The US intelligence agencies had warned India "twice" about a potential maritime attack on Mumbai at least a month before the terrorist attacks in Mumbai, according to Indian Express. "The United States warned the Indian Government about a potential maritime attack against Mumbai at least a month before last week's massacre in the country's financial capital," the CNN quoted a US counter-terrorism official as saying. The American network quoted the official as saying that the warning was issued not once but "twice". A second Government source told ABCnews.com that specific locations, including the Taj Hotel, were listed in the US warning. "US intelligence indicated that a group might enter the country by water and launch an attack on Mumbai, said the official, who refused to be identified due to the ongoing investigation into the attacks and the sensitivity of the information," the CNN mentioned. Indian intelligence officials were quoted by ABCnews.com as saying that on November 18 they intercepted a satellite phone call to a number in Pakistan known to be used by a suspected Lashkar-e-Toiba (LeT) leader. The Indian intercept also revealed a possible "sea-borne attack", it said, citing officials.

The US Secretary of State Condoleezza Rice on December 1 asked for full cooperation from Pakistan with the investigation into the Mumbai terrorist attacks, saying they represented a "critical moment" in the new civilian Government's efforts to wrest control of Pakistan's security services. Rice said she did not want to "jump to conclusions", but made it clear during a visit to London on December 1 that she expected Islamabad would have to answer for the attacks which left nearly 200 people dead. Rice, who is due to arrive in India on December 3, urged the Union Government to focus on the investigation of the attacks, and to avoid actions that might have "unintended consequences", such as troop manoeuvres. Rice made clear she believed the time had come for the Pakistan's Government to make sure that different parts of its security apparatus were not pursuing separate agendas. "Everyone knows that you don't have day one with a military government and day two with a civilian government," Rice said.

Railway officials said that of the 98 people injured, 48 were grievously hurt. While 32 people were killed in the Oberoi and Trident hotels, the Taj Mahal Hotel has so far not released any official figures of the number of people killed. Three Jewish people lost their lives in the Nariman House siege and two people were killed and two injured in a taxi blast at Vile Parle. 10 persons were killed at Leopold Café in Colaba. 26 foreigners were also killed in the attack.

According to The Hindu, India has asked Pakistan to take action against three terrorists identified as Mohammed Hafiz Saeed, the founder chief of Lashkar-e-Toiba (LeT), the Mumbai underworld don Dawood Ibrahim, believed to be living in Pakistan, and Jaish-e-Mohammed (JeM) chie Maulana Masood Azhar, a Pakistan national freed from an Indian prison in exchange for passengers on a hijacked Indian Airlines plane in December 1999. Mumbai Police Commissioner Hasan Gafoor confirmed on December 2 that the 10 terrorists who were involved in the multiple terrorist attacks had sailed in a merchant vessel from Karachi in Pakistan on the high seas, before boarding a hijacked fishing boat named Kuber, reports The Hindu. After being closer to Mumbai, the group left the trawler and took an inflatable rubber dinghy, and landed at Budhwar Park near Cuffe Parade. Each group carried timer-controlled improvised explosive devices (IED) and each of the terrorists was armed with a Kalashnikov assault rifle and a pistol, said the Police Commissioner. He also added that each of them carried between INR 2,000 and INR 5,000 in cash, and some foreign currency which might have been seized from the hostages. The attackers used a global positioning system (GPS) to chart their course. After reaching Mumbai, the militants used mobile phones fitted with Indian SIM cards, which were reportedly bought from Kolkata and Delhi. That helped them to communicate with their controllers through a voice-over-Internet connection, said Gafoor.

The weapons and grenades used by the 10 terrorists who attacked Mumbai on November 26 were same as the ones used in the December 2001 Parliament attack in New Delhi, claimed investigators, Indian Express reported on December 3. Investigators said that most of the grenades have their source in Pakistan and some were from the Pakistan Ordnance Factories (POF) in Wah city in the north of Pakistan’s Punjab province. This place was reportedly also the source of grenades and explosives used in the 1993 Mumbai serial blasts, the 2001 Parliament attack and attack on India embassy in Kabul in 2008. One of the grenades recovered from Mumbai, bears the name ‘EN ARGES’ in bold letters, followed by ‘Spl HG 64’ and the serial number 7-93-003. The Arges brand name belongs to Rheinmetall Waffe Munition, an Austrian company, and the grenades are manufactured by POF under license for use by the Pakistan Army. Similar grenades were recovered from terrorists involved in the 1993 Mumbai serial bomb blasts, the 2001 Parliament attack and on the three militants shot dead while trying to attack the Rashtriya Swayamsevak Sangh headquarters in Nagpur in June 2006. The automatic pistols are also manufactured in Pakistan, with one of them bearing, in bold letters, the name "Diamond" followed by the manufacturer’s name, "Nedi Frontier Arms Co." He termed the attacks as “perhaps the most vicious in the history of independent India,” and public opinion in the country was demanding concrete action and hoped that Pakistan would take “immediate action.” He said India expected Pakistan to honour its “solemn commitments” not to permit the use of its territory for terrorism against her neighbour. “We expect Pakistan to honour its solemn commitments not to permit the use of its territory for terrorism against India,” Mukherjee added. Sources said the former Bangladesh head of the LeT arranged for logistical support to the 10 Pakistan-trained terrorists who attacked Mumbai on November 26. Faisal Nayeem, deported to Pakistan in 2006 under American pressure, was the LeT's commander in Dhaka. Sources investigating the attack claim that Faisal got in touch with LeT's present Bangladesh head, Imran Mian, to arrange SIM cards for the terrorists who carried out the Mumbai attacks. During his stay in Bangladesh, Nayeem had set up an intricate network of agents which allowed him to take Indian youth to Pakistan via Bangladesh. They were trained in Pakistani terror camps and then pushed into India. While Lashkar-e-Toiba (LeT) operatives Zaki-ur-Rahman Lakhvi, Abu Hamza, Kahfa and Hafiz Saeed were among the trainers, the Police is still verifying the details of others, Maria added, saying, the names of the chieftains were yet to be identified. He also said the training was imparted under the Lashkar banner and Ajmal was "quite clear that it [the attack] was a Lashkar operation." Ajmal has delineated specific roles played by the four. Lakhvi planned the whole operation and even "bid farewell to the 10 terrorists before they left Karachi for Mumbai on November 22." The ship al-Hussaini, which carried the terrorists for some 12 nautical miles before they hijacked the trawler Kuber to come to the Mumbai coast, belonged to Lakhvi who was present during the training. Hamza, involved in the 2005 terrorist attack on the Indian Institute of Science in Bangalore, imparted "advanced training" in weapons and hand grenades, and maritime training. Hafiz provided moral support and "he spoke to them and motivated them". The fourth trainer "Kahfa was with the group right through the training." He was the "course coordinator" and "shepherded" the attackers. The three-month training was conducted somewhere in Azizabad in Karachi, informed Maria. Kahfa and Hamza showed photos of various target locations to the attackers during the training.

The Ramanathapuram Superintendent of Police said investigation had revealed that six boats had been recently washed ashore of which three had bullet marks. "A thorough investigation conducted along with the sister agencies revealed that the boats had apparently drifted from Sri Lanka due to the recent cyclone. They were not being used for any activity subversive to the nation's security, as reported in certain sections of the media," he said in a statement in Chennai. As reported earlier, six boats, some with bullet marks and blood stains, were found abandoned off Rameswaram and Nagapattinam coasts on December 5, while three more abandoned boats were found drifting in the coast on December 5 raising suspicion among officials that the LTTE militants were sneaking into Tamil Nadu.

Chidambaram said the Government would introduce a set of Bills to strengthen the legal provisions on prevention, investigation, prosecution and punishment of terrorist acts. One Bill pertains to the setting up of a National Investigation Agency and another to an amendment to the Money Laundering Prevention Act, 2002. Making a statement on the November 26 terrorist attacks in Mumbai, he said the Government would take certain hard decisions and prepare the country to face the challenge of terrorism. The Home Minister also said the Government has decided to locate National Security Guard (NSG) units in a few regional hubs. The armed forces’ commando units would also be drawn on to create more regional hubs until a decision was taken to locate NSG units in those hubs too. Outlining some decisions taken to enhance security in the wake of the Mumbai attacks, he said gaps in intelligence gathering had been identified and steps were being taken to provide advanced technical equipment to agencies. Other decisions include the raising of India Reserve Battalions in a number of States with Central assistance and setting up of 20 counter-insurgency and anti-terrorism schools in different parts of the country for training commando units of the State police. Chidambaram said that the Mumbai attacks had also brought into sharp focus the vulnerability of the country’s 7,500-km-long coastline. A coastal security scheme, approved in January 2005, was being reviewed and it would be integrated into a larger security system. The Government has also decided to create a Coastal Command for supervision and coordination of maritime security.

The Union Cabinet on December 15 approved the proposal for setting up a National Investigation Agency (NIA) and also decided to amend the Unlawful Activities (Prevention) Act, 1967, to arm itself with new tough anti-terror laws and create a machinery to probe terrorism-related crimes, reports The Hindu. The NIA is expected to have powers to suo motu take up cases related to terrorist violence. Sources indicated that a minor amendment to the National Security Act could be introduced to enlarge its scope to include terrorism-related crimes and amendments to the Unlawful Activities (Prevention), Act could include provisions to set up special courts with stringent provisions for bail, shifting the onus of proof to the accused and a time-bound trial on a day-to-day basis which should be conducted and completed by the same judge. At its meeting, presided over by Prime Minister Manmohan Singh, the Cabinet also approved a proposal to amend the Central Industrial Security Force (CISF) Act. Sources said this amendment had become necessary to extend security cover to vital installations in the private sector, including oil refineries. After the meeting, the Government issued a brief press note which said that the relevant Bills would be introduced soon in Parliament.

Fishing trawlers off Kochi coast in Kerala are reportedly selling diesel to the Liberation Tigers of Tamil Eelam (LTTE) agents at the mid sea for exorbitant rates, according to Express Buzz. Confirming that there were certain reports of diesel pilferage at the mid sea by the fishermen to the LTTE, an unnamed official of the Fisheries Enforcement Department said their duty was very much confined to checking the registration of the trawlers. Another unnamed official of the coastal base station in Kochi, which undertakes patrolling up to 12 nautical miles off coast, said they had come across fishing boats fitted with additional overhead tanks filled with diesel. He said though the patrolling team had impounded various boats, they get away saying that they required more fuel to be in sea for more number of days. “A mechanism should be in place to check the quantity of diesel consumed by the boats, other wise they will keep on illegally selling the government-subsidised diesel to third parties,” he said, adding that the majority of the crew in the fishing boats were from Tamil Nadu.

The Government on December 16 introduced two Bills in the Lok Sabha (Lower House of Parliament): one to set up a National Investigation Agency (NIA) and the other to amend the law to bring in more stringent provisions to deal with terrorist crimes, according to The Hindu. The NIA Bill 2008 and the Unlawful Activities (Prevention) Amendment Bill, 2008 were moved by Home Minister P. Chidambaram. The Cabinet had approved them on December 15. The NIA, in a concurrent jurisdiction framework, will take up cases under specific Acts for investigation. It will have provisions for setting up of special courts which will have hearings on a day-to-day basis. A case pending in a special court can be transferred to any such court. The superintendence of the agency shall vest with the Centre. It empowers the Central Government to decide what constitutes terror and investigate such attacks in any part of the country covering offences, including challenge to country’s sovereignty and integrity, bomb blasts, hijacking of aircraft and ships and attacks on nuclear facilities. The NIA Bill says there has been an innumerable terrorist attacks, not only in the militancy and insurgency affected areas and regions affected by left-wing extremism, but also in the form of attacks and bomb blasts in major cities. A large number of such incidents were found to have complex inter-State and international linkages and possible connection with activities such as smuggling or arms, drugs, pushing in and circulation of fake Indian currency and infiltration. “Keeping all these in view, it has for long been felt that there is need for setting up an Agency at the Central level for investigation of offences related to terrorism and certain other Acts, which have national ramifications,” the Bill said. Notwithstanding law and order being a State subject, NIA officers above the rank of sub-inspector will have special powers to pursue and investigate any terror offence. The amendment bill, among other aspects, has deterrent provisions such as detention without bail for up to 180 days and the enhanced penalty of life imprisonment for those involved in terrorism.

In its first charge sheet in the case relating to the September 13 Delhi serial blasts, the Delhi Police said on December 17 that the Indian Mujahideen (IM) was responsible for the attacks across the country, and it has three wings named as Sahabuddin Brigade (for attacks in south India), Mohammad Gaznavi Brigade (for attacks in north India) and Shaheed-Al-Zarkavi Brigade (for attacks on VVIPs), Indian Express reported. While members of the first group were arrested by the Mumbai Police, Atif Ameen, who was killed in the Jamia Nagar encounter in Delhi, headed the Gaznavi group. The Shaheed-Al-Zarkavi is reported to be the Fidayeen (suicide squad), group, members of which are still at large. The charge sheet said the IM, responsible for blasts in Delhi, Jaipur, Ahmedabad and Uttar Pradesh, has links with escaped terrorists who are operating from Pakistan. According to the charge sheet, Atif was also given command of the Fidayeen group after he successfully carried out the blasts in Ahmedabad on July 27.

He also added that the Police had to investigate if they were in possession of any CD, allegedly used to show target locations. Police said the interrogation of Mohammad Ajmal Amir Iman, who was arrested during the Mumbai attack, revealed that he was shown a CD with pictures of target locations. Ansari had reportedly carried out recces in Mumbai, which included the Gateway of India area and the Trident-Oberoi hotel. The Uttar Pradesh (UP) police had arrested Ansari and Sabahuddin on January 1, 2008, in a case relating to the attack on the Central Reserve Police Force camp in Rampur in UP. The Subsidiary Intelligence Branch (SIB) of West Bengal said on December 18 that an eight-member team, including Harkat-ul-Jihad-al-Islami (HuJI) terrorists from Pakistan and Kamatapur Liberation Organisation (KLO) cadres, has sneaked into the State through the Bangladesh border, reports Times of India. According to the SIB, the group left their hideout in Bangladesh on December 15. They had taken shelter in the house of Haider Ali, a Jama'atul Mujahideen Bangladesh (JMB) cadre of Bangar, in the Ranisankhoil area of north Bangladesh. Intelligence agents have found that the group paid INR 2000 as rent per day for their stay in Haidar's house. Two HuJI leaders from Pakistan, Alimuddin Quraishi and Jaimuddin Ali, apparently led the group from Ranisankhoil to help them cross the border. They are learnt to be carrying a considerable amount of fake cash, arms and ammunition and set out with the plan to cross the border at Maheshgaon or Hemtabad, near Raigunj in North Dinajpur. An unidentified source said that these groups are "consistently" planning attacks in Kolkata and another location in south Bengal, and even in Siliguri and New Jalpaiguri.

Though the Centre had sanctioned eight coastal Police stations to Kerala earlier, they had not taken off for want of boats and other facilities. Accordingly, the first coastal Police station would start functioning at Neendakara in Kollam District soon. K. Antony cleared several proposals which will help in improving the Security along our coastline,” unidentified Defence Ministry officials said, adding, "Defence Minister cleared the proposal for global acquisition of cutting-edge equipment and interceptor boats on a fast-track basis, so that arrangements for increasing security of Indian waters can be done as early as possible”. To augment Coast Guard's surveillance capabilities, the Government also approved the acquisition of hi-tech equipment. Besides the Coast Guard, which have a fleet of 70 small and big vessels, was allowed to lease and hire ships from the global market. It was also decided during the meeting to set up nine coast guard stations in addition to the existing 13 for better coverage of the country's 7,500 km-long coastline. The major decision was taken during the meeting was to install radars to fill in the coverage-gap along the coastal line on both the sea-boards. "The Government has decided to provide complete radar coverage to both the eastern and the western sea boards so that there is no scope left for intrusion from both sides," the source added. Defence Ministry will be working in consultation with the Shipping Ministry to complete the project, and the decision comes in the wake of the Comptroller and Auditor General (CAG), in one its reports, pointing out that due to lack of assets, there were huge gaps left in the radar coverage along the coastal boundaries.

Unidentified IAF sources said that security around places of strategic importance has been stepped up and more radars and QRTs have been deployed along the India-Pakistan border. The sources said that Air commandos have been deployed to ward off any possible retaliatory attack, adding the entire border and its adjoining areas have been sanitised and the security situation reviewed. The commandos have also been deployed at borders (mainly at air-strips) in Jaisalmer and Barmer (Rajasthan) and Bhuj (Gujarat). Additional hangars and runways have also been prepared and all the radars have been put on high alert to keep a watch on any suspected movements along the border.

McConell confirmed that one of the numbers logged on the satellite phone, the terrorists used while navigating their way to Mumbai belonged to a known Lashkar-e-Toiba (LeT) terrorist identified as Abu Al Qama. In an effort to tighten security at the sea-front, the Government held a high-level meeting on coastal security in New Delhi on December 29 and took stock of the measures to plug loopholes in this route, reports Indian Express. The meeting was attended by the National Security Adviser M.K. Narayanan, Home Secretary Madhukar Gupta, Boarder Security Force Director General M. L. Kumawat and representatives of the Navy and Coast Guards had a detailed discussion on the situation along the coastline and the steps being taken to beef up security in the wake of the Mumbai terrorist attacks. "The Home Ministry reviewed the coordination among central security agencies; state Police, the Navy and the Coast Guard. The meeting had a threadbare discussion about the security requirements, including fast-moving vessels and sophisticated naval equipment to protect Indian waters," a Ministry of Home Affaires (MHA) official said.

A 30-year-old Sri Lankan national was arrested in Chennai by Police on charges of attempting to smuggle communication equipments to the Liberation Tigers of Tamil Eelam (LTTE), according to PTI. The youth, identified as Dileepan, was arrested in the night of December 30 along with three satellite phones meant for the LTTE. Dileepan was a supporter of the LTTE and had come to the city to handover the satellite phones to a contact. According to Police, Dileepan had left Sri Lanka a few years back and was employed in a bakery in Switzerland from where he had come to India recently. Earlier, on December 27, one Antony was arrested in the city along with satellite phones, GPS equipment and ammonium nitrate in his possession.

India has expressed disappointment over the slow implementation of devolution package in Sri Lanka, Doordarshan News Website reported. External Affairs Minister Pranab Mukherjee said the implementation of the report by a committee on devolution of powers is the 'ultimate solution' to the ethnic crisis in the island, adding, "Some steps have been taken with regard to polls. Elections in some provisional councils have taken place but the process has to be expedited." Stressing that India is of the view that the decades-old ethnic conflict in Sri Lanka has to be resolved not militarily, but through dialogue and the framework which was built up in the 1987 (Indo-Sri Lanka or the Rajiv Gandhi-Jayawardene) agreement, he said, "Implementation of the report of the high-powered committee for devolution to address the legitimate aspirations of the ethnic minorities in Sri Lanka, of course, without affecting the territorial integrity and sovereignty of the country is the ultimate solution." Sri Lanka had formed an All-Party Representatives Committee, which also had members from Tamil parties, which submitted its interim recommendations to the Sri Lankan President on the issue of devolving powers in January 2008. Meanwhile, the committee working out devolution of powers for Northern Sri Lanka has intensified its works for submitting the final report, adds South Asian Media Net.

Pradhan, to probe the November 26 Mumbai multiple terrorist attacks, reports Times of India. The committee will submit its report within two months and all the concerned officers would come under the purview of the probe and the committee had the power to summon any officer for the investigation, Chavan told reporters. The aircraft career Viraat is currently undergoing repairs at the Cochin shipyard in Kerala, where its security cover has been beefed up after the alert. Intelligence reports through surveillance of internet traffic uncovered the LeT plot to target INS Viraat. "On the 23rd night I noticed on some national channel about threat by aircraft to INS Viraat , which is berthed at Kochi ...No ship can come towards the INS Viraat till about 150 to 200 yards," said V.G.
