A one hour encounter reportedly took place between suspected Zeliangrong United Front (ZUF) cadres and combined troops of the 6/8 Gurkha Riffles and 10 Assam Riffles on April 1 at around 10.30 am at a place between Khoupum and Kenjang under Tamenglong District, reports Kanglaonline. According to sources, one suspected militant was gunned down during the gun fight. The dead body of the cadre has been and recovered but no arms and ammunition were found.

A Press Information Bureau –Defence Wing (PIB-DW) release said that after receiving information of desertion of a cadre belonging to United Socialist Revolutionary Army (USRA) with arms and ammunition from Chongkhajao designate Suspension of Operation (SoO) camp on March 31, 2013, multidirectional search operations were launched in Phailan and Saigum areas to apprehend the deserter with weapons, The Sangai Express reports. The release added that the effort led to recovery of one AK-56 Rifle with magazine, one G-3 Rifle with two magazines, two Italian made pistols and 37 live rounds from a Jhoom hut on April 1. The cadre had abandoned the weapon due to sustained search operations launched by the Security Forces, thus averting a major fire fight in civil areas, maintained the release.

Kanglaonline reports that David Luvson, ‘public relation officer (PRO)’ of the National Socialist Council of Nagalim-Khaplang (NSCN-K) was shot dead by suspected cadres of the National Socialist Council of Nagalim-Isak-Muivah (NSCN-IM) at Aziuram road, which is 3 kilometers away from the old Tamenglong under Tamenglong District on April 1 at around 10.30am. Accusing 44 Assam Rifles (AR) personnel posted at Kasung Post in Kasom-Khullen area of killing an innocent villager, identified as Zaw Myo, of Phayang in Myanmar after torturing, the United Nation liberation Front (UNLF) has called upon the ethnic brethren as well as neighbouring nations, especially Myanmar to condemn India’s ‘excesses’ against indigenous people. A statement issued by the Senior Publicity Officer of the UNLF, Ksh Yoiheiba contended that the security forces are killing innocent villagers to snap age-old fraternal relations between Manipur and Myanmar. The UNLF statement pointed out that on April 2, 44 AR of Kasung Post operating in Kasom-Khulen area captured two innocent Kuki villagers from Phayang village from across the border killing one while the other escaped.

Demanding immediate and safe release of 14-year-old Alice Kamei, sit-in-protests were staged at different Zeliangrong villages of Imphal East and Imphal West Districts on April 3, reports The Sangai Express. Alice Kamei has been missing since March 10 from the boarding of Grace Reach Academy in Hiyanglam with her senior mate Sanahanbi Khaidem. The Zeliangrong bodies had also clamped a 48-hour total blockade on National Highways with effect from the midnight of March 27. According to the Zeliangrong bodies, Alice is now in the custody of Revolutionary Peoples Front/ Peoples Liberation Army (RPF/PLA).

Anil Singh, a resident of Moreh (Chandel District), and constable Birjit Singh, had gone for fishing in the Maklang in Myanmar with seven other residents of Moreh at 10.45 am on April 9. The Police believe the militants killed the two on Myanmar territory and dumped the bodies at Govajang, a border village about 6 kilometres from Moreh Police station, last night. A Police source in Moreh said over phone they had information that the two were killed by a Manipur militant group hiding in Myanmar. Other seven, who were held captive by the militants and whose release the Police were trying to secure with help from Myanmarese authorities, were released by the suspected militants at 3 pm on April 10. The Police do have any clue yet about the motive behind the killings and abductions.

Security Forces arrested one People's Revolutionary Party of Kangleipak (PREPAK) cadre, identified as Nongthombam Dinesh Meitei alias Epacha alias Pitingkon, on April 17 around 10.15 am from Keibi Khunou near waiting shed in Imphal East District. One Chinese hand grenade and one .32 pistol with magazine having three live rounds were recovered from his possession. Dinesh first joined the United Nation Liberation Front (UNLF) in 2007. He was arrested by Bishnupur commandos in Sept 2011 and released on bail. He then joined PREPAK in November. Also, the National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM), Zeliangrong Region (Makuilongdi) has issued an order prohibiting the ‘substitute culture’ in Government schools and Primary Health Centres and Sub-Primary Health Centres with immediate effect. The outfit said, deputing substitutes in educational institutes and primary health centres has become a culture and system. “As a move to eradicate this corrupt practice, we are prohibiting the practice with immediate effect,” said the outfit. It also warned that no prior information will be given further but action will be initiated against the violators of this order of the outfit.

Police said militants armed with sophisticated weapons first set ablaze a stranded truck loaded with cement bags at Charoi Pandongba in Sadar Hills of Senapati District and then again stopped an Imphal-bound rice-loaded truck and set it on fire. The rebels opened fire at the driver and handyman of the second truck, before leaving. The driver, Sorokhaibam Babu of Samurou in Imphal West District was hit and died on way to an Imphal hospital. His helper Lalhmunthang, escaped unhurt. The Police suspect the militants were Nagas but could not name any group. Anger burst forth on the streets with residents of Samurou blocking traffic on the Imphal-Thoubal Road in the Samurou area on April 18. They formed a joint action committee and announced a 48-hour statewide strike while transporters called a 24-hour statewide strike, both from midnight of April 18.

The Revolutionary Peoples Front (RPF), the political wing of the Peoples Liberation Army (PLA), has claimed that the attacks on a joint team of eight Manipur Rifles (MR) personnel and Public Works Department (PWD) officials between Khudengthabi and Kwatha Lamkhai and Central reserve Police Force (CRPF) troops at Sekmai on April 21 were carried out by special teams of the PLA, The Sangai Express. Ahead of these military offensives, RPF had repeatedly appealed to all civilians not to stay close to Indian military or armed security personnel. These appeals were made with a view to avoid casualties to civilians, the outfit reminded in a press release issued by its Department of Publicity chief Bangkim. Regretting the injuries caused to civilians in the twin attacks, the outfit clarified that the attack on MR personnel was not done deliberately. the United Nation Liberation Front (UNLF) has claimed that the bomb attack near Ngariyan village along Yairipok-Andro road which left two Assam Rifles personnel injured on April 28 was carried out by a small demolition team of its armed wing, the Manipur People's Army (MPA). Saying that many special teams of MPA have stationed themselves at different parts of Manipur to launch military offensive against the Indian military, the outfit asked civilians to stay away from Indian military as far as possible. ‘One major deterrent in the UNLF-MPA’s liberation movement is use of civilians as human shield by the Indian military’, said a press release issued by the outfit’s Senior Publicity Officer Ksh Yoiheiba.

He, however, left the outfit's designated camp, on October 30, 2012, without the permission of the camp in-charge. The Sangai Express reports that MK Preshow Shimray, a Member of Legislative assembly (MLA) representing Chingai Assembly Constituency, had an escape when unidentified persons fired and triggered a blast targeted at his convoy near Kuivakazo village in Ukhrul District on April 30 afternoon. A 10-vehicle convoy including the MLA, Autonomous District Council (ADC) Member, Horyaola Vashum and security escorts were reportedly returning from Talui (Tolloi) after attending an ADC Handloom Mela when the attack was launched. After spot inquiry of the incident, Officer in-charge of Ukhrul Police station, P Longpinao told media persons that an IED was exploded by unknown persons, who also fired a shot towards the convoy. This is the second time in recent years that an MLA from Ukhrul District has come under attack from militants. On April 15, 2011, the late MLA from Phungyar Assembly Constituency, Wungnaoshang Keishing was ambushed near New Canaan village under Litan Police Station. Though the MLA escaped unhurt, seven Security Force personnel and a civilian driver were killed in the ambush.
