In continuation of the public statements and directives of July 1, 2010 Naga People’s Declaration, the UNC reiterated that no frontal organisations, tribe organisations, range and village level organisations and individuals belonging to the Nagas should associate with or accord recognition to the unmandated Manipur District Councils (MDCs) who defied the Naga people’s call not to participate in the imposed Autonomous District Council (ADC) election of 2010, which has been declared null and void.

The Hindu reports that one migrant worker from Punjab was killed and six others were injured in a twin bomb blast in the night of November 6 at Pallel Lamkhai in Thoubal District. Sources said that suspected militants activated two powerful bombs around 10.40 pm near the shacks where migrant workers engaged in the construction of a private house were sleeping. Lalit Kumar from Ambala died on the spot and six other labourers, all from Silchar in Assam, sustained serious injuries. Police rushed to the spot late in night. However no arrest has been made. Police have beefed up security measures to avoid further such attacks. The blasts occur two months after one such shack of migrant workers was attacked killing 9 and injuring 11 others.

Modarsim disclosed that he collected four IEDs from Khudei Khullen and brought them to his house about two months back under the command of his younger brother Angrung DS and Thoudam Jiten. The IEDs were meant for targeting non-locals in Pallel area as a part of CorCom’s attacks on non-locals, said Sub Divisional Police Officer (SDPO) of Yairipok, K Meghachandra. The Sangai Express reports on November 22 that a team of Imphal East police commandos arrested a Peoples Liberation Army (PLA) cadre, identified as Hongnemshubam Sunil Meitei alias Salainganba while conducting a search operation at the gate of Standard College, Kongba in Imphal East District on November 20. A mobile phone along with SIM and 390 booklets titled 'Delhina Western South East Asia da maru oina Manipur da yengliba mityeng' published by the publicity department of Revolutionary people’s Front (RPF), the political wing of PLA, were recovered from his possession. On verification, the arrested cadre disclosed that the booklets were to be delivered to one PLA cadre, identified as Ahanthem Nabakumar Meitei alias Leo. Nabakumar was also later arrested from Kwakeithel Konjeng Leikai and recovered one mobile phone along with three SIM cards from his possession.

Meanwhile, Speaking at the three day long annual conference of Directors-General and Inspectors-General of Police (DGP/IGP) in New Delhi on November 21, Union Home Minister (UHM) Sushilkumar Shinde laid greater emphasis on Paresh Baruah-led United Liberation Front of Asom (ULFA-Independent) having “spurned the overtures of the government” for talks than the Arabinda Rajkhowa-led ULFA faction or the Ranjan Daimary faction of the National Democratic Front of Bodoland (NDFB) having come forward for parleys. UHM Shinde, also, said agitation for separate States by various groups had made lower Assam and Karbi Anglong “vulnerable to ethnic and communal” tensions. The interests of Rabhas, Garos, Bodos and non-Bodo fail to reconcile, he added. “Special efforts are required to check the growing mistrust, particularly between Bodos and the non-Bodos in the BTAD and its adjoining areas,” he said. The impact of the Bodo-Muslim clashes in the BTAD in 2012 has clearly not been completely resolved. UHM Shinde further added, “In Manipur, the increased targeting of non-Manipuris is an alarming trend”. Besides, a “spillover” of violence among Naga rebel outfits like the Isak-Muivah and Khaplang factions of the NSCN has affected peace in Nagaland and in Arunachal Pradesh’s Tirap, Changlang and Longding Districts, said UHM. Sushil Kumar Shinde also asked Police Forces of the Northeastern States to strictly enforce the ceasefire agreements signed with different militant outfits. This, the minister said, would check the outfits from continuing with their extortion activities that have "affected lives of common people." Shinde said: "Many of these (ceasefire) agreements are being flouted by the militants who are indulging in extortions affecting the lives of common people. Recently, there have been public protests in certain areas against such extortion activities. The State Police forces need to enforce the ceasefire agreements so that relief could be provided to the people." Also, Intelligence Bureau (IB), Director Asif Ibrahim Conceded “There are mixed indicators from the Northeast,” Ibrahim said that there were ethnic and communal issues in the Karbi, Koch Rajbongshi and Bodo areas. While these communities are asking for states, other communities in these regions are against separate state. Referring to the Bodoland Territorial Areas District (BTAD), he said the situation there was “fragile due to mistrust” between communities. Ibrahim also pointed to the “growing divide between the Meiteis and the Nagas”, in a way conceding that the Centre and the State Governments have not been able to prevent an increasing divide between the hills and the valley.

Nagaland Chief Secretary R.S. Pandey, the Union government’s interlocutor, met with the top leadership of the NSCN-IM, represented by its chairman Isak Chishi Swu and general secretary Thuingaleng Muivah, the latest in a series of closed-door negotiations that have continued for more than fifteen years. Neither side made statements after the talks, which are expected to continue for several days. The talks, have been shrouded in secrecy, but a senior Government official told The Hindu, centred around a deal which would give Naga communities in both Nagaland and Manipur similar substantial rights across State lines — but without territorial concessions from Manipur on Naga-inhabited areas in the Districts of Tamenlong, Senapati, Ukhrul and Chandel. “In essence,” the official said, “the best-case outcome would be a deal which created a institutional mechanism to give Naga communities across the region full recognition and rights, but without redrawing state boundaries.” “There is no immediate prospect of a breakthrough, but the Government is optimistic,” he added.

"Persistent efforts on part of the government have resulted in considerable progress in the dialogue with insurgent and ethnic separatist groups," he said in his address at an annual conference of top police officials. "Further, the susceptibility of lower Assam areas and Karbi Anglong region of the state to ethnic and communal tensions, the growing mistrust between tribals and non-tribals in Bodo areas, the Garo insurgency in Meghalaya, the increasing targeting of non-Manipuris in Manipur are also areas of considerable concern," Manmohan Singh said. Dismissing the news report that said that cadres of the NSCN-K were involved in the encounter, the publicity wing of the NSCN-K said the outfit would not remain a silent spectator if the current trend continues. The arrested militant confessed to have joined the outfit through one Kumar of KYKL and presently working under his command. He said that he had recently extorted huge amount of money from shopkeepers and general public of Hatta Golapati area and he went to collect extortion money from a shop at Hatta at the command of Kumar, a statement issued by the Additional SP of Imphal East, said.

The government is keeping its door wide open for them. He said that tourists do not want to come to Manipur in view of the alarming law and order situation. Though several businessmen and industrialists want to invest considerably in Manipur, they are having second thoughts since the insurgents are making their presence felt here and there. Out of hardly 30 lakh population, over 7 lakh educated youths are in the live employment register. If tourism is developed in a big way, many of them could get employment, he said.
