In the night of July 1, suspected militants exploded a powerful bomb at the private residence of Imphal Urban Cooperative Bank president Thokchom Dilip at Singjamei area, officials said. A portion of the gate and its surrounding areas were partly damaged in the explosion, they said. Locals condemned the attack and launched a sit-in protest against the incident at Shingjamei area, officials said, adding that no individual or group has claimed responsibility for the crime so far. Police said they would investigate whether the attack was connected with monetary demand from Dilip by a militant outfit. Dilip was not immediately available for comment.

Manipur Government has taken up certain security measures to protect the non-Manipuri migrant labourers following recent attacks on them by unidentified miscreants by exploding grenades with the latest attack occurring on June 27 night in which two non-locals were killed and three others seriously injured here, official sources said on July 2. On June 27 two non-locals were killed and three others injured when the unidentified miscreants hurled and exploded a powerful grenade at a rented house was the second such attack on non-locals in 2013. Sources said unidentified persons had exploded a grenade at a bakery factory at Chingmeirong area on the outskirts of Imphal on May 4, 2013, in which five non-local migrant labourers, were injured.

Nagaland Post reports that normal life came to a standstill throughout Nagaland, including Naga inhabited areas in Manipur, Arunachal Pradesh and Assam, on July 1, during the 12-hour bandh (shut down strike), called by the Naga Students’ Federation (NSF) in protest against factional clashes and harassment meted out to public by underground groups. The total bandh was observed without any incident, at the time of filing this report. NSF ‘vice-president’ Joseph Nguori who monitored the bandh in Dimapur, said it was called to show “strong resentment” against those not maintaining peace, which was the need of the hour. NSF ‘finance secretary’ Shikavi Achumi pointed out that the federation had already submitted a five-point charter of demands to the State Government on June 26 and demanded a response within seven days. It may be recalled that NSF wanted the State Government to initiate stern action against the culprit(s) involved in a shooting incident where one NSF office bearer was injured in Kohima on June 25. NSF also demanded that the Government direct all the cadres of every faction be confined within designated camps and to seriously monitor “free movement” of armed cadres in civilian areas. It also demanded that Government ensure security of the general public and also asked it not to release any accused on bail.

The Sangai Express reports that heavy exchange of fire took place between Kuki National Front (KNF) militants and Security Forces (SFs) escorting two Ministers from interior Senapati District on July 2 but there was no report of any casualty, officials said. Manipur Works Minister Kh Ratankumar and Irrigation and Flood Control Minister Ngamthang Haokip were proceeding towards Senapati District headquarters when suspected militants fired at their security party at Gopibung area on Imphal-Dimapur-Guwahati National Highway, they said. The security personnel escorting the two Ministers returned fire and the exchange of fire between the two sides lasted for some minutes during which the militants escaped through thick hilly jungles, the officials said. It was not immediately known if there was any casualty on the side of the militants, they said.

The KSDC’s agitation this time around will be in two phases — first a general strike for 36 hours and followed by 48 hours of economic blockade. Addressing the media, KSDC spokesperson, K Khongsai said the general strike will begin at 8am of July 8, while the economic blockade will immediately be in effect the moment the general strike concludes at 5pm of July 9. Also, informing the formation of its Women Wing with Lourembam Nganbi and Akoijam Memcha Leima as Convenor and Co-convenor respectively, Joint Committee on Inner Line Permit System (JCILPS) has appealed the people for joint effort to implement ILP System in the State. Kanglaonline reports on July 7 that ‘President’ Kshtrimayum Hitendra alias Kritibas alias Lallumba Lallumba of the Lallumba group of Military Council faction of Kangleipak Communist Party (KCP-MC) has reportedly decamped from the 7th Manipur Rifles Khabeishoi camp since June 9 along with a huge amount of INR 1,92,68, 800 meant for a one time rehabilitation package from the Government and including monthly allowance of eight months, bank deposits of 114 cadres and 10 polit buro members of the outfit, said other leaders of the outfit. General Secretary of the outfit, Wahengbam Ramananda alias Rosho Meetei told media persons that the absconding deserter remains expelled from the party. He said three other cadres have also accompanied the deserter leader who is absconding with his whole family, and further added that the outfit has made a complaint to the ‘Principal Secretary' (Home) and other related authorities to take action against the deserter. The General Secretary also said that their party president has been expelled with immediate effect and he will not allowed to be a part of their group and no official document signed by the Lallumba will hold. The general strike will be followed by a two-day economic blockade on all the State and national highways. Owing to the strike, commercial activities at the border town of Moreh in Chandel district, Churachandpur district, Sadar Hills in Senapati and various townships and villages of Ukhrul and Tamenglong Districts came to a halt. The committee's proposed "Kuki State" map encompasses the Kuki areas covering more than half of Manipur's territory spread over five hill Districts. It surrounds Churachandpur, Chandel, Sadar Hills in Senapati and large chunks of land in Tamenglong and Ukhrul Districts. Acting on his disclosure, a Police team conducted a search operation at Khedkar village under Tousem sub-division in Tamenglong District. In the course of the search operation, one AK-47, three magazines and 57 number of ammunition were recovered. Police had earlier recovered two SLRs and one Insas rifle which were also taken away by Jamkholal. Also, Police have issued strict instruction to leader of Lallumba faction of Kangleipak Communist party-Military Council (KCP-MC), Lallumba, to report immediately to the Joint Monitoring Group. The Times of India reports that in what could be a fallout of a factional feud, the 'home secretary' of the Kuki Liberation Army (KLA), Seikhohao Khongsai alias Marwin (33) and his two and a half year daughter identified as Zukim Kuki were killed and two others were injured in an ambush in the afternoon of July 13. The victims were on their way to the Champhai area in Senapati District when armed men killed them. When the car reached Champhai village around 3.30pm, unidentified armed men rained bullets, killing the 'home secretary' on the spot and injuring his daughter Zukim Kuki and two others, including the driver. Zukim succumbed to her injuries at a private hospital in the afternoon of July 14, Police said, adding that Saikhohao's wife, who was also in the car, escaped unhurt. No group has claimed responsibility for the attack till the filing of this report, even the Police began a probe to ascertain the motive behind the ambush and the identities of the perpetrators. The attack came at a time when several Kuki civil bodies demanded that the Government hold a political dialogue with the Suspension of Operation (SoO) signatory Kuki militant groups to bring about a permanent solution to the Kuki problem in Manipur. KLA is the armed wing of the Kuki Liberation Organization (KLO) and the group is a signatory of the ongoing SoO with the Government. The Kuki Revolutionary Army (KRA), which is also a party to the SoO, has condemned the attack. Also, the Kuki Students’ Organisation, General Headquarters (KSO-GHQ) has vehemently condemned the Champhai incident, saying the enmity they have with the deceased KLA functionary is not much a matter of concern, reports The Sangai Express.

In a memorandum submitted to the Union Home Minister, the UNC also suggested that the next round of talk may be held at Tamenglong District headquarters as already assured vide Ministry of Home Affairs (MHA) letter No 8/8/2008-NE on Feb 6, 2013. The UNC memo signed by its president, L Adani and general secretary, Gaidon Kamei said the fifth round of tripartite talk of the GoI, GoM and the Nagas in Manipur under the aegis of the UNC on the demand for an alternative arrangement was held on February 12. The talk concluded with the GoI assuring that the next round of talk would be held very soon stressing on the need to continue the dialogue process.

They are the last cadres of the UTLA-SK Thadou to surrender before the Government. The surrendered cadres dep[osited 42 arms that included nine 9mm pistols; two .32 pistols, six 9mm carbine, one UZI (9mm), two shot guns, six Rifle Bolt Action, three AK-47 rifles, one AK-56 rifle, two M-16 rifles, one 40mm lathod and nine country made guns while the ammunitions deposited included six rounds of 9mm pistol, 41 rounds of AK-47 rifle, 15 rounds of M-16, six long cases of .38, 19 rounds of 7.62mm and two lethod bombs. With this, all the sub-factions of UTLA have now joined the peace process which will bring about peace and developments in the general area of Vangai Ridge, Jiribam and adjoining areas, the report said. Shambu Singh later described the ceremony as another big step towards peace initiative and appealed to all the underground groups to abjure the path of violence and join the mainstream. SK Thadou said that they have laid down arms as they desired peace.

The SK-Thadou faction of United Tribal Liberation Army (UTLA-SK Thadou) on July 25 denied report that the outfit terminated its former ‘general secretary’ Seineo Guite alias James Kuki following his arrest on July 16 at Jiribam in the Imphal East District, reports The Sangai Express ‘Information and publicity secretary’ of the outfit, George Simte clarified that Seineo Guite was only ‘rank downed’ for violating party rules and not terminated as reported. George also denied the involvement of the outfit in a gun fight that occurred at Phaituol village on July 21. He also asked all those cadres who did not attend the ‘home coming ceremony’ held on July 17 to report to the ‘chairman’ within 30 days. He also added that the Government is all set to set up a permanent camp for the UTLA-SK Thadou cadres at Vangai Chungpao in the Churachanpur District.

The Sangai Express reports on July 31 that the Kuki Inpi Manipur (KIM) and Kuki Organisation for Human Rights (KOHR) have once again implored the Prime Minister (PM) to first settle the National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) criminal acts against murdering of 900 Kukis, uprooting 360 Kuki villages and displacing thousands of Kukis during the Kuki-Naga clash in the 90s, before the Government reaches any agreement with the NSCN-IM.
