Quoting the interrogation reports of Hyderabad resident Raziuddin Nasir, The Hindu reports that the Islamist fundamentalists planned serial blasts on the Goa beaches. Nasir, who is being interrogated by intelligence agencies and the police departments of more than 12 States in Karnataka, has disclosed that the purpose of his visit to Goa immediately after the twin blasts in Hyderabad on August 25, was to identify beaches for organising serial blasts. The arrival in droves of foreign tourists, especially Israelis, seemed to have put the beaches on the target list of the Lashkar-e-Toiba (LeT) and Harkat-ul-Jihadi-al-Islami (HuJI) operatives. To that effect motorcycles had been stolen by Nasir and his accomplice Asaduddin Abubakar of Karnataka and these were meant to be used as bombs on a few select beaches. The Davangere police seized 11 stolen motorcycles on the basis of the statements of Nasir and Abubakar.

Chief Minister Digamber Kamat said on February 7 that an alert has been sounded in Goa and police have intensified checking to track possible terror plots in the state, reports Indian Express. The move follows the arrest of a suspected militant Riazuddin Nasir in January in Karnataka who had allegedly confessed about his plans to carry out strikes in Karnataka and Goa. The militant had reportedly said that he could not translate his terror plans into action as he failed to receive a consignment of 50 kilograms of RDX explosive from Pakistan.

The Union Government on February 7 decided to continue the ban imposed on the Students Islamic Movement of India (SIMI) for two more years for its alleged links with certain Pakistan-based terrorist outfits, reports The Hindu. The decision was taken at a meeting of the Cabinet Committee on Security (CCS) chaired by Prime Minister Manmohan Singh. Finance Minister P Chidambaram later told the presspersons, "It has been decided to continue the ban on SIMI." According to intelligence reports SIMI cadres are joining Pakistan-based Lashker-e-Toiba (LeT) and Jaish-e-Mohammed (JeM) and the outfit is found to be providing logistical support in setting up of ‘sleeper cells’ in the hinterland. Some of its members had also received training by the LeT in Gulf countries. SIMI was banned for the first time in September 2001.

In the early hours of February 10, six Lashkar-e-Toiba (LeT) militants suspected to be involved in the terrorist attacks on the Central Reserve Police Force (CRPF) Group Centre in Rampur (January 1, 2008) and the Indian Institute of Science (IISc) in Bangalore (December 28, 2005), were arrested from Rampur and capital Lucknow by the Special Task Force (STF) personnel of the Uttar Pradesh Police, reports The Hindu. While eight persons, including seven CRPF personnel, were killed in the Rampur attack, a lone scientist was killed and few others injured in the Bangalore attack. Fahim Ahmed Ansari alias Abu Zaraar alias Saquib, Mohammad Sharif alias Mohammad Anwar and Jang Bahadur alias Baba were arrested in Rampur around 12.15a.m. (IST) and Mohammad Sabahuddin alias Abu Qasim alias Sameer Singh, Amar Singh alias Abu Zaar and Abu Osama alias Aavesh, were detained at the Charbagh Railway Station tempo stand in Lucknow around 6.30a.m. The Uttar Pradesh Director-General of Police Vikram Singh said Pakistan nationals Abu Zaar and Abu Osama, who played a major role in the Rampur and Bangalore attacks, had planned terrorist attacks at Churchgate in Mumbai, the Bombay Stock Exchange and the Army convoys in Rampur and Bareilly. He further said that the Bangalore and Mumbai police were informed about the arrests and a joint interrogation would be held soon. Initial interrogation revealed that before the Rampur attack, the terrorists were given training in intelligence gathering and handling explosives for about a month by Pakistan’s external intelligence agency, the Inter-Services Intelligence (ISI).

The Special Task Force (STF) of the Uttar Pradesh Police on February 10-night arrested two persons for their role in the January 1, 2008 terrorist attack on the Central Reserve Police Force (CRPF) Group Centre in Rampur, reports The Hindu. They were identified as Mohammad Kausar Farooqui of Kunda in the Pratapgarh district and his accomplice Gulab of Baheri in the Bareilly district. On February 12, the Supreme Court rejected the bail plea of Rubina and Yusuf Memon, both convicts in the 1993 Mumbai serial blasts case, reports Economic Times. Rubina and Yusuf Memon, sister-in-law and younger brother of the prime accused Tiger Memon, were convicted of abetment and conspiracy and have been awarded life sentences. While Rubina's plea was summarily dismissed, the court ordered setting up of a medical board to assess Yusuf's mental health. Both had moved the court challenging the Terrorist and Disruptive Activities Prevention Act (TADA) court verdict convicting them in the case.

The Corps of Detectives, which is investigating a terrorist module unearthed by the Davangere police in Karnataka, on February 12 arrested an electrician from Dharwad for his alleged links with the banned Students Islamic Movement of India (SIMI), reports The Hindu. The arrested identified as Shakeel, a resident of Koppadakeri in the Dharwad district, had helped the SIMI activists to hold two meetings, one near the Mastansab Darga on Saudatti Road and the other at the Halligere forests on Haliyal Road in Hubli in November 2007. The Sri Lankan Navy chief Vice Admiral Wasantha Karannagoda on February 14 sought international cooperation to deal with the threat posed by the Liberation Tigers of Tamil Eelam (LTTE) and claimed that patrolling would have to be increased if India’s Sethusamundram shipping channel project is implemented, according to New Indian Express. Wasantha Karannagoda, who is in New Delhi to take part in the Indian Ocean Naval Symposium, stated that the LTTE has been a threat for Sri Lanka but if its activities were not checked the group will pose problems for other countries. Three Khalistan Zindabad Force (KZF) militants were on February 15 sentenced to five years rigorous imprisonment by a court in the national capital New Delhi for a bomb blast in the Kailash Hotel in Paharganj area on March 13, 2000 in which three persons were wounded. The court sentenced the KZF militants, Sukhdev Singh, Satbir Singh and Purushottam Singh, after holding them guilty for entering into a conspiracy to wage war against the country, PTI reported. The court convicted them under Sections 120-b (criminal conspiracy), 121 (waging war against the country), 121-a (conspiracy to wage war), 186 (obstructing public servant in discharge of his function), 353 (assault on public servant), 307 (attempt to murder), 489-b and c (using and possessing counterfeit currency) of the Indian Penal Code. They were also convicted under sections 4 and 5 of Explosive Substances Act and sections 25 and 27 of the Arms Act.

The agent, identified as Syed Mohammad Desai, a resident of Karachi's Model Colony, had fled from Pune in Maharashtra on January 23. He had been lodged in a Pune jail for over eight years as an under-trial before being released. When Pakistan refused to take him back, he put up at a Pune police station, from where he had fled.

An ex-Serviceman, Shailesh Jadhav, was arrested, from Pune railway station when he was about to board a train for Jodhpur on February 16, for having alleged Pakistan’s External Intelligence Agency, Inter Services Intelligence (ISI) links, police officials said, reported The Hindu. Some classified documents pertaining to the Army were seized from his possession. Police got the information about Jadhav when they were looking for another ISI agent, Mohammad Sayed Desai, who went missing around a month ago while formalities for his deportation to Pakistan were being made after his release on completion of jail term. Desai had gone to Satara after he gave the slip to the Pune police and met Jadhav there. Jadhav has been booked under the Official Secrets Act.

Nine of the arrested persons are Bangladesh nationals, reports NDTV. All the arrested persons were travelling in the Gorakhapur-Bangalore express. Secunderabad city police commissioner B. Prasad Rao, however, said that only eight passengers, hailing from Bangladesh, were detained. "We are verifying their antecedents and it will take two to three days to come to a conclusion whether they have any links with terrorist outfits", he said.

According to intelligence inputs and information gathered by the investigating agencies following the arrest of six LeT terrorists in Lucknow on February 11, the LeT operatives, with arms sourced from the United Liberation Front of Asom (ULFA) have reportedly entered the country through Nepal. They stopped over at Gorakhpur in Uttar Pradesh where a person codenamed Zaman Bhai bought them three train tickets to Bangalore and two to Hyderabad. Senior police officials have said that two terrorists, Riyaz and Sultan, have reached Karnataka. The Railway Protection Force and Government Railway Police have been asked to check trains from Gorakhpur.

The Corps of Detectives (CoD) has arrested a Bangalore resident Syed Sameer alias Sameer Sadaq in Gurappanapalya for his suspected links with the proscribed Students Islamic Movement of India (SIMI), reports The Hindu. He is reportedly an associate of the arrested software engineer and SIMI functionary Mohammed Yahya Kammakutty who was arrested earlier. Sameer was earlier arrested by the Gujarat Police in 2004 for his association with the SIMI. The police in Bangalore suspect that Sameer attended SIMI meetings held in November 2007 on the outskirts of Hubli and the forests abutting Goa, which were attended by 25 SIMI activists from Karnataka, Kerala and Uttar Pradesh.

India said it is taking new measures to check the activities of the Liberation Tigers of Tamil Eelam (LTTE) in the southern part of the country, reports United Press International. "The government has taken various new steps to check the activities of the Liberation Tigers of Tamil Eelam in southern part of the country. The government has declared LTTE as a terrorist organization under the provisions of the unlawful activities (prevention) act," Union Minister of State for Home Sriprakash Jaiswal told Parliament on February 27. He said a three-tier system of coastal patrolling and protection by the Indian navy, coast guard and Coastal Security Group of Tamil Nadu was operating to check possible intrusion of militants and smuggling of contraband by the LTTE. "The federal government has approved a coastal security scheme for coastal areas, including southern parts of the country, to strengthen the infrastructure for patrolling and surveillance of close coastal waters," Jaiswal informed and added, continued vigil was being maintained within the mainland to check possible activities of the LTTE and cases were being registered against the group.

Military intelligence officials along with special cell of Delhi Police arrested Captain Salim Zafar Azad, a suspected agent of Pakistan’s Inter-Services Intelligence (ISI) from a residential colony in East Delhi on February 27 and produced him in a court on February 28. Assam Tribune reports that the army official who served as an army doctor had deserted his services on May 18, 1997 when he was posted at Military Hospital in Dinjan Cantonment in the Dibrugarh district. Subsequently, he spent a few years in Bangladesh and then moved to Delhi and was reportedly overseeing a part of ISI’s operation.
