Senior Maoist leader Baburam Bhattarai has said that the Maoists will launch a new revolution if they lose the forthcoming Constituent Assembly election, reports Nepal News. Addressing an election rally in the Bhachhek village of Gorkha district, Bhattarai said "If we lose, there will be a new type of revolution," without elaborating. He also said that no other political party can address the agenda raised by them. "To fulfill the agenda raised by Maoists, we must win the election. There is no question of losing it," Bhattarai said.

The Communist Party of Nepal-Maoist (CPN-Maoist) made public its election manifesto for the Constituent Assembly polls on March 7, reports Himalayan Times. Maoist chairman Prachanda unveiled the manifesto with the theme “New Ideology and New Leadership for a New Nepal.” The manifesto proposes a three-tier political structure - centre, autonomous federal states and local bodies - with specific rights and responsibility among them. The party has proposed 11 autonomous federal states and two other sub-states within them keeping in mind the country’s ethnic composition, geographical contiguity, linguistic base and economic viability. Within the Madhes autonomous state, three sub-states - Mithila, Bhojpura and Awadh - have also been proposed on linguistic basis. There shall be a bicameral legislature at the centre and unicameral legislature in federal states. The president shall act as head of state, commander-in-chief of the national army and the chief executive. The Prime Minister shall bear the responsibility of the government and its daily administration. There shall be a governor and a chief minister in each of the federal autonomous states.

The United Nations (UN) Electoral Expert Monitoring Team (EEMT), established under the mandate of the Security Council, arrived in Nepal on its fourth visit, reports Nepal News. According to United Nations Mission in Nepal (UNMIN), three of the five-member EEMT team has arrived in Kathmandu for a three-week visit to hold a wide range of meetings with national as well as international actors to gather information and listen to their views related to the electoral process. In addition to meetings in the capital, members of the EEMT will travel to different regions to meet with local actors, the statement said. The experts are appointed directly by the Secretary-General and are responsible for assessing the Constituent Assembly (CA) electoral process on a regular basis in order to determine whether it is proceeding in a manner that will lead to a result that accurately reflects the will of the Nepalis. The EEMT reports to the Secretary-General, who shares its reports with the government of Nepal and the Election Commission.

According to reports, most of the Maoist People’s Liberation Army (PLA) fighters from the the Dashrathpur (Surkhet)-based sixth division have taken home leave, flouting the stipulation that states that not more than 10 percent of them can take home leave at a time. These fighters are reportedly campaigning for the Maoist candidates. Division commander Pratik, whose wife Jun Kumari Rokaya is contesting the CA polls as a Maoist candidate in Rukum district, was also on leave to campaign for her. This division with four brigades has 3,800 militias. Joint commander Dipak acknowledged that the PLA fighters are canvassing. He said, "Our comrades are pursuing voters in the villages and urging them to vote for the best. Nothing is wrong with that." He, however, denied that they had instructions from the party high command to do so.

Locals of Arkhala, Bharatipur, Jaubari, Mithukaram, Ruchang, Dedgaon and other villages in the northern part of the district blamed the YCL of threatening them to vote for the Maoists or face torture and even forceful eviction from the villages. They said the Maoists have warned that they would torture the villagers more than what they had done during the 12-year-long armed struggle if they opted not to vote for the Maoists. The Nawalparasi district election office also urged the political parties not to launch any activity which might prevent citizens from casting votes. Voting for the 601-member Constituent Assembly (CA) began in Nepal on April 10 (today) with 17.6 million registered voters to cast their ballots to elect their representatives, reports Nepal News. Each voter will be casting two ballots each - one under First-Past-The-Post (FPTP) and another under Proportional Representation (PR) categories. Of the total 601 members of the CA, 240 will be elected in direct elections from 240 constituencies while 335 will be elected from among nationwide votes on PR basis. The remaining 26 members will be nominated by the cabinet. A total of 55 parties are taking part in the CA election. There are 3970 candidates are in the fray for FPTP election while in the PR categories, there are 5701 candidates, including one half of women, nearly two thousand Madheshis, over 600 Dalits (lower caste Hindus), over 2000 Janajatis, nearly 200 from backward regions and over 1700 from other groups.

Voting for the Constituent Assembly elections concluded on April 10 with approximately 60 percent of the electorate exercising their franchise, according to Nepal News. Addressing a press conference after the voting ended, the Chief Election Commissioner Bhoj Raj Pokharel described the polls as a success and said, "The total turnout of the voters is estimated to be around 60 per cent. However, the EC (Election Commission) is yet to confirm it until the information from all the constituencies are received." Pokharel informed the media that polling has been suspended in 33 polling stations and said that the EC will soon decide the re-polling date for those stations. Voting was held peacefully in the Terai and eastern districts like Morang, Sunsari, Bara, Parsa, Rautahat and Jhapa while it has been postponed in nearly two dozen stations in Chitwan, Siraha, Saptari and Mahottari districts. The EC has postponed polling in seven stations in the Saptari district. According to The Hindu, three persons died — one of them an independent candidate — in election related violence.

The counting of votes under the Proportional Representation (PR) system has been completed, Nepal News reported .The CPN-Maoist lead the tally with 3144202 votes out of the total 10739088 votes cast - 29.27 percent of vote share. The NC and the UML are in second and third positions, respectively, bagging 2269863 (21 percent) and 2183370 votes (20.33 percent). The Madheshi Janadhikar Forum (MJF) and Terai Madhes Loktantrik Party are in fourth and fifth positions, respectively, wining 678327 (6.31 percent) and 338930 votes (3.15 percent). The Rastriya Prajatantra Party is in sixth position with 263431 votes. The Election Commission has said that it would apply the Modified Saint Logue system to calculate exact number of seats won by these parties based on votes they have garnered. However, rough estimates suggest that the Maoists could secure around 100 seats. There are 335 seats under PR category and approximately around 30000 votes will account for one seat.

Constituent Assembly (CA) acting chairman K.B Gurung announced in the CA meeting that Yadav had been elected President by winning a simple majority. Yadav bagged 308 votes while his rival Ram Raja Prasad Singh, who was supported by the CPN-Maoist, ended up with 282 votes. Yadav was supported by the CPN-UML, Madheshi Janadhikar Forum (MJF), CPN-ML, Rastriya Prajatantra Party, Nepal Workers and Peasants Party, CPN-United, Rastriya Janamorcha, Rastriya Janashakti Party and a few other small parties. A total of 590 votes were cast in the run-off poll on July 21 which was conducted as none of the candidates had reached the required number of 298 in the July 19 election in which the MJF candidate Parmananda Jha was elected Vice President. Prachanda, chairman of the Communist Party of Nepal-Maoist (CPN-Maoist), was elected the first Prime Minister of the Federal Democratic Republic of Nepal on August 15 by a huge majority. In the election in the Constituent Assembly (CA), he won 464 votes against his rival, Sher Bahadur Deuba of the Nepali Congress, who got only 113 out of the 577 votes cast. Though the CA comprises 601 members, 594 are valid voters. The seats of six members, who had won from two constituencies in the CA elections, were reduced to one each. One member is still to be sworn in. The remaining 17 did not take part in the prime ministerial election. The two major parties, Communist Party of Nepal-Unified-Marxist-Leninist (CPN-UML) and Madhesi Janadhikar Forum (MJF) on August 14 had reached an agreement to support Prachanda’s candidacy, which was later backed by the smaller parties. The poll result was announced by CA Chairman Subash Nembang. "The proposal in favour of Pushpa Kamal Dahal [Prachanda] as the Prime Minister was supported by 464 votes," Nembang said, adding "So, I announce his win as the Prime Minister."

The election will take place on August 15 (today)-afternoon at 1 pm (NST) at Constituent Assembly where any candidate bagging the halfway mark or 298 seats can lay claim to the coveted post. The Maoist chief commands support from 227 members of his party; 108 members of the Communist Party of Nepal-Unified Marxist Leninist (CPN-UML), 52 members of Madhesi Janadhikar Forum (MJF) and eight members of People's Front (PF). In total, he will have the support of almost two-third majority. His only opponent in the election is Sher Bahadur Deuba of the Nepali Congress (NC). Kantipuronline reports that the Maoists, CPN-UML and MJF have agreed to allocate nine ministerial portfolios to Maoists; six to CPN-UML and four to MJF with other smaller parties getting their share. It adds that Maoists will bag Defense, the CPN-UML will get Home and MJF will get Foreign Affairs portfolio. Understandings on other portfolios are yet to be reached.
