Meanwhile, 28 constituent parties of the 30-party opposition alliance, except the UCPN-M and MJF-L, at the 30-party meeting on June 8 have strongly objected to the political agreement between the big four political parties, arguing the agreement does not resolve the issue of federalism, reports Republica. Tarai Madhes Democratic Party (TMDP) Vice Chairman Hridayesh Tripathi after the meeting said "If the major parties sign any deal without finalizing the issue of federalism, we would walk out of the alliance and the Constituent Assembly (CA)." Similarly, Sadbhavana Party (SP) Chairman Rajendra Mahato said "Federalism is the major agenda of recent political changes. So we cannot move ahead without deciding the issue of federalism. It would be a political dishonesty." Likewise, Federal Socialist Party (FSP) Chairman Ashok Rai termed the agreement baseless and faceless proposal.

Government on October 2 initiated to amend the constitution, reports The Himalayan Times. The Cabinet decided to direct the Ministry for Law, Justice, Constituent Assembly and Parliamentary Affairs to begin necessary procedure to amend the constitution. The amendment bill to be tabled in the House will guarantee proportional inclusion in the social justice clause of the new constitution and ensure population as the main basis for the delineation of the election constituencies as demanded by the movements of the indigenous nationalities, Madhesis, Dalits and Tharus. Meanwhile, President Ram Baran Yadav on October 2 called parties in the Legislature-Parliament to form a consensual Government within seven days as per Article 298(2) of the Nepal’s Constitution, reports The Himalayan Times. The President issued the call after Prime Minister Sushil Koirala met the Head of the State, requesting him to begin procedures to elect the new prime minister and form a new government as per the new Constitution.

The bill registered by Minister for Law, Justice, Constituent Assembly and Parliamentary Affairs Narahari Acharya seeks amendment to five provisions of Articles 42, 84 and 286 to address the two issues.

Nepal Prime Minister Sushil Koirala on October 10, resigned even as Parliament prepares to elect a new Premier on October 11, after parties failed to forge a consensus amid continued protests and blockade of a key border trade point with India over the country’s new Constitution. Koirala submitted his resignation to President Ram Baran Yadav who accepted it and asked him to conduct daily administrative functions till a new government is formed. As Parliament is all set to vote to elect the new Premier on October 11, Koirala’s resignation is just a formality as he himself is in the race to become Prime Minister again. Koirala has filed his candidacy for the premiership from his Nepali Congress (NC) party. He is running against Communist Party of Nepal - Unified Marxist Leninist (CPN-UML) Chairman K P Sharma Oli.

A meeting of the top leaders of the political parties supporting the formation of the incumbent Government on October 15 has formed an 11-member high-level political coordination committee under the leadership of Unified Communist Party of Nepal-Maoist (UCPN-M) Chairperson Pushpa Kamal Dahal, reports Republica. The meeting held at Office of Prime Minister and Council of Ministers (OPMCM) in Kathmandu. The committee comprises Jhalnath Khanal, Madhav Kumar Nepal and Bidhya Devi Bhandari from Communist Party of Nepal-Unified Marxist Leninist (CPN-UML), Rastriya Prajatantra Party-Nepal (RPP-N) Chairperson Kamal Thapa, Madhesi Janadhikar Forum-Democratic (MJF-D) Chairperson Bijay Kumar Gachhadar, Communist Party of Nepal-Marxist Leninist (CPN-ML) general secretary CP Mainali, Rastriya Janamorcha (RJ) Chairperson Chitra Bahadur KC and Nepal Workers' and Peasants' Party (NWPP) Chairperson Narayan Man Bijukchhe, among others. Representatives from other political parties in coalition Government are yet to be finalized. Nepali Congress (NC) General Secretary Krishna Prasad Sitaula on October 20 said that if there were any defects in the new constitution it could be corrected through political consensus, reports Republica. Sitaula claimed that the constitution had addressed the rights of all the communities. As the constitution is progressive the reasonable demands can be incorporated through amendment, Sitaula added. He further said the federal modality, provision on citizenship and the form of governance were the best.
