Nagaland Post reports on July 4 that Nationalist Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) clarified that killing of late Athong of NSCN-Khole Kitovi (NSCN-KK) on July 1 at Jessami in Ukhrul District had “nothing to do with factions or tribe. In a press release, the outfit stated that in the year 2008, the then “sergeant Athong committed treason by deserting with three service arms after brutally killing the ‘security commander lieutenant Thouthutho.” Since then, it said “Naga army had put him in the wanted list deserving death penalty.” NSCN-IM, however, said it was “a direct consonance with the treachery he had committed in the past.”

Nagaland Post reports on July 5 that Khole Khitovi faction of National Socialist Council of Nagaland (NSCN-KK) questioned the killing of its member ‘major’ Athong Yimchunger by Isak-Muivah faction of National socialist Council Of Nagaland (NSCN-IM) on July 1 in Ukhrul District of Manipur. The ‘ministry of information and publicity’ (MIP) of the outfit stated that if past events were used to justify killing, the validity of peace and reconciliation including ‘Naga Concordant’ and ‘Lenten Agreement’ were at stake as they were signed by top leaders of three different groups acknowledging past mistakes and to refrain from all sorts of killing.

Security Forces (SFs) arrested Kanglei Yawol Kanna Lup (KYKL) militant, identified as Leihaorumbam Sanatomba Meitei alias Naoba/Lemba/Khaba from Mantripukhri Bazar in Imphal East District on June 28, reports E-Pao. Two empty cases of 9mm ammunition and four extortion notes were also recovered from him. Later it was revealed that he was involved in extortion of INR 20000, INR 10000 and INR 5000 from three automobile spare part shops located at Mantripukhri Bazar, near Mantripukhri NRL oil pump and near Khabam Lamkhai in Imphal East District respectively.

Sources on July 3 said that the UNC meet involving all the Naga tribe Presidents and tribe body executives will also dwell heavily on “Land issues” in Manipur. However, the main theme will be the ‘Alternative Arrangement’ (AA) demanded by the Nagas of Manipur under the aegis of the UNC outside the Government of Manipur. It can be recalled here that on February 6, the UNC’s demand for the ‘Alternative Arrangement’ for the Nagas of Manipur was elevated to a ‘political level’ during the 7th round ‘tripartite talks’ involving the Government of India, the Government of Manipur and the UNC.

The State Government is awaiting suggestions from experts or the legal fraternity to determine an Act to control the influx of foreigners in the State before the implementation of the Inner Line Permit (ILP). He said that, in the past one week of Budget session, the House has discussed various issues raised by several organisations including the demand for implementation of the ILP, killing of innocent people by militants among others. The Chief Minister maintained that the State government is not against implementation of ILP but said his Government needs permission from the Center to implement ILP in the State.Earlier, the fifth Indo-Myanmar Regional Border Committee (RBC) meeting between India and Myanmar was held on July 25 in Imphal Nagaland Post. The Indian delegation was led by General Officer Commanding (GOC) Lieutanant General SL Narasimhan. Members from Ministries of Defence (MOD), Home Affairs and External Affairs also comprised the delegation. Director General of Police (DGP) Sahid Ahmed, on July 31, stated since hill Districts are going through a tense situation, State Home Department has decided to deploy extra SFs, reports Kanglaonline. He also added that in order to fill the communication gap between Police and civilians, community based programmes on experimental basis will be under taken by Manipur Police. Kanglaonline reports that Deputy Chief Minister Gaikhangam stated, on July 31, that Government is working towards implementing the Inner Line Permit (ILP) in the State. He also stated that everyone in the State must take responsibility for safeguarding the integrity of the State. The identity of the militants has not been stated officially. AR troops recovered two M-16 rifles, one lathode gun and 21 shells, one 9 mm pistol, two Chinese hand grenades and a large number of ammunition.
