Based on preliminary investigation, National Investigating Agency (NIA) has concluded that the three bombs, one of which exploded, found in a Patna (Bihar) house on March 30 belonging to one Kundan Kumar were meant for terror attacks, reports The Times of India. A powerful bomb packed with ammonium sulphate exploded and ripped through a flat in Bahadurpur housing colony on March 30 night. Following the blast, police recovered two more bombs while the occupants of the house escaped. A security officer privy to NIA investigations said “The bombs found live were very powerful with really thick pellets packed with considerable explosives. Had the three been exploded in a crowded place, it could have led to 50-55 casualties. The bombs had used timer devices which indicate the bombers were planning a terror attack. Naxalites do not use timers." Curiously, the bombs had the same timer, Lotus brand analogue clocks, as used in 2013 Patna and Bodh Gaya blasts. According to NIA charge-sheets in the cases, the two blasts were executed by members of Students Islamic Movement of India (SIMI). "Even the circuit is similar. But containers are different. Instead of pipes (as in Patna blasts), they have used milk cans. This, however, is no indicator of which group is behind this blast. Various groups make similar kinds of circuit and Lotus clocks are locally available timers," said the officer. Central agency sources, however, refused to indicate whether jihadi or saffron groups could be involved in the blast.

India, Pakistan as well as the five permanent members of the United Nations Security Council (UNSC) are among the 30 Nations who have joined hands for a group, 'Group of Friends Against Terrorism' launched on April 1 at the initiative of Morocco at the United Nations (UN) against terrorism, reports The Economic Times. In addition to China, France, Russia, United Kingdom (UK) and the United States (US), the group has representation from the five continents. Morocco's Permanent Representative to the UN Ambassador Omar Hilale presided over the launch of the group, which aims to "create synergies between all initiatives" implemented within the UN, promoting international cooperation in combating terrorism, share and exchange good practices in the fight against this scourge that threatens international peace and security. The group would meet once a year at the ministerial level on the margins of the General Assembly and every two months at the level of permanent representatives, the report said. Hilale said that the group wants an "informal and flexible" space to discuss, coordinate and give impetus to UN activities in the field of fight against terrorism, arguing that terrorism is a constant threat to peace and international security. "The recent attacks in Tunisia, Libya, Mali, France, Pakistan, India, Australia and Nigeria challenge the international community to act and make greater efforts in this area," he said.

Maharashtra Chief Minister (CM) Devendra Fadnavis on April 1 said that the Central Government is working on formulating a new law under Information technology (IT) Act, on the lines of section 66 (A) that was struck down recently by the Supreme Court, reports Zee News. Fadnavis was replying to Shiv Sena Member of Legislative Council (MLC) Neelam Gorhe, who asked whether the state will frame a new law in place of Section 66 (A) that would compensate for the repercussions on the Supreme Court order. Fadnavis said "The Centre is working on formulating a new law on the lines of Section 66 (A) that was struck down by the SC. There was no conviction in the previous law and thus a law is being formulated that will be strong and which will result in convictions."

The Maharashtra state legislature on April 1 expressed concern over the sharp rise in the number of cybercrime cases in the state and law enforcement agencies' inability to bring the crooks to book, reports dnaindia.com. Chief Minister (CM) Devendra Fadnavis, who has the charge of Home Department, told the Lower House (Vidhan Sabha) that Maharashtra had registered 3,633 cases of online frauds in the past two years, but was yet to see any conviction. The CM said that while 937 cybercrime cases were registered in 2013, the number rose to 2,696 in 2014. The CM said cybercrime has become a big menace not just in the state, but also across the country. The state will rope in Nasscom to set up a 'Cyber Force' comprising 1,000 qualified professionals, who will be posted in cybercrime labs at district level. These trained personnel, the CM said, will help cops crack crimes in the world of internet and ensure conviction of the criminals. A branch of the Computer Emergency Response Team (CERT) will also be set up in the state, said Fadnavis.

Bihar Police's Anti-Terror Squad (ATS) has sought the CCTV footage of all the wards of Beur Central Jail and Phulwari sharif camp jail to study whether Kundan, a suspect in the blast in a Bahadurpur colony flat in Patna on March 31, hobnobbed with those jailed in connection with the Patna and Bodh Gaya blasts, The Times of India reports on April 3. Sources said terrorists owing allegiance to Indian Mujahideen (IM), which allegedly triggered blasts in Patna's Gandhi Maidan and Bodh Gaya in 2013, are lodged in the Phulwarisharif jail. They are also shuffled to the Beur jail. The shifting is done in a secretive manner. Though the ATS is waiting for forensic report of the bombs seized from the spot at Bahadurpur, intelligence officials, who were also associated with investigations into Patna blasts, said the chemical composition of the Bahadurpur bombs and the timer device used in them were the same as those in the bombs exploded in Gandhi Maidan.

India and Thailand have agreed to strengthen their defence and strategic cooperation, maritime security and counter-terrorism, with top Thai leaders strongly supporting the new government's "Act East" policy, New Indian Express reports on April 3. Ajit Doval, National Security Advisor (NSA) to Prime Minister stated, "The overall kinetics was very positive. We discussed a range of issues, including terrorist activities, defence production, keeping the sea lanes safe, piracy, human trafficking and terrorism". The two sides discussed defence production, both between government, and government and private sector to private sector cooperation. "Both countries want to see the sea lanes remain free and safe, and issues like piracy, human trafficking are a concern to both sides," he added. Economic opportunities in fisheries, development of ports were also discussed.

A 26/11 (November 26, 2008) Mumbai Maharashtra-like attack was in the making, but this time, from the east coast, that is how National Investigation Agency (NIA) Director-General Sharad Kumar sums up the agency's exhaustive nearly two-year investigation into what it says was a massive terror plot against India by Pakistan's Inter-Services Intelligence (ISI), Economic Times reports on April 4. The NIA says, it (attack) was coordinated from the Sri Lankan soil. The NIA says it has much more evidence to pin down the conspirators in the latest plot. The agency has even a photo of the alleged mastermind, Amir Zubair Siddique, who was a Counsellor (visa) at Pakistan's High Commission in Colombo. He directed a network of spies of Sri Lankan and Indian origin to recce nearly 20 sensitive installations in South India, including the American Consulate in Chennai and Israeli Consulate in Bengaluru, it says. Combined reading of two charge-sheets filed by the NIA, in October, 2014 and March, 2015 paint a horrifying plot. Siddique, says the agency, was planning to send explosives from Mannar in Sri Lanka to between Rameswaram and Tuticorin in India by a rowing boat. This was to be followed up by two Pakistanis being sent from Colombo to Bengaluru via Maldives on Sri Lankan passports to carry out terror attacks, specifically on the American Consulate. Hussaien was told by his Pakistani handlers that the plot of planting bombs in American Consulate, Chennai, was codenamed 'Wedding Project' and 'Wedding Hall' was the US Consulate (target). The terrorists will be "cooks" and the "bomb devices" they are carrying, "spice contents", the NIA charge-sheet says. There was a meeting between two Pakistani terrorists and one of the spies, Hussaien, in Bangkok (Thailand) in 2013, the NIA claims. The spies had specific tasks. Thameem Ansari was asked to use a cover of posing as a film-maker working on a documentary titled 'Power of India' on the Indian armed forces and befriend army and navy officers, to get details on India's nuclear-submarine base 'Project Varsha'. Selvarajan joined an event management company which works for the armed forces to get entry to sensitive installations like the Chennai Port.

An investigator said Abdullah alias Mannadi Abdullah, was arrested by a Police team led by Assistant Commissioner of Police A Rajendra Kumar and Inspector K Pugazhenthi from a hideout in the suburbs. Abdullah had funded the slaying of Suresh Kumar, secretary of Hindu Munnani's Tiruvallur District unit. Police charged Abdullah with murder and produced him before a magistrate who remanded him in judicial custody. Investigators named Abdullah as accused number 17 in the case. An investigating officer said Abdullah was a key operative of Al-Umma, which the state government banned after the 1998 Coimbatore serial bombings that left 58 people dead and more than 200 injured.

Two Students Islamic Movement of India (SIMI) members and a Policeman were shot dead and two others injured during an encounter in the Nalagonda District of Telangana on April 3, reports The Times of India. The Police have identified the armed assailants as Mohammad Ejazuddin and Mohammad Aslam, who had escaped from Tantya Bheel Jail in Khandwa town of Madhya Pradesh on October 3, 2013 along with five other SIMI men. In the exchange of fire a Police constable, Naga Raju, died on the spot. A Police inspector, Bala Gangi Reddy, and a Sub Inspector, Siddaiah, received critical injuries. According to reports, a Police party went to Sitarampuram village in Nalgonda District late on April 3 night following information that the gunmen were taking shelter in the village. On seeing the Police, they opened fire and escaped from there. The assailants managed to escape to Janakipuram, where there was exchange of fire leading to the death of the constable and the militants. Meanwhile, all States were asked to look for the five SIMI members - Mohammad Eijazudden, Mohammad Aslam, Amjad Khan, Zakir Hussain Sadiq and Mehboob Guddu, by the Union Ministry of Home Affairs (UMHA).

Senior Police officers have been advised to take preventive measures and keep special vigil at all sensitive places, including the Parliament. The advisory to the Delhi Police has been issued by the intelligence agencies following investigations into the fidayeen (suicide) attack at an army camp in Samba District of Jammu and Kashmir on March 21. Sources said the information gathered during the investigation suggested that the JeM has plans to carry out similar terror strikes in Delhi. It has been learnt that the JeM has started inducting among its militants some specially-trained men to carry out suicide attacks in metropolitan cities, including Delhi. Around eight to ten of such men have already entered India, it is feared.

Investigations by the National Investigation Agency (NIA) into the killing of two Students Islamic Movement of India (SIMI) cadres in Nalgonda District of Telangana indicate that the terror module was planning a strike in Delhi, Asian Age reports on April 7. NIA sleuths are pursuing leads that show that the terror module was using Hyderabad and Vijayawada for logistics while planning a strike in the national capital. An unnnamed senior intelligence official of the Andhra Pradesh Police said, “There is a strong Delhi link emerging. According to the NIA, the SIMI operatives were planning to strike in Delhi or its surroundings.” He said that apart from the Delhi-Hyderabad train ticket recovered from the suspects, the NIA had “specific inputs” pointing to a plot to strike in the capital. It is suspected that Hyderabad, Nalgonda and Vijayawada have SIMI supporters. The official revealed that Nalgonda District has around 45 identified sympathisers of SIMI and other terror organisations.

Telangana Police Director General of Police (DGP) Anurag Sharma on April 6 said, "The two SIMI operatives, Mohammad Aijajuddeen and Mohammad Aslam alias Bilal, who were killed in Police encounter in Nalgonda District on Saturday (April 4), were suspected to be involved in Bangalore-Guwahati Express blast at Chennai Central railway station". He said the counter terror units of various states and national probe agencies were in Nalgonda to probe the case. The duo, along with their accomplices, were involved in a series of crimes across various states since 2009. "During the investigation, the Police did not find evidence against Shaikh and hence we filed an application under Section 169 of the Code of Criminal Procedure requesting the court to discharge him from the case," confirmed a senior ATS officer. Shaikh, a Pune resident, was first arrested on September 6, 2014, from outside Saharanpur station in Uttar Pradesh (UP) by the Delhi Police's Special Cell. Later, he was taken into custody by the Maharashtra ATS for his alleged role in providing logistics in the 2010 Pune German Bakery blast, the 13/7 Mumbai triple blasts and the Varanasi email case. All the five terrorists were being taken to a court in Hyderabad from Warangal when they attacked the police officials escorting them. According to Police officials, the terrorists also tried to snatch the weapons and escape after which the Security Force (SF) personnel opened fire killing all of them. Bolangir Superintendent of Police (SP) Deepak Kumar said “They were essentially looking for any local linkages with the SIMI. Nothing concrete has emerged in the investigation so far, but investigation is on.” “Security measures have been stepped up in the district on the basis of the investigation by the Telangana Police,” he added. The links of the banned terror outfit in Odisha had come to the fore after two SIMI members were killed in an encounter with the Telangana Police at Janakipuram in Nalgonda District on April 4. During investigation, Telangana Police had come to know that the two slain SIMI activists - Mohammad Aji-ud-Din Mohammad Aslam alias Bilal - of Madhya Pradesh were involved in a number of criminal activities in Odisha. After seizing the documents from the two slain SIMI activists, a team of senior officials from Telangana had arrived in Bolangir District three days ago. Sources said that the team, during investigation, found a major breakthrough. Besides, the team also interrogated some persons at a secret place. Sources in the locality said that the SIMI activists had a close link with a youth of Bolangir, who is presently working in another state. Through him, they had come in contact with other youths of the District and were able to get more information from them.

A senior Union Ministry of Home Affairs (UMHA) official said "This is an extremely disappointing development. Pakistan must ensure that terrorists like Lakhvi do not come out of jail." "Pakistan should immediately take all legal measures at appropriate forum to ensure that justice is delivered to the victims of Mumbai terror attack," the official said. In the data on terror financing tabulated from 2006 till date, terror finances to the tune of INR 148.5 million have been recovered by National Investigation Agency (NIA) and Police of 15 states, reports The Times of India on April 10. The NIA has surpassed the states in recovery of terror finances despite starting operations as late as 2009. According to the report, the agency seized INR 36.6 million in terror funds in 11 cases investigated by it since its inception. As many as 101 persons are accused in these cases. Jammu and Kashmir ranks second only to NIA in seizures. The state seized INR 29.3 million in 80 terror financing cases since 2006, in which 190 persons are accused. Manipur, despite its small size, reported terror fund seizures worth INR 21.1 million in 26 cases, followed by Delhi which seized INR 19.2 million in 21 cases. Madhya Pradesh accounted for seizure of terror finances worth INR 16.4 million, while Odisha Police seized around INR 11.2 million. Though Karnataka, Gujarat and Kerala registered 14, three and one terror financing case respectively under Unlawful Activities [Prevention] Act (UAPA), they did not report any seizure since 2006. As many as 213 terror financing cases were registered by NIA and various state Police, in which 873 persons are accused. J&K reported the highest number of cases (80), followed by Manipur (26) and Delhi (21). In terms of number of those accused of terror financing, J&K ranked first (190) followed by NIA (101) and Maharashtra (98).

A three-judge bench led by Justice Anil R Dave dismissed the review petition by Yakub after holding there was no ground to interfere with the judgment to hand out capital punishment to him. Yakub Memon's mercy plea was rejected by President Pranab Mukherjee in March 2015 following recommendations of the Maharashtra Government and the Union Ministry of Home Affairs (UMHA). Earlier in December 2014, the SC had stayed the execution of Yakub's death penalty last year after the death row convict had filed review plea in the apex court. Yakub, a chartered accountant and brother of fugitive terror mastermind Ibrahim Memon alias Tiger Memon, was sentenced to death by a Terrorist and Disruptive Activities [Prevention] Act (TADA) court in 2007 after being found guilty of charges of criminal conspiracy and for arranging finances and managing its disbursement through the co-accused in the Mumbai serial blasts.

Alerted by some suspicious movements, its sleuths raided a house in Juhapura in Ahmedabad District in search of Yasin Patel alias Falahi, a key SIMI operative. Falahi could not be arrested, but Police have confirmed information that he was present in the city on March 28, 2015 and met former SIMI cadre. Delhi High Court had banned his entry in the state in 2004 while granting him conditional bail. He was arrested under POTA in 2002 in Delhi and charged with sedition. Alarmed at Falahi's movement, ATS sleuths got into action and raided the Juhapura house last week. However, Police did not find him there. Highly placed sources said that Falahi flew into Gujarat on March 28 in a private airline flight. They have not found traces of his leaving the city yet. ATS sleuths had collected the CCTV footage from the city airport's domestic terminal. Falahi is clearly seen in the recordings. The cops have, however, traced his movement in the city. A source said that Falahi met a few former members of SIMI. These meetings put the cops on their toes. The source said that these meetings were not normal. They suspect SIMI of having already regrouped in the city or being in the last phase of regrouping. These meetings could energise the sleeper cells to get into motion in the city. However, the cops fear that the next terror attack in Ahmedabad could be a lone wolf attack and would take minimal or no help from the sleeper cells. The meetings of ex-SIMI cadre could also be part of initiating such an attack.

The CAG, in its report on the general and social sector for the year has pointed to deficiencies in planning for the scheme, delays in construction of coastal police stations and check posts, and infrastructure and manpower shortage. The CAG report also said that 57 per cent of the non-technical staff posted in the coastal Police Stations did not possess swimming skills. This was despite the government having issued a circular which made swimming skills mandatory for staff deployed for coastal security. The boats to be used for patrolling were under-utilised, with Districts like Ratnagiri reporting just 8.47 per cent utilisation. The report added that the five coastal Districts had a manpower shortage of 40.02 per cent posts with the gap in deployment of technical staff for boat operations being 51.21 per cent. The highest shortfall of non-technical staff was highest at 65.85 per cent in Mumbai. This led to the state government hiring technical manpower on contract basis. "The desirability of engaging contract staff for such sensitive operations needs to be reassessed by the Government as it is fraught with certain obvious risks," the report said.

They are also on the 'wanted' list of the National Investigation Agency (NIA), Counter Intelligence (CI) of Telangana Police and other security agencies. "Diplomatic efforts have been made to bring these conspirators back to the country, but so far it did not yield much result. The LeT [Lashkar-e-Taiba] operatives, through their strong network in Riyadh, are always a major threat to Hyderabad as they make sustained efforts, using various channels in India, to stage terror strikes,'' a senior Police Officer stated. These suspects include terror suspects like Harkat-ul-Jihad-al-Islami (HuJI) operative Mohammed Abdul Majeed (brother of the late Shahid Bilal, who was involved in the Task Force blast case), LeT operatives Mohammed Bhai (wanted in the Sai Baba temple blast), Furkhan Bhai alias Abdullah, Asad Khan alias Abu Sufiyan, Siddique bin Osman and others. Similarly, Abdul Rehman alias Farhathullah Ghori, reportedly taking shelter in Karachi (Sindh, Pakistan) is wanted in various cases, including the 2002 Akshardam (Gujarat) temple attack case. Some of these suspects are also wanted in the 2012 conspiracy to target right-wing leaders across India. According to intelligence sleuths, these suspects have been funding various terror modules for the last several years and are responsible for luring local youths into terror activities. On several occasions, they had lured Hyderabadi youths to Saudi Arabia and planned meet-ups to execute terror strikes in the country. In every instance, police could nab only the local operatives. The alert is based on inputs passed on by railway authorities in Mumbai (Maharashtra) that LeT is planning a 26/11(November 26, 2008) -type strike at hotels and railway stations in the city. The Mumbai alert had warned that around 8-10 terrorist may infiltrate through the sea route to execute the attack. The Intelligence Bureau (IB) has asked the states to increase security outside hotels, particularly five-star properties, as well as at railway stations and metro stations, even as agencies in charge of coastal security also tighten vigil. Latest assessment by the intelligence agencies state that LeT 'commander' and 26/11 accused Zakiur Rehman Lakhvi's release on April 12 in Pakistan has come as a major morale booster for LeT's rank and file, and may encourage them to launch yet another spectacular attack against India. Moreover, the Government Railway Police (GRP) in Mumbai issued instructions to all Police Stations to increase security. The intelligence alert mentions a possible attack by a group of 8 to 10 LeT militants anytime during the next three months on the railway stations and in key locations in the city. In addition, the Mumbai Police have instructed the Police Stations in the city to get all housing societies to divulge the details of their tenants, reports dnaindia.com. Police stations have also been asked to see if CCTVs installed by housing societies are in working order. "We have served notices to all residential societies of the city asking them to provide details of flats being rented, their lease agreements and details of security guards and security agencies in charge. According to its website, the NIA has so far registered only one case across all its branches this year (2015). “States and their Police forces are unwilling to transfer probes to the NIA. We are practically left with no new work. At the moment, we are mainly managing trials in old cases," said an NIA official, requesting anonymity. More than half a dozen serious terror incidents, including Improvised Explosive Devices (IED) blasts and near misses, took place in 2014 but none — with the exception of the Bardhaman blast probe were handed to NIA. The agency had written to the Union Ministry of Home Affairs (UMHA) asking to probe at least three of these incidents, Karimnagar (Andhra Pradesh) bank robbery (February 2, 2014), blast at Pune (Maharashtra) Police Station’s parking lot (July 11, 2014) and the Bijnor (Uttar Pradesh) blast (September 12, 2014). In all three, the role of Students Islamic Movement of India (SIMI) operatives, who escaped from Madhya Pradesh's Khandwa prison in 2013, was suspected. Of the 93 cases registered by the NIA in six years, it has managed to secure conviction in 10 and in around 15 cases, the probe is stuck due to various reasons. In the rest 60 odd cases, the agency has managed to fully or partially complete the probe. The agency was established in January 2009 in the wake of the November 26, 2008 (26/11) Mumbai (Maharashtra) attacks and has a staff of around 800, including more than 20 Indian Police Service (IPS) officers.

Imran Khan Muhammad Sharif, the leader of the five accused is alleged to have been recruited online by an Indian jihadist he knew as “Yusuf” — code, investigators say, for Karnataka-born Muhammad Shafi Armar, a fugitive Indian Mujahideen (IM) operative now leading group of Indians fighting with the IS. In voice-over-internet and chat conversations recovered by investigators, police allege, Khan sought help from Armar on how to build explosive devices, procure weapons, and select targets for attack. He was advised, Police say, to record each operation — in line with standard IS online propaganda tactics. Fuller details on the conversations, sources close to the investigation said, are expected to become available after the Central Forensic Science Laboratory completes analysis of Khan’s computer. Khan’s passport shows he made five subsequent visits to Dubai, and one to Saudi Arabia, after terminating his studies in search, his family says, of work. However, none of the visits seem to have yielded offers of durable employment. In testimony to Police, Khan said he had joined Ahl al-Suffah (men of the platform), an Islamic proselytising and charity group, in 2012. Led by local resident Amjad Khan, Ahl al-Suffah became active after the pre-election communal riots in Muzaffarnagar (Uttar Pradesh), working to distribute relief among Muslim victims of the violence. Muhammad Shafi Armar’s brother, Muhammad Sultan Armar, was killed in combat near the Syrian town of Kobane in March, fighting with IS forces attempting to take the city from Kurdish control. However, investigators claim Imran Khan managed to persuade four other members of Ahl al-Suffah to join him: Wasim Khan, Mohammad Rizwan, Anwar and Mazhar. Imran Khan, Police allege, made his first contact with “Yusuf”, while trawling pro-IS Facebook pages run by IS supporters in India, as well as Islamist discussions forums. In August, 2014 Sultan Armar had appeared online in a video released by the breakaway IM faction, Tawhid-ul-Ansar, calling on Muslims to join it at training camps in the Pakistan-Afghanistan borderlands. Later, Indian jihadists in Tawhid al-Ansar made their way to Syria, where they formed a group called Ansar-ul-Tawhid fil’Bilad al-Sham The Times of India adds that the IS linked terror module was being persuaded by its Syria-based handlers to target Bharatiya Janata Party (BJP) and Rashtriya Swayamsevak Sangh (RSS) leaders, apart from Police officers, outside Madhya Pradesh. The exercise started two days after Intelligence Bureau (IB) issued an alert warning anti-national elements can come through sea route and stage attack like 26/11 (November 26, 2008).Inspector General of Gujarat Police for coastal security, BS Jebalia said the exercise involves around 25 agencies including Gujarat Police, Indian Coast Guard, Indian Navy, Indian Air Force, Indian Army, Intelligence Bureau, Customs Department, state fisheries department etc. The drill, which is like a mock-drill is carried out in around 17 Districts of Gujarat which have coastline, police officers said. “This is an integrated exercise carried out simultaneously in all the districts with a sea coast in the state. Superintendent of police (SP) of respective districts are supervising the drill in their jurisdiction. The objective is to check coordination among agencies which have stake in coast security and level of preparedness,” Jebalia stated.

Police recovered a revolver, six live cartridges, four crude bombs and an electronic chip which contains JMB supplied Jehadi materials. Ibrahim Sheikh who is from Shahebnagar village in West Bengal's Murshidabad District, visited Jharkhand's Pakur and Sahebganj Districts frequently to recruit members for JMB. "He (Ibrahim) was the right-hand man of Sajid Sheikh, the chief of JMB operations in India. He was sharing a significant part of Sajid's responsibility after his arrest in November 2014 in connection with the Burdwan blasts," Pakur Superintendent of Police (SO) Anoop Birthary stated. A police officer said Ibrahim, who had links with top JMB leaders, worked as a chief recruiter and co-ordinator in West Bengal and Jharkhand. "He was working as the chief of a local madrasa, Fatima-ul-Zahra, at Musimnagar area of West Bengal's Murshidabad District. A joint operation of Indian Coast Guard (ICG) and Indian Navy busted a Pakistan smuggling racket in the Arabian Sea on April 20, reports The Indian Express. Report said that the ICG and Navy on April 21 brought in a suspicious boat that was seized off the coast of Porbandar (Gujarat) a day before and the eight smugglers from Pakistan are being interrogated. The three-day operation ended when the boat was intercepted by ICGS Sangram around 150 nautical miles off Porbandar coast, Navy officers said. The two boats, ‘Fiza’ and ‘Fatima’, were found sailing close to each other. Coast Guard officials found the contraband consignment from ‘Fiza’ whereas nothing was found from ‘Fatima’. ICG Commander Coast Guard (North West) Kuldip Singh Sheoran said inspection showed that the contraband was pure heroine. “A total of 232 packets were seized from boxes stored in the boat. The international market price of the contraband is estimated to be Rs. 600 crore,” he added. However, the officials refused to comment whether the alleged smugglers have terror links. They were using Satellite phones and GPS (global positioning system) devices. Indian Navy officers said that “The men belong to a large network of drug peddlers who often use Indian waters for smuggling and were carriers.” Senior officers from Navy, Coast Guard and Narcotics Control Bureau are in Porbandar for the interrogation of the arrested smugglers.

The arrest of a top Jama'atul Mujahideen Bangladesh (JMB) militant, Ibrahim Sheikh on April 18 in connection with the October 2, 2014 Bardhaman blast case in West Bengal has prompted the state intelligence department to begin investigation into JMB network in Jharkhand, The Times of India reports on April 21. "The arrest of Ibrahim Sheikh in Pakur has further corroborated reports that JMB is trying to expand its network in the state. In January, a JMB terrorist was arrested from Sahebganj," Jharkhand Police Spokesperson S N Pradhan stated on April 20. Both Pakur and Sahebganj are Muslim-dominated districts in the northeastern part of Jharkhand where West Bengal's chicken neck separates them from Bangladesh. "The demography and geography work to their (the terrorist's) advantage. The culture is almost the same and they manage to brainwash the youth," a police officer said. "Ibrahim was wanted in the Bardhaman blast case and NIA (National Investigation Agency) had an arrest warrant against him. We want to interrogate him to know how deep JMB has managed to penetrate into Jharkhand," Pakur Superintendent of Police (SP) Anoop Birthary said. The arrest has also called for scrutiny of madrasas (Islamic Seminary) in Santhal Pargana, particularly Pakur and Sahebganj Districts. Ibrahim, told Police during interrogation that he recruited young men for JMB during his visits to madrasas and mosques in Sahebganj and Pakur. NIA has also zeroed in on the madrasas as evident from several visits of Sahebganj, Pakur and other Districts. "The prevailing porous international border between Bangladesh and parts of Santhal Pargana and neighboring Bengal coupled with the cultural and language similarity provide anti-national elements ample opportunity to sneak into the area and operate," said a senior Police official preferring anonymity.

A comprehensive report given by the intelligence agencies to the Government on Pakistan’s security scenario since Lakhvi’s release said that in fact, ever since his release from Adiala Jail on April 10, 2014 Lakhvi was provided with foolproof protection by the Pakistani establishment. The report claims the Pakistan Army has deliberately deployed commandos in plain clothes to protect Lakhvi so that no one can accuse the security establishment. Pakistan has always maintained that likes of Lakhvi and Hafiz Saeed are “non-state actors”. “Even in Pakistan, there is very little information regarding Lakhvi’s whereabouts ever since he has been released from the jail. But we have some reports that suggest that he is being kept at a heavily guarded safehouse of ISI on the outskirts of Lahore where both Lashkar-e-Toiba (LeT) and Jamaat-ud-Dawa have a sizeable presence,’’ a top intelligence official said. It is feared his release will have a direct impact on terror activities in India. The Indian agencies are monitoring the situation closely for all possible information on the LeT militant believed to be the mastermind behind the 26/11 attacks.

Mohammad Sajjad Hossain was arrested when he was on a flight from Doha (Qatar) to Dhaka. The probe by Bangladeshi authority shows he travelled from Karachi (Pakistan) to Doha and boarded the flight for Dhaka after a three hour stopover. Hossain is a frequent visitor to Pakistan and he visited Karachi few days after getting a new passport. The probe also shows that Pakistan High Commission had issued him visa a number of times before this. The role of Qatar Airways Dhaka station manager, identified as Mohammed Jamal in this case is also being probed. Report said that the FICN generally finds its way to India primarily through Bangladesh and Nepal. The modus operandi involves the smugglers collecting FICN from Pakistan and then travelling to Dubai, Doha or some other place in the Gulf region. From there they travel to either Bangladesh or Nepal and then enter India. The border with Bangladesh is very porous and there is a lot of movement of people between the two countries. FICN smugglers wait for an appropriate moment and then enter India from Bangladesh and then travel to different Indian cities to meet their contacts and distribute the notes which then find their way into circulation.

Government has decided that National Investigation Agency (NIA) will probe the blast at a Vishwa Hindu Parishad (VHP) rally in Roorkee (Uttarakhand) on December 6, 2014 and explosion at a house in Bijnor (Uttar Pradesh) on December 14, 2014 as Students Islamic Movement of India (SIMI) operatives were suspected to be involved in both the incidents, The Times of India reports on April 23. The Union Ministry of Home Affairs (UMHA) received the requests of the governments of Uttarakhand and Uttar Pradesh to hand over the two cases to NIA and a formal order is being issued in this regard, official sources said. UMHA suspects the SIMI members' involvement in a series of incidents in different parts of the country, including blasts at the Chennai railway station in May 2014, the explosion in Bijnor and the blast in Roorkee. It is also being suspected that the same module had carried out the blast at Bengaluru in 2014 that had left a woman dead. NIA wants all these cases shifted to the agency. Union Home Minister (UHM) Rajnath Singh had written letters to the chief ministers of Tamil Nadu and Karnataka last month asking them to speed up investigations into the respective terror cases in their states.

The two accused are Marshal Posco Lobo and Bhim Bahadur Mashriangi, a Nepali national who has been in India since 2002, was using an alias Ravi Kumbhsingh and had claimed that he was an Indian. According to the Police, the two were arrested up from Guffa Road near the Jain temple in Jogeshwari East in the early hours of April 22. While the Police were patrolling the area, the duo raised suspicions and was asked to stop. Their carry bag was checked and FICNs about INR 1.3 lakh was found. The next day (April 23), their house in Meghwadi was raided and FICN worth of INR 4 lakh was recovered. Police inspector (Crime), Sudhir Mahadik said, “We have seized 211 paper sheets having 100 denomination printed on them. We have gained custody of the duo till April 27 for further investigation.” “The notes look real. Except for Mahatma Gandhi’s watermark and the microlettering, the other features are there on it,” Sub Inspector (SI) Anand Pawar said. The mastermind behind the counterfeit currency operation, Mashriangi used a computer, laptop, colour printer and a yellow solution to produce the notes. The National Investigation Agency (NIA), in collaboration with the Indian Statistical Institute (ISI), is now trying to figure out the total volume of the Fake India Currency Notes (FICN) in the country, Hindustan Times reports on April 23. “At the moment, the data on total FICN in circulation in the Indian economy varies from Rs 1,500 crore to Rs 5,000 crore depending on the agency projecting it. FICNs undermine the economic security of the country and are also a way to fund terror activities, so it was necessary to arrive at a common figure after a scientific analysis of the data collected by different agencies,” said an official of Union Ministry of Home Affairs (UMHA). The government made the NIA the nodal agency to conduct the study in partnership with the ISI on November 3, 2014. “It was a 14-week study but took a little longer due to vast amount of data collected from all stakeholders: the Reserve Bank of India (RBI), National Crime Records Bureau (NCRB), Intelligence Bureau (IB), Research and Analysis Wing (RAW), Central Economic Intelligence Bureau, CBI and others, to complete the study. It is now in the final stages,” added the official. Every year, FICNs of value between INR 150 million and INR 25 million are recovered countrywide. Even FICNs recovered in Cambodia or Thailand or Malaysia have been found with Pakistan links as most couriers were Pakistanis,” said an NIA official. The new study now will reconcile data of all agencies to come to figure on the basis of a mathematical formula. A high level probe conducted by the National Investigation Agency (NIA) and State Police forces against Islamic State (IS) or Islamic State of Iraq and Syria (ISIS) activists has not revealed any information on foreign funding to them, reports The Times of India on April 24. Union Minister of State for Home Haribhai Parthibhai Chaudhary has informed Rajya Sabha (upper house of the Parliament of India) that a total of four pro-ISIS activists, including two from Maharashtra and one each from Karnataka and Andhra Pradesh were arrested last year (2014). Earlier, Rajya Sabha Member Sanjay Raut had sought information on whether these activists have joined hands with other terror organisations and are receiving financial assistance from foreign countries and measures taken by the Government to check such nexus and to curb the activities of ISIS. Chaudhary said the centre is closely monitoring the situation and has directed the intelligence and security agencies to identify such elements and keep them under surveillance. The cyber space is also being closely scanned and in addition, the Government has declared the ISIS and all its Manifestations as terrorist organisation and banned under section 35 of Unlawful Activities [Prevention] Act (UAPA), 1967.

Suspected Lashkar-e-Toiba (LeT) terrorist Abdul Karim Tunda was on April 23 discharged by a trial court in connection with two separate blast cases that took place in Delhi in 1997, reports The Times of India. The court discharged 73-year-old Tunda after observing there was no prima facie evidence against him to proceed. Tunda was one of the 20 terrorists Pakistan handed over following the 26/11 Mumbai attacks. Additional sessions judge Reetesh Singh discharged Tunda in a case pertaining to a blast in Karol Bagh on October 28, 1997 and two blasts at Sadar Bazaar on October 1, 1997. One person was killed and several others injured in the Karol Bagh blast. A bomb was also recovered by Police. In the Sadar Bazar blasts, there was no casualty but many were injured. Police had chargesheeted Tunda in these cases while relying on the statements of other arrested for their alleged involvement in 1998. According to the reports, Tunda has been discharged in three cases lodged in Delhi. In the pending case, the court is hearing arguments on framing of charges. Police had told the court that Tunda, who is suspected to be involved in 40 bombings in India, had been declared a proclaimed offender in the case.

Based on a tip-off, local Crime Branch officials arrested five persons from Rundh village of Jhagadia tehsil (local administrative division) in of Bharuch District on April 26 evening and seized FICN worth INR 6.572 million. Later on April 27 Police recovered another FICN worth INR 89,000 from the house of the main accused. Police said that Mishra, an electrician with a private firm, had started printing currency notes at his Bharuch house, "Mishra and two of his accomplices printed these notes and contacted Saiyad, who agreed to buy them. Jyoti is an accomplice of Saiyad. When all of them were busy making the transaction in an open field in Rundh village yesterday (April 26), we nabbed them," said inspector V R Malhotra. The currency notes were mainly of the Rs 1,000 denomination. "We also seized printer, scanner, dye plates, paper cutter and injection syringes," Malhotra added.

A city court in Kolkata (West Bengal) on April 27 sent Ibrahim Sheikh alias Lal Mohammad, an alleged operative of Jama'atul Mujahideen Bangladesh (JMB) Indian wing, to the National Investigation Agency (NIA) custody till May 8, 2015 in connection with the October 2, 2014 Bardhaman (West Bengal) blast case, reports Business Standard. The NIA counsel sought Ibrahim's custody saying he was caught with ammunition, firearms and crude bombs. Ibrahim is said to hail from Nabagram in Murshidabad District of West Bengal and a member of the Majlis-e-shura (central committee) of the JMB. Arrested from Pakur in Jharkhand on April 18, and sent to NIA custody there, Ibrahim Sheikh was brought to Kolkata on a transit remand. The investigating agencies have alleged that he was the in-charge of the Fatimatul Mukimnagar Madrasa (Islamic Seminary) in Murshidabad, which is closely linked to JMB. According to sources, Indian side told the Afghan delegation that Afghanistan should "let their defence requirements be known" to India. After the comprehensive talks with Ghani on entire gamut of bilateral ties as well as on key regional and international issues, Modi, at a joint press event with the visiting leader, said he conveyed India's support for his vision for peace and stability in Afghanistan. The Afghan President identified terror as a major challenge facing the region and said his government was determined to make Afghanistan the "graveyard of terror". Without naming Pakistan, which has been accused by the previous Afghan government of supporting violence in Afghanistan, Modi said, "Its (process) success requires a positive and constructive approach from neighbours, including an end to support for violence." The Court was hearing an appeal filed by the ATS challenging the order of the MCOCA court of August last year (2014) discharging all the eight accused in the serial bomb blasts in Pune in 2012 from MCOCA and transferring the case to a regular Sessions Court, to be tried under UAPA and Indian Penal Code (IPC). "MCOCA and UAPA operate under different fields and the ambit and scope of each is distinct from the other. R&AW has submitted a report to the PMO saying Lakhvi's release from Adilia jail in Pakistan on April 10 assumes greater significance in view of his past activities in the Middle East and said he had earlier directed LeT operations in Chechnya Republic, Bosnia, Herzegovina, Iraq and South Asia, and sent LeT operatives to Iraq to attack US forces there. R&AW also pointed out that LeT formed a 'charity wing' Falah-e-Insaniyat Foundation (FIF) in 2009, which the LeT has been using to expand its influence beyond Pakistan and specifically in Syria, officials said. FIF has also been supporting the cause of Kashmiri separatists and Palestinians but has lately started seeking funds for Syrian refugees and has been organising camps along the Syria-Turkey border to provide humanitarian assistance, the R&AW inputs indicate. The activities of FIF in the Syrian theatre could provide ready-to-use channels for Lakhvi's efforts to reactivate LeT's links in the Middle East, officials said, adding that R&AW has pointed out that militant has in the past also received donations from the al Qaeda affiliates and trained operatives for suicide bombings.

The alert was about the possible linkages of top WK leaders with the Pakistani establishment. India's external intelligence agency R&AW (Research and Analysis Wing) has, in a recent report to the Prime Minister's Office (PMO), pointed out how WK's military leader Asmatullah Muawiya, formerly linked to Tehreek-e-Taliban Pakistan (TTP) and al Qaeda, had made peace with the Pakistan Army last year (2014) and threatened India "in the recent times". The agency also noted that a former Guantanamo Bay detainee, who was shifted to Pakistan's custody in 2008, Abdul Rahim Muslim Dost, had been appointed as WK's religious head and a judge. He is a key member of a salafi group of Kunar, the Jamaat ul Dawa al Quran, which has links with Lashker-e-Taiba (LeT) elements in the tribal areas of Af-Pak region. According to the intelligence agencies, IS was differentiating between the developments in Af-Pak and the Middle East and North Africa. "It is pertinent to recall that while announcing Wilayats across the Middle East and North Africa, the IS had not named any groups or leaders, but it did so for the WK...while it asked the wilayats in the Middle East and North Africa to carry out jihad locally, it called on the soldiers of WK to join the jihad in Syria and Iraq," said the RAW report.

The Odisha State government is actively considering funding of Modernisation of Police Forces (MPF) Scheme, reports The Times of India on April 30. "The Centre has decided to stop financial support to states for modernization of police forces, including augmentation of infrastructure and procurement of modern equipment and vehicles," Director General of Police (DGP) Sanjeev Marik told the media after the state-level empowerment committee meeting, which was presided over by Chief Secretary G C Pati, in Bhubaneswar. According to official sources, the chief secretary has asked the Home Department to calculate the expenditure in a year. "The scheme is necessary to augment infrastructure of police forces to meet new challenges," said an officer. The State used to receive INR 1.27 billion every year from different central sources. In 2013-14, the expenditure under MPF Scheme was ammunition (INR 26 million), equipment (INR 57 million), purchase of vehicles (INR 78 million), procurement of intelligence equipment (INR 7.7 million), Police training (INR 7.4 million), communication (INR 10 million), investigation (INR 3.7 million), forensic (INR 29 million), solar power for Crime and Criminal Tracking Network & Systems (CCTNS) project (INR 28.4 million) and modernization of home guard (INR 8.3 million). Similarly, a huge amount was spent on fortification of Police Stations in Communist Party of India-Maoist (CPI-Maoist) zone, and construction of staff quarters and office buildings of home guards and vigilance, the sources said.

Despite an additional district and sessions court in the Karnataka town of Hubli on April 30 acquitting 17 Muslim youths on charges of terrorism and criminal conspiracy for their association with the proscribed Students Islamic Movement of India (SIMI), only three of them will walk free since the others are under trial in cases registered in other parts of India, reports The Indian Express. Yahya Kamukutty, Allah Baksh Yadawad and Syed Sadiq Sameer will be freed after sessions court judge Gopal Krishna Kolli gave the 17 men the “benefit of doubt” seven years after their arrests. Among the other 14 acquitted, as many as 12, including alleged senior SIMI leaders Safdar Nagori and Kamruddin Nagori, Peedical Shibly and Shaduly, Raziuddin Nasir are still facing trial in the 2007 Wagamon (Idukki District, Kerala) SIMI training camp case and the 2013 attempt to escape from the Sabarmati Jail in Gujarat.
