The meeting was held with an objective of accelerating works related to federalism, said Deputy Prime Minister and Minister for Defense Bhim Rawal. Dahal reached the EC office along with Minister for Federal Affairs and Local Development Hitraj Pandey and Minister for Physical Infrastructure and Transport Ramesh Lekhak in order to instruct the constitutional body for timely preparations for local, provincial and federal polls. Ruling coalition partner Rastriya Prajatantra Party (RPP) has stated that some of the provisions in the Constitution amendment bill are against the national interest and urged the Government to put the bill on hold, reports My Republica. A meeting of the party's central executive committee, on December 5, concluded that some of the provisions of the bill are against national interest. "The changes made in the provincial delineation are mostly against national interest. Likewise, the proposed provision on language of official business is also equally objectionable," said Rajaram Shrestha, a member of the party's central executive committee.Along with the argument, RPP, whose partnership is crucial for the ruling coalition to garner two-thirds majority in favor of the bill, asked the Government to put the bill on hold for now saying that the people from Province 5 are protesting against it and even the Madhes-based political parties are dissatisfied with the bill.The party has asked the Government to initiate fresh discussions within the parties in parliament and create an environment for developing new understanding and consensus among the political forces.Meanwhile, the Communist Party of Nepal-Unified Marxist Leninist (CPN-UML) has decided to intensify the ongoing agitation against the Constitution amendment bill registered by the Government at the Legislature-Parliament, reports My Republica. The standing committee meeting of the party held at Chairman KP Sharma Oli's residence, Balkot, reiterated the importance of taking the agitation nationwide, said party Vice-Chairman Bam Dev Gautam. Informing media about the meeting, CPN-UML Spokesperson Yogesh Bhattarai said the protest against Government's plan to amend the Constitution would be widened across the country, taking the agitations to all seven provinces.According to him, the date for the massive demonstrations in the provinces would be fixed later. Government's atrocity against protest would be debunked, he added, condemning the vandalism at party offices and at leaders' residence and interference in the programmes in different Districts.

Major three political parties [Communist Party of Nepal-Maoist Centre (CPN-Maoist Center) and Nepali Congress (NC); and the main opposition Communist Party of Nepal-Unified Marxist Leninist (CPN-UML)], have agreed to hold local elections under the existing structures, reports My Republica. During the meeting of the chiefs of the three major parties at the Prime Minister (PM)’s official residence in Baluwatar in Kathmandu on December 13, NC President Sher Bahadur Deuba had floated the proposal. CPN-UML Chairman KP Sharma Oli and PM and CPN-Maoist Center Chairman Pushpa Kamal Dahal agreed to the proposal, according to a source. “If possible, let’s opt for the local elections under new structures. UML (CPN-UML) is ready for the polls even under the existing structures,” said the source quoting Oli. The source added that PM Dahal also agreed to the proposal as he is under pressure from the main opposition party to hold the polls at the soonest and disputes on the local-level restructuring. “Local unit restructuring is yet to complete in different districts. In such a condition, we should opt for the polls under the existing structures,” said Deuba at the meeting. By the “national issues”, the leaders meant Constitution amendment, impeachment motion against the Commission for the Investigation of Abuse of Authority Chief Lok Man Singh Karki, elections at three levels, endorsement of election-related laws and delineation of constituencies, according to a statement issued by the Secretariat.Meanwhile, the United Democratic Madhesi Front (UDMF), an alliance of agitating Madhes-based parties, will not accept civic polls without constitution amendment, said Sadbhawana Party Chairman Rajendra Mahato, reports The Himalayan Times on December 14. “We want elections to be held at all three levels local, provincial and parliamentary. However, we will not allow polls to be held before our concerns are addressed by amending the constitution,” Mahato said. The agitating Madhes-based parties have been demanding that federal boundaries be redrawn by amending the Constitution.

Three major parties the Nepali Congress (NC), Communist Party of Nepal-Unified Marxist Leninist (CPN-UML) and Communist Party of Nepal-Maoist Centre (CPN-Maoist Center) on December 28 agreed in principle to announce dates of civic polls under the new structure within a week and hold the polls between April end and mid-May, reports The Himalayan Times. “We have agreed to hold elections at all three levels – local, provincial and parliamentary – by mid-December 2017. We are planning to conduct all polls one month ahead of 21 January 2018 deadline stipulated in the constitution, as it is difficult to hold polls after that due to extreme cold in some places,” said CPN-Maoist Centre’s leader Narayan Kaji Shrestha following a meeting held at the Prime Minister’s Office in Singha Durbar.
