Indian Government has started a special training programme for fishermen and coastal villagers to monitor movement of ships and fishing boats and immediately alert security forces if anything suspicious is found in seas, Zee News reports on December 2. Under the programme, started in more than 200 villages along western coastline, the coastal population is being given security awareness training and handling of various gadgets for swift action and communication. Training on how to handle surveillance equipment like night vision device, Global Positioning System (GPS) and Transponders are also part of the programme.

India and Bangladesh have agreed to sign an extradition treaty in January during Union Minister of Home Affairs Sushil Kumar Shinde's expected visit to Dhaka (Bangladesh), reports NDTV. A joint statement after a meeting of Shinde with his Bangladesh counterpart M. K. Alamgir in New Delhi said that both sides agreed that the extradition treaty, which is under consideration by both Governments, may be finalised at an early date. "It was agreed that Revised Travel Agreement (RTA) as well as the extradition treaty will be finalized and signed in January 2013 during the proposed visit of Indian Home Minister to Dhaka," it said. The statement said both sides noted that the action was being taken for repatriation of sentenced prisoners to either country. The two countries also agreed not to resort to firing unless fired upon or attacked by terrorists or armed criminals and expressed regret over deaths and loss of life on the border.

The number of terrorist attacks each year has more than quadrupled in the decade since September 11, 2001, a study released on December 4 said, with India, Iraq, Pakistan and Afghanistan the most affected, reports Times of India. Iraq, Pakistan, Afghanistan, India and Yemen were the five countries most affected by terrorism in descending order, it said, based on a measure giving weightings to number of attacks, fatalities and injuries and level of property damage. The Global Terrorism Index - published on December 4 by the US-and Australia-based Institute for Economics and Peace think tank - ranked countries based on data from the Global Terrorism Database run by a consortium based at the University of Maryland, a commonly used reference by security researchers.

Hindu Right Wing extremist Rajender Chaudhary was arrested on December 16 in Ujjain (Ujjain District) of Madhya Pradesh, reports The Times of India. National Investigating Agency (NIA) claim Rajender alias Samunder alias Pehlwan along with one Amit planted bombs on the premises of the Mecca Masjid (Hyderabad, Andhra Pradesh) on May 18, 2007. Rajender was reportedly a close associate of the late Rashtriya Swayamsevak Sangh (RSS) leader Sunil Joshi. During investigation, NIA sleuths discovered that Rajender was one of the eight hand-picked people by Sunil Joshi, who had facilitated a meeting with controversial RSS senior leader Indresh Kumar in 2005. According to a NIA official, "Rajender and Amit visited Mecca Masjid and planted bombs at the place of worship. We are still on the lookout for Amit. We need to probe where the duo stayed in Hyderabad besides find out who provided them the logistics.''

He was picked up from Nedumbassery airport (Ernakulam District) and produced before the NIA special court, which remanded him to seven days custody, Agency sources said. Minister of State for Communications Milind Deora on December 7, in a written reply to the Rajya Sabha (Upper House of Indian Parliament) said, over 1,600 people were arrested for cyber crimes registered under the Information Technology Act, 2000 and under sections of Indian Penal Code (IPC) in the year 2011, according to Economic Times. He further commented, "As per the crime data maintained by National Crime Records Bureau (NCRB), a total of 154, 178, 288, 799 and 1,184 persons were arrested for cyber crimes registered under IT Act, 2000 during 2007, 2008, 2009, 2010 and 2011, respectively”. A total of 429, 195, 263, 394 and 446 persons were arrested for cyber crimes registered under sections of IPC relating to cyber crime cases during 2007, 2008, 2009, 2010 and 2011, respectively, he added. "As per the crime data maintained by NCRB, a total of 217, 288, 420, 966 and 1,791 cyber crime cases were registered under IT Act, 2000 during the years 2007, 2008, 2009, 2010 and 2011, respectively, thereby showing a rising trend," he said.

Police authorities admit that the menace of Fake Indian Currency Note (FICN) is on the rise in Vishakhapatnam city, which is seeing many cases of unsuspecting people ending up with FICN of INR 500 and INR 1,000 denominations, The Times of India reported on December 9. "In the present year alone we have recorded about 25 complaints so far," admitted City Crime Branch Inspector Yelia Babu. Explaining the modus operandi, sources said that members of gangs behind the FICN racket mainly target rural areas to circulate counterfeit currency of INR 500 and INR 1,000 denominations in order to minimise the risk of being detected. Some mandals (administrative unit) like Kotapadu, Devarapalli, Kottavalasa and Narsipatnam in Visakhapatnam District have also become favoured dumping grounds for such gangs, with the Vizag Police also arrested several people circulating fake notes in these mandals. Police sources also revealed that FICN is allegedly printed in Pakistan and some bordering areas of Bangladesh and smuggled into India. East and West Godavari Districts in the state, and Malda District in West Bengal have emerged as the main hubs for FICN gangs operating in Andhra Pradesh, sources said.

Through these agents, BSF has started identifying the migrants who have come in the past few months and pushed them out. In the past couple of months alone, close to 200 migrants have been pushed out, some traced to as far as Kerala. In addition to this, BSF has identified 32 out of 866 border outpost areas on the eastern border through which maximum illegal migration takes place. "We have redeployed our existing forces in a manner that there is greater strength and vigil on these outposts," said an official. Most of these areas fall in Petrapole and Malda of West Bengal and Dhubri District in lower Assam. To improve its vigilance capabilities, BSF is also adding 509 composite border outposts across the eastern and western border.

The National Investigation Agency (NIA) on December 10, told the Supreme Court that bail should not be granted to persons engaged in circulating high value Fake Indian Currency Note (FICN) in Pakistan as it amounted to an act of terror intended to destabilize India's economy, reports The Times of India. NIA also equated FICN circulation as an offence under Section-15 of Unlawful Activities (Prevention) Act (UAPA), which means that grant of bail in such cases should be an exception rather than the rule. It said the network for smuggling FICN was seized from Chengamanadum Nadakkavu and Kochi (in Kerala), Bettiah and Raxaul (Bihar), Kolkata (West Bengal), Bhopal (Madhya Pradesh) and Nawanshehr (Punjab). An expert committee, which examined the fake currency, said, "The process of printing and paper make, both in FICN and legal tender of Pakistan, is same." The NIA said that the seized FICN was either smuggled directly from Pakistan or through transit routes like Nepal, Bangladesh and Dubai. The issue of distributing and smuggling of FICN is increasingly becoming a matter of grave concern for the investigating agencies.

According to sources, the State registered 26 Cyber Crimes in 2009, 144 in 2010, 240 in 2011 and 388 in 2012 till November-end. Bangalore topped the list with 268 Cyber Crimes reported till October 30, 2012. Bangalore registered 102 cases in 2010 and 178 cases in 2011. Udupi and Mysore came in second with 13 Cyber Crimes each. Meanwhile, the State Home Minister (HM), R. A total of 6,942 Bangladeshi were either arrested or handed over to Foreigner Regional Registration Office (FRRO) for their deportation in last five years, according to the information provided by Delhi Police in reply to a Right to Information (RTI) query filed by activist H.R. Bansal. In North Delhi District, 1,369 immigrants were apprehended of which 1,360 were sent to FRRO while nine were arrested for their involvement in crime. A large number of illegal immigrants, 3,419, were apprehended and handed over to FRRO from South District while 344 in Central District, 660 in South West District, Outer District 47, South East 200 and 903 from West District. No Bangladeshi were residing illegally in New Delhi district while other districts had no record, the RTI reply said.

A total of 294 websites belonging to various ministries and government departments were hacked in the January-October 2012 period. While the number of websites hacked in 2009 stood at 9,180, it grew to 14,232 in 2011 and in the first 10 months of this year the number has already crossed the 14,300-mark. About 16,126 websites were hacked in 2010, while 14,392 websites were hacked in the year 2012 (till October), as per the information tracked and reported by Indian Computer Emergency Response Team (CERT-In). To check hacking and cyber crimes, Minister of Communications and Information Technology Kapil Sibal told Parliament that the government has conducted six cyber security mock drills since November 2009 to assess preparedness of organisations to withstand cyber attacks.

He further said that 131 coastal police stations, 60 jetties, 10 marine police operational centres equipped with 150 12-tonne boats, 10 large vessels, 20 19-metre boats, 10 five-tonne boats, 35 rigid inflatable boats, 131 four wheelers and 242 motorcycles have been approved under Phase II. Rahaman, who joined the Indian Mujahideen (IM) in 2008, entered into India from Bangladesh a few days ago, said Police sources. The Police have seized incriminating articles and important documents, including some posters and letters of the organisation, from his possession. He had reportedly been a close associate of Babu Bhai alias Jalalluddin Molla, an operative of HuJI, who was arrested in Uttar Pradesh in 2007. During interrogation, Rahaman told Police that he met Amir Rezza Khan alias Nata, the founder member of IM, in 2008 in Dhaka (Bangladesh). After the meeting Rahaman joined the IM. Four alleged Indian Mujahideen (IM) militants, already in Delhi Police custody, were on December 20, arrested by Maharashtra Anti-terror Squad (ATS) in connection with Pune serial blasts (August 1, 2012) and remanded in Police custody till January 1, according to Zee News. The suspects Asad Khan (33) and Imran Khan (31) were arrested on September 26 from their hideout at Pul Prehladpur in south Delhi while Syed Firoze (38) was picked up from Hazrat Nizamuddin railway station five days later by Delhi Police special cell in an another terror case. The Police claimed that the trio was also involved in triggering Pune blasts. While, the fourth accused Langde Irfan (30), was apprehended from Jaipur (Rajasthan) on October 10 by the Delhi Police.

Suresh Kumar, the electronic expert of LTTE arrested on December 19 told investigators that "three more LTTE operatives were roaming around in the state and one of them was in Madurai (Madurai District)."Police teams have been formed to nab the three operatives. A 'Q' branch Police officer said the "operatives planned to attack many places in Sri Lanka to create a law and order problem there." Shirsat was arrested near Spanco office at Tukdoji Square and Sahu from Shastri Nagar. Two printers and scanning machines were seized from his house. Prima facie, Sahu appears to be the mastermind behind the crime.

National Investigation Agency (NIA) has found that Babbar Khalsa International (BKI) has strong financial links with sources in London, rediff.com reports on December 26. According to a NIA official, intelligence inputs from India and the United Kingdom (UK) indicate that the BKI receives its funds indirectly from some NGOs. Since the BKI's activities within India have tapered down, the outfit is trying to re-group by looking for sympathisers and donors outside India. The BKI had sought refuge in Pakistan with the help of the Inter-Services Intelligence (ISI) earlier. Now, the BKI has also found supporters in Germany and the UK to gradually rebuild their base. According to NIA official, "It is extremely important that we get details about the financial transactions and the NGOs involved. Authorities in the UK, Germany and Canada need to assist us with the probe so that we can collect more evidence". The NIA also fears that a resurgent BKI may try to make inroads into Punjab and Delhi.

Three alleged Indian Mujahideen (IM) militants were on December 26, arrested by Maharashtra Anti-terror Squad (ATS) in connection with Pune serial blasts (August 1, 2012), taking the total number of arrests in the case to seven, reports The Hindu. Syed Aarif alias Kashif Biyabani (32) was arrested from Aurangabad (Maharashtra) and Munib Iqbal Memon (31) and Farukh Bagwan (31) were arrested from Pune (Maharashtra). All the three were produced in a court in Pune and were remanded in police custody till January 1, 2013. Three computers, a laptop and a 7.65 mm pistol with four live rounds were recovered from the arrestee. Maharashtra Anti-Terrorism Squad (ATS) chief Rakesh Maria said, “Kashif was originally a Fayaz Kagzi hand. His name had figured in the German bakery blast case. After the arrest of [the key 2008 Mumbai attacks plotter] Zabiuddin Ansari, his statement was recorded again by the Crime Branch as his name had resurfaced. It was he who identified boys and put them on to Fayaz Kagzi who in turn put them on to Riyaz Bhatkal [one of IM’s top three commanders]. He has connections in Marathwada, Pune and Ahmednagar.” Quoting the ATS chief Rakesh Maria, The Times of India adds, all the suspects involved in the J M Road blasts in Pune have been identified. The alleged militants were trained in a farmhouse in Aurangabad.

The case is being investigated by the National Investigating Agency (NIA). Sources said the suspicion points at Yasin as the chemical impurities found in the ammonium nitrate fuel oil explosive outside the High Court match the impurities found by investigating agencies in ammonium nitrate seized from the Meer Vihar, Mundka (Delhi) factory of Mohammed Irshad (Yasin Bhatkal’s father-in-law) on December 1, 2011.
