The Hindu reports that for the second time in the last five days (previously on March 31), Pakistani nationals have been held for intruding into Indian territorial waters off the Okha coast in Jamnagar District. 14 Pakistanis, seven each aboard two fishing boats Al-Usmani and Al-Razzaq, were arrested by the Coast Guard on April 2. On seeing the Coast Guard patrol vessel Mirabai, the Pakistani boats tried to escape but were soon caught, official sources said.

The Tamil Nadu Police on April 2 denied as "totally baseless" a Sri Lankan media report that some 150 Liberation Tigers of Tamil Eelam (LTTE) cadres were being trained in the State, reports Dajiworld. Director General of Police (DGP) K. Ramanujam asserted that there was no place for militants and extremist organisations in the State. Ramanujam said: "There are no such training camps in Tamil Nadu. The report is totally baseless. Any LTTE activist identified is lodged in a special camp. There is therefore no question of any training camps functioning or being allowed to function in Tamil Nadu."

Chidambaram on April 3 said that Pakistan has enough evidence to detain 26/11 mastermind and Jama’at ud Dawa (JuD) chief Hafiz Muhammad Saeed, reports Zee News. “India had shared enough dossiers with Pakistan on JuD founder Hafiz Saeed’s anti-India activities”, Chidambaram said talking to reporters in New Delhi. UHM Chidambaram said that India had handed over a complete dossier on Saeed, including compact discs containing his anti-India speeches and sought his voice samples. “Pakistan had offered to give Saeed's voice sample to India but later reneged on the promise”, Chidambaram added. “There is enough material to detain and integrate him. We have consistently pressed for his arrest and interrogation. Pakistan was in denial mode”, Chidambaram said adding “Pakistan government is not doing its duty.”

A trial court in Delhi on April 4 extended the interim bail of a man who was arrested by Police on suspicion of being an Inter Services Intelligence (ISI) agent who had come to India with the motive to kill Gujarat Chief Minister Narendra Modi, reports Times of India. The court gave the accused three more days to produce more evidence to prove his innocence. Police had claimed that Imran and his wife Soofia were pushed into India from ISI’s launch pads in Nepal to attack Modi and other terror targets in the state.

DNA reports that the Prime Minister’s special envoy, Satinder K Lamba, said Delhi that while India appreciated the efforts of the Bangladesh Government of taking actions against the elements inimical to India, there was a need to do more, including finalising the extradition treaty. Lamba said some of the terrorist groups and their associated agencies continue to have their hideouts and the network of fake Indian currency notes (FICN) in Bangladesh. Noting that three security related agreements have already been signed between the countries, he hoped that the extradition treaty will be finalised soon to complete the process of putting in place the framework for cooperation on security related matters

Meanwhile, National Investigation Agency (NIA) has zeroed in on Pakistan's role behind the ploy to destabilize the Indian economy, reports Times of India on April 6. It has also claimed that West Bengal is the main transit point of the FICN consignments. In January this year, following synchronized operations along with different state agencies and Border Security Force (BSF), NIA held 14 persons including Morgen Hossain and Rakib Seikh from Jamshedtola in Malda District of West Bengal, from whom it got specific evidence to back its claims that all the fake notes circulated in India were printed in Pakistan and smuggled through Bangladesh and Nepal. With the leads extracted from the duo, NIA rounded up two more persons - Imran and Jenab on March 28 this year - and seized fake notes of INR 985,000. Both were key operatives of the racket and hail from Muzaffarnagar District in Uttar Pradesh. Their interrogation revealed that one Iqbal Kana, another Muzaffarnagar native, is one of the main liaison persons receiving the consignments from one Mohammad Ashraf in Dubai.

Maharashtra's Anti-Terrorism Squad (ATS) on April 6 denied reports that it had invoked the Maharashtra Control of Organised Crime Act (MCOCA) against Naquee Ahmed Wasi Ahmed Sheikh, Nadeem Ahmed Ashfaq Sheikh, Haroon Rashid Naik and Delhi-based hawala operator Kanwar Nain Pathrija, arrested in connection with the July 13, 2011 triple bomb blasts case in Mumbai, reports The Hindu. An unnamed senior ATS official said that the media report of the four being booked under sections of the MCOCA is not true. All the four are now lodged in the Arthur Road prison. The Indian Navy is all set to commission its first Unmanned Aerial Vehicle (UAV) squadron on the East Coast at Uchipuli near Ramanathapuram soon, reports The Hindu. It is considered a significant step towards strengthening maritime surveillance and reconnaissance in Palk Strait, Gulf of Mannar and Palk Bay off the Tamil Nadu and Andhra Pradesh coast. The commissioning of the UAV squadron near Rameswaram assumes significance not only due to its close proximity to Sri Lanka but also due to the strategic importance of the region. It has been christened INAS 344 and it will be operated from INS Parundu, a naval air station. It will be the third UAV squadron of the Navy.

Manu Chauhan, Chief Executive Officer (CEO) of East India Shipping Agency which recruited five of the Indian crew members, told The Times of India the ship's Dubai-based owners, Oyster Cargo and Shipping Company, had informed the Government's DG (shipping) and was also keeping families of the crew members updated. Talks were continuing between the East India Shipping Agency and Somali pirates for the release of the firm's crew. According to reports, apart from the Indians, the ship had three Nigerians and one Pakistani and Bangladeshi national each. With this, Somali pirates are now holding 21 vessels and have 289 hostages.

In November 2010, the tribunal rejected the pleas of Marumalarchi Dravida Munnetra Kazhagam (MDMK) leader Vaiko Gopalaswamy and others, on the ground that no member of the banned organization had challenged the ban. Justice Sen had said: "Indian soil is being used for unlawful activities propelled by the remnant cadres of the LTTE. There is sufficient material to declare the LTTE as unlawful association as contemplated under the Prevention of Unlawful Activities Act. The Police made this claim in its charge sheet, filed in the court of Chief Metropolitan Magistrate Vinod Yadav and indicting five Indians, arrested along with the FICN consignment on January 12. The seizure of the counterfeit notes with a face value of over INR 11.8 million, concealed in 33 cloth bundles and loaded in two tempos, was made from near a godown at Dabri in West Delhi. The Police have named Zeeshan Khan, a resident of Dabri, Ash Mohammad of Uttar Pradesh, Ghulam Ahmed, Yakoob Ali and Mohd Rafiq from Jammu and Kashmir as accused. All of them are presently in judicial custody.

The move is aimed at curbing the hazard of increasing number of counterfeit currencies in circulation. "Banks are advised to streamline their system in a manner which will make them bear the risk of counterfeit bank notes rather than the common man who unknowingly comes in possession of such notes," RBI said in its Annual Monetary Policy statement. The number of counterfeit notes in circulation has risen to 4, 30, 000 in 2010-11 from 3, 89, 000 in 2008-09, according to RBI data, even as the number of such fake notes at RBI's vault has declined to 45,235 notes from 52,620.

While both sides remained tight-lipped on the details of the day-long discussion, sources said that the US and India were likely to share technical know-how and intelligence on the detection of bulk smuggling of FICN. According to a recent confidential Government report, four in every 1,000 currency notes in circulation in India are fake amounting to as much as INR 32 billion in 2010. The white paper on the status of FICN, prepared jointly by the Intelligence Bureau, Research & Analysis Wing, Directorate of Revenue Intelligence and Central Bureau of Investigation had expressed concern on the trend saying it was seriously affecting the credibility of the rupee as legal tender. FICN that flowed into India in 2010 from abroad were in the range of INR 15 billion- INR 17 billion, the white paper said.

According to the Piracy Bill introduced in Parliament on April 23, pirates arrested by the Navy or the Coast Guard on the high seas or in India's exclusive economic zone (EEZ), which stretches to 200 nautical miles from the coast, could face even the death penalty, reports The Times of India. "Piracy has spread well into the Arabian Sea, around 1,100 nautical miles from Somalia's coast. Piracy is estimated to have become a USD 12 billion sophisticated global industry, with deepening links with terrorism," said an official. The new bill seeks to address piracy related problems by defining what constitutes piracy, setting up designated sessions courts for speedy trials and providing for extradition and laying down stringent punishment.

Anti-terrorism squad (ATS) officers, who are probing the serial blasts, had collected tooth brush, towels, computer discs, hair and clothes from the flat in Habib Apartment in Byculla in Mumbai (Maharashtra), where the two suspected Pakistani bombers, Waqqas and Tabrez stayed before and after the blasts. Kalina FSL had around 350 personnel till February, 2012 when the contract of 150 staff was over. Sources say the work is delayed due to shortage of manpower. Two other accused Mohammad Jamal Alvi and Habib Ahmad have been acquitted. The case relates to three low profile blasts that took place in Manak Chowk, Jalupura and in Sadar Police station area in Jaipur. These bombs were kept in tiffin boxes and tied to bicycles. A boy was injured in the blast. The court held both the accused guilty under different sections of TADA and the Explosives Act. In its 263 page judgment, it also upheld the view that the blasts were the result of conspiracy by Jalees and his accomplice after the demolition of Babri Masjid in Ayodhya (Uttar Pradesh).

"If the American troops and the International Security Assistance Force (ISAF) withdraw from Afghanistan as planned, 2013-14 are going to be crucial watershed years for India as far as the security of our western border is concerned," Browne hinted. Noting that the emergence of Pakistani Taliban and Punjabi Taliban would pose a real threat to India, Browne said if the situation in the Af-Pak region deteriorated after the allied forces withdraw, these (Taliban) elements may shift close to the Wagah border. "Our fear is that we may have these forces very close to the Wagah border to deal with because the focal point of al-Qaida and Taliban has dramatically shifted very fast from Afghanistan to Af-Pak border and North West Frontier Province to the heart of Pakistan," Browne said. The Air Chief said the game-plan of Taliban forces and terror elements in Af-Pak region was to target Kashmir after "liberating" Kabul from allied forces. "It is Kabul now we are dealing with. The report prepared by the Internal Security Wing to be submitted to the tribunal handling matters related with SIMI, headed by Justice V.K. Shali, says that though the Police had not come across incidents of secret meetings or training camps as had happened before 2008, several raids had yielded pamphlets and other materials. State Power Minister Aryadan Muhammad, on April 29, said that operatives of extremist organisations had been infiltrating into certain mainstream political parties. “These are very dangerous organisations,” he said. He further commented, “I can name these organisations. They are the NDF (presently Popular Front of India), SDPI… then SIMI… Most of these organisations come under the Jama’at-e-Islami,” he added. According to intelligence agencies, the preliminary plans of most of the Lashkar-e-Toiba (LeT) terror attacks carried out in Indian cities in 2008 were prepared at the SIMI camp held at Panayikkulam near Kochi (Kerala) on August 15, 2006. SIMI had also held a training camp at Vagamon hill resorts in Idukki District in December 2007 in preparation for terror strikes.

The Ministry of Home Affairs (MHA) on April 30 named Maharashtra based Khair-e-Ummat Trust as one of the fronts/pseudonymous organisations of Students Islamic Movement of India (SIMI), The Hindu reports. The MHA’s “background note on the Student Islamic Movement of India (SIMI),” mentions four more organisations as being SIMI ‘fronts' at the national level Tahreek-e-Ehyaa-e-Ummat (TEU), Tehreek-Talaba-e-Arabia (TTA), Tahrik Tahaffuz-e-Shaaire Islam (TTSI) and Wahdat-e-Islami. Chidambaram said on April 30 that law enforcement agencies need to quickly scale up capacity to fight cyber crime as dimensions of security problem increase manifold in the online space, reports The Times of India. "We have taken numerous steps to protect the physical infrastructure...I think all that we have done to protect the infrastructure in the physical space seems to be a lighter task than when we face threats that have been outlined in the cyber space," Chidambaram said while launching a report on cyber security prepared by software industry body Nasscom.
