On April 2, the Madhya Pradesh Police neutralised a training camp of the Students Islamic Movement of India (SIMI) in Choral, a popular holiday spot, 35-kilometres from the State capital Bhopal. Police claimed that interrogation of the 13 arrested SIMI cadres led to the information on the existence of the camp. The Superintendent of Police Chanchal Shekhar told Times of India, "We were told the camp trained SIMI activists from Jharkhand, Kerala, Karnataka and a few other states. Each training camp would train around 20 SIMI members. We have information of five such camps in the past one-and-half years, which would mean about a hundred SIMI activists trained in Choral." He said that the trainees were made to climb the surrounding mountains and swim across the river daily. The police also found evidence of a firing range and exploded bits of petrol bombs.

The Coastal Security Group (CSG) police on April 2 (today) neutralised a network involved in supplying uniforms to the Liberation Tigers of Tamil Eelam (LTTE), according to The Hindu. It came to light when a CSG team raided a boat used to make illegal trips to Iranatheevu, controlled by the LTTE, in Sri Lanka, near the fishing harbour in Rameswaram. There were five persons on board, identified as Oomaiyan alias Christhu, Vellaiyan, the owner of the boat Chellaiah, Murugan and Arasu, who possessed photographs of model uniforms, which were supposed to be delivered to a group of tailors in Tamil Nadu. A sum of INR 3000 and 50 soaps were also seized. G. Venugopal, CSG Inspector who carried out the raid, told The Hindu that the group had ventured into the sea in the guise of fishermen. They had confessed to having visited Iranatheevu twice in the last four days. Christhu is reported to have had an active role in meeting the LTTE agents.

On April 4, three persons, including a woman, were arrested for allegedly renting their premises to leaders of the banned Students Islamic Movement of India (SIMI) in Indore and Khargone, reports The Hindu. A house in the Shyam Nagar locality of Indore was rented to SIMI's Andhra Pradesh unit chief Qamaruddin Nagori from where police arrested top 13 leaders of the outfit on March 27. The house rented to the SIMI by Gaffar Khan Bakerywale was registered in the name of his daughter-in-law Shahnaz Bi. Police arrested both Khan and Shahnaz for not providing information to the police about giving their house on rent.

Three activists of the Students Islamic Movement of India (SIMI) were arrested from Narsinghgarh town in the Rajgarh district on April 5, reports Times of India. The Rajgarh Superintendent of Police D. K. Arya said that the SIMI cadres, identified as Irfan, Faizal and Shakir, were arrested on charges of aiding anti-national elements and indulging in illegal activities. An unspecified quantity of objectionable material, video cassettes and CDs were recovered from the house where the arrests occurred.

On April 6, security forces in Uttar Pradesh seized a large quantity of explosives, including detonators, safety fuse and gelatin sticks, from Bahraich and Mahoba districts, reports Times of India. While the Shasastra Seema Bal (SSB) personnel recovered 20 detonators, eight gelatin sticks and safety fuse from Rupaidaha Railway station of Bahraich district on the India-Nepal border, in the Mahoba district, police personnel recovered more than 25 kilograms of explosives. One person who was carrying the explosives was arrested in Bahraich district and three persons were arrested in the Mahoba district.

On April 7, six cadres of the proscribed Students Islamic Movement of India (SIMI) were arrested by the Madhya Pradesh Police, reports The Hindu. While five of them were arrested from Guna, another suspected SIMI cadre, identified as Naved Irfan, was arrested from Indore’s Muslim-dominated Khajrana area for allegedly indulging in illegal activities and aiding anti-national elements, a senior police officer said. With these arrests, the total number of arrests of SIMI cadres in the State, since March 27, has gone upto 35.

The Hindu reports that the Mumbai Police on April 10 arrested two cadres of the proscribed Students Islamic Movement of India (SIMI) from the Thane district. The duo, identified as Irshad Salim Khan and Israr Ahmed Abdul Hamid Tailor, are believed to be close to the arrested secretary-general of the outfit, Safdar Nagori. Khan is a civil engineer by profession and was the former president of the outfit while Israr Ahmed is a computer professional. Joint Commissioner of Police (Crime) Rakesh Maria told, "Both are wanted in a case registered under Unlawful Activities (Prevention) Act here on July 28, 2006, in which train blasts accused Ehtesham Siddqui was earlier arrested."

The gangster has reportedly 29 passports from several countries including, Belgium, Burkina Faso, Azerbaijan and Mauritius among others. The Interpol red corner notice lists 11 of his Indian passports, but he apparently does not use them anymore. His new passport was made so that he could travel easily in African countries and his business in narcotics could spread in Africa and Europe. His gang has now developed an intricate "Mandrax supply grid" in Africa. They land the drug in South Africa, a major hotspot for international trafficking. Every year for the past 10 years, the biggest Mandrax seizures were reported from South Africa. In 2007 alone, 19 million Mandrax tablets were seized there. From South Africa, Dawood's Mandrax is reportedly sent across Africa to Kenya, Uganda, Tanzania, Nigeria, and Morocco. Dawood was declared an international terrorist by the US with an Interpol red corner notice against him. Dawood's passport number is A 1332945 and it was issued to him on April 6, 2005. The passport was used in such a clandestine manner that even the Interpol is not aware of its existence. He also uses a Pakistani passport - H123259 - issued in Rawalpindi, Pakistan in July 2001.

On April 22, the Union Minister of State for Home Affairs, Sriprakash Jaiswal, replying to questions in the Lok Sabha (lower house of Parliament) said that the banned Students Islamic Movement of India (SIMI) has links with terrorist groups, including the Lashkar-e-Toiba (LeT), reports The Hindu. He said that the links have been revealed in investigations into a number of cases. The minister further said that 181 SIMI cadres have been arrested in various States since 2006 and arms, ammunition, incriminating literature and other items were recovered from them. The involvement of Pakistan-based outfits has been observed in most of the terrorist attacks in India as groups from across the border continue to sponsor terrorist and subversive activities in the country, the Union Home Ministry said in its Annual Report for 2007-08, PTI reported. "The hand of Pakistan-based terrorist organisations - LeT and JeM - and, increasingly of the Bangladesh-based HuJI, known to have close links with ISI, has been observed in most of these cases," the 167-page report said. The incidents showed these groups have been using sleeper cells in the country to carry out such activities, and have also been using the territory of other neighbouring countries such as Bangladesh and Nepal, it said. The report said that as part of its counter measures, the Government has banned 32 groups as terrorist organisations under the provisions of Unlawful Activities (Prevention) Act. It also said the Centre has adopted a multi-pronged approach and strategy for countering the activities of the Pakistan’s ISI and PoK-based terrorist groups. "This includes intensive patrolling and surveillance on the borders, including border fencing, floodlighting and strengthening coastal security arrangements to check infiltration," it said. Deployment of Central para-military forces to aid the State police forces in areas prone to terrorist violence and heightened vigil and security arrangements in and around vital installations are among other counter-measures being taken by the security establishment. The report said regular sharing of intelligence with the State Governments and among various agencies was carried out besides strengthening of arrangements and mechanism for intelligence gathering, particularly at the cutting edge level.

On April 23, the Union Minister of State for Home, Sriprakash Jaiswal, in a written reply to a question in the Rajya Sabha (upper house of Parliament) said that despite the ban, the Students Islamic Movement of India (SIMI) has been carrying out its activities clandestinely including holding of organizational meetings and circulation of literature. The Minister said that more than 70 male SIMI cadres have been arrested during the last one year as per reports from Madhya Pradesh, Maharashtra, Andhra Pradesh, Delhi and Karnataka. No foreign national is among those arrested, he said. India was among the countries worst affected by terrorism with militant attacks in Jammu and Kashmir and in the Northeast, attacks by Naxalites and attacks elsewhere in the country taking a toll of more than 2,300 lives in 2007, the US State Department said, according to PTI. The State Department, in its annual report on terrorism, said terrorist activities along the Line of Control in Jammu and Kashmir are on the decline but Pakistan-based militant outfits like the Lashkar-e-Toiba (LeT) and other terrorist groups continue to plan attacks in the Valley. "Pakistan-based Lashkar-e-Toiba and other Kashmir-focused groups continued regional attack planning. In 2007, Kashmir-focused groups continued to support attacks in Afghanistan, and operatives trained by the groups continued to feature in Al-Qaeda transnational attack planning," it said. The report said Indian Government’s counter terrorism efforts remained hampered by outdated and overburdened law enforcement and legal systems. "The Indian court system was slow, laborious, and prone to corruption. Terrorism trials can take years to complete. Many of India’s local police forces were poorly staffed, lacked training, and were ill-equipped to combat terrorism effectively," the report said. Noting about the attack on Samjhauta Express in February 2007, the report said it was carried out by extremists who tried to incite anger among the Hindus and Muslims. "These attacks, which killed and injured both Muslims and Hindus, were probably conducted by extremists hoping to incite anger between the Hindu and Muslim communities. "Indian officials claim that the perpetrators of these attacks have links to groups based in Pakistan and Bangladesh, particularly Lashkar-e-Toiba, Jaish-e-Mohammad, and Harkat-ul-Jihad Islami, among others," the report said. The report also took note of the US-India Joint Working Group on Terrorism (CTJWG) which has so far met nine times since its formation in 2000. India participated in CTJWGS with 15 other countries, and in multilateral CTJWGS with the EU and with the Bay of Bengal initiative for multi-sectoral technical and economic cooperation, an organisation that promotes economic cooperation among Bangladesh, India, Myanmar, Sri Lanka, Thailand, Bhutan and Nepal.
