A Delhi court has sentenced an operative of banned terror outfit Hizb-ul-Mujahideen (HM), identified as Mohammad Abdulla to seven years’ imprisonment after he was found guilty under the Unlawful Activities (Prevention) Act (UAPA) and sections of the Indian Penal Code (IPC) and the Arms Act, The Indian Express reports on May 2. Additional Sessions Judge Reetesh Singh convicted Abudulla, a Pakistan national, of offences under Sections 18/20/23 of the UAPA and offences under the Arm’s Act. He was also convicted of opening fire at a Delhi Police officer in 2010 and was held guilty of offences under the IPC and Section 14 of the Foreigners Act. He was arrested on November 14, 2010.

Fugitive Pakistan based don Dawood Ibrahim, prime accused in the 1993 Mumbai (Maharashtra) serial bomb blasts, wanted to surrender after 15 month of the blasts and had even spoken to then Central Bureau of Investigation (CBI) Deputy Inspector General (DIG) Neeraj Kumar, dnaindia.com reports on May 2. Dawood wanted to surrender, but he was worried that the rival gang could finish him off if he comes back in India; however, he was assured of safety. The report further stated that after granting him (Kumar) the permission to talk to Dawood, his seniors asked him to put an end to the phone calls. Although, Kumar is not sure if the then government had anything to do with the order. Last year (2014), India asked Pakistan to hand over Dawood saying enough evidence have been given to it on the prime accused in the 1993 Mumbai serial blasts.

The Union Ministry of Home Affairs (UMHA) advises all states to set up new security prisons outside cities for exclusively housing terrorists, dnaindia.com reports on May 2. It has asked them to give serious consideration for being implemented on priority. Till the time it is not possible, movement of high-risk prisoners should be restricted within the jails so that they cannot indoctrinate other prisoners, the UMHA has said. In a letter written to the Principal Secretaries of all states on April 28, the UMHA says, "(There is) immediate need to decongest the jails by setting up security prison for terror accused outside the city. If that is not feasible, then very high-risk prisoners and other under-trial prisoners under the category of terrorist/security suspects are required to be segregated effectively from the ordinary prisoners within the complex of Central and District jails." The ministry also wants the states to put restriction on the movement of high-risk prisoners within the jails and their mixing with other prisoner even during transit to court, hospital etc. to avoid the chance of indoctrination and for strictly monitoring the activities of visitors inside the jails. The letter also instructs states to install CCTV cameras, mobile jammers with state of the art prison surveillance system and enforcement of a regular security classification protocol for screening and risk assessment of prisoners so that level of security within a prison is categorized in terms of risk to prisoners.

Union Home Minister (UHM) Rajnath Singh on May 2 said that Pakistan should stop interfering in India's internal matters and rather worry about their own selves, reports Times of India. "Pakistan should worry about themselves and should not interfere in the internal matters of India. We cannot accept any other nation's interference in India's internal matters," Singh said. He was responding to Pakistan's Foreign Office spokeswoman Tasnim Aslam’s April 30 statement in which she had said, "Jammu & Kashmir is a disputed territory. The UN Security Council resolutions have pronounced very clearly on the status of the Jammu and Kashmir. Pending the final settlement through plebiscite, the two countries have administrative responsibilities in the disputed territory. But, there is a very clear direction that there cannot be any demographic change and there cannot be any step which would alter the makeup of the state of Jammu and Kashmir. Any effort to create special and dedicated townships, zones or any other step to alter the demographic composition of Jammu & Kashmir is in violation of UN Security Council resolutions. We have already seen how the people of Jammu & Kashmir are resisting the possibility of such measures."

India on May 3 welcomed United Nations Security Council's (UNSC) assurance that it would take up the issue of Pakistan-based 26/11 mastermind Lashkar-e-Toiba (LeT) ‘military commander’ Zaki-ur-Rehman Lakhvi's release from a prison in Pakistan at its next meeting, reports Times of India. "Any act by Pakistan which is defying the international approach will be condemned by all and the indication which has come from UN that they will be having a word with Pakistan in the matter related to release of Lakhvi is a welcome step for us," Union Minister of State for Home Affairs Kiren Rijiju said. Rijiju said India had conveyed to Pakistan its unhappiness at the handling of the 26/11 trial. He charged Islamabad with not placing full facts of the case, including the evidence of Pakistan's role furnished by India earlier, before the courts. "That is why it led to the release of Lakhvi through the court process. We demand the government of Pakistan to be sincere," he said. Earlier, a UNSC committee assured India that it will take up the issue of Lakhvi’s release, Times of India reports on May 3. The assurance by the UNSC to take up the matter came after India's ambassador to the UN Asoke Mukerji wrote to the chair of the UNSC al-Qaida sanctions committee ambassador Jim McLay expressing concern over Lakhvi's release, stating that it violated the provisions of the committee concerning al-Qaida and associated individuals and entities. The committee had listed in December 2008 Lakhvi as a terrorist associated with LeT and al-Qaida for "participating in the financing, planning, facilitating, preparing or perpetrating of acts of activities by, in conjunction with, under the name of, on behalf or in support of" both entities. As a listed terrorist, Lakhvi is subject to assets freeze, travel ban and an arms embargo. Lakhvi, 55, a close relative of LeT founder and Jamaat-Ud Dawa (JuD) chief Hafiz Mohammad Saeed, was arrested in December 2008 and was indicted along with the six others on November 25, 2009, in connection with the 26/11 attack case. The trial has been underway since 2009. A Pakistani court had on April 9 set free Lakhvi.

New Delhi: An Afghan businessman is believed to be allegedly indoctrinating youth from Maharashtra to join Islamic State (IS), claims National Investigation Agency (NIA) which has sent its first judicial requests in the case to Afghanistan seeking details of the person, Khaleej Times reports on May 4. The Afghan national, whose name has been withheld, was running business of dry fruits in India and allegedly approached the four young men from Kalyan area neighbouring Mumbai and incited them to join ranks of IS terror group, official sources said. However, the man had mysteriously disappeared. The port of exit of the Afghan national was found out to be from Delhi in December, 2014 sources said. The NIA request to the Afghan government includes verification of his address, his complete bank account details, associates in that country and the Gulf and call data records, they said.

A National Intelligence Agency (NIA) team on May 4 went to Dhaka (Bangladesh) on a four-day visit as part of a joint effort by Bangladesh and India to curb trans-boundary militancy and terrorism, reports Daily Star. Monirul Islam, Joint Commissioner of Dhaka Metropolitan Police, said the NIA team had been visiting to share information regarding the investigation of October 2, 2014 Bardhaman (West Bengal) blast case and about the alleged Bangladesh nationals charge-sheeted in the case. The Bangladeshi nationals named in the NIA charge sheet (of March 30, 2014) are Sheikh Rahamatullah alias Sajid alias Burhan Sekh, Talha Sheikh alias Talha Sekh, Kausar and Nasirullah alias Nasrulla alias Sahadat Seikh alias Sohail alias Hathkata. Of them, only Rahamatullah was arrested by the NIA and the other three have been absconding. Haneef had fled to Syria from London, where he had gone in November 2014 for studies. Waseem was studying for a master's degree in engineering in London. While in London, he got influenced by the IS. He hailed from Mancherial in Adilabad District of Telangana. He had visited home for the last time in February, 2015 to attend his sister's wedding. The major area of focus was technologies that can help in securing the flow of information on the Internet as well as protect critical government data on cloud. The study has also sought to understand the IS as any organisation in an industry, in this case, the jihad industry. Interestingly, it states that the IS has "adopted several best practices of other industries". The study compares the IS to the Nigeria based terror outfit Boko Haram (BH). It notes that unlike the BH, which destroys telecommunications and power installations to stun and paralyse security forces, the IS, on the other hand makes "strong efforts to control critical infrastructure". Once we receive it, we will file the chargesheet against Mehdi." "Most incarcerated terrorists, if holding high positions in their outfit, are ideologically motivated and good indoctrinators. They look for vulnerable small-time criminals and recruit them within the jail. When these criminals get out, they execute attacks on instructions," said an intelligence official. In this entire planning, phones play an important role as an imprisoned terrorist keeps in touch with his handler and his protege over the phone. Sources, however, say there are advantages of terrorists using cellphone as well. "If a terrorist is using cellphone in jail, it brings him under electronic surveillance. To counter possible threats from smugglers and terror outfits targeting the Gujarat coast, the Indian Navy has integrated eight coastal radar stations in the state under the National Command Control Communication Intelligence (NC3I) programme, Indian Express reports on May 10. The commissioning of the INS Sardar Patel naval base, with its advanced technology, will enhance the NC3I intelligence network. The coastal radar stations are located at Porbandar, Dwarka, Mangrol, Gopnath, Diu, Daman, Navadra and the recent one was launched at Hazira. A total of 20 Naval radar stations and 31 Coast Guard radar stations across the country have so far been connected under NC3I. It can track more than 30,000 ships, even those plying in the Indian Ocean and South China Sea. There are 11 automatic identification systems (AIS) in Gujarat which have been recently brought under the programme. Automatic identification systems are sensor-based and transmit information to the eight radar stations. These 11 AIS are both on terrain and at sea. Chief of Naval Staff R K Dhowan, who was attending the commissioning of the INS Sardar Patel, said, “There are eight coastal radar stations of the Navy in Gujarat which have now been brought under this programme. The commissioning of the new Navy base at Porbandar will bring faster intelligence collection, interception and dissemination, bringing in tight coastal security in the state”. The officials added that the programme runs on an information system set up in Delhi, as its headquarters called the Information Analysis and Management System (IMAC) that is the nodal centre. According to Naval officers, the IMAC works on satellite and data circuit systems set up at Navy bases across the country. The information, collected from various radars and sensors, is sent to various radar stations though Satcom. The information collected from sensors is compared to assess threats to the coast. The NC3I programme aids real time operation at sea through detection of targets, aerial surveillance and by making aerial attacks faster. The data collected from radars and AIS system is combined at IMAC. The most helpful feature of the system is to give voice commands, specially to the Coast Guard vessels that carry out operations close to the coast. The 43 ports of Gujarat that are in the high priority list for security by the Navy and Coast Guard would be monitored under this project. The programme has brought the coastal surveillance systems of the Navy and the Coast Guard under one project for better co-ordination. The programme also covers the radars of the Coast Guard in Gujarat set up at their coastal stations in Okha, Porbandar, Pipavav, Hazira, to name a few. The radars of the Coast Guard that keep watch on the vessels close to the state coast through the AIS transponders will now be aiding NC3I systems while the Coast Guard can also keep track of them.

Director General of Police (DGP) UP A K Jain said Irfan was wanted in connection with the Rajdhani Express blast in Kanpur in 1993. "He was released on parole in 2004 after which he initially fled to Kolkata and then took refuge in Bhairwa area near Kathmandu in Nepal...He was arrested in Nepal on a tip-off of the Indian intelligence agencies and was lodged at Palpa jail. But the prison building collapsed in the recent earthquake after which he fled Nepal," Jain said. Deputy Commissioner of Police (DCP) Special Cell (SC) Delhi Police S N Srivastava too confirmed Irfan's arrest in Delhi on May 11. "He was hand-in-glove with a listed LeT operative Amir Raza Khan who now works for Indian Mujahideen. During his stay in Nepal Irfan was being funded by Amir Raza and the financial transactions were taking place through Western Union Money transfer and a Nepal based financial institution by the name of Prabhu Money transfer," SN Srivastava said. Intelligence sources say they have strong and irrefutable evidence to suggest that Irfan was involved actively in indoctrination of gullible Muslim youths from India in Nepal and was involved in sending them to Pakistan for further training. Irfan's son Abrar Ahmed alias Mohammad Issa (30) was arrested in 2006 on charges of working as a LeT operative after 2 kilogram RDX [Research Development Explosive] was recovered from him following an interception in New Delhi. He was rounded up along with his aide Abu Anas, a Pakistani national. According to Special Cell, Irfan was living in Nepal as a businessman dealing in jackets and also opened a cyber café which was to act as the communication hub for the Tanzeem, reports dnaindia.com. "During the time Irfan Ahmed was in Tihar Jail, he met Aasif Reza the founder of IM and Mushtaq Zargar (Released in Kandhahar, Afghanistan by the Government of India during the Air India hijacking incident). It was Aasif Reza who proposed to Ahmed the formation of a new Tanzeem (group) called IM...Reza who was killed in an encounter in Gujarat, before his death had introduced Ahmed to his brother and now co-chief of IM Amir Reza in Kolkata and it was decided that Ahmed will head the Nepal branch of the group. His duty was to indoctrinate Indian youth in Nepal to travel to Pakistan for arms training. "India has credible information about his presence in Pakistan... Despite overwhelming documentary and other evidence handed over to Pakistan, Pakistan has failed to locate Dawood Ibrahim and initiate legal process," Singh told Lok Sabha (Lower House of Indian Parliament). "Whether we have to pursue Pakistan or pressurize it, we will not rest till Dawood Ibrahim is brought back," Singh said and added that India had maintained pressure on Pakistan at all levels over the issue. He said Pakistan had "failed" to track him down despite being provided with "overwhelming evidence" about his presence there, based on "credible information". India has provided Pakistan details of Dawood's Pakistani passports and addresses from time to time, asking it to locate and hand him over to it. However, information provided by India on the location of Dawood Ibrahim as well as details of passports being used by him does not exist in the immigration records of Pakistan, Islamabad's Interpol division have told their counterparts in New Delhi, indicating that Pakistan has not put Dawood and his family members on a watchlist which would have resulted in them being detained at ports and airports. In its dossier, India has shared details of four passports - two issued by Pakistan and one each by UAE and Yemen. One of the Pakistani passports is numbered G866537 and has been issued from Rawalpindi. A717288, and the one from Yemen is F823692, as per the dossier. Another Pakistani passport issued from Karachi, describes his profession as a businessman. This passport, numbered A1332945, is in the name of Shaikh Abdul. Troops of South Bengal Frontier of Border Security Force (BSF) on May 12 apprehended two inter-state smugglers, identified as Sunesh Sharma and Rajan Chopera from West Bengal's Malda District and seized Fake Indian Currency Notes (FICN) having a face value of INR 9,00,000, reports Business Standard. The two racketeers were apprehended in a special joint operation by BSF and Malda Police following information received by the border guard's intelligence branch that a consignment of FICN was moving from Malda to Farakka. The BSF and Police then positioned themselves at three check points to apprehend the racketeers, intercepted a car with Punjab registration and detained the two suspects, it said. On searching the car, a plastic bag containing FICN of face value of INR 9,00,000 were seized and the duo were arrested.

According to the authorities, over 40 Sri Lankan Tamil refugees from various camps in Tamil Nadu, India voluntarily left for Sri Lanka from Chennai and Tiruchirappalli with the assistance of United Nations High Commissioner for Refugees (UNHCR) on May 13, reports Colombo Page. Housed in camps spread across Tamil Nadu including Gumidipoondi near Chennai, 25 of them boarded a flight from the Chennai International Airport and the rest from Tiruchirappalli, adds Press Trust of India. The exact number of refugees who left for Sri Lanka from the central Tamil Nadu town of Tiruchirappalli could not be confirmed immediately though it was reported to be over 15. Airport authorities have said the voluntary repatriation was facilitated by the UNHCR Office in Sri Lanka. Over 100,000 Tamil refugees from Sri Lanka live in Tamil Nadu. Out of them about 65,000 live in 107 camps spread across the state.

Security agencies are looking at May 13’s attack in Kabul (Afghanistan), in which four Indians were killed, in this perspective and another review is likely. The input received earlier this year stood out because it included a specific communication intercept picked up from Rawalpindi, Pakistan, stressing the need to target Indian assets in Afghanistan, said officials familiar with the matter. Intelligence officials said the "chatter" put the needle of suspicion on the Haqqani Network. Once the veracity of this input was established, alarm bells went off in New Delhi. A hijack alert was sounded for the daily Air India flight to Kabul and extra security checks were added at the Kabul airport. A high-level team was sent to Afghanistan in early February, 2015 for a thorough review of the security arrangements. The team comprised representatives from Intelligence Bureau, Research & Analysis Wing (RAW) and the Indo-Tibetan Border Police (ITBP). The team not only reviewed the security of the Indian embassy and the personal security of the Ambassador, but also surveyed arrangements for the Afghan parliament building, which is being built by India. The members also visited India. The members also visited Indian consulates and key project sites such as Salma dam, where India is the main executing agency. Following the review, the Air India office in Kabul is being shifted closer to the embassy in Wazir Akbar Khan, the city's most fortified area that houses high-profile foreign establishments. The security review, however, did not cover guesthouses frequented by Indians as the input made no specific mention.

A five-member team comprising National Investigation Agency (NIA) officials led by Superintendent of Police of NIA, Vikas Vaibhav visited the blast site at Pingla in West Midnapore District of West Bengal on May 16, reports dnaindia.com. On May 7, a blast at a firecracker factory claimed lives of 12 people all between the age of eight and 16 years. Two days ago, a second blast rocked the same spot while members of civil society were on their visit to the blast site. While no one was injured in the second blast that occurred at the same location but, this second such blast has put the district administration on the docks. While the Centre is yet to handover the case to NIA, officials here are collecting the samples from the blast site. Earlier a team of Central Forensic Science Laboratory officials had collected samples from the site and are likely to submit the report soon. NIA officials will be examining the CFSL report too. Currently, the District Police and the state Crime Investigation Department (CID) are probing the blast.

Delhi Police on May 16 busted a gang circulating Fake Indian Currency Notes (FICNs) in the national capital (New Delhi), by arresting two persons identified as Pankaj alias Sonu (25) and Jai Prakash (22) along with FICN having face value of more than INR 6 lakh from their possession, reports Press Trust of India. North East District Police, following a tip off, arrested Jai Prakash along with two counterfeit notes of denomination of INR 500 and INR 1,000. Based on his revelation, Police arrested Pankaj along with a bag containing FICNs in Vijay Nagar in Ghaziabad. “Seven bundles of denomination of Rs 500 and three bundles of Rs 1,000 FICN were recovered from this bag," said Deputy Commissioner of Police (DCP) (North East) Veenu Bansal. During interrogation, the duo revealed that while working in Noida, Pankaj came in contact with some persons who offered to circulate FICN in the markets with a good margin. "Pankaj obtained some FICN from them which he successfully used in the market of Aligarh with the help of his childhood friend Jai Prakash.

Investigations by the Enforcement Directorate (ED) into Rs 3,000-crore global money laundering ring of the infamous D-company have revealed that associates of the late Iqbal Mirchi, who was Dawood Ibrahim's associate allegedly acquired properties in London and Singapore, Asian Age reports on May 18. The agency, which recently contacted its counterpart in the UK, will soon initiate process to attach Mirchi’s overseas properties through diplomatic channels. Sources said Mirchi, who died in 2013 in the UK, is suspected to have laundered and moved funds through the hawala (illegal money transaction) route to purchase a host of properties in at least 10 or more countries with the help of his associates. The ED has also approached authorities concerned in Cyprus, Turkey, Spain and Morocco to get details about properties allegedly owned by Mirchi and his associates there, they added. The agency has also identified six properties of Mirchi in Mumbai (Maharashtra), sources said. The agency has also issued notices to Mirchi’s widow, two sons, relatives, lawyers and business associates in connection with its investigation conducted under the Foreign Exchange Management Act (FEMA).

The NIA fresh impetus comes after reports that a Bangladeshi had supplied bombs at Ketugram in Burdwan District before the municipal elections in West Bengal. A key accused in the October 2, 2014 Burdwan blasts (West Bengal) case, suspected Jama'atul Mujahideen Bangladesh (JMB) recruiter and ideologue, Lal Mohammed alias Ibrahim has told his interrogators that the JMB had plans to target West Bengal and Assam after overthrowing the Sheikh Hasina regime in Bangladesh, reports Hindustan Times on may 21. He was arrested by Jharkhand Police with support of Indian security agencies in Pakur District on April 18. During interrogation, Ibrahim, a resident of Murshidabad, said that he had recruited more than 150 persons including women for jihad in India since 2010-2011. He claims to have indoctrinated these persons in Simulia mosque in Burdwan District and Lal Golla mosque in Murshidabad District by undertaking religious courses, affiliated to Ahle-Hadis ideology, ranging from two to five days. A senior officer said that “A number of persons selected during these indoctrination courses were trained in assembly of improvised explosive devices (IEDs) by JMB experts like Sadiq alias Suman and Hathkata Suhail. Both are currently absconding.” According to security agencies, Ibrahim had been associated with JMB since 2008 and was in-charge of training centres affiliated with the radical group, which was founded by Abdur Rehman in 1998 in Dhaka division (Bangladesh).

The 15-page document, "Terror Franchise: THE UNSTOPPABLE ASSASSIN: TECHS Vital role for its success", originally in English, lists the Mumbai terror attack as one of the “blessed” operations. The document directs al Qaeda and its affiliates to kill and target Americans and its allies, including those in Britain, Germany and India with their terror attacks. The documents released by the Central Intelligence Agency (CIA) also reveal that Laden was very much aware of the Mumbai terror attack and his machinery described this as one of the success stories to be emulated by other al Qaeda affiliate groups globally. The alert issued by the Intelligence Bureau (IB) apparently states that a Pakistan-based terror group is planning to target Gujarat or Mumbai. The alert mentions that six to nine terrorists could enter into India through the sea route from Karachi or via the land border in Jammu and Kashmir (J&K), said sources in the Gujarat Police. According to sources, the central IB had received human intelligence about a major attack in India. "According to details shared by the agencies, the terrorists, possibly in a group of 6 to 9 fidayeen, could this time target public places as they had during the 26/11 Mumbai terror attacks," said a senior Gujarat Police official. The National Investigation Agency (NIA) on May 20 filed a charge sheet before a Mumbai (Maharashtra) court against four Kalyan youths, Areeb Majeed and his accomplices, Saheem Tanki, Fahad Shaikh and Aman Tandel, who have allegedly joined Islamic State (IS), under various provisions of the Unlawful Activities (Prevention) Act (UAPA) and the Indian Penal Code (IPC), reports The Hindu. The NIA charge sheet revealed that prime accused Areeb Majeed (lodged in Mumbai Central Prison) and his three fugitive friends fought for the international terror outfit as “fidayeen” (suicide bombers) after they were trained in the handling of weapons and explosives. The charge sheet said that using Ziyarat (pilgrimage) visas, four youths left for Iraq on May 25, 2014, as part of a group. After joining the outfit, the four accused were rechristened as Abu Ali Al Hindi, Abu Uthman Al Hindi, Abu Bakr Al Hindi and Abu Umar Al Hindi. They then underwent training in the use of arms, explosives and battlefield tactics, following which they were inducted as suicide bombers. Subsequently, Areeb Majeed participated in several battles against the Syrian and Iraqi forces. He sustained bullet injuries on two occasions and was once seriously hurt in a United States (US)-led air bombing. He purportedly told the NIA that after he was seriously injured last October, he decided to return “for spreading jihad in India.” However, the NIA charge sheet has not made any mention of people involved in recruiting the youths in India or those who helped them reach Iraq knowing that they were going to join IS, reports The Times of India. Sources said while the agency has identified such people, it has as yet not found any evidence to link them to the case. Areeb Majeed allegedly disclosed that while in India, about two years ago he came in contact with the IS sympathisers and members through social networking websites. In desperation, he contacted people from various countries, including Australia, Turkey, Saudi Arabia, Iraq and the United States, all of whom asked him to first reach Turkey.

According to a recent analysis of the terror risk to 1,300 commercial hubs and urban centres around the world by Maplecroft, a global risk and strategic consulting firm based in United Kingdom (UK), two Indian cities - Imphal in Manipur (ranked 32) and Srinagar in Jammu and Kashmir (ranked 49) have been named to be at "extreme risk" of a terrorist attacks, mainly aiming to cause mass casualty and destroy public transport networks, reports The Times of India on May 22. The next major Indian city after these two that faces a terrorist threat is Chennai in Tamil Nadu even though the risk quotient has been marked as medium risk. Bangalore in Karnataka is the fourth most prone city even though it is placed at 204th in the global threat list followed by Pune (Maharashtra) and Hyderabad (Telangana) at 206th and 207th respectively. Cities like Nagpur in Maharashtra (ranked 210) and Kolkata in West Bengal (ranked 212) have been found to face a higher risk of a mass attack by terrorists that the usually expected targets like Delhi (ranked 447) and Mumbai (ranked 298). The analysis said that around 64 cities around the world are at "extreme" risk, with most in the Middle East and Asian region and three in Europe. Head of Maplecroft India, Arvind Ramakrishnan said "When it comes to Imphal and Srinagar, terrorist attacks aren't on commercial targets as much as against the security forces. However in most of the other metropolitan cities, the targets are both to cause mass casualty and cripple its commercial hubs. Public transport networks in India are also prime targets". He added "The 26/11 Mumbai attack in 2008 was the turning point for India. But lack of intelligence sharing among states is a big worry. Law and order is still a state subject in India and political rivalries across states leads to state intelligence agencies not sharing actionable data. Virtually all police forces in India lack modern equipment and adequate manpower to counter a terrorist threat. This brings down the overall morale of the force. India does not face threats from cross border terror organizations but also from home grown ones like the Indian Mujahideen (IM)".

After Union Ministry of Home Affairs (UMHA) approved its request to prosecute Mehdi Masroor Biswas, a suspected pro- Islamic State (IS) Twitter account handler, the Bengaluru Police (Karnataka) are ready to file a 28,000-page charge sheet before the designated court next week, reports The Times of India on May 23. A source in the Bengaluru Police said that "We have finally received the MHA's approval. Now, we will file the chargesheet against him next week. We have built a solid case. We had to prove how he conspired and helped the IS. Consequently, the chargesheet is one of the longest in recent times." Mehdi Masroor Biswas, who was arrested on December 13, 2014 from his residence in Jalahalli in north Bengaluru, is facing multiple charges, primary among them being identifying himself with the IS and motivating youths, especially British nationals, to join network in its jihad, using his Twitter handles. Biswas had used his Twitter handle @ShamiWitness to praise the IS work in the West Asian region and also to allegedly indoctrinate youths into the militant organisation's ideology. Police analysed his 124,000 tweets. Of these, 15,000 tweets were directly in connection with the IS - defending their actions; praising their work (including the shocking beheadings); inspiring youth to spread the IS ideology and join the IS war in the West Asian region as jihadists voluntarily. Prior to this, he had tweeted on behalf of the IS under a different handle @ElSaltador. Report also said that an additional chargesheet is also being filed after the Police found out that Biswas had appreciated the militant activities of the terrorists in Jammu and Kashmir (J&K). He had defended the Kashmiri militants as freedom fighters and glorified them as martyrs. He had described Kashmir as Indian Occupied Kashmir and India as the aggressor in his tweets and direct messages to his followers.

According to report, the Indian Government has yet to communicate its decision via diplomatic channels. But it is hoping Islamabad would cooperate. Union Home Minister Rajnath Singh said "It's not just India, but the whole world knows who's been sponsoring terrorism. Therefore, we have urged Pakistan to help us in combating this terror since Pakistan is also reeling under terrorist attacks." The trio has been listed as terrorists by the Indian Government, and they are also on the United Nations Security Council's (UNSC) Al Qaeda Sanctions List. That makes it mandatory for the Pakistan Government to impose a ban on their financial assets, travel and arms transfer. Suspecting Pakistan's role in the recent supply of high quality Fake Indian Currency Notes (FICN) printed on the same paper as the Pakistani Rupee, the National Investigation Agency (NIA) last week initiated a full blown investigation into a cross-border network of smugglers who work for Inter-Services Intelligence (ISI), reports The Times of India on May 25. Earlier this year, Delhi Police's Special Cell busted a FICN syndicate with the arrest of kingpin Shahjahan Sheikh alias Tunnu from Malda District of West Bengal along with his two associates and recovered FICN worth of INR 2 million. It is suspected that the gang worked for men sitting in Pakistan and ISI directly facilitates their operation of smuggling FICN to Bangladesh and then to Indian states via Indo-Bangla border. According to officials, Shahjahan was allegedly receiving FICNs from major Bangladesh-based suppliers of FICN, Maidul and Janarul and also had direct access to the entrenched contraband markets of Kaisar Haat in Chapai Nawabganj District in Bangladesh, where ISI agents have set up a clandestine bazaar from where FICN can be obtained in huge quantity by paying for it in original Bangladeshi currency. After obtaining FICNs from Kaiser Haat, Shahjahan used an extensive network of cross-border smugglers to get the same transported to his native village from where, it again used to pass through chains of conduits before reaching the intended buyers spread over National Capital Region (NCR), Haryana, Rajasthan, Maharashtra, Gujarat and other Indian territories. Sources also said that the fake currency has been printed on same paper as Pakistani Rupee. NIA has already in the past established through its probes Pakistan's complicity in printing Indian currency notes with precision, which is destabilizing the economy. NIA had found with the help of a committee of experts from the Security Printing and Minting Corporation of India that the FICNs showed most of the pivotal parameters of the paper, such as GSM (paper density measured in grammes per square metre), wax pick quotient, poly vinyl alcohol, and PH value, matching with Pakistani Rupee. It had also said that the process of printing and paper making was also the same.

"Besides a large number of contraband and Fake Indian Currency Notes (FICNs), we have apprehended 400 illegal Bangladeshi immigrants in May from across the South Bengal frontier," a BSF officer said. The troopers also detained 154 Indians for trying to illegally cross the international border in May. "On the smuggling front, we have seized over 16 kg of gold worth over Rs.44 lakh, nearly 42,000 bottles of Phensedyl, valued around Rs.40 lakh, and other contraband items and cattle heads worth Rs.6.23 crore," the officer added. FICNs with a face value of INR 7.4 million and 146.5 kg of ganja were also recovered from various parts of the border.

Commissionerate Police on May 31 arrested three persons including a mother-son duo along with Fake Indian Currency Notes (FICN) worth of INR 2300 in Cuttack in Odisha, reports The New Indian Express. Police raided the house of one Muna Bahadur at Ranihat Settlement Colony under Malgodown Police limits in Cuttack District and arrested two persons along with 23 fake notes of INR 100 denomination. The duo allegedly also led the Police to the supplier Pramod Barik of Jagatpur who was arrested. The mother-son duo has allegedly confessed to have got 100 notes of INR 100 denomination from Barik and had already exhausted 77 of the number. Sources said that a well-organised inter-State racket is believed to be involved with network spread across several cities and towns.

A Police officer said the accused was a resident of Bablatala in Kaikhali area, in the northern outskirts of the city and close to the Netaji Subhas Chandra Bose (NSCB) International Airport in Kolkata.
