As the first phase of protests launched by the opposition alliance is going to conclude on February 8, leaders from the agitating political parties on February 5 worked out protest programs in Kathmandu for the second stage of demonstrations across the country, reports Myrepublica.com. The alliance of nine opposition parties led by Nepali Congress (NC) and Communist Party of Nepal-Unified Marxist Leninist (CPN-UML) have taken to the street since last month aimed at unseating the present Government and purportedly to foil the ruling coalition´s plan to impose autocratic rule in the country. CPN-UML leader Shankar Pokharel, a member of the taskforce, told "We have worked out the next phase of protests broadly. We will work on the proposal further in detail in the presence of top leaders. The final protest programs will be announced at the mass gathering in Kathmandu on February 5."

UCPN-M wrapped up its seventh General Convention (GC) in Hetauda town of Makwanpur District on February 8, the party re-elected Chairman Pushpa Kamal Dahal aka Prachanda as its Chairman, reports Kantipuronline.com. At the seven-day convention that adopted a strategy of peaceful politics to accomplish a ‘new capitalist revolution,’ Dahal was once again able to consolidate his power with support from the rank and file. The GC also re-elected Baburam Bhattarai and Narayan Kaji Shrestha as the Vice-chairmen and Posta Bahadur Bogati as the General Secretary. PM Bhattarai had proposed Dahal continuing as the chairman, while Deputy Prime Minister Shrestha supported the proposal in the first meeting of the 98-member Central Committee (CC) elected at the GC. The appointments of four office bearers and members of the CC were endorsed through a voice vote in the closed session.

A meeting of the top leaders of four major parties on February 12 could not reach any agreement on the formation of the election Government, reports Nepalnews.com. The opposition parties, Nepali Congress (NC) and Communist Party of Nepal-Unified Marxist Leninist (CPN-UML), have toughened their stance, saying that forming a Government headed by the sitting Chief Justice Khil Raj Regmi will not bode well with the concept of separation of power. NC and CPN-UML negotiators argued that making the same person as the chief of both the executive and the judiciary will be against the fundamental principles of separation of powers. Opposition parties instead suggested that they could accept Regmi as the new Prime Minister if he resigns as the Chief Justice.

Twenty-one fringe parties held a meeting at the International Convention Centre and passed a three-point resolution saying that they would not support formation of any new Government that challenges the principle of separation of powers. The first reason is that leaders of the four are divided over certain issues and 21 fringe parties that represented in the erstwhile Constituent Assembly (CA) plus seven other political parties have protested the idea of an election Government. These parties have asked the stakeholders to seek resolution of current problems with the consent of all the parties that represented in the dissolved CA. We will start registering new parties from April 30 for a month.” As per the existing provision, EC can give political parties a deadline of maximum one month for registration for the purpose of contesting election. Altogether 119 political parties have registered at EC so far. According to EC, 54 political parties had contested the CA elections in 2008 and 25 parties were elected. Dahal said, "It is sad and unfortunate that the same parties that signed the 11-point agreement and 25-point ordinance should be looking for an alternative to the current government." This is not the time to be looking for an alternative to the Regmi-led government, but a time to cooperate among each other for fixing the date for fresh elections, he added. Dahal claimed that a date for the Constituent Assembly (CA) election would be announced on May 29 (today) so that the poll could be held in the third week of November. "An agreement has been reached with the chairman to hold the fresh CA election by that time," he said, referring to his meeting with Chairman of the Interim Election Council Khil Raj Regmi earlier in the day. Dahal said he found the government working seriously towards announcing the date for the fresh election. "Once the poll date is announced, an environment for election will be created automatically," he further said, adding that a date for the fresh election would be announced at the earliest. Dahal also said that though the UCPN-M does not have any reservations even if a 10 percent threshold is mandated for election under the proportional representation system, his party opposes any such threshold with a view to ensuring adequate representation of the smaller parties. According to the two-month long election program for PR system, the EC will publish name list of parties contesting PR election on September 24. Parties can withdraw their nominations, if they so wish, on September 25. On September 26, the final list of parties contesting under PR sytem will be made public. Parties can submit the closed lists of their candidates on September 27 and amended closed lists on October 5. SLMM agreed to overtures made by major parties to participate in Constituent Assembly (CA) elections scheduled for November 19 following a 6-point agreement between the High Level Political Committee (HLPC) and SLMM. As per the 6-point agreement, the key constituents of HLPC will be increased by including SLMM and other major parties that have agreed to participate in the upcoming elections, Election Commission (EC) would be requested to provide window period of two more weeks for registration of voter registration, and 42 percent seats would be allotted for direct and 58 percent seats will be allotted for proportional electoral system respectively. The Government on September 22 proposed to form a four-tier security mechanism for the upcoming Constituent Assembly (CA) elections scheduled for November 19, reports Republica. The Home Minister, Home Secretary and top officials of all four security agencies - Nepal Army (NA), Armed Police Force (APF), Nepal Police and National Investigation Department (NID) - briefed the Election Commission (EC) about the integrated security plan for the elections. According to the integrated security plan prepared by the Government, around 62,000 Nepal Army personnel will be deployed as backup force during the CA polls. Similarly, 54,000 personnel from Nepal Police, 22,000 from APF and over 44,000 temporary personnel will be used for election security. A special bench of Justice Susheela Karki, Girish Chandra Lal, and Prakash Wosti issued an order to this effect in response to a writ petition filed at the SC against the Prime Minister’s Office and the EC demanding that the murder convicts as well as those against whom charges of heinous crimes have been framed by a court of law be debarred from contesting the Constituent Assembly (CA) polls. The SC also scrapped the September 23 stay order by SC Justice Tarka Raj Bhatta that effectively allowed murder convicts to contest elections. The EC had invited the lowest bidder Jagadamba Press, which quoted the lowest bid at Rs 4.91 per card, to sign a Memorandum of Understanding (MoU) on October 15. The EC’s plan to award the bid after the due process went haywire when some “external forces” pressed the secretariat of the EC to award another bidder, Sama Printers that ranked fifth in the financial evaluation. Sama Printers proposed to print an ID card at the rate of Rs. 8.40, while Jagadamba Press proposed to print for less than half the price (Rs 4.91). The other bidders are Silmo, which proposed to print the cards at the rate of Rs 6.1, Omni (Rs 7.40), Arol (Rs 7.48), and Saugal Trading (Rs 9.23). A source at the EC said “We had to drop the entire project of printing voter ID cards as we could not go against the procurement law and award other than the top ranked bidder. Now, the EC is not in position to print and distribute the voter ID cards. Instead invitation letters will be distributed to all the voters, requesting them to participate in the elections.” EC sources also said they had to cancel the voter ID plan, considering serious consequences in the event biometric details of 12.3 million voters were to be provided to a printing press which was not the best in the technical and financial evaluation.

Eva Joly, however, noted, “Several incidents of a violent nature took place throughout the campaign period. However, this did not have a significant impact on the unfolding of the campaign.” Daniel von der Stoep, Head of the delegation of Members of the European Parliament, which joined the EOM for Election Day, said, “Nepal has a second chance now to agree on a Constitution, and we urge the new Assembly to quickly grasp this chance. Following the establishment and agreement upon a balanced and inclusive Constitution, it will be equally important that the new government authorities turn words into action by thoroughly implementing it.” The EOM arrived in Nepal on October 4, 2013, and deployed throughout the country 112 observers from 27 EU Member States, Norway and Switzerland. The EOM will remain in the country to observe counting and tabulation of results as well as possible complaints and appeals. The commission took the decision to this effect after PR votes were verified by EC officials. According to the EC, a total of 9,463,862 votes were valid under the PR electoral system. As per the provision related to inclusiveness under the PR electoral system, the political parties that will have 30 percent PR seats should send males and women members each 50 percent. Communist Party of Nepal-Unified Marxists Leninist (CPN-UML) senior leader Madhav Kumar Nepal speaking with journalists in Kathmandu on December 17 said that one year from here on is sufficient to draft and enact a new constitution, reports Nepal News. He said his and other parties are making efforts to bring the disgruntled parties on board the constitution making process. "We will be highly flexible for consensus," he said. Commenting on the new extension of one week to submit the Proportionate Representation (PR) list to the Election Commission, Nepal said it will help create conducive environment for consensus among parties. "Our party is ready to submit the list of PR nominees at any time. To facilitate the process, UML central committee has delegated this task to the Standing Committee," he said.

The FSP took a decision to this effect in a meeting of standing committee held at the party's central office in Kathmandu on December 18. "We will finalize the names of our Proportionate Representation (PR) members in a couple of days after holding internal meetings," said the party's spokesperson, Ajambar Kangmang Rai. He said political transition that is getting prolonged unexpectedly will have a negative impact on every aspect of the society, reports Nepal News. Chairperson Regmi, however, said that the ongoing discussions at the political level on the constitutional and political matters would come to a positive conclusion soon. Nepali Congress (NC) and CPN-UML have agreed to the first proposal of UCPN-M but are undecided about their idea of holding fresh polls within a year of the promulgation of the new constitution, as the CA’s term is four years. This is the third time the election body extended the deadline for the same. An EC press release said, “A decision to extend the deadline to submit the names of PR candidates has been taken after eight political parties on December 24 made a written request to this effect for one last time.” However, Chief Election Commissioner Neel Kantha Uprety told that extending the deadline to submit the names of PR candidates was ‘against voters’ aspirations’ and that parties ‘must not seek repeated extension of the deadline’. “We have completed everything from our end. The people have mandated political parties to debate their issues and manage their contradictions in the CA, not to while away their time outside the CA,” Uprety added.

With only four days left for the parties to submit their list of candidates for the Proportional Representation (PR), parties have intensified talks to finalize their nominations, reports Nepal News. A meeting of the Nepali Congress (NC) leaders on December 26 at party president Sushil Koirala's residence in Maharajgunj village in Kapilvastu District ended without an agreement to nominate 91 PR candidates. Communist Party of Nepal-Unified Marxists Leninist (CPN-UML) headed off to Gokarna Resort in Kathmandu on December 25 to select its 84 PR candidates. Unified Communist Party of Nepal-Maoist (UCPN-M) held an informal meeting at the party’s office in Kathmandu on December 26. Speaking to the press after the meeting, party spokesperson Agni Sapkota said that the party will define a number of central committee members in the list and other will be selection on competition basis for the PR seats. UCPN-M has won 54 seats in the PR category.
