On November 5, the Maharashtra Anti-Terrorism Squad (ATS) arrested another Malegaon blast suspect, identified as serving Lt Col Srikanth Purohit from Mumbai, reports Indian Express. Purohit was produced before a Nashik court, where he was remanded to 10 days of police custody and also allowed for narco-analysis tests. He was belonging to Maratha Light Infantry, and reportedly instrumental in helping organising people for the blasts. This is the first instance of an army officer being arrested in connection with a Terror attack.

The Mumbai Police crime branch has identified two non-resident Indians (NRIs) as having provided part of the funds that sustained the operations of the Indian Mujahideen (IM). Both NRIs had bank accounts in the Gulf and these were being used to channel funds to IM members in Mumbai, the police said. The police have frozen both accounts and issued lookout notices against the two NRIs. The crime branch said the NRIs opened accounts in a nationalised bank about a decade ago, and absconding IM operative Riyaz Bhatkal kept withdrawing small amounts regularly in the city for terror operations. The police have identified six other accounts which were allegedly used by IM operatives. "Of the eight accounts under our scanner, two are in the name of NRIs in the Gulf. These two accounts were opened in a nationalised bank in the late ‘90s, and small amounts of money were deposited and withdrawn from them regularly by Bhatkal in the city. The amounts ranged from INR 5,000 to INR 50,000 at a time. A total of INR 27 lakh was in the accounts when we froze both on October 4; we issued the lookout notices a day later," said Joint Commissioner of Police (Crime) Rakesh Maria. The Crime Branch has also seized a cheque for INR 1 lakh in the name of Bhatkal from one of the arrested. "Riyaz Bhatkal had been given signed blank cheques for the purpose of withdrawing money from both accounts whenever he wanted. We have seized one such cheque for Rs 1 lakh issued in Bhatkal’s name from one of the other arrested accused," Maria added.

On November 6, the Maharashtra anti-terrorism squad (ATS) said that the serving Lieutenant-Colonel Shrikant Purohit had confessed to being the mastermind of September 29 Malegaon blast, reports Times of India. He also admitted to supplying the deadly RDX and weapons to members of the Abhinav Bharat, a radical Hindu outfit. "I am the mastermind of the blast. I arranged for the RDX and weapons but I can't understand how the weapons reached Abhinav Bharat members," Purohit reportedly said in his confession.

On November 7, the Special Task Force (STF) of the Kolkata Police and the Military Intelligence Unit of the Indian Army’s Eastern Command arrested eight suspected militants belonging to Manipur, reports Indian Express. They included People's Revolutionary Party of Kangleipak's (PREPAK) 'lieutenant' K. Kanta Singh and member of the outfit’s finance department Achom Jagat Singh, and People's Liberation Army's (PLA) 'finance department member' M. Chittaranjan Singh. "Both the PREPAK members belong to its "Shanti" faction. They have recently rechristened their faction as the United People's Liberation of Kangleipak (UPLK) and Kanta Singh is one of its founder-members," STF sources said. Five other arrested cadres of the UPLK have been identified as Chirom Iboyaima Singh, L. C. Deben Singh, Soram Tomba Singh, Koijam Ibomcha Singh. According to police sources, the arrested militants were present at the auction of old vehicles of the Border Road Task Force (BRTF) deployed in Manipur, to extort bidders from Manipur. A cash amount of INR 1.5 million was also recovered from their possession. Additional Commissioner of Police Rajiv Kumar, who headed the STF, said, “A group of nearly 15 Manipuri militants had come to Kolkata in response to an open tender from the BRTF for auctioning old vehicles worth crores of rupees. The militants usually operate in two modules. The first actually participates in the bidding. The other waits on the sidelines for the bidding to finish and then extorts at least 20 per cent of the final bid amount from the bidders.” STF sources added that the militants were living mostly in Madhyamgram in North 24 Parganas near the Dum Dum Airport. Intelligence sources claimed that similar extortion modules existed in Shillong, where Assam Rifles auctions are held, New Delhi, where the Union Ministry of Home Affairs (MHA) deals relating to Manipur are finalised and Guwahati, the transit point to Manipur.

Qayamuddin Kapadia allegedly planted cycle bombs in the Ahmedabad as well as bombs in different parts of Surat and was also responsible for purchase of cycles on which the bombs were planted and kept in different parts of the city, said joint commissioner of police of Ahmedabad city crime branch, Ashish Bhatia. The LTTE was initially banned in India following the assassination of the former Prime Minister, Rajiv Gandhi, in May 1991. Since then it is being renewed every two years. Under the UAP Act, the Tribunal must confirm the ban within six months. Justice Vikramajit Sen, judge of the Delhi High Court, confirmed the ban. This house demands the immediate halt of military operations and start political, peaceful negotiations to find a solution to the Tamil question,” a statement issued in Chennai said. The resolution was moved by Chief Minister M. Karunanidhi. The statement added that “over 700 million agitated and angry Indian Tamils are united (with their brethren in Sri Lanka) and affected by the sad state of affairs”. “The Indian government must make efforts to assure the Tamils in Sri Lanka of the security of their life, property…and an equal (right to) exist (along with the majority Sinhalese),” the resolution said. “The endeavours of the centre and the state to send relief materials to the suffering Tamils through the auspices of international organisations like the Red Cross and the United Nations will not alleviate the travails adequately,” it added. President Rajapaksa acknowledged India’s concern for the well-being of Tamil civilians caught in the battle between the armed forces and the Liberation Tigers of Tamil Eelam (LTTE), but said Colombo wanted to finish off the militant outfit before initiating political talks. “We must eradicate terrorism first. We can’t pass this on to the next generation,” Mr. Rajapaksa said. At the same time, “We assure you. We assured the Prime Minister [Dr. Singh] and the entire world that we will look after the Tamils. Nothing will happen to them. We are looking after our people. It is my duty,” Rajapaksa told journalists after the meeting with Dr. Singh. He assured the Prime Minister that all efforts were being made to ensure the safety of civilians and IDPs, and food supply to the affected Tamil population was continuing uninterrupted. Asked about the plans on devolution of power, Rajapaksa referred to the eastern province where he claimed development work was in full swing. “Go to the eastern province and see the development. There are no child soldiers. Meet Karuna [breakaway LTTE leader] and find out.” He emphasised the need for further devolution of power to the provinces and full implementation of the 13th Amendment and said he was committed to a negotiated settlement and urged the LTTE to lay down arms before talks could be held. Justice Vikramajit Sen of the Delhi High Court, who was on the tribunal, agreed with the Centre’s submissions that "the LTTE continues to use Tamil Nadu as the base for carrying out smuggling of essential items like petrol and diesel, besides drugs, to Sri Lanka." It was submitted that, "The Government of India is apprehensive that unless the ban on the LTTE continues, acts of aggression on Indian soil are likely to occur." The tribunal took into consideration the submission that "the LTTE will continue to remain a strong terrorist movement and stimulate the secessionist sentiments to enhance its support base in Tamil Nadu as long as Sri Lanka continues to remain in a state of ethnic strife torn by the demand for Tamil Eelam which finds a strong echo in Tamil Nadu due to the linguistic, cultural, ethnic and historical affinity between the Sri Lankan Tamils and the Indian Tamils in Sri Lanka." Abdul Jabbar reportedly belonged to Tirur in Malappuram in Kerala and recruited youths from his home State for armed training in Jammu and Kashmir and in Pakistan occupied Kashmir (PoK). He had managed to escape from an encounter site in Jammu and Kashmir in October 2008. Investigation revealed that Jabbar is the relative of Abdul Sattar, another terror suspect. Abdul Jabbar confessed that he had received training in making bombs and assembling and dismantling of guns. Officials of the interior ministry said the decisions were taken during the composite dialogue, which reviewed proposals by President Asif Ali Zardari for a treaty to make South Asia a non-nuclear region and an economic hub. It was the fifth round of home secretary-level talks. During the two-day dialogue, the Indian side was represented by Union Home Secretary Madhukar Gupta and Interior Secretary Syed Kamal Shah represented Pakistan. Under the joint anti-terrorism mechanism, a two-member committee has been formed, comprising additional foreign secretaries of the two sides. The committee will exchange information about terrorists. It was also resolved to enhance co-operation between their civilian investigation and security agencies - Federal Investigation Agency (FIA) and India’s Central Bureau of Investigation (CBI) - during the talks. A meeting of the two investigation agencies would be held soon, sources said. The FIA and the CBI would formulate a joint strategy to control influx of fake currency and curb human smuggling, Interior Secretary Syed Kamal Shah said. Both sides agreed to install biometric system at all entry and exit points to stop illegal immigration. The sources said the two sides agreed to implement recommendations of the Pakistan India Judicial Commission for release and exchange of prisoners. The Indian side claimed that Dawood Ibrahim, one of the most-wanted persons in India, was in Pakistan. However, the claim was denied by Pakistani side, which said India should give specific evidence about his presence. At least 101 persons, including 14 policemen and nine foreigners, were killed and over 300 persons injured in multiple terrorist attacks in Mumbai which began on November 26-night and was going on till the reports last came in. Among those killed were chief of the Anti Terrorist Squad (ATS), Hemant Karkare, Additional Commissioner of Police (east Mumbai), Ashok Kamte, and senior police officer Vijay Salaskar. The terrorists, who apparently came in by boats, struck at 10 places in south Mumbai including five-star hotels, hospitals and train stations, according to NDTV. Among the locations attacked were: Trident Hotel, Taj Hotel, Nariman House, Wadi Bunder, Cama hospital, GT hospital, VT station, Bootleggers pub, Girgaum and Metro cinema. There were also reports of a low intensity blast in Ville Parle and grenade attack in Santa Cruz. Two blasts have been reported in the Napean Sea road area of south Mumbai. There is a hostage situation in at least two locations - the Taj and the Trident hotels – when last reports came in. However, the bomb disposal squad put a cover on it, substantially reducing the impact of the bomb. Reportedly each one of the bombs was containing eight kilograms of RDX. An injured militant, identified as Ajmal Amir Kamal, was arrested during the fighting at the Taj Mahal hotel, is suspected to be a LeT cadre and a resident of Faridkot near Multan in Pakistan’s Punjab province. Reportedly two other citizens of Pakistan have also been arrested in Mumbai on November 27. All three of them, identified themselves as members of a LeT Fidayeen squad, the sources said. Based on the interrogation of the suspects, the investigators believe that one or more groups of the LeT left Karachi in a merchant ship early on November 26. On the same night, an estimated 12 terrorists left the ship in a small boat and travelled some 10 nautical miles to reach Mumbai’s Gateway of India. After reaching Gateway of India, the group split up into at least six groups, each focussing on a separate target - Mumbai’s Nariman House, the Chhatrapati Shivaji Terminus rail station, the Cama hospital, the Girgaum seafront, and the Taj and Trident hotels.

Reports earlier said that Prime Minister Dr. Manmohan Singh had requested that the ISI chief be sent to India. The request apparently came after ‘confirmation’ of Pakistani nationals’ involvement in the multiple terrorist attacks in Mumbai incidents and President Asif Ali Zardari’s pledge to co-operate with India in exposing and apprehending the masterminds behind the attacks. Zardari condemned the attacks while talking to Singh over the telephone, and said Pakistan and India should not fall into the ‘trap of militants’. "Manmohan Singh had requested that Pakistan send the ISI director general to India for the exchange of information on the attacks," said an earlier Government statement, adding that Prime Minister Gilani had also condemned the attacks while talking to Dr. Singh over the telephone. In his conversation with Gilani, Dr. Singh said that preliminary reports on the attacks ‘point to Karachi’, and called for increased intelligence sharing and co-operation for a joint strategy to counter terrorism, according to the Government statement. The special unit, which is stated to have received formal approval from Chief Minister B.S. Yeddyurappa and Minister for Home V.S. Acharya, will have various components, including a section devoted to intelligence gathering and preventive measures, a large strike force and a section to investigate the cases. It will be a fully trained and professional force, and the State Government has also approved a scheme to put the strike force segment of the special wing through training in some of the Defence establishments. Karnataka already has a special commando force trained by the National Security Guards. Yeddyurappa said the State Government would provide all that the police required to strengthen the internal security mechanism. The Government is also contemplating strengthening the police force in urban areas, particularly capital Bangalore. “The Government provided additional funds of Rs. 25 crore recently and will provide more if required. We will give top priority for providing security to life and property of the people of the State. A free hand has been given to the police to plan and execute any modernisation scheme,” he said. Director-General of Police, R. Srikumar, said that the new police wing would comprise among others the Anti-Naxal Force, the Internal Security Wing, a section of the intelligence wing dedicated to anti-national operations, the Coastal Security Police, and the Anti-terrorist Cell.
