Police on June 1 submitted a 36,986-page long charge-sheet against suspected pro-Islamic State (IS) Twitter account handler Mehdi Masroor Biswas for waging war against India, based on his tweets on Jammu and Kashmir before the additional chief metropolitan magistrate in Bengaluru (Karnataka), reports The Times of India. Mehdi Biswas, suspected operator of the pro-IS Twitter account @ShamiWitness, was arrested from his Jalahalli apartment in Bengaluru on December 13, 2014, has also been charged with waging war against Asiatic powers allied with India and a host of other offenses. The charge-sheet, which names Mehdi Biswas as the only accused, comprises documentary evidence in the form of tweets and emails. Joint Commissioner of Police (Crime), M Chandrashekar said that "The tweets sent by Mehdi are clear evidence of his supporting and encouraging youths to join the movement. He has provided guidance for those who wanted to join it."

The Hyderabad (Telangana) city Police on June 1 busted a Fake Indian Currency Note (FICN) racket by arresting four persons of a six-member gang including two juvenile boys hailing from West Bengal, reports webindia123. South Zone Task Force team along with Palaknuma and Mirchowk Police Stations arrested Mohd Ghouse (48), Mohd Arif (32) and two minors in the limits of Mirchowk Police station in Hyderabad when they were exchanging the fake notes. Two other accused, Imam-ul Haq (30) and Talib (42) are still absconding, said Task Force Additional Deputy Commissioner of Police N. Koti Reddy. Police recovered INR 697,500 counterfeit Indian currency in the denomination of INR 1000 and 500, two motor cycles and 6 cell phones from their possession.

According to report of Indian intelligence agencies, of the 11 youths of Indian origin who joined Islamic State (IS), six were from Gulf countries holding different passports and only five were resident Indians, The Times of India reports on June 3. The report, says five of the 11 youths have been killed, including two who joined from India. The Indian youths have been identified as Shaheen Tanki and Faiz Masood. The other three who joined the outfit from India are Arif Majeed, Aman Naeem Tandel and Fahad Tanvir Shaikh. Sources indicate the 11 youths were radicalised, recruited and trained by Islamic State after which they were sent to fight in Iraq and Syria. According to the report, "no Indian has joined ISIS in last six months".

Daily Mail reports on June 4 that UMHA has prepared a fresh dossier Dawood Ibrahim, Lashkar-e-Taiba (LeT) 'commander' and mastermind of 26/11 (November 26, 2008) Mumbai (Maharashtra) terror attack, Zakiur Rehman Lakhvi and LeT 'founder' and Jama'at-ud-Dawa (JuD) 'chief' Hafiz Saeed detailing their assets and residential addresses in Pakistan. With fresh intelligence inputs, the UMHA has sent the dossier to the Ministry of External Affairs (MEA) asking it to exert pressure on Pakistan to freeze the assets and properties of the trio. The UMHA in its report to the MEA has listed more than 20 addresses occupied by the three terrorists.

India has identified at least five or six locations in Pakistan of Dawood Ibrahim, and the latest intelligence inputs suggest that he was shifted somewhere near the Afghanistan-Pakistan border about a fortnight ago, Indian Express reports on June 5. “He was in the port city of Karachi about 15 days ago, but has since been shifted to the Af-Pak region. There are at least five-six locations that we have identified, where he is shifted on a regular basis with the help of Pakistan authorities. He is never kept at one location for more than a month,” said the Union Ministry of Home Affairs (UMHA) official. He added that Dawood also travelled frequently outside Pakistan, especially to Central Asian countries.

The Enforcement Directorate (ED) issued fresh summons to Kashmiri separatist leader Shabir Ahmad Shah for questioning in connection with a case pertaining to the alleged terror financing through hawala (illegal money transfer) channel, Asian Age reports on June 5. The case relates to August 2005 of Delhi Police’s Special Cell when they arrested Mohammed Aslam Wani, an alleged hawala dealer who had claimed that he had passed on INR 2.25 crore to Shah. Wani was arrested with INR 63,00,000 received through hawala channels from the West Asia and a large amount of ammunition on August 26, 2005, along with 5 kg RDX, 10 detonators and a foreign-made pistol with 15 live cartridges from an East of Kailash apartment in Delhi. According to sources, the summon has been issued through the directorate’s office based in Jammu and Kashmir. It is believed that Shah, chairman of Democratic Freedom Party of Jammu and Kashmir, has been asked to appear before the agency next week. Wani, who is currently out on a bail, has also been summoned by the ED, which had registered a case under Prevention of Money Laundering Act (PMLA) against him. Sources said Shah had allegedly asked Wani to channel hawala money to him from Delhi for which he was paid three per cent as commission. The statue resembling Prabakaran in camouflage uniform with a horse in the background,\ was installed on the campus of the Periyachi Amman Temple built in the village recently. The temple was consecrated a few days back. The New Indian Express adds the villagers denied that there was any political motive behind erecting the statue and claimed it was only meant to impart courage for the generations to come. However, the funds for building the statue had come from residents of South Poigainallur, Velankanni and even from Malaysia. “We will comply with the law if there is any objection from the government,” the villagers said. Malaysian authorities have shared with India, the interrogation and other details pertaining to a Sri Lankan national, Mohammed Hussain, who had been arrested in Malaysia on the charge of conspiring to carry out terror strikes on the US and Israeli consulates in South India, NDTV reports on June 8. The case was cracked with the arrest of the Sri Lankan national Sakir Hussain on April 29, 2014. The interrogation report suggests that Hussain had admitted he was part of the conspiracy and had promised Sakir Hussain, his compatriot, to help reach two suicide bombers to the southern coast from Maldives, official sources said. While Hussain, who has been convicted, is at present serving a jail term in Tamil Nadu, co-accused Sulaiman has been deported to Sri Lanka from Malaysian custody. National Investigation Agency (NIA) had requested Malaysia for details under the Mutual Legal Assistance Treaty (MLAT), signed by the two countries in 2012. In the interrogation report, he is alleged to have claimed that he had been tasked to ferry two terrorists from Maldives to a south Indian coast to carry out terror strike at US Consulate in Chennai (Tamil Nadu) and Israeli Consulate in Bangalore (Karnataka). The terror plot was foiled due to effective coordination by the Intelligence Bureau (IB) with foreign countries as Malaysia tipped off the central agency about an alleged conspiracy being hatched via Pakistan's Inter-Services Intelligence (ISI)-backed groups in Sri Lanka to carry out the attacks. Malaysia had stumbled upon the case when its Special Unit was probing money laundering and human trafficking cases. Hussain was alleged to be in touch with Pakistani ISI officers. The probe was handed over to NIA by the Tamil Nadu Police so that the conspiracy hatched overseas including in Sri Lanka and Malaysia could be unravelled. Hussain has named Colombo-based Pakistan High Commission's Visa Consular Amir Zubair Siddiqui as his handler, a charge denied by Islamabad. However, facing heat from India, Pakistan shifted Siddiqui out of Colombo. Hussain had told interrogators that Pakistan's ISI was behind the terror plot, the sources claimed. The reason for ISI to pick him up, according to Hussain, was that he had expertise in human trafficking, making forged passports, and smuggling Fake Indian Currency Note (FICN).

The report identified them as Faiz Masood of Cooke Town, Umar Subhan of Shivaji Nagar (both in Bengaluru) and Abdul Khuddus Turki of Vijayapura in north Karnataka. All three died during coalition strikes against the IS, the report stated. While Faiz left India for Qatar and subsequently Syria in September 2013, after having applied for a passport in July the same year, Umar travelled to Yemen in 2008, and later joined the IS. The report states that Faiz, after reaching Syria, joined the IS. He was one of about 12,000 recruits from 81 countries. Sources tracking the jihadis from India said Turki was also among them. According to intelligence inputs, he travelled to Saudi Arabia in July 2014 and subsequently left for Iraq to join the IS.

"Both sides expressed their concern about the suspected movement of terror elements across the border. Bangladesh is particularly concerned after the Khagragarh blast that revealed how Jamaat-ul-Mujahideen Bangladesh (JMB) modules operated in West Bengal. We assured the BGB that care will be taken to prevent movement of jehadis across the border and their officers told us that steps will continue to be taken against anti-Indian militant groups that have operated from Bangladesh in the past. The BSF also brought up the issue of attack on Indian border troopers by Bangladeshi smugglers," a senior BSF official said. The BSF also pointed to the large numbers of FICN seized over the last several years and urged the BGB to increase patrolling. Theft of cattle from Indian villages and abduction of Indian nationals were also discussed. Joint patrolling in vulnerable areas and confidence-building measures between the two forces were discussed. "The BGB agreed to extend all co-operation in operations against FICN and gold smugglers. There will be co-ordinated patrolling in vulnerable and smuggling prone areas. Stress will be laid on more joint events like sports and games to forge better relations between the two forces and the border populations. Head of BGB delegation of Brigadier Geneneral D S M Shaheedul Islam spoke of the contribution made by Indian armed forces in the Liberation War of Bangladesh and assured his commitment towards Indo - Bangladesh Border Guidelines, 1975. He also expressed his gratitude to Government of India for signing Land Boundary Agreement and addressing long-pending border issues. The sentence was awarded by Judicial Magistrate Pravendra Kumar Singh to Abdul Karim and Rafiq Khan for having indulged in unlawful activities in 2008, Assistant Public Prosecutor Savita Salika said. They were arrested on April 6, 2008, while distributing "objectionable" material against India. The Police also recovered a diary which had names as well as addresses of SIMI activists in different places of Madhya Pradesh: Indore, Ujjain, Jabalpur, Mahidpur and Chachouda, besides pamphlets, Salika said. These men are suspected to be involved in the Faraskhana Police Station blast in Pune (Maharashtra) in July 2014, which left four people injured. Sources said the Maharashtra ATS wants to catch these men soon, as they are believed to have set up several bases in parts of the state in 2012. The men specialise in robbing banks and using the money for jihadi activities, Police sources said. Some of the members of the group had been trained in Kerala in 2006 and the group has close links with Abdus Qureshi alias Tauqeer of the Indian Mujahideen (IM). In the past, several members of IM were sheltered by the SIMI module. Incidentally, Pune was the centre for SIMI in the past, and more recently, it has been one of the main bases of the IM too.

He also said attacks and counter-attacks would continue in a “conflict zone”. Paresh Baruah claimed that they did not see any attack by the Indian Army in Myanmar and Kamatapur Liberation Organisation (KLO) chief Jiban Singha was safe. He alleged that by launching the propaganda of the attack, the Government of India tried to gauge the mood of the governments of the neighbouring countries. “It is apparent that the Government of India tried to gauge the mood of the Government of Myanmar as it must have planned such an attack. But the Myanmar Government made it clear that it is a sovereign country and would not allow any such attacks by the army of a different country,” Baruah added. The Union Ministry of Home Affairs (UMHA) which has got inputs regarding the demonstrations and marches organised by groups that are either remnants of Sikh militant outfits like Babbar Khalsa International (BKI) or harbour pro-militancy views, is worried that such outfits may have been encouraged by allegedly sympathetic stance of the Shiromani Akali Dal government in Punjab towards militant leaders. The activities reported by agencies from across the world, coinciding with the anniversary of Operation Blue Star in the first week of June, included an event organized by the Gurudwara Committee of Bobigny in Paris (France) on June 7, in coordination with the International Sikh Youth Federation (ISYF). It saw the participants extending their support to Surat Singh Khalsa, who is on a fast in Ludhiana to demand release of incarcerated Sikh militants who have completed their jail terms. Commemoration of Operation Blue Star in Germany, organised with support from Babbar Khalsa elements, was attended by 100-110 people. Around 8-10 of them were reported to be of Pakistan/Pakistan occupied Kashmir (PoK) origin. The event, which had Kashmiri hardliners extending support to Sikh extremism, militancy, had better attendance than the 40 persons who were part of the 30th anniversary last year. In Malaysia, around 60-75 people were part of an event organized a Sahib Hulu Kelang Ampang gurudwara in Selangur. Pakistan, which has its own Pakistan Shiromani Gurudwara Prabandhak Committee saw a sit-in demonstration at Nankana Sahib and submission of a memorandum to Punjab minister for minorities Tahir Khalil Sandhu. In UK, the Federal Sikh Organisation took out a remembrance march at Ghallughra. Another 3,000 people were part of an event in Hyde Park. A march to Waterloo Place was organized to express solidarity with Surat Singh Khalsa. In the US, a demonstration was organized by around 60-70 people outside the Indian consulate in San Francisco. Punit Khalsa Kaur, a young girl, is said to have made a pro-militancy speech. The agencies noted that this was not the first time such a speech was made by her. Around 6,000-8,000 people are said to have participated in Operation Blue Star commemoration events in California.

Sources say the government has initiated a plan to gradually increase the cyber security workforce of the country and strengthening the cyber security infrastructure of the IB is part of that plan. The government has already approved establishing National Cyber Coordination Centre which will be responsible for all forms of cyber intelligence and cyber security issues. Indian Express adds that the “cyber-security architecture” will work independently of the National Technical Research Organisation (NTRO), which works under the Prime Minister’s Office (PMO). The wing, will work under IB, headed by a joint director rank officer. “IB has a separate wing for cyber-security but the creation of a full-fledged wing is required to tackle loopholes. In the past, we have seen that cyberspace was used to recruit young people to join terrorist outfits like IS [Islamic State]. Naeem also collected funds for the terror outfit and had undergone arms training under NSCN-K (National Socialist Council of Nagaland - Khaplang) in Myanmar. A resident of Bakshipur near Domkal in Murshidabad, the 26-year-old is a very close associate of blast mastermind and Bangladeshi national Sajid, say sources. "Naeem had been identified as a key co-conspirator and was absconding since the Bardhaman blast of October 2, 2014. A cash reward had been declared for his arrest. Several witnesses as well as interrogation of arrested JMB cadres had revealed the name of Naeem as a very active member of JMB, who was operational in Birbhum District in close association with Dalim Sheikh (in custody) and Talha Sheikh (Bangladeshi national, absconding)," an NIA statement said. Of late, Naeem had come close to bomb-maker Haath Kata Nasirullah, which led him to become the linkman between the JMB leadership in Sylhet, Bangladesh, and the Indian module. He used to collect funds for terror activities from Bardhaman, Birbhum and Murshidabad districts. Sources said Naeem's rise in JMB was hastened by Nasirarullah, who made him the number 3 in the Indian module. According to NIA, Naeem had undergone arms training at Mukimnagar Madrasa in Murshidabad District and Simulia Madrasa in Bardhaman District between 2009 and 2011 before allegedly getting advanced training at the hands of NSCN-K in Myanmar. JMB leaders made him a trainer and he coached recruits in firearms and explosives in terrorist training camps at Shantipally in Birbhum and the Simulia and Mukimnagar madrasas, say sources. He was also a motivator in radicalization camps, showing recruits jihadi video clips on a laptop.

United States investigators have had limited success in coordinating the seizure of illegal proceeds with their Indian counterparts. India continued to be a major target for a range of terrorist groups; in 2014, around 400 people were killed as a result of terrorist attacks in India..." The report also outlined the serious nature of the threat posed to India by Islamic State (IS), asserting. “Given India’s large Muslim population, potential socio-religious marginalization, and active [IS] online propaganda efforts, there remains a risk of increased [IS] recruitment of Indian nationals.” The U.S. performed a careful balancing act by calling Pakistan, an ally in its fight against terror, both a target of numerous terrorist attacks and also as a country that had failed to act effectively against groups that threatened India, such as Lashkar-e-Taiba (LeT). “LeT and its alias organisations continued to operate freely in Pakistan, and there were no indications that Pakistan took significant enforcement actions against the group,” the State Department said in its report. The three were identified as Ashok Mandal, Gopal Sarkar and Jamidar Shaikh, all residents of Malda District in West Bengal. The initial investigation has revealed that the notes are coming in from Pakistan via Bangladesh border to Maharashtra, an ATS officials said. ATS official said the suspects Mandal and Shaikh were working at a builder’s firm for the last 10 to 15 years and Sarkar was working as the courier as he was carrying FICN from Bengal to Pune. The suspects were reportedly using these notes in Pune. A senior ATS officer said the fake notes were of high quality and mostly produced by some outfits based in Pakistan. The notes can’t be identified with normal verification procedure.

A motorcycle was also seized from the trio, who were attempting to smuggle the weapons across the border into Bangladesh. Several SIM cards were also seized from the smugglers. In an advisory, UMHA shared inputs collected by Central security agencies and asked the states to step up vigil. The prison has only about 500 Policemen looking after 3,800 inmates, which made the jail management a daunting task with recent raids showing inmates had access to cellphones and narcotic substances. The entire jail premises, including the high-security 'Anda cell', barracks where prisoners live, the area outside the main gate and also the road along the prison will be covered by the cameras. The need for CCTV cameras on the jail premises was first underlined after the murder of an alleged Indian Mujahideen (IM) operative, Quateel Siddiqui, inside the prison on May 8, 2012. However, it has taken three years for the administration to get the first set of cameras installed. "With a limited staff it is not possible to keep a watch on all the inmates," said a jail officer.

According to sources, the 417-page charge sheet includes statements of employees of the hospital Afaq worked in and shopkeepers from where the duo are accused of procuring the explosives from quarries located in Karnataka. The chargesheet details the meeting between the IM 'India operations chief' Yasin Bhatkal and Assadullah Akhtar alias Haddi, who allegedly travelled to Bhatkal (in Karnataka), three months prior to the blasts, to procure the explosives from the duo. The duo has allegedly confessed to the Bengaluru Police that they procured the explosives from quarries in Karnataka. Individuals and institutions in Saudi Arabia are pumping in millions of rupees into India to open religious trusts and Non-Governmental Organisations, reveal the diplomatic documents released by WikiLeaks, Sunday Guardian reports on June 27. Officials with the Union Ministry of Home Affairs (UMHA) have termed this as "an attempt to help spread and propagate Wahhabism in the country". An undated document, which according to WikiLeaks, originated from the Embassy of Saudi Arabia in New Delhi, contains the list of Indian institutions and societies that have applied for financial assistance. The document suggests that the government of Saudi Arabia itself pledged donations to nine such institutions located across different states, including Uttar Pradesh, West Bengal, Kerala and Maharashtra. Saudi Arabia pledged 2.5 million Saudi Riyal (SR) to Islamic Mission Trust, "Malpurram" (Mallapuram) in Kerala, which is registered with the UMHA, ostensibly for constructing an arts and science college building. Similarly, it also pledged 1 million SR to the Kerala branch of Islamic Welfare Trust for constructing a nursing college. A similar amount was also pledged to the Palghat Mujahideen Arabic College Committee in Kerala for the purpose of extending an existing medical college and the Karuma hospital building. In Uttar Pradesh, 75,000 SR were pledged to two different societies for establishing a madrasa (Islamic seminary) building and establishing a vocational centre for girls in Mirzapur and Siddharth Nagar, respectively. WikiLeaks also released documents that showed that the Secretariat General of the Muslim World League (Mecca), a controversial organisation, had requested Saudi Arabia to encourage establishing Wahhabi centres in India. Sources in the MHA feel that the Saudi government is concerned about the growing influence of the Shia community in India and Iran's increasing closeness to India and sees this phenomenon as a threat to the majority Sunni population in the country, something that has been mentioned in their diplomatic correspondence which has been released by WikiLeaks. According to officials, India's Shia population is the world's second-largest after Iran. "To counter the increasing Shia influence, a certain section in the Saudi establishment has been propagating Wahhabism in India," says an UMHA official.

According to a Right to Information (RTI) reply by UMHA, 614 people lost their lives, including 105 security personnel, in 3,493 militant attacks and extremist groups’ violence. Further as many as 721 militant and insurgents were killed by security forces between 2011 and May 31, 2015. Also INR 8120 million was disbursed among the north-eastern states in the last three years to strengthen the Police network. Between the 2012-13 and 2014-15 fiscal years, Assam received INR 3740 million under the Security Related Expenditure (SRE) scheme, while Nagaland received INR 1690 million. Among other states, Manipur and Tripura received INR 830 million and 810 million. Indian Express further adds that Arunachal Pradesh received INR 730 million and Meghalaya received INR 290 million.

National Investigation Agency (NIA) that is probing Fake Indian Currency Notes (FICNs) racket operating in India, found that approximately INR 15 billion of counterfeit notes pumped into the country have crossed the border through Malda border in West Bengal, The Times of India reports on June 30. The investigators have also found that most of the notes that have entered the country have been printed in Pakistan and was routed to India through Bangladesh. The National Investigating Agency say that 90 per cent of fake currency that is brought into the country have a link with the Malda unit which smuggles these notes. The investigators have found that there was dedicated lot of Pakistanis who set up shops in Bangladesh and these shops are breeding ground for trading these FICNs which are eventually routed to into India. Malda is an easy landing point as it borders with Bangladesh. This is a racket that has been going on for the past four to five years now ever since the border with Pakistan became extremely difficult for these criminals to operate on. "After the money comes to the hands of these module operatives, they pick up several youths to execute the job. They go to major cities like Mumbai or Bengaluru and start working as construction labour. Along with their work they start circulating the notes in installments. They stay on in these cities for a couple of months and manage to circulate at least INR 2,00,000 worth of fake currency each," an investigating officer said. The investigators have also found that the quality of the notes was of extremely superior and most of the security measures were preset in the notes naturally making it very difficult for the common people to understand that it is a fake currency. "Sometimes it is even difficult for the bank personnel to realise the difference without a forensic test. This is really alarming," an officer said. The investigators also noticed that the notes sourced by Pakistan to print its own currency was being used to print the Indian fake currency as well.
