Hindustan Times reports that Haroon Rashid Naik (33), a Mumbra (a Mumbai suburb) resident, was arrested by the Anti-Terrorism Squad (ATS) in the 13/7 triple blasts case on February 1. He is the fourth man to be arrested in the case for facilitating the hawala racket from where Mumbai blasts were funded. The Anti-Terrorism Squad (ATS) suspects the use of fake currency in the blasts and have taken Naik into custody because of his earlier arrest in a fake currency case on August 22, 2011. Haroon Rashid Naik underwent training with Indian Mujahideen (IM) founder Yasin Bhatkal in Pakistan. The duo underwent training in explosives and weapons there. In Feb-March 2011, Naik sent INR 1 million through Hawala from Middle East to co-accused Kanwar Nain Wazeer Chand Patrija (also arrested in the case) to be handed over to Bhatkal. Asian Age reports that the role of Pakistan’s Inter-Services Intelligence (ISI) is getting clearer day by day as Bhatkal is said to have been funded by Karachi-based operatives of ISI. The money was handed over to Bhatkal, the founder of Indian Mujahideen who currently operates out of Karachi. To counter the increasing threat of terrorist and anti-state activities the Union Ministry of Home Affairs (MHA) has approved several proposals for paramilitary forces, ranging from setting up a ‘detective training school’ to procuring huge numbers of high-tech ‘radio sets’, reports Times of India. A school to train spies – Central Detective Training School (CDTS) – will be set up in Ghaziabad in Uttar Pradesh by the Bureau of Police Research and Development (BPR&D). Besides officials of central armed police forces (CAPF) and Intelligence Bureau (IB), police personnel from states and Union Territories will also get training in the school which is likely to start functioning next year. The MHA also plans to buy and wet-lease helicopters for internal security duties

The Police arrested Mohamed Asim Khan (27) and recovered FICNs, having face value of eight thousand rupees, which were believed to have been printed in Pakistan. Originally from Haryana, Khan came in contact with a person, Arif, through his acquaintances from his village in Haryana, who was arrested by the Cyberabad Police in a dacoity case at Medchal Khan. Commissioners' Task Force (North) Inspector L. Raja Venkat Reddy said the accused obtained the counterfeit currency through Arif's brother and planned to circulate them in Hyderabad.

Maharashtra Anti-Terrorism Squad’s (ATS) investigations have revealed that Naik, alias Umar Akbar alias Mushtaque Shaikh alias Salahuddin alias Maulana, who was arrested on February 1 from Mumbra in Mumbai, appears to have been a very important person in the Indian Mujahideen (IM) hierarchy. Alleged founding member of Indian Mujahideen (IM), Mohammad Tariq Anjuman Ehsan, was arrested by the Delhi Police at Nalanda in Bihar on February 3. The accused, a civil engineer, was produced before the Chief Metropolitan Magistrate at Tis Hazari court and has been remanded to 15 days' police custody. According to Police sources, Tariq (31) is an IM ideologue and had previously been living in a house at Shahin Bagh in Delhi. The accused is suspected of being involved in a number of blasts, including Jama Masjid in Delhi. The special cell sources said Mohammad Tarique Anjuman was an active member of the banned Students Islamic Movement of India (SIMI) since 1998 and later joined Riyaz and Iqbal Bhatkal to become one of the founder-members of Indian Mujahideen in 2003. Delhi Police's special team investigating the Indian Mujahideen (IM) terror cell arrested a key ideologue and founding member of the group, identified as Talha Abdali alias Israr, from Barabanki in Uttar Pradesh on February 5, reports The Times of India. Police sources said Israr played a crucial role in motivating many youngsters to join the IM and he may have done some research work in the Jawaharlal Nehru University in New Delhi. He was brought to Delhi on February 6 and produced before a local court. Investigators believe Israr is a close associate of IM boss Yasin Bhatkal alias Shahrukh and after escaping from a Meer Vihar factory in Delhi in November, Yasin Bhatkal had taken shelter at Israr's place. Israr was arrested after his role was revealed during the interrogation of Tariq, who was arrested on February 3. Hindustan Times adds that the IM currently has 'a significant presence'—both in terms of sleeper and active modules—across five states in the country, the interrogation of Tariq has further revealed.

NCTC got the approval from the Cabinet Committee on Security (CCS) three weeks ago. The operations division of the counter-terrorism body has been given powers to arrest and carry out searches under Section 43 (A) of the Unlawful Activities (Prevention) Act, 1967. The NCTC will have the power to requisition services of the elite National Security Guard (NSG), according to the official order. It will integrate intelligence pertaining to terrorism; analyse the same; pursue or mandate other agencies to pursue the different leads; and coordinate with the existing agencies for an effective response. It will also maintain a comprehensive data base of terrorists and their associates, friends, families, and supporters; of terrorist modules and gangs; and of all information pertaining to terrorists.

Police had arrested Sonu from Yashoda Nagar in Kanpur in May 1998 and recovered two fake currency notes of Rs 1000 and 500 denominations and 26 notes of Rs 100 notes. Sonu's interrogation revealed that Guddu Singh Bhadoria was running the FICN racket. The Police raided his den and arrested him. Kamran Akbar alias Attar alias Asif Hossain, who hails from Karachi in Pakistan was arrested on February 13 from Chelmsford Road near the New Delhi Railway station for procuring sensitive documents relating to defence. Akbar, during interrogation, confessed being a resident of Karachi in Pakistan. In 1992, on a valid Pakistani passport, he came to Kolkata to visit his relatives and in 1997 got an Indian passport in name of Asif Hossain. On the basis of the passport, he procured one month visa for going to Pakistan and in July, 1997, he returned to Pakistan through rail via Attari border In Pakistan, the ISI got to know about the fact that he had stayed in India and had acquired an Indian passport. “He was recruited by them in October, 2004 and was motivated to work for them,” sources said.

Investigations following the arrest of Mohammad Tariq (26), a founding member of the Indian Mujahedeen (IM), have revealed that he used to live in a rented apartment in Shaheen Bagh near Okhla in South Delhi, reports The Indian Express. He shared the apartment with at least seven college-going youths. According to the officer, several terror trails in the last four years have led to Shaheen Bagh, an unplanned settlement on the Yamuna riverbed, and at least 13 suspected IM members lived in the area at some stage. Yasin Bhatkal alias Shahrukh, currently among the most wanted in the country lived in the area until November 2011.

Aftab Ahmed Ansari, the alleged mastermind of the 2002 attack on the American Center in Kolkata, was on February 21 brought to the Central Bureau of Investigation (CBI) special court Ahmedabad where the probe agency filed a charge sheet against him in connection with the landing of arms consignment in Radhanpur town of Banaskantha District of Gujarat in 2001. Ansari, who was lodged in a Kolkata jail, was escorted by a team of Special Task Force of West Bengal. Ansari, who had fled to Dubai in 1999, was arrested by the police there while he was boarding a flight to Karachi on January 23, 2001, a day after the American Center attack that had left six dead. Ansari was deported to India on February 9, 2002.

Chidambaram said it is critical for the security forces to keep devising newer ways of outsmarting terrorists and extremist elements, which are adept at using improvised explosive devices (IEDs) as "the most potent instrument" for spreading terror. The terror strikes in Pune, Mumbai, the Delhi high court and the most recent one on the vehicle carrying an Israeli diplomat's wife are all cases of use of IEDs. The IIM at Talegaon camp is the third of the six training schools, which are being established by the CRPF at different locations across the country for capacity building and training of human resource.

The villagers are being lured or forced to turn into spies by the Inter-Services Intelligence (ISI) when they go to meet their relatives in Pakistan. The revelation came to the fore during interrogation of three Rajasthan residents, Allahbux, Majid and Gulam Rasool, who were caught at Ganganagar and Amritsar recently for spying for Pakistan. They claimed that a spy named Jafria Chuda and three other persons, deported to Pakistan from India in 2011, lured them into it. ISI is using several Pakistani spies like Jafria Chuda to make Indian passengers their resident agents. Spies Allahbux, Majid and Gulam Rasool during interrogation confirmed this. Jafria had given INR 50000 to Gulam Rasool for spying, sources said. Sources said that ISI is threatening Pakistani residents to blackmail their Indian relatives to spy for Pakistan and threaten them with dire consequences if they refuse. Also, Indian passengers are being harassed there in the name of interrogation.

"Many ships have been taking the route off the Indian coast after the Indian Navy's strong action against the Somalian pirates," said Captain Pottengal Mukundan, Director- International Maritime Bureau’s (IMB) Piracy Reporting Centre (PRC). Captain Mukundan said that there have not been any incidents of Somali type hijacking in Indian territorial waters though in the last year (2011), 450 crew members have been taken hostage in Somali hijackings of 28 vessels. The IMB's Piracy Reporting Centre has been monitoring piracy worldwide since 1991.

Sharma was produced before the special Maharashtra Control of Organised Crime Act (MCOCA) court in Mumbai where he was remanded to NIA custody till March 9. Sharma, a close associate of Sunil Joshi (the suspected ’mastermind’ behind the blasts who was later murdered), allegedly planted a bomb on Samjhauta Express. The arrestee, Tawseef Ahmad Peer (22) alias Mama, had been detained on February 27 by Jharkhand Police and it was based on information given by him that two LeT militants were arrested in Delhi on February 28. Tawseef is a cousin of Ehtesham Farooq Malik (24), who was arrested in Delhi along with Shafaqat Ali Tuggu (23). The three arrested militants are suspected to have planned a terror attack in Delhi’s Chandni Chowk area, an attack that was foiled by timely intervention by security agencies.

Economic Times adds that the outfit has successfully nurtured indigenous jihadis and is sending solitary bombers on terror missions after training in Pakistan. LeT has lured educated youths from Kashmir and north India into its fold. Though they are sent to Pakistan for training, they are not sent in batches to unleash mayhem. A fast track court Coimbatore (Tamil Nadu) on February 29 found five activists - Shajahan, S Shameem Ul Islam, A Syed Muhammed, Syed Abdul Raheem and Khader Bhawa - of banned Students Islamic Movement of India (SIMI) guilty of publishing an article against the unity and integrity of the country in the tabloid Seithi Madal way back in 1999. Another accused, Abu Tahir was exonerated. Though they had been sentenced to three years of imprisonment and a fine of INR 10,000, they had to be released as they already served their prison term during the course of the trial. The tabloid carried an article by SIMI activist SHM Moideen (who succumbed to illness before arrest) comparing the then social situation in Kashmir with strife torn Kosovo and targeted the Indian Army and territorial integrity of India. Police found that the content threatened the federal structure and unity of the country.
