In one such incident, a Chinese hand-grenade was found near the residential gate of Superintending Engineer (SE) of Manipur Development society (MDS) Salam Roopkumar in Sagolband Tera lukram Leirak. In the Majorkhul incident, a team of Imphal City Police Station recovered a hand-grenade from near a mobile phone retail outlet.

Further, two prominent Kuki bodies, Kuki Inpi Manipur (KIM) [apex organization of Kuki tribes in Manipur] and Kuki Organisation for Human Rights (KOHR) have petitioned the Prime Minister saying that they would not accept any outcome of the proposed AA talk with UNC, reports The Sangai Express. Kuki Inpi Manipur (Apex body of Kuki tribe) said the outcome of UNC’s tripartite talk at Senapati, in whatever form, will not be accepted by the Kukis since the objective behind the talk is purely for disintegration of Manipur as well as disturbance of peace and tranquility among the major ethnic tribes of the State, reports The Sangai Express on February 6. The United Kuki Liberation Front (UKLF) has categorically stated that political leaders of any political parties should be welcomed if they have a plan to visit Manipur. “We are in a democratic country and personal or party affiliation is one thing but objecting the coming of a particular political leader for organizing a meeting is against democracy”, said a press release issued by the outfit’s ‘information and publicity secretary’ JM Thadou.

The Shillong Times reports that Manipur Governor VK Duggal, in his first ever address in the Manipur Legislative Assembly, on February 24, said his Government is taking steps to make Manipur a peaceful and prosperous State with all the communities living harmoniously. He said Manipur has been affected by insurgent activities spread over a period of over four decades where more than 60 militant outfits, including factions, are operating. Insurgency has adversely affected development, he said. The Government has invited various militant groups, operating in the State, to come forward for negotiation. The United Peoples Party of Kangleipak (UPPK), the United Revolutionary Front (URF) consisting of various Kangleipak Communist Party (KCP) factions and its Army Wing, Manipur Army (MA), the KCP-Lamphel and Kanglei Yawol Kanna Lup-Military Defense Force (KYKL-MDF), KCP-Nongdrenkhomba, SK Thadou group of United Tribal Liberation Army (UTLA) responded positively and signed Memoranda of Understanding (MoU) with the Central and state Governments. In all, over 450 cadres belonging to these groups have laid down arms and process is on for their rehabilitation, he said.

One United Revolutionary Front (URF) cadre, involved in the assassination of Manipur Peoples Party (MPP) vice-president Haobijam Manisana who contested the Assembly election thrice has been arrested, stated Deputy Chief Minister and Home Minister Gaikhangam on February 27. Haobijam Manisana was shot dead on October 13, 2013. Earlier, on January 4, one Y Mani alias Telheiba of Thoubal Khong Ahanbi involved in the assassination of Manisana was arrested by Police and he is currently lodged in judicial custody. Mani was a cadre of Nongdrenkhomba faction of Kangleipak Communist Party (KCP-Nongdrenkhomba) before he joined URF. From his disclosure, it has been learnt that he killed Manisana at the instruction of URF’s ‘commander’ Lemba alias Binodhor.

After the meeting between the United Naga Council (UNC) leaders and the officials of the Union Ministry of Home Affairs (MHA) in New Delhi on February 28, two names from the UNC 'executive' have been submitted to MHA to be included in the ‘High Power Committee’ (HPC) as requested by the Central Government, reports The Sangai Express. After meeting, the UNC leaders confided to Newmai News Network that the ‘Alternative Arrangement’ will be based on the postulates submitted to the Government of India earlier such as the 'administrative power', 'the legislative power’ and the ‘financial power,’ outside the Manipur Government. Terming it as HPC and not as ‘High Level Committee’ (HLC) the UNC leaders said the HPC will be constituted in the next five days’ time. The Naga leaders had held series of meetings last week with the MHA officials in the national capital following which the Central Government decided to set up a HPC.
