 13/2 Israeli embassy car bombing). Sources said that Intelligence officials will ask Iran for more details on bombers like their address, occupation and family details. The three bombers, Houshang Afshar Ali, Mohammad Reza Abolghasemi and Syed Ali Mahdian Sadr, escaped to Tehran after the attack. Police will also seek details of investigations and statements of arrested persons, including operation head Sedaghatzadeh Masoud from Thailand and Malaysia. This is the first time that India will be sending a request for probe to Iran.

The arrests were made over a two-month period after the NIA had unearthed a big racket and arrested 14 people - including leaders of the gang operating out of Malda in West Bengal - during a nationwide swoop in January. Four persons including the Indian mastermind Morgen Hussain were arrested from Malda, whereas four others were arrested in Hyderabad (Andhra Pradesh), three in Tamil Nadu and one each in Gulbarga (Karnataka), Moradabad (UP) and Delhi. In the January case, NIA had found that the FICN were being smuggled into India via Bangladesh through the porous border of West Bengal.

Officials said the accused have direct links with their coordinators in Pakistan, where these notes were printed before being pumped into India via conduits in Dubai. The accused are from Kairana in Uttar Pradesh’s (UP) Muzaffarnagar District. Iqbal Kana, who sent the consignment, is also from Kairana and is now in Pakistan for several years.

Sources in the government said that the hanging, which was scheduled to be carried out on March 31, has been stayed following a petition filed by SGPC, the Sikh religious body. The sources said the decision to keep the hanging in abeyance was taken since a petition was filed in line with the guidelines followed in such cases. Rajoana was awarded death sentence by a Central Bureau of Investigation (CBI) special court July 2007 along with another terrorist, Jagtar Singh Hawara, in the Beant Singh assassination case. The Punjab and Haryana high court had October 2010 upheld the death sentence for Rajoana but changed the capital punishment given to Hawara to life imprisonment. Rajoana had refused to challenge the death sentence awarded to him.

MacBride made a 10-page submission to the court. In a footnote, he linked the Mirwaiz to the ISI. Fai submitted the names of 53 individuals from Pakistan, India and the US in his support and all of them have urged the District Judge Liam O’Grady to give Fai a lighter sentence. "You participated in a conspiracy to defraud the US and completely deceive the IRS (Internal Revenue Service). You knew Pakistan and the ISI was paying you in a manner because your actions would be consistent with theirs and you would represent their voice and you were willing to do so," Judge Liam O’Grady said before announcing the verdict. The judge also said, "He (Fai) clearly knew, he is being paid...Pakistan has lost wars with India on Kashmir and so Pakistan is looking for other means to achieve its objectives." The judge also asked Fai not to maintain any contact with the officials and agents of the Government of Pakistan and the ISI. Fai’s jail term will be followed by three years of supervised release. Fai was arrested by the FBI on July 19, 2011, and had subsequently pleaded guilty before the court to the charges of being a paid agent of the ISI.

Gujarat Anti-Terrorism Squad (ATS) Chief Manoj Shashidharan said Harkat-ul-Jihad-al-Islami (HuJI) was responsible for channeling FICN into Gujarat from Bangladesh. On March 28 2012, he commented, "We now know that HuJI is pumping fake Indian currency into the state, receiving help from Bangladeshis living illegally in Ahmedabad. These notes are made in Bangladesh and then brought into India by agents of this terrorist outfit. These notes are pushed into the market by simple purchasing. For shopping of say INR 200, a fake INR 1,000 note is given. The unaware shopkeeper gives back INR 800 in original currency”. The fake money is disbursed in small fractions of the original consignment, said Shashidharan. "Only Rs 25-50,000 is taken out at one time," he added. After receiving information about these favourable sites, HuJI agents from Bangladesh get FICN to Lal Darwaza area of Ahmedabad, from where they are circulated to other parts of the city.

The group has influence among the plantation workers in different tea, gardens in Kokrajhar, Chirang and Udalguri Districts of Assam. A small section of militant left APA and formed NSLA after January 24, 2012 surrender of APA. In 2011, the Alipurduar subdivision of Jalpaiguri district had witnessed more than a dozen abduction cases. Only four of these cases were reported to Police.
