Ruling out any possibility of the revival of Parliament, Prime Minister KP Sharma Oli on January 3 said that the midterm elections will take place on the stipulated dates, reports Republica. Oli said "Elections will take place on the scheduled dates. There should not be any confusion on this. The country cannot remain in standstill; it will obviously go for elections." The Election Commission (EC) has amended its rules to formalize the split in the ruling Nepal Communist Party (NCP), reports The Himalayan Times on January 5. Earlier rules didn’t allow the poll panel to recognize a split in a party after announcement of General Elections. After amending its rules, the EC can now decide which faction of the NCP is authentic and which should register with the poll panel under a new name. Spokesperson for the EC Raj Kumar Shrestha said the amendment meant that the EC could hear claims and counter claims of parties’ factions about who should use the original party’s name, flag, and election symbol during the election. According to Shrestha, previous rules prohibited the EC from recognizing a splinter group as a new party even after it submitted signatures of 40 per cent of Central Committee members and the Parliamentary Party.

The Election Commission (EC) on January 11 refused to stop preparation being made for holding the midterm election scheduled for April 30 and May 10, reports Republica. Puspha Kamal Dahal and Madhav Kumar Nepal led-faction of Nepal communist Party (NCP) had asked the election body to stop the preparations being made for holding the elections arguing that cases against the dissolution of Parliament are still sub-judice at the Supreme Court. The EC has maintained that the election body is obliged to make preparation for the election as the election date has already been announced by the Government. “It is our duty to make necessary preparations and we won’t stop it until the apex court orders us to do so. The EC is acting as per the law,” senior officials at the commission said.

In a letter sent to the Election Commission (EC) on January 13, Prime Minister KP Sharma Oli, who is also the chairman of the rival faction of the ruling partyNepal Communist Party (NCP), maintained that the party has not split yet and Pushpa Kamal Dahal is still the second-ranked chairman of the party, reports Republica. Following the dissolution of House of Representatives (HoR) on December 20 the EC sent a letter to both the rival faction – one led by Oli and another by Dahal-Madhav Kumar Nepal - and asked to produce necessary details as per the Political Parties Act 2017 and its bylaws. In his response to the election body, Oli argued that naming Madhav Kumar Nepal as another chairman of the party is irrational as there are already two chairmen in the party. Referring to the decision of Dahal-Nepal faction to relieve Oli from the post of first chairman and pick Nepal as Dahal’s co-chairman, Oli said that there is neither legal ground nor any justifiable reasons for such acts.

The Election Commission (EC) on January 17 urged all political parties to assist in the preparations for the upcoming House of Representatives (HoR) elections scheduled for April 30 and May 10, reports Republica. The EC held discussions with 11 political parties represented in the HoR, provincial assemblies and local level and requested them to update the voter list for the election and assist in determining the polling stations. Representatives of both factions of the Nepal Communist Party (NCP) were present at the meeting. Baburam Dahal from K P Oli-led NCP faction and Rajendra Pandey and Lilamani Pokharel from Pushpa Kamal Dahal-Madhav Kumar Nepal-led factions were present in the meeting. During the discussion, Pandey reminded that they have already applied to the commission to stop the preparations for the HoR election as the hearing on the writ petitions against the dissolution of the Parliament is currently underway in the Supreme Court.

It has been learnt that the Cabinet has decided to hold elections in 40 Districts of Province 2, Gandaki, Lumbini, and Karnali Provinces on April 30 under the first phase while polls in 37 Districts of Province 1, Bagmati, and Sudurpaschim Provinces will be held on May 10.

The Election Commission (EC) on July 5 released a schedule for the November 2021 polls announced by the Government after dissolution of House of Representatives (HoR) on May 21, reports The Himalayan Times. The EC in a press release informed that the first phase of the general elections will be held on November 12, 2021 while the second phase of the election has been scheduled for November 19, 2021. Furthermore, it has been learnt that the registration of the political parties at the commission, a prerequisite for participating in the polls, will commence on July 15 and last till July 30. The EC stated that the final voter identification list will be published on September 8, 2021.

The Election Commission (EC) in a meeting on July 7, formed a five-member bench to settle the intra-party row within the Janata Samajbadi Party (JSP), reports My Republica. The decision of the EC comes after the Upendra Yadav-led faction of the JSP filed an application with the EC to grant recognition to them as the official party as per Clause 44 of the Political Party Act 2073 BS while the Mahantha Thakur-led faction also demanded recognition as the JSP. The dispute between the two factions of the JSP arose after the Thakur-led faction decided to support Prime Minister K. P. Sharma Oli, while the Yadav-led faction opposed the move.

The Election Commission (EC) scrapped registration of 41 political parties, reports My Republica on August 4. With this, there are now 95 political parties in the country. Earlier, 136 political parties were registered at the EC. The EC dismissed 41 political parties after they failed to submit audit reports for three consecutive years. The EC has maintained that Names, Flags and Symbols used by these parties cannot be used by any other political parties for one year. According to EC Spokesperson Raj Kumar Shrestha, the EC has scrapped these political parties and office bearers of their working committee have also faced action. These parties will now need to file Rs 50,000 each. "In order to prevent the central office bearers and members of the dismissed parties from becoming office bearers of other parties for a period until the fine is collected, it has been decided to proceed with the proceedings in accordance with the law only after registering a new party and updating the existing parties," said Shrestha. The EC had earlier sought clarification from 86 political parties failing to submit audit reports for three consecutive years.

The Election Commission (EC) on August 9 updated the record of 35-member executive committee of the Janata Samajbadi Party-Nepal (JSP-N) recognising Upendra Yadav as the only party chair, reports The Himalayan Times. Spokesperson for the EC Raj Kumar Shrestha said Mahantha Thakur was not listed as the party's co-chair among its 35 executive members. JSP-N leader Ram Sahay Yadav said the party had demoted Thakur to a general member after he went against the party's decisions. The EC updated the party's record after the JSP-N made changes to the 51-member executive committee removing supporters of Mahanatha Thakur and Rajendra Mahato. On July 27, the EC gave authenticity to Upendra Yadav-Baburam Bhattarai faction of the party after 34 members of the party's 51-member executive committee supported the faction during the support verification process. Only 16 members of the executive committee had supported the Thakur-Mahato faction.

The Election Commission (EC) on August 25 registered and certified both the breakaway factions of the Communist Party of Nepal-Unified Marxist-Leninist (CPN-UML) and Janata Samajbadi Party-Nepal (JSP-N), reports The Himalayan Times. The two new parties have now been recognised as Communist Party of Nepal-Unified Socialist (CPN-Unified Socialist) and Democratic Socialist Party-Nepal (DSP-N) respectively. 55 Central Committee members, and 30 lawmakers, including seven National Assembly members of the CPN-UML had verified their signatures. The Election Commission (EC) on December 7 announced the election programme for election of National Assembly (NA) members, reports The Himalayan Times. According to the approved schedule, political parties wishing to participate in the election will have to register with the EC from December 16 to 25. The nomination papers of the candidates will be registered on January 4 and the list of registered candidates will be published. Filing of complaints against candidates has been scheduled for January 5, deciding on the nomination papers and complaints on January 6 and 7 and publishing the list of candidates, withdrawing the name of the candidate on January 8, while publishing the final list of candidates will take place on January 9. Voting is scheduled to take place at the designated polling stations from 9:00am to 3:00pm on January 26.
