It has further clarified that the outfit will not enter into any ceasefire or peace talks with the Indian Government. According to the statement, its new functionaries are acting ‘chairman’ Lemba as ‘general secretary’ and ‘home secretary’; Poirei Mangang as ‘deputy finance secretary cum deputy external affairs secretary’, Konthou as ‘defence secretary’, ‘chief of army staff’; Lakpa as ‘deputy organizational secretary’ and ‘Major’ America as ‘information and publicity officer’. UPPK has further asked the deserters to stop at once if the report about their joining hands with the Security Forces is true and if they fail to do so than the UPPK will not be able to pardon them.

The gun fight occurred between SK Thadou faction and Robert faction of the UTLA. Manipur Police, on February 2, sent additional personnel from its elite force Manipur Police Commando in Manipur’s border town Moreh (Chandel District) at the international border with Myanmar as intelligence inputs warns of clash among the underground groups, reports Nagaland Post. Intelligence inputs indicated that there were high possibilities of clash between cadres of UPPK and other constituents of Coordination Committee (CorCom) of seven underground outfits operating in Manipur after the former was ousted from the committee, particularly in Moreh and international border line.

Assam Rifles (AR) has claimed that 45 cadres of United People’s Party of Kangleipak (UPPK) surrendered on February 3, reports The Sangai Express. A press release issued by the PRO of HQs- IG AR (S) said that the final curtain to the long negotiations which started in November with UPPK was brought down today when 45 cadres with an array of weapons walked into the fold of peace process initiated by the Assam Rifles. "As a demonstration of the trust and confidence in Assam Rifles, the entire group walked into the fold of peace with strength of 45 cadres, 36 weapons with other war-like stores," said an AR statement adds The Times of India.

Kanglaonline reports on February 5 that the United People’s Party of Kangleipak (UPPK) cadres who were `rescued` by a team of Thoubal commando team on February 3 had come from a camp which the outfit shares with the Manipur Naga Revolutionary Front (MNRF) and the Katampur Liberation Organisation, KLO of Assam at Leipok of Tamu Sub-division of Myanmar, informed a reliable source. In all 45 cadres of the UPPK including newly announced functionaries and women cadres were rescued by the team from Moreh during an operation which lasted for about a day starting from the early morning of February 3 and concluding the next day at 3 am. Sources said that there was a woman cadre of the KLO identified as one Sapana Jughy Koch amongst the total four women cadres. All the 45 cadres are now at the 27 Assam Rifles camp at the Old Airport, Kakching Lamkhai, the source added. Meanwhile, after the ‘rescue’ of the UPPK cadres, the process to release some 20 members of the outfit is said to have being started. According to information available with Imphal Free Press, there are around 20 cadres of the outfit including its ‘secretary general’ Nithoujam Shanti alias Chinglemba Mangang presently lodged at Sajiwa Central Jail. There are two cases registered against general secretary Ningthoujam Shanti alias Chinglemba Mangang by National Investigation Agency (NIA)’s Imphal and Guwahati offices. Besides these two cases, there are other 25 pending cases registered against him at various Police station of the State. However, out of his 25 cases, bail has been granted to him from 15 cases by the concerned courts and the other 10 cases are still in process. Besides him, other cadres of the party who are presently lodged at Sajiwa Central Jail are also said to have approached their concerned courts pleading for their release on bail. The Sangai Express reports that the next round of talk to discuss the demand raised for an Alternative Arrangement for the Nagas of Manipur, outside the State Government and pending a settlement to the Indo-Naga talk has been scheduled on February 12 at Senapati District headquarters. This will be the 5th round of talk on the demand for the Alternative Arrangement. The date was fixed during a meeting between Union Home Minister Shushil Kumar Shinde, Chief Minister O Ibobi and Deputy Chief Minister Gaikhangam at Delhi on February 5. Significantly the February 12 date was set after the United Naga Council (UNC) had served an ultimatum to the Prime Minister that the next round of tripartite talk should be held on or before February 17.

A suspected National Socialist Council of Nagaland-Khaplang (NSCN-K) cadre identified as Pouthailung Gonmei (22), son of Dimdailung was slain in an encounter with Assam Rifles (AR) personnel at Tamenglong (District) headquarters on February 5, reports The Sangai Express. Police source said an encounter took place between suspected NSCN-K militants and a combined team of 5 AR and 13 AR personnel at Tamenglong Ward No 3 around 11.30 am. The incident occurred when the AR team launched an operation while the NSCN-K militants were reportedly serving extortion notes in and around the area. Gonmei was killed on the spot while the others made an escape. Two .9mm pistols and an extortion note were recovered from the spot. The talk was unsatisfactory, said chairman of the Committee for Alternative Arrangement (CFAA), Paul Leo, who later addressed the media persons after the meeting. He said that the meeting concentrated only on the developmental works undertaken by the Manipur Government in hill areas of the State. State chief secretary, DS Poonia admitted that the talk was concentrated only on the initiatives taken by the State Government for the development of hill areas and no discussion on the alternative arrangement of the UNC. Dissatisfied with the talk, Paul Leo demanded that political dialogue on the demand of the UNC should be initiated at the earliest. The meet also failed to discuss on the date on which the next round of talk would be held.

The Sangai Express reports that initiating yet another peace process with armed groups operating in Manipur, the Centre, State Government and three militant outfits signed a tripartite Memorandum of Understanding (MoU) at the banquet hall of 1st Battalion of Manipur Rifles on February 13. The three groups which signed the MoU were the United Revolutionary Front (URF), which was constituted by the Lanheiba faction of Kangleipak Communist Party (KCP-Lanheiba), Chingkheinganba faction of KCP (KCP-Chingkheinganba) and Sunil Meitei faction of (KCP-Sunil Meitei) faction; KCP-Lamphel which was constituted after the merger of KCP-Lamphel, KCP-City Meitei and KCP-Taibangnganba and the Kanglei Yawol Kanna Lup-Military Defence Force (KYKL-MDF), with its two factions namely Athouba group and Achouba group. Representing the Centre, Joint Secretary (North East) of the Ministry of Home Affairs, Shambhu Singh and Principal Secretary of the Government of Manipur, Dr Suresh Babu signed the MoU on behalf of Delhi and Imphal. ‘Chairman’ of the URF, Khwairakpam Gopendro alias Lanheiba, ‘secretary’ home affairs, Puyam Mangiyamba alias Ruhini and Ngangom Soviet Meitei alias Chingkheinganba Meitei appended their signatures on the MoU on behalf of URF. From the side of KCP-Lamphel, its ‘chief of army’, Naorem Brojen alias City Meitei and ‘joint secretary’ Taibangnganba alias Dilip signed on the MoU while the KYKL-MDF was represented by its ‘president’ Maisnam Athouba and ‘general secretary’ Laimayum Ronel alias Achouba. Altogether 90 cadres from the URF turned up for the occasion and they laid down 50 arms of different makes. From the side of KCP-Lamphel, a total of 40 cadres turned up and they deposited 27 guns. On the other hand, the KYKL-MDF deposited a total of 61 arms, while 67 cadres turned up. Chief Minister O Ibobi and Deputy Chief Minister Gaikhangam, who also holds the Home portfolio, attended the MoU signing function as the chief guest and president respectively. Addressing the occasion, Ibobi said that the Government welcomes the return of the militants to the mainstream and added that they were misled into taking up arms in the first place. Gaikhangam in his presidential address said that the signing of the MoU will go a long way in helping the State to move forward in development and progress.

According to a statement signed by the Information and publicity officer of MNRF, ‘Major’ Maxstone said that they have been requesting to the truck owners and businessmen who are doing timber business in between Kasom khullen and Kamjong areas to extend monetary help to the organization since 2011 and in April 2012 they had collected some money from the truck drivers and owners. From 2013, they demanded the truck owners and businessmen to pay the same amount of money as tax as they pay to Nationalist Socialist Council of Nagaland-Isak-Muivah (NSCN-IM), to which the truck owners and businessmen responded in the negative which has led to the firing incident where a handyman was injured, the statement said. They also said that they stand to save the territorial integrity of Manipur and NSCN-IM threatens the territorial integrity of Manipur.

The incident occurred near the main road along the Uripok Kangchup Road, also known as Salam Pandol of Heibongpokpi under Lamsang Police station of Imphal West District. A convoy of AR vehicles including one gypsy and a 407 Mini truck of D Company of AR at Kangchup post was coming down to their post from Imphal, when the incident happened. However no AR personnel sustained injuries as the IED exploded after AR vehicles went past. The PLA, in a press release claimed that a Special warfare Group of the outfit was responsible for the bomb attack and further said that the pride of the Inspector General Assam Rifles –South (IGAR-S) on their success in bringing some armed groups to the negotiating table will be short lived and asserted that the surrendered militants cannot vilify the spirit of the revolutionaries and tarnish their spirit. It further added that PLA will not tire in its struggle to expel non-Manipuri soldiers from Manipur.

Outright rejection by Zomi Revolutionary Organization/ Zomi Revolutionary Army (ZRO/ZRA) leadership to either use the nomenclature ‘Zomi’ or ‘Kuki’ for all the CHIKIM families of Manipur are also, among others, the reasons that prompted UKLF to go against the proposed celebration of Zomi Nam Ni at Sugnu, Chandel District. A statement issued by information and publicity secretary of UKLF, JM Thadou recalled that when the United People’s Front (UPF) was formed in 2006, a suggestion was made to the ZRO/ZRA leadership to use ‘Zomi’ as a nomenclature for the CHIKIM families of the State if the term Kuki is so allergic to them which the ZRO/ZRA did not favour it. Again a proposal was made to them to adopt Kuki as a nomenclature which was also rejected.

Kanglaonline reports that a combined team of Imphal East and West commandos arrested two Naga National Council (NNC) militants, identified as Luingam Haoram (37) and Elangbam Gyaneshwor Singh (49), along with two powerful improvised explosive devices (IED) on February 25 at around 8.30am near the Uripok Cheirap Court in Imphal West District. The two IEDs were fitted inside a iron rod along with two electric detonators and two bed switches, two charged demolition M112, four circuits, one battery cell, six electronic detonators, one remote control set and two mobile handsets. Both the arrested persons disclose that the NNC in collusion with the People's Revolutionary Party of Kangleipak (PREPAK) were planning to explode the two IEDs at the Laipham Khunou area in one or two days time in the surrounding areas.
