Security Forces (SFs) arrested two sympathizers of the militant formation Zeliangrong United Front (ZUF) along with arms, ammunition and money at Nonay in Tamenglong District, reports Nagaland Post on January 2. The arrested duo was identified as Songlinmang Kamei (56) and Soihiamlung Kamei (44). SFs recovered INR 2.2 million along with 28 rounds of 7.62 mm ammunition, 50 rounds of 9 mm, 4622 rounds of 5.56 mm, 6 rounds of 12 -Bore ammunition.

Zeliangrong Students' Union Manipur (ZSUM) called an indefinite blockade along National Highway (NH)-37, from January 1 midnight, reports Times of India. ZSUM called the blockade in protest against the alleged ‘fake encounter’ of a Zeliangrong United Front (ZUF) militant by Assam rifles (AR) troppers.ZSUM demanded that the government punish the guilty personnel under the Zeliangrong customary laws and removal of AR from the Noney area. AR in a statement said that on January 1 morning, around four ZUF militants opened fire at the forces and an encounter ensued, killing one cadre. The troops seized a .22 pistol with four bullets and 14 fired cases of AK-47 from the site. The slain cadre joined Nationalist Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) in 2006 and obtained training at Buning Camp, it said, adding that he deserted the outfit in 2011 and joined the ZUF and was operating under ‘captain’ Abung of ZUF.

The Deputy Chief Minister G Gaikhangam said that the Government will close down all peace camps of the National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) in Manipur, reports The Sentinel. He further said that the Manipur Government does not recognize the peace camps which were opened in Manipur. However, he is not explaining as to why the Government has not closed down these camps which are not recognized by the State Government. But the fact is that these peace camps have been opened by the Union Home Ministry and a State Home Minister cannot touch these even with a barge pole.

On questioning, Kishan disclosed that he joined the outfit under one Boby of Sagolband Meino Leirak in 2012. He also stated that he was involved in the extortion of money from the general public, private and public firms. Press Information Bureau (PIB-Defence Wing), in a statement said that the four killed belonged to the United National Liberation Front (UNLF) and Peoples Liberation Army (PLA). At about 3 am, the troops intercepted the armed men trying to infiltrate from across the border and a fierce gun fight ensued in which four militants were killed, said PIB. Based on reliable inputs about militants trying to infiltrate into India and carry out Improvised Explosive Device (IED) attacks on the Security Forces, troops of Red Shield Division launched an operation to in the border area of Churachandpur, said PIB. It may be mentioned that four bombs had gone off on the eve of the Republic day (January 26) function: one at the 1st Battalion Manipur Rifles (MR) Campus; another at a garbage dump near Keishamthong bridge; a third one near the gate of the RDS school, Palace Compound and another at the Guwahati High Court complex in Chingmeirong. It has also claimed responsibility for another bomb which went off near the gate of the 3rd IRB at Wangbal in Thoubal District on January 26 at around 9am. The release said, “The bomb blast at the 1st Battalion MR campus which is the starting and finishing point for the State Republic Day observation is in keeping with the joint stand of like minded revolutionary groups in the region to boycott the Republic day functions.” It further added, “CorCom will continue its efforts to fight against all attempts to subvert the true revolutionary movements,” and expressed its appreciation to the public for supporting the call to boycott the Republic day functions.

KSDC information Secretary George Guite informed that their agitation will continue as long as the Central Government refuses to start a political dialogue with the Kuki militant outfits. The KSDC has started its ‘public blockade’ since January 24-evening in Kuki areas. At least 21 vehicles including 11 four wheelers have been damaged during the public curfew imposed in Kuki inhabited areas of Manipur by KSDC registering a boycott of the Republic Day celebration in Manipur, adds Nagaland Post. Police sources, on January 27, alleged that the vehicles were damaged by public curfew supporters at various parts of Churachandpur District where the stir affected mostly. The Times of India reports that the agitating Autonomous District Council (ADC) has urged Governor Gurbachan Jagat to direct the State Government to give autonomy and devolve powers to the council. About 156 irate members belonging to six District councils - Ukhrul, Tamenglong, Churachandpur, Chandel, and two in Senapati District including Sadar Hills - threatened to resign en-masse if their demands are not met. A 15-member delegation of the ADC Coordinating Committee Manipur (ADCCCM), led by its convener, Ngalangzar Malue, submitted a memorandum to the Governor on January 24 lamenting that no real powers have been devolved to the six councils so far. The memo also urged the governor to report to President Pranab Mukherjee about "the failure of the administration at the grassroots level as a result of the negligence of the mandated District council Governments in hill areas of Manipur."

NPF Manipur unit was set up to fight for the Indo-Naga peace process in the context of Manipur. The Sangai Express reports on January 30 that former Intelligence Bureau (IB) director PC Haldar will lead the Central team in the upcoming political dialogues between the Centre and Kuki militant groups under Suspension of Operation (SoO). According to an informed source, consensus has been arrived at between the Central Government and the two umbrella organisations of Kuki militant groups namely United People's Front (UPF) and Kuki National Organisation (KNO) on the appointment of PC Haldar as the interlocutor for the upcoming political dialogue. Public blockades were enforced in recent times by the Kuki State Demand Committee in pursuit of its demand for a political dialogue with Kuki SoO groups. Following assurance by the State authorities that the issue would be placed before the Centre, the Committee consequently decided to suspend its agitation. Also, sources revealed that Government of Manipur is clearing the decks to facilitate talks between the State and Central Government representatives with United Naga Council (UNC) leaders with regard to the latter's demand for an Alternative Arrangement, pending a settlement to the Naga issue, for Nagas outside the State Government's ambit. In all probability the fifth round of talk with the UNC delegates will begin next month (February), said the source. Pointing out that the UNC in a recent memorandum submitted to the Prime Minister had urged for necessary arrangement to initiate political dialogue within February 17, the source explained that the forthcoming talks would be of official nature and not political. So far four rounds of tripartite talks have been held on the said demand.

This was disclosed to Vision Communications in an exclusive interview by Sh Shambhu Singh, Joint Secretary (NE) of Ministry of Home Affairs. “The KSDC might be feeling ignored. They might be feeling that we would just talk to KNO and UPF on the Kuki side and NSCN (IM) on the Nagaland side. Had they come to me when I last visited Manipur I would have told them, that their feelings are unfounded. We will definitely include the KSDC in the talks”, Shambhu Singh said. However the talks would not be presided over by any Ministry official but by an interlocutor. Singh disclosed that the cabinet has to clear the idea of deputing an interlocutor for talking with the Kukis. “Once that is over, talks” shall start immediately” he said before decidedly going on record to say that “talks will start within one month’s time”.
