Concerned over the apparent appeal of Islamic State (IS) among a section of Indian society, the Centre along with states and Union Territories (UT) worked out a cohesive strategy to counter attempts at radicalisation and recruitment, The Times of India reports on August 2. Counselling of "vulnerable and radicalized" youths as well as their families and propagating "moderate" interpretations of Islam to counter the IS ideology of violent extremism will be key contours of this national blueprint. The counter-measures were on August 1 discussed by Union Home Secretary L C Goyal with the Chief Secretaries and Director General of Police (DGP) of 12 states and UTs, including Jammu and Kashmir, Maharashtra, Telangana, Andhra Pradesh, Karnataka, Uttar Pradesh, Tamil Nadu, West Bengal, Bihar, Delhi, Assam and Kerala, that have reported instances of radicalization and recruitment by IS. The immediacy with which the threat needs to be addressed was underlined in presentations by three central agencies —(Research and Analysis Wing) RAW; National Technical Research Organization (NTRO); National Investigation Agency (NIA) and Telangana. RAW conceded that even though southeast Asia is not an area of priority for IS now, one needs to closely watch the outfit in the long term. It said though the IS footprint in India is limited as compared to many western nations, a counter-plan must be readied right away to avert the potential threat. A presentation by Telangana on counter-radicalisation measures listed counselling of "vulnerable" youths and involving their parents, peers and community elders in such efforts; increasing the level of interaction with 'moderate' groups, Non-Governmental Organisations (NGOs) and civil society to track and tackle radicalization; and countering extremist ideology of IS by propagating "moderate" interpretations of Islam. A key point was the need for a "tactful" approach to youths reached by ISIS, involving counseling and efforts to bring them back into the mainstream. With the social media emerging as a preferred medium of radicalisation and recruitment among young, net-savvy Muslims, NTRO discussed monitoring of suspected terror sites and social media handles. The suggested counter-strategies included disabling of harmful content and running a counter-propaganda. The NTRO presentation also touched upon how to retrieve evidence from cyberspace. Calling for uniform standards of investigation in terror cases, the NIA stressed on guarding against implication of innocent people and ensuring that scientific evidence is key to all terror investigations.

Police arrested a Mumbai (Maharashtra) resident, identified as Siraj Rijalisha suspected to be a mastermind of an interstate-smuggling racket was arrested with Fake Indian Currency Notes (FICN) from a Basirhat hotel in North 24 Parganas District on August 1, reports The Times of India. Fake currency of the face value of INR 5000 was also seized from him. Police are also looking for more gang members, including a woman with whom Siraj were staying in another hotel for a week. Police said that during an investigation they came to know that Siraj, a resident of Malad Malni in Mumbai, recently came to Basithat with his gang members and was running a smuggling racket on the India-Bangladesh border near Basirhat. Siraj has been remanded in Police custody for five days after being produced in a Basirhat court on August 1.

The Cyberabad Police have decided to arm corporates in the Information Technology (IT) corridor. In fact, they have decided to issue arms licenses so that armed private security personnel can handle a crisis till Police or other security agencies take over operations, The Times of India reports on August 2. The decision to issue such licenses has been communicated to the companies and many have expressed interest. "We need to prepare for any situation. Arming security personnel will help them in handling hostage situations, lone-wolf attacks or other crises. Otherwise, the unarmed security guards will be in a helpless situation when a crisis hits them. We will train the security guards in handling such weapons too,'' Cyberabad Police Commissioner CV Anand stated. Over 500 registered corporates operate out of the IT corridor (Madhapur-Gachibowli stretch) and the Police is ready to permit two guns - one basic weapon like a pistol and another a reasonably advanced weapon - to each firm. Earlier, the Cyberabad Police had directed the IT companies to keep a vigil on usage of the Internet and social media by their employees to nail Islamic State (IS) sympathisers. In fact, one of the companies promptly alerted Police after an employee downloaded information on explosives.

The Enforcement Directorate (ED) has sent a Letters Rogatory (LR) to the United Kingdom (UK) as part of its global probe into suspected terror funding and hawala (illegal money transaction) operations of late Iqbal Mirchi, a longtime associate of Dawood Ibrahim, New Indian Express reports on August 2. Mirchi, who died in 2013 in the UK, is suspected to have laundered and moved funds through the hawala route to purchase a host of properties in at least 10 or more countries with the help of his associates. The overseas judicial request dispatched recently by the ED through diplomatic channels has sought to obtain information on the finances, bank accounts and assets of Mirchi and his associates which are suspected to be created by him illegally in the foreign country through dubious ways like hawala. Sources said the LR has been issued after vetting from the Union Finance and Home ministries and has been prepared after some preliminary information conducted by the central probe agency in coordination with their counterparts in London. Apart from UK, the agency is already in touch with few more countries like UAE, Spain, Cyprus, Turkey and Morocco as part of the overseas judicial requests. The agency, which has recently launched a multi-level probe into the INR 30 billion slush funds ring, has already issued notices to two sons and the widow of Mirchi, his relatives, lawyers and business associates in connection with its investigation conducted under the Foreign Exchange Management Act (FEMA). As part of the latest LR, the sources said, ED has sought all "available documents and material" which are related to Mirchi and other suspects it has identified in this probe.

National Investigation Agency (NIA) has set up a special cell to monitor internet content and chatter that will also help the agency generate its own intelligence vis-a-vis terror investigations, The Times of India reports on August 3. For this, the agency has acquired state-of-the-art tools (software) from a US software giant. The tools, approved by National Informatics Centre (NIC) and Centre for Development of Advanced Computing (C-DAC) will help the agency cull out communication having certain key words related to any kind of terrorism or radicalisation attempt. They will also cull out suspect content across various platforms that could be put together to establish patterns through analysis. Until now, such tools were available only with Intelligence Bureau (IB) and Research and Analysis Wing (RAW). This makes NIA the only agency outside the intelligence set-up to be allowed such surveillance. "Terrorists are not talking over the phone anymore. That is why it took so many years to apprehend Indian Mujahideen (IM) operative Ahmed Zarar Siddibappa alias Yasin Bhatkal even as he continued executing blast after blast. Unless we enhance our cyber monitoring capabilities, we are always going to stay a step behind the terrorist. All terror plans, radicalization, recruitment are today being discussed over the internet," said an NIA official.

The Brihanmumbai Electric Supply & Transport (BEST) has incurred a loss of over INR 3,00,000 from Fake Indian Currency Notes (FICN) given by commuters in the year 2013, Asian Age reports on August 3. Figures that have just come for 2013 show that commuters have been giving BEST conductors FICN of the denomination of INR 100, INR 500 and INR 1,000. According to the recently released document banks such as ICICI, Bank of India and CitiBank, where money is deposited at the end of the day, notified the undertaking about FICN in that year. According to the document, currency worth INR 2,70,750 was found to be fake. This came from the notes received from issuing daily tickets. The remaining loss of INR 1,34,800 came from those who bought bus passes. Of this amount, the BEST recovered INR 40,500 from commuters when they returned to renew their passes.

The findings of the Indian Statistical Institute (ISI) study commissioned by the National Investigation Agency (NIA) stated the quantum of Fake Indian Currency Notes (FICN) in circulation nationwide at INR 4 billion at any given time, with INR 700 million entering the system every year, indicating the scale of the economic security issue could be substantially lower than intelligence estimates, The Hindustan Times reports on August 3. “The ink, paper and other features used in fake notes in circulation here can be available only to sovereign nations for publishing their legal tender,” a Union Ministry of Home Affairs (UMHA) official said. The study estimated the overall incidence of FICN to be around 250 per million pieces. “We have reasons to believe that Pakistan is behind most of the fake currency notes being pushed here. We needed a scientific estimate of fake notes in circulation. That’s why the ISI was asked by the National Investigation Agency, the nodal agency in the matter, to carry out a study,” the official added. The study compiled data from all stakeholders: the Reserve Bank of India (RBI), National Crime Records Bureau (NCRB), Intelligence Bureau (IB), Research and Analysis Wing (RAW), Central Economic Intelligence Bureau (CEIB), Central Bureau of Investigation (CBI) and others. Data for the total value of FICN detected and seized in India and abroad over the last five years varied between INR 24 crore and INR 46 crore. The 13 included some Indians residing overseas. According to sources, 17 youths who intended to leave India to join the IS were stopped by intelligence agencies and Police forces. The youths hailed from Telangana, Maharashtra, Karnataka and other states. “Among the seven alive who are still with the IS are an Australian citizen who is originally from Kashmir, two of the four youths who left from Kalyan, one from Bengaluru, one from Telangana, and one each from Singapore and Oman,” said a source. The two youths from Kalyan are Fahad Shaikh and Aman Naeem Tandel, who went with Areeb Majeed and Saheem Tanki to Iraq and Syria in May, 2014. Majeed returned to India in November 2014 and was arrested by the National Investigation Agency (NIA), while Tanki has reportedly died. Adil Fayaz, who hails from Kashmir, is believed to have joined the IS after completing his MBA from Australia’s Queensland University. Fayaz’s case came to light when the Australian Secret Intelligence Organisation told the Intelligence Bureau (IB) in March 2014 that he was among over 600 Australian citizens, mainly of West Asian origin, who were serving with jihadists in Syria. Haja Fakkurudeen Usman Ali, a Tamil Nadu-born Singapore resident who left for Turkey along with his family on January 22, 2014, had disappeared across the Syrian border and is believed to have joined the IS. “However, of those alive, only one youth from Kalyan is engaged in active combat, while the others are believed to have been assigned menial and odd jobs by their handlers,” said the source. Among the six Indians who are reported to have died after joining the IS are: Saheem Tanki from Kalyan, who reportedly died in a suicide bombing in the northeastern Syrian city of al Hasaka in January; Sultan Abdul Kadir Armar from Bhatkal, who was reportedly killed during fighting at Kobane on the Syria-Turkey border on March 6; Indian Mujahideen (IM) 'commander' Muhammad ‘Bada’ Sajid from Sanjarpur in UP; and Haneef Waseem, a student from Hyderabad who had gone to London for higher studies and reportedly died fighting in Syria. The Indian recruits are meant to cook, clean and do other jobs for the fighters. However some of the Indians have posted pictures with assault rifles in their hand. This is more of a marketing stunt, an Intelligence Bureau (IB) official says. They hold guns pose for a photograph and post it on the internet so that others would be tempted to join the outfit. Most of the Indians who have joined the IS were lured in by false promises. Many felt that after a few rounds of training they would be sent into the battle field. The Areeb Majeed case is a classic example of what really happens at the IS camps where Indians are concerned. The IS finds the Indian recruits to be too frail and incapable of a battle.

Tariq Khosa, a top police officer who was made Director General of the Federal Investigation Agency (FIA) weeks after the 26/11 Mumbai terror attack, has written a revealing article in Dawn newspaper giving graphic details of the plot and its investigation, thereby confirming what India has been saying for long. Khosa, who has held top posts in the Pakistan Government and Interpol besides initiating criminal investigation into former Prime Minister Benazir Bhutto's assassination in 2007, wrote that "Pakistan has to deal with the Mumbai mayhem, planned and launched from its soil. This requires facing the truth and admitting mistakes." He also demanded that Pakistan's state security apparatus should ensure that the perpetrators and masterminds of the "ghastly terror attacks" are brought to justice. Noting that the case has lingered on for far too long, Khosa said dilatory tactics by the defendants, frequent change of trial judges and assassination of the case prosecutor as well as retracting from original testimony by some key witnesses have been serious setbacks for the prosecutors. The Asian Age adds that in his article in Dawn, Khosa stated, “The following facts are pertinent. First, Ajmal Kasab was a Pakistani national, whose place of residence and initial schooling as well as his joining a banned militant organisation was established by the investigators. Second, the Lashkar-e-Toiba (LeT) terrorists were imparted training near Thatta, Sindh and launched by sea from there. The training camp was identified and secured by the investigators. The casings of the explosive devices used in Mumbai were recovered from this training camp and duly matched. Third, the fishing trawler used by the terrorists for hijacking an Indian trawler in which they sailed to Mumbai, was brought back to harbour, then painted and concealed. It was recovered by the investigators and connected to the accused. Fourth, the engine of the dinghy abandoned by the terrorists near Mumbai harbour contained a patent number through which the investigators traced its import from Japan to Lahore and then to a Karachi sports shop from where a LeT-linked militant purchased it along with the dinghy. The money trail was followed and linked to the accused who was arrested. Fifth, the ops room in Karachi, from where the operation was directed, was also identified and secured by the investigators. The communications through Voice over Internet Protocol were unearthed. Sixth, the alleged commander and his deputies were identified and arrested. Seventh, a couple of foreign-based financiers and facilitators were arrested and brought to face trial.” However, India feels that its stand is vindicated in the disclosures made by the Pakistani chief investigator of the 26/11 Mumbai attacks (2008) in a newspaper column that the terror strike was planned and launched from Pakistani soil, reports The Asian Age. Government sources said that “We have always insisted that the 2008 terror attack were planned, financed and carried out by people from Pakistan. Also, it is our view that 99 per cent of the evidence in the Mumbai case is in Pakistan.” They added that prosecutors in Pakistan had enough evidence against the perpetrators of the deadly attacks and that if they had revealed it the outcome of the trial would have been different, a reference to the fact that those responsible for it, including Zakiur Rehman Lakhvi, are roaming free in Pakistan.

Minister of State for Finance, Jayant Sinha on August 4 said in Rajya Sabha (Upper House of Parliament) that more than 27.31 lakh pieces of Fake Indian Currency Notes (FICN), with face value of INR 1364.3 million, were seized in three years through 2014, reports Business Standard. Replying to a question in Rajya Sabha, Jayant Sinha said that in order to stay ahead of the counterfeiters, the government has recently introduced revised numbering pattern in all denominations. Besides, the Government, in consultation with the Reserve Bank of India (RBI), has initiated the process of procurement of upgraded/new security features for a fresh series of bank notes. Sinha informed that a FICN Coordination Group has been formed in the Union Ministry of Home Affairs (UMHA) to share intelligence/ information amongst different security agencies to deal with the menace of circulation of FICNs in the country. As per the details given by him on FICN, more than 15.54 lakh notes were recovered in 2012, 2013 and 2014 having face value of about INR 775.8 million. Also, 11.77 lakh notes were seized during the three years having face value of INR 588.4 million. Meanwhile, 2,091.8 crore pieces of bank notes of various denominations valuing INR 31.99 lakh crore were supplied to the RBI during 2013-14 fiscal.

In its plea seeking trial through video conferencing, the NIA stated that the Maharashtra government feared that the suspected Lashkar-e-Taiba (LeT) operative could either be killed or abducted while being brought to the Delhi court. Jundal is currently lodged at Mumbai’s Arthur Road Jail. “After applying the findings/observations of the High Court, I am of the considered view that the application of NIA deserves to be allowed. Minister of State for External Affairs V K Singh in his keynote address at the 4th Roundtable of ASEAN- India Network of Think Tanks in Kuala Lumpur (Malaysia) said that "The anonymity and inter-connectivity of cyberspace is not just exploited by criminals and terrorists to carry out identity theft, financial fraud, terrorist activities and stealing of corporate information, but also by some state actors to conduct espionage, disrupt critical infrastructure and plant malicious software which can be exploited in various ways." "Since cyber-crime usually has a transnational dimension, there is crucial need for cooperation to exchange experiences and share best practices for protection of information infrastructures," he said. "The success of Islamic State in Iraq and Syria (ISIS) in using cyber space for radical propaganda, raising funds, and recruiting young, educated, Foreign Terrorist Fighters from every continent to join their war in Iraq and Syria, poses a threat that we are all grappling with in varying measure," he said. Singh said terrorist actors in theatres from Syria, Iraq to Af-Pak were interconnected through terror networks. "The supply chains of different elements including spread of extremist ideology, recruitment, training, travel and financing are truly global in nature."Therefore, it is imperative for the international community to ensure deeper and wider international cooperation to be able to successfully deal with this menace, he added.

The German Bakery blast is incidentally the only instance in recent times where the IM used RDX as an explosive. Its source has been a key unanswered question in the probe since the IM, from forensic records of nearly a dozen blasts linked to it, is known to use easily available ammonium nitrate. Police suspect RDX consignment went into the making of IEDs by key IM operative Yasin Ahmed Siddibappa for the German Bakery blast. Forensic analysis of the explosives used in that blast had revealed residual presence of high-quality RDX and ammonium nitrate. Police are looking for Jainulabudin and Sameer to provide answers on the origin of the RDX used in 2010. German Bakery blast accused Yasin Ahmed Siddibappa, however, has claimed that ammonium nitrate was used for the blast and he had received it near the Swar Gate bus stand in Pune from a person, identified as Ibrahim.

The Centre has alerted Kerala that a dormant module of the Indian Mujahideen (IM) having links with the Islamic State (IS) militia may be planning to recruit fighters for strife-torn Syria and Iraq, The Hindu reports on August 11. Sources said the IM’s links with the IS had come to light after the death of Muhammed Sajjid aka Bada Sajjid, an IM operative. He was killed during a shelling in Syria last month. The IM had been dormant in the country after the arrest of some of its top leaders such as Yasin Bhatkal, T.A. Shibili and Safdar Nagori. There were others from Kerala as well who had links with IM and Jam-I-yyathuk Ansurul Muslimeen. IM operatives behind bars include Thadiyanvide Nazir aka Ummer Haji, Umar Farooq, and Ibrahim Moulavi. However, intelligence sources said many absconders, including Ayub and Shoaib from Kannur and Shuhaib from Parappangadi, wanted in terror-linked cases, may have joined the IS using new names and identities. Sources said the case of two missing Keralites from the United Arab Emirates (UAE) and Qatar a few months ago had increased suspicion that radicalised Kerala youths were joining the IS militants. Intelligence agencies had already traced the identity of Abu Thahir, who had left his home at Puduppariyaram, near Palakkad in Kerala for Qatar, two years ago. But the Indian Consulate in Qatar had no clue if he had reached the Emirate, even as his Facebook page remained active for long after he was reported missing. Another is an unnamed Keralite youth hailing from Kunnummal in Kozhikode District. He has been missing from Ras-al-Khaimah in UAE for the past four months. Sources said that a Keralite’s name figured in the radar of intelligence agencies after the detention of IM sympathisers in Saudi Arabia. It was unclear whether he was still alive, sources said.

The Government has also declined to grant permission to challenge a bail order granted to two other accused in Mecca Masjid blasts case (Telangana) - Devender Gupta and Lokesh Sharma - on the “grounds of parity” since bail had been granted to Bharat Mohal Lal and Tejaram Parmar which had not been challenged by the prosecution. The UMHA warned that terror groups like Students Islamic Movement of India (SIMI), Indian Mujahideen (IM), Jaish-e-Muhammed (JeM), Tahrik-e-Furqan (TeF), Lashkar-e-Toiba (LeT) and Pasban-e-Ahle Hadis (PAH) are planning to target important installations in the country. Police presume that nabbing the gang might help them solve several bank-related burglaries in the city. "During investigation, it was found that SIMI activists had no role in at least the KPHB incident. We suspect that a Maharashtra-based gang is behind it. The failed robbery plan was executed with the help of some of their associates from the state as one of them spoke to bank officials in Telugu. National Investigation Agency (NIA) is formally writing to Pakistan seeking information about Pakistani terrorist Mohammad Naveed alias Usman, who was captured alive after Udhampur terror attack (Punjab, July 27), even as the agency is seeking help from different countries to trace the Voice over Internet Protocol (VoIP) calls made by the militants, reports The Times of India on August 13. NIA chief Sharad Kumar is in Jammu to interrogate Usman at the joint interrogation centre. Kumar questioned Usman for close to two hours before he left for Udhampur to inspect the spot where the militants attacked the Border Security Force (BSF) convoy. According to reports, during his interrogation, Usman has given details about his residence in Faisalabad in Pakistan. He has also shared details about his family. One of his brothers is said to be a lecturer while another is a businessman dealing in hosiery. Sources said NIA will be sending a letter rogatory to Pakistan seeking information about the activities of Usman. Though NIA does not have any extradition treaty with Pakistan, it is still trying its luck to convince Islamabad to share some details about Usman.

On August 14, one person, Pankaj Gadhai (resident of Odisha) was arrested by Anti-Terror Squad (ATS) of Crime Investigation Department (CID) from Jorabagan in Kolkata, and with his revelation, on August 15 afternoon, CID recovered 600 kilogram of ammonium nitrate along with another 500 kilogram of Sulphur and 20 kilogram of aluminum nitrate from 54 Strand Road in Kolkata, reports The Times of India. The fact that this huge stack was locked inside a go-down even as the city went in to a high-alert for Independence Day has not gone well in the security establishment. "By the looks of it, the entire modus operandi is tried and tested and up and running for several months. We are investigating this aspect closely," said a source. The go-down belongs to one Susanta Pakhira, who too is a resident of Odisha. According to CID sleuths, the recovery has direct connection with the Raghunathganj explosives haul that took place on August 8. The CID has so far claimed that the explosives used to arrive at the Kolkata go-down from designated areas of Odisha. Sometimes, they added, the raw material consignments arrived from Bihar. The explosives were then sent to several areas in Murshidabad District like Domkal and Suti from where the bombs would be made. These consignments sometimes were sent either through trucks or even the local train network. Once the bombs were manufactured, they were pushed back in to Kolkata and the Barrackpore Industrial belt. Sleuths believe a portion of it was sneaked even in to neighbouring Bangladesh. Sources said the quality of the material, the route and the transport mechanism similarity with that of October 2, 2014, Bardhaman Khagragarh blast.

Earlier in the day, as was reported in the SATP on August 15, four other suspects - a Pakistani national, Mohammed Nasir along with two Bangladeshi nationals, Faizal Mohamoud and Joynal Abdein and a Myanmarese national, Zia Ur Rehman – were arrested from the same area. Nasir was arrested for allegedly shipping a terror militant out of India, and for his strong links with Bangladesh terror group Harkat-ul-Jihad-al Islami Bangladesh (HuJI-B). The National Investigation Agency (NIA) was in pursuit of Nasir after the 2013 Dilsukhnagar blast accused Waqas (alias Sonu) told interrogators how Nasir had helped him slip out of Hyderabad and into Bangladesh. "When NIA officials arrested Waqas, he disclosed that it was one Nasir who helped him cross to Bangladesh. Since then NIA has been on the lookout of Nasir and today we got extremely lucky,'' said Joint Commissioner of Police (detective department) T Prabhakar Rao. Nasir, who is involved in human-trafficking, was helping Faizal Mohamoud, Joynal Abdein and Zia Ur Rehman get fake passports, the Police said. Polices said, Nasir, during his stay in India, has been sending people to Saudi Arabia and surrounding countries, and many of them could be militants. Rao said Police seized four Indian passports, one Bangladesh passport, 100 identity proofs including voter ID cards, Aadhaar cards, birth certificates, passport delivery envelopes and affidavits, along with a cache of Jihadi literature. Police said 52-year-old Nasir has been living in India during the last five years, ever since he sneaked into West Bengal via Bangladesh. Nasir took shelter along with his Pakistani wife in Haryana and Uttar Pradesh before coming to Chanchalguda three months ago. "While he was in Pakistan, he came in contact with his distant relative Abdul Jabbar, who is presently residing at Cox Bazar in Bangladesh, and is a leader of HuJI-B. Jabbar indoctrinated Nasir with terrorist ideology and sent him to India for unlawful activities,'' Prabhakar Rao said. Police said Jabbar had directed Nasir to receive Dilsukhnagar blast accused Zia-ul-Rehman (alias Waqas) at Malda District in West Bengal and help him cross over to Bangladesh in early 2014. The seven were picked up from Hotel Chandni International, located in the central part of the city, by the STF late on August 14 night in a joint operation with personnel of the Bowbazar Police Station, a senior officer of the Kolkata Police’s STF section said. “They have failed to show proper papers about their identities and their travelling papers to India. They have entered the country on forged documents. We suspect that they probably have used waterways to enter Chennai,” the officer said. The two Indians, residents of Tamil Nadu, had helped the five Sri Lankans in travelling to Kolkata and probably with the false documents, he said. Colombo Page adds that according to the Police, two of them – Guna Sekharan and Bala Singham are senior leaders of the LTTE. Police are checking if they came for any operations or for any reconnaissance. It was an accidental blast in a house, located near Nahan Police Station on August 15, which spurred the Police to inquire into the matter. A subsequent search led to the recovery of material and arrest of the three sons of arms dealer Sheikh Imtiaz alias Bhaijaan, who died some months back. A case has been registered against the accused under the Arms Act. The seizure made includes 3,000 live cartridges, four guns, four detonators, 250 kilogram of pellets, small machines used in manufacturing bullets, 150 kilogram gunpowder, 50 kilogram sulphur, potassium nitrate, lead bricks and a liquid chemical that is yet to be identified. Even the Army is investigating into the matter to ascertain the nature of material seized and purpose for which it was kept.

Based on intelligence inputs, the government has been successful in tracking four new locations of Dawood other than the three communicated to Pakistan in 2012. There are now seven addresses listed where Dawood has been staying over the years, with most of them being in Karachi (Sindh, Pakistan). "We have prepared a dossier with the latest intelligence inputs. If required, it can be taken up during the scheduled talks," said a government official. Pending issue Dawood's case has been listed as one of the pending issues with Pakistan. The last dossier sent to Pakistan on Dawood in 2012 had specific addresses and details of three Pakistani passports held by him. The three addresses mentioned were: Moin Palace, 2nd Floor, Opposite Abdullah Shah Ghazi Durgah, Clifton, Karachi, Pakistan, 6/A, Khyaban Tanzeem, Phase V, Defence Housing Area, Karachi, Pakistan and Margalla Road, P-6/2, Street No. 22, House No. 29, Islamabad. Other than these three addresses, four more have been added in the list now, including the ISI safe house where he is said to have recently shifted. The fresh information based on latest intelligence gathered by Indian agencies was put together soon after the Home Ministry's goof up in Parliament in June. The Minister of State for Home Affairs Haribhai Parathibhai Chaudhary had said in Parliament that Dawood has not been located so far, leading to a controversy that embarrassed the government. A woman, who carried the notes up to the border, managed to escape towards Bangladesh on being challenged by the troops. A senior BSF officer said "Around 5.30 am specific information was received that a FICN consignment would be smuggled in from Bangladesh to the Mustafapur village in the Bagdah Police Station area. Within the next half an hour, troops of the 26Bn BSF, posted at the Mustafapur border outpost launched a special operation close to the village and spotted a woman walking from the Bangladesh side towards the Indo-Bangladesh Border Road. As per the case details, Ansari was part of a conspiracy in which Dawood Ibrahim allegedly sent a huge cache of RDX explosive and other arms, including AK-47 rifles, from Karachi in Pakistan through the sea route to Gujarat in 1993, the release said. According to an FIR registered in Jamnagar's 'B' division Police Station in 1993, the arms and RDX cache landed at Gosabara coast in Porbandar District of Gujarat in 1993 and was distributed to people associated with Dawood Ibrahim and other conspirators, the release said. During investigation at that time, the police recovered five AK-47 rifles, one AK-56 rifle, 43 hand grenades and 3,011 cartridges after raids. Though the arms had landed in Porbandar the FIR was registered in Jamnagar because the conspiracy to distribute arms was hatched by various accused, including Ansari, during a meeting at Bedi village near Jamnagar city, the release said.

Cyber crimes witnessed a 69 per cent increase in 2014 with the maximum cases registered under the now-repealed Section 66A of Information Technology (IT) Act, according to 'Crime in India 2014' report published by the National Crime Records Bureau (NCRB), according to Deccan Herald. Police registered 9,622 cases of cyber crime in 2014 as against 5,693 in 2013 with Maharashtra, Uttar Pradesh (UP) and Karnataka together accounting for 48.18 per cent of the cases across the country, the report said. While Maharashtra topped the list with 1,879 cases, a 107.2 per cent rise from 907 cases the previous year, Uttar Pradesh which came second with 1,737 cases, registered a 154.7 per cent hike from the previous year's figure of 682. Karnataka, witnessed 91.4 per cent rise in cyber crime cases from 533 in 2013 to 10,20 last year. The increase in cases was also reflected in the number of arrests, which reported a 74.3 per cent rise from 3,301 to 5,752. The report showed that the maximum number of cyber crimes were related to Section 66A, which was declared void by Supreme Court in March, 2015. A total of 4,192 cases or 44 per cent of cyber crimes were registered under this section in UP (898) and Karnataka (603). While, Assam registered 377 cases.

The agencies will now have to share pre-forensic and post-forensic observation for fakeness based on the currency design or water mark, presence of fluorescence, security thread etc, which is expected to demarcate high-quality fake notes from low-quality ones. A complete database on source of the seized currency, transit route and modus operandi of printing work and distribution is expected to help retrace the FICN to Pakistan. This information may be used to corner Islamabad at bilateral and multilateral forums. As per the new proforma, central and state agencies seizing FICN must mention details of the case file, including date and place of seizure, apart from denomination wise series and note number, currency design (water mark), fluorescence present, security thread, whether notes are of high quality or low quality, and pre-FSL (Forensic Science Laboratory) and post-FSL observation for fakeness. In addition, information will have to be furnished on the source of the seized currency, transit route, modus operandi of printing work and modus operandi of dissemination and distribution of FICN. The agencies must mention the motive of the FICN circulation, inter-state or international link, and the mode of transportation used. As for the accused, the proforma seeks their full personal details. Besides name, address and nationality, the agencies will also have to mention the religion of the accused. Other details sought include past convictions and links to past cases. Aadhaar and passport numbers of the accused are also to be recorded. Apart from this, central and state agencies will have to file a final report or court disposal proforma for FICN seizures, furnishing details such as date of disposal by the police and court, decision on FICN, name and parentage of accused/convicted/acquitted/discharged and period of punishment of each accused.

The decision was taken during the second meeting of the Joint Task Force on Fake Currency Notes between India and Bangladesh held in Dhaka (Bangladesh) on August 12-13. The first meeting was held in Delhi in January 2014. "Both sides discussed various issues to related with the menace of FCN and key areas of common concern were identified...It was agreed that a Standard Operating Procedure would be drafted to operationalise the MoU signed between India and Bangladesh during the visit of Indian Prime Minister to Bangladesh in June," the NIA said in a statement. India has also identified three passport issued by Pakistan to underworld don from the time he sought shelter in Pakistan. This include passport number G-866537 issued from Rawalpindi and passport number C 267185 and KC 285901 issued from Karachi (Sindh). His two brothers, Anees and Mustaqim holds Pakistani passport numbers H 144394 and KA 713357 respectively. According to India, Dawood has purchased several properties including the recent purchase of a bungalow in Cliffton in Karachi. According to agencies, the bungalow located near Ziauddin hospital has been purchased in September 2013 with an aim to provide medical treatment to the underworld don in case of any emergency. One of the most prominent wanted man is Abdul Wahid Siddibapa, an Indian Mujahideen (IM) operative and cousin of Yasin Bhatkal arrested IM 'India operations chief', who was arrested from Nepal in 2012. Siddibapa was detained in Abu Dhabi on the basis of a Red-Corner Notice issued by India for his alleged role in the serial blasts in various parts of the country from 2006 to 2010. He is said to be the financial brain of the IM. A follow-up was sought on the status of 192 suspects against whom Red-Corner Notices have been issued at India’s behest. National Security Adviser (NSA) Ajit Doval, who accompanied Modi on the trip, is learnt to have raised the pending extradition requests. The UAE showed its willingness to cooperate in these cases, it is learnt. The Extradition Treaty signed between India and the UAE in 1999 came into force in 2000. A Central Bureau of Investigation (CBI) official confirmed that India had pursued the extradition requests.

At least six accounts in four nationalised banks, spread over districts of Bardhaman, Birbhum, Murshibad and Kolkata in West Bengal, were used by the Jama'atul Mujahideen Bangladesh (JMB), to fund its module in the state, revealed an investigation by the Enforcement Directorate (ED), Economic Times reports on August 24. The accounts used by the jihadists were created in nationalised banks violating KYC (Know Your Customer) rules. The banks, where the accounts were opened, include State Bank of India, Corporation Bank, Bank of Baroda and Oriental Bank of Commerce. The accounts were closed, or became inactive, immediately after National Investigating Agency (NIA) arrested the handlers of JMB. The investigators have examined the bank officials and discrepancies were found in the KYC documents submitted by the JMB men. "We have also examined a local person who used to forge pan cards for these operators. Significantly, some of these operators are Bangladeshi nationals, but they could open their accounts in banks," said a person familiar with the matter.

According to The Indian Express’ exclusive report, the 17 Indians - all young men, barring a woman who has returned home - were educated, most hailing from middle-class or affluent families with conventional aspirations. Few had known links to Islamist political groups, and none to terrorism. The report said that alarm bells have started to ring in the corridors of power as the UMHA discussed the issue with Directors General of Police and Home Secretaries from 12 states earlier this month. Intelligence agencies suspect that the Indians have joined the savage IS, despite Union Home Minister Rajnath Singh's assurance that India is safe from an IS threat. The report further said that even though the numbers are small, Government sources said, the action plan is based on mounting evidence that the Islamic State propaganda has found resonance among some young Muslims disenchanted with the community’s traditional religious and political leadership and angered by growing communal violence. Islamic State flags have come up at protests in Tamil Nadu, Karnataka and Jammu Kashmir; pro-Islamic State graffiti has been reported in West Bengal and Andhra Pradesh. Perhaps most important, support for the Islamic State is blossoming in underground blogs and chat-rooms. Islamic State propagandists have, in particular, been calling for educated volunteers, especially engineers and doctors, to help build an Islamic utopia.

Sources said that August 16, 2015 haul at Strand Road in Kolkata have strong links to the Ranchi haul. "While Sulphur was recovered at both places, it is the suspected stocking of RDX that has kept us worried," said an official. The Indian government claims the conspiracy to attack Mumbai was hatched way back in 2005, while Pakistan has only investigated the 2007-2008 period. "They could have examined (David) Headley's wife Faiza Qutalah to get evidence against (Hafiz) Saeed," the dossier says. Qutalah, Headley's third wife whom he divorced just after the attacks, claims to have met Hafiz Saeed and was the first one to depose before the US Federal Bureau of Investigation (FBI). The dossier again raises the question as to why the roles of Pakistani Army officers Major Iqbal and Major Sameer were not investigated. "It appears the FIA [Federal Investigation Agency] has investigated the Karachi part of the conspiracy whereas the beginning of the conspiracy, training, motivation etc which took place at Muzaffarabad, Muridke and Lahore has not been thoroughly covered," the dossier says. Importantly, the dossier claims Pakistani authorities have completely omitted investigations into the role of trainers including Abdul Rehman Makki, a Lashkar-e-Taiba (LeT) operative in-charge of training. Makki is Saeed's brother-in-law. "The role of ISI [Inter-Services Intelligence] has been conveniently left out," the Indian dossier says. The dossier also raises questions into the role and whereabouts of those who facilitated the Mumbai attack by arranging for logistic support from Lahore to Karachi. The temporary Control Room in Karachi has also not been looked into, Indian authorities claim. The interrogation of attack mastermind Zaki-Ur-Rehman Lakhvi was also perfunctory, the dossier says, and exhaustive details of accomplices and associates were never sought. The list of suspects supplied by India was ignored and sources of the arms and explosives used in the attack haven't been disclosed. The India also complains that the investigations have been indifferent about Headley's activities in Pakistan. "Headley was intermittently given fake Indian currency by Major Iqbal for use in India. This aspect has not been covered by FIA," the dossier says.

The figure of 10 Indians now with IS is higher than the assessment put forth at a meeting of Chief Secretaries and Police Chiefs of 12 states convened by the Union Ministry of Home Affairs (UMHA) earlier this month. At this meeting, called to discuss the IS' appeal among a section of Indian youth and ways to counter it, the participants were told that 13 Indians had joined IS so far. Of this, seven were believed to be located in IS territory, while six had been killed. During the counter-terror talks with Australia, India is said to have raised Pakistan's continuing terror activities against India and its failure to dismantle the terror infrastructure on its soil. Senior officials of the ministry of external affairs are said to have shared how terror outfits active in the Af-Pak region were now taking up legitimate business such as leather goods exports, travel agencies, flour mills etc, to camouflage their operations and funding. ISI [Inter-Services Intelligence] is controlling most of the terror outfits, particularly LeT. The joint working group also discussed international presence of Sikh radical groups, particularly their attempts to "take over" gurudwaras in US, UK, Germany and Canada, all having a notable Sikh diaspora. Fake notes are on the rise in India, In fiscal year 2014-15, Fake Indian Currency Note (FICN) in circulation rose 22 per cent to 5,94,446 pieces, according to the Reserve Bank of India's (RBI's) annual report, dnaindia reports on August 28. These are counterfeit notes that were detected in the banking system. While 95.6 per cent of these notes were detected by commercial banks, 4.4 per cent were detected at RBI offices. The number of counterfeit notes detected increased for all denominations, except for INR 2 and INR 5, which are almost out of circulation, being replaced by metal coins. India is the largest producer and consumer of currency notes, next only to China. Currency continues to be the dominant means of payment with banknotes in circulation (in value terms) placed at INR 14.3 trillion by March-end. During 2014-15, the goals set for the RBI included field trial of plastic banknotes, exploring alternatives for extending the life of banknotes, introduction of new series of banknotes to leverage the latest innovations of currency note printing technology to stay ahead of counterfeiters, redesigning coins to make them user friendly and long-lasting.

Investigators working to identify Dawood Ibrahim's offshore assets have found his involvement in the business of conflict diamonds, The Times of India reports on August 30. In a bid to freeze Dawood's assets and shamble his operations, National Security Adviser (NSA) Ajit Doval had tasked intelligence agencies to pinpoint the his businesses. It is widely known that he has interests in real estate, money laundering, hawala (illegal money transaction) betting and fake currencies. Investigators have found that the current focus of the D Company, is to promote and expand the business of conflict diamonds in Africa and Dubai. Conflict diamonds are raw diamonds mined and sold by militants groups in African countries, particularly Angola, Sierra Leone and Congo, to "finance conflict aimed at undermining legitimate governments". These illegally mined stones are also called blood diamonds for the millions of civilian deaths caused by arms and ammunition that their sales have procured. They have largely been blacklisted in the diamond markets across the world. Dawood's numerous links to countries such as Zimbabwe and Kenya, among others, have been detailed in a dossier created by the investigators. It also describes the manner in which the gangster's syndicate acquires diamonds abroad and smuggles them into Dubai. The dossier talks about a conduit called Rehmat, who appears to be Dawood's pointman in Africa. Rehmat, who uses a mobile phone with an African number, hires African nationals, mostly women and young men, to act as couriers for Dawood's diamonds. Rehmat is known to have tapped the existing couriers to identify those who could carry the diamonds to the don's henchmen in Dubai. The intelligence investigators have established that Dawood has a Dubai-based company called Al Noor Diamonds which, they say, is a front for this illegal trade in blood diamonds. The probe has uncovered solid evidence to show how Rehmat ferries diamonds to Dubai from Africa on flights. "On each trip, diamonds worth around 5,00,000 to 10,00,000 USD are smuggled into Dubai and the African courier is paid 10,000 USD as his courier fee," reads the dossier. In Dubai, a man named in the report as Feroze Oasis receives the stones and has them processed before putting them out on the market. "Feroze also handles Dawood's other companies viz Oasis Oil and Lube LCC ... He is a south Indian and speaks Tamil, Arabic, English and Hindi," the dossier reads. The investigators say Javed Chutani alias Doctor is the man who oversees Dawood's operations and business in Dubai. "He was a bookie by profession with interests in real estate. His current gambling book is in the name of Kamran. Chutani also works as a bridge between Feroze, another associate Tariq Dubai and Dawood," the dossier states. The agencies are now probing the Indian links of the syndicate which they suspect get active once the rocks are processed and ready to be sold. India is a major processor of diamonds; almost 10 of every 11 diamonds that are sold across the globe are cut and polished in the country.

India on August 30 made a strong pitch for finalisation of the Comprehensive Convention on International Terrorism (CCIT) at the United Nations (UN) during a meeting with the President-elect of the global body, reports NDTV. During her talks with President-elect of the UN General Assembly Mogens Lykketoft, who is in New Delhi on a two-day visit, External Affairs Minister Sushma Swaraj stressed on the need for UN Security Council (UNSC) reforms on the occasion of 70th anniversary to reflect current geopolitical realities and increasing role of developing nations. The Indian sides also strongly pitched for early finalisation of the CCIT, a treaty proposed by India in 1996 to ban terrorists and make it binding for countries to deny funds and safe haven to them. "No country can be immune to the threat of terrorism especially with the emergence of ISIS. It is important that there should be a collective effort to deal with this menace," Swaraj conveyed to the UN President-elect.

According to findings of a national survey by an intelligence agency Jammu and Kashmir (J&K) showed the highest social media activity related to Islamic State (IS), followed by Assam, Uttar Pradesh (UP), Maharashtra and West Bengal, reports Times of India on September 1. UP had more towns/cities than any other state attracting the young to explore IS propaganda online. The finding shows that the largest volume of internet traffic related to IS is being generated not from urban, IT-savvy centers like Bengaluru and Hyderabad but mofussil towns like Chinchwad and Unnao, besides smaller cities such as Srinagar and Guwahati. The discreet study of social media activity and internet searches on IS - covering Twitter, Facebook, YouTube and Google - across Indian states and towns found that the global terror outfit was generating most interest among those in the age-group of 16-30 years. Not only do the curious belong to both the genders, but they also come from all walks of life, educational and social backgrounds. An unnamed senior intelligence official associated with the study stated, "Overall, ISIS has been successful in evolving a potent internet-based propaganda strategy with social media and multimedia (like YouTube) as effective vehicles... The spread and effectiveness achieved by ISIS is showing exponential proportions."
