The Sangai Express reports that a lady cadre of Kangleipak Communist Party (KCP) outfit, identified as Tombi alias Sandhy Rani of Phougakchou in Bishnupur District, reportedly surrendered to Security Forces of Red Shield Division along with a .22 revolver and five rounds on June 1. According to a Press Information Bureau-Defence Wing (PIB-DW) release, Tombi joined the KCP in 2005 and was trained at Tamu Camp in Myanmar. The release further claimed that a Kanglei Yawol Kanna Lup (KYKL) cadre, identified as Rakesh alias Wani of Uripok Sorbon Thingel in Imphal West District, surrendered to Red Shield Division forces on June 1. He also deposited one .9mm pistol along with magazine and two live rounds. The release quoted the individual as saying that he now desires to lead a peaceful life with his family and thus laid down arms.

Meanwhile, a joint team of Police commandos from Thoubal and Imphal East Districts arrested two woman cadres of Lalumba faction of Kangleipak Communist Party (KCP-Lalumba) from Pallel (Chandel District) and Thoubal on June 2. At around 8.30pm, a woman, identified as Keisham Thaja alias Sanathoi alias Echan, who was travelling in a vehicle, was arrested from Pallel in Chandel District. On questioning, Thaja revealed that she was sent to Thoubal by ‘captain’ Sarat alias Sana of the outfit to hand over six hand grenades and a 9mm mouser pistol, a 9mm pistol and 10 fuse bombs to one Thangjam Ongbi Roma (46). After the arrest of Thaja, she received a call from Roma enquiring the former regarding the progress of her journey. The team immediately rushed at Thoubal Wangmataba and arrested Roma from there.

Official sources said on June 3 that 15 foreigners turned up at Jiribam (Imphal East District) and two at Kangpokpi (Senapati District) on June 3 and on June 1. Since they did not have valid travel documents they were turned back by the Police and volunteers of the Joint Action Committee on Inner Line Permit System (JACILPS), the sources said. JACILPS which has begun an agitation from June 1 is demanding immediate implementation of the inner line permit (ILP) system.

Meanwhile, fourteen volunteers including leader of Joint Committee on Inner Line Permit System (JCILPS) spreading the campaign against non-locals as part of pressuring the Government for introduction of the inner line permit (ILP) system in Manipur were picked up by Police during a raid from various locations in Imphal on June 5. The volunteers were picked up following state chief minister’s warning of stunt action, if the civil and student organizations campaigning for introduction of ILP system in the State indulge in anti-national activities. After banning visit of non-locals into the state for five days, from June 1 to 5, the student wing of the JCILPS has been conducting drive to identify non-locals staying in the State without valid documents related with their identities from June 6.

Ibobi stated that the Government is aware about volunteers of Non Governmental Organizations (NGOs) demanding Inner Line Permit (ILP) system in Manipur stopping vehicles on the highways and aborting journey of non-Manipuris into the State. Reiterating that the Government will not remain silent if entry of Indian citizens into Manipur is restricted/prohibited by any organisation or individual, he also confirmed report about pro-ILP campaigners conducting meetings in educational institutions as a part of their campaigns to enforce ILP system in the State.

Meanwhile, Union Minister for Home Affairs Sushilkumar Shinde in his address said that Suspension of Operations (SoO) Agreements have been entered with various insurgent groups in the Northeast and these groups have shown willingness to give up violence and seek solutions for their problems peacefully within the Constitution. “Our government is ready to talk with any group or outfit which is willing to abjure violence and lay down arms like Kuki National Organisation (KNO) and United Peoples Front (UPF) in Manipur. Further, Metei groups like United Revolutionary Front (URF), Kangleipak Communist party (KCP) and Kanglei Yawol Kanna Lup (KYKL) along with their factions, signed memorandum of Settlement (MoS) in February, 2013 paving way for surrender of their cadres,” he said. Shinde said peace talks are also being held with a number of outfits like United Liberation Front of Asom (ULFA), NDFB-Progressive (NDFB-P) and NDFB-Ranjan Daimary (NDFB-RD). These strategies have resulted in steady reduction in the level of violence. “Moreover, the aforesaid strategy of the government has also encouraged surrender by militants belonging to various groups and their participation in the political process. The central government is continuously assisting the northeastern states by the deployment of central paramilitary forces to assist the state police in counter-insurgency operations and upgrading their skill level”, he added.

According to a source, the deserter has been identified as Jamkholal Lupho of Maphou Kuki village under Sadar Hills of Senapati District. Nongdrenkhomba (30) was reportedly arrested by a team of Delhi Police on October 31, 2012, from the Inter-State Bus Terminus at Sarai Kale Khan in New Delhi. On the request of Manipur Police, Nongdrenkhomba was brought back to the State and was re-arrested by Manipur Police for his involvement in cases including murder, abduction and extortion. He joined KCP on 2007 and was earlier arrested on 2008 from Meghalaya but was released on bail after two months. KCP-MC Lamphel faction ‘general secretary’ Taibanganba, who also came to receive Nongdrenkhomba at Sajiwa Central jail said that the latter has been released from the jail to join the tripartite peace talks with the Government of Manipur and Government of India. The number of UG organizations is on the rise day by day non-stop. This was stated by the Minister in a sitting of the Manipur Legislative Assembly during the discussion on demands for Police, vigilance, fire protection and control, jails, home guards and rehabilitation. Responding to various cut motions raised by Members of Legislative Assembly (MLAs) and observations made by MLAs of the ruling party, he said that the large number of UG groups operational in the State have made it in a delicate condition. However it is a good sign that some of the UG organizations have entered the mainstream for peace, with several others about to join the mainstream, Gaikhangnam said. Violence will not be able to bring solution of any sort and killing and violence will not lead to any conclusion, the State deputy CM said and added that peace should be brought through political dialogue in a democratic way. He continued that Police is part and parcel of the society and efforts will be made to make the Police department people friendly. He went on to say that two sites to set up rehabilitation centres for UGs coming forward for peace process have been set aside. UG cadres will be lodged in these centres together and well-guarded. The cadres and their families will be made to live peacefully, he said. Gaikhangnam further said in the House that efforts are on to take up all possible actions in consultation with the Chief Minister of the State so as to set up a Highway Protection Force to protect the two national highways is also on.

Based on information about presence of a suspected underground camp along the Leimatak river, troops of the Division carried out large-scale combing operations resulting in recovery of a huge quantity of explosive materials which could have been used to cause large scale damage to civilians and security forces, informed a Press Information Bureau-Defence Wing (PIB-DW) release. Listing the recoveries as eight Improvised Explosive Devices (IEDs), 45 electronic detonators, 7 kilograms plastic explosives, 2 meters of safety fuse, 2 bundles of trip wire, four radio sets of Icom and Rizhonglong make with batteries, five Motorola antennas, one Binocular, a portable generator set (Corola) of 1.5 KVA, Self Loading Rifle magazines, 31 live cartridges of 9mm and large quantity of rations, the release said the camp was a well established setup catering for training and rest and recoup of insurgents which had more than 15 structures including living shelters, perimeter protection, cooking and sanitation facilities. The security Forces dismantled the camp and destroyed explosives and ration stores on completion of the operation.

The Sangai Express reports that six cadres of a militant group have been killed in a reported encounter, which lasted for almost three hours, with the Army at K Songlung village in Senapati District in the morning of June 23. A Press Information Bureau-Defence Wing (PIB-DW) statement while officially confirmed that the slain cadres belonged to the Nationalist Socialist Council of Nagaland-Khaplang (NSCN-K), added that after the gun fight, a search of the area was conducted and that a huge quantity of arms and ammunition were also recovered. The recoveries included four AK 47 rifles, one M-16 Rifle and one A3 Rifle, seven magazines of AK 47, two magazines of M-16, 47 live rounds of AK 47 and 38 live rounds of M-16. The search operation is still under progress, it added. Nagaland Post quoted an NSCN-K senior functionary saying that there was no report of such encounter so far. The Times of India, however, reports that the slain militants belonged to Kuki group.

According to a press release issued by Imphal East Superintendant of Police (SP), L Nanao, works under the command of ‘commander’ Yambung alias Khoirangba. He along with his accomplice Somendro of Takyel Khongban extorted in the name of drives at restaurants, fast food hotels etc at Langol area under the behest of Yambung who gave a pistol to them for the activities. A 9mm pistol with one magazine fitted with two live rounds was recovered from beneath his pillow. on June 30 that two Naga outfits in Manipur - Manipur Naga Revolutionary Front (MNRF) and United Naga People’s Council (UNPC) have merged together and formed a new group called Manipur Naga People’s Front (MNPF) with an armed wing - Manipur Naga People’s Army (MNPA). According to a statement issued by MNPF deputy publicity secretary, Thomas Numai, with the formation of MNPF, MNRF and UNPC have been dissolved. The statement said that a decision to dissolve the two outfits and work together under one banner was adopted at a joint meeting of the two parties convened on March 11. The statement further asserted that “Time has come for us to struggle together to achieve our common goal by surrendering one’s own interest and give room to accommodate other parallel bodies.” “We encompass all parties for a united struggle which is our loud and clear message. We shall not demoralize our political vision by remaining aloof like the organizations under cease-fire pacts whose interest is either higher autonomy or economic package.” “Their submissive policy at the cost of people’s blood and sweat has demoralized the revolutionary spirit, thereby losing people’s confidence at large. Taking serious note of the importance of people, MNPF has adopted the motto “For the People,” the statement added. The statement went on to say that the principal objective of the MNPF was restoration of sovereignty and right to self-determination. Another objective of the newly established outfit is bridging the gap of all revolutionary groups of the region - Assam, Arunachal Pradesh, Meghalaya, Mizoram, Manipur, Nagaland and Tripura. The outfit promises to eliminate social and economic disparity among different communities and strengthen “cohesion and revolutionary unity” for a strong and vibrant federal administrative system. The MNPF statement informed that John Francis Kashung is the chairman of MNPF’s first batch of central committee. Other members of the committee include Wilson Tao (general secretary), Pairson Shily (home secretary), Isaac Shang (finance secretary), Jack Kapso (organization secretary), Thomas Numai (deputy finance and deputy publicity secretary) and Ahao Jajo (deputy defence secretary). MNPF has been reportedly formed after a minute discussion on “the shaky condition of the present Naga revolutionaries.”
