Communist Party of India-Maoist (CPI-Maoist) cadres reportedly abducted a youth, identified as Sanjay Tati, and killed him after branding him a ‘police informer’ in Bijapur District of Chhattisgarh on January 1, reports The Times of India. Tati (25), was a resident of Tarem Police Station area, was found lying on the Road Rehabilitation Project (RRP)-I Awapalli-Jagargunda road. Bijapur, Superintendent of Police (SP), Anjaneya Varshney said that some Maoists abducted Sanjay from Kursampara village on December 31. The Jagargunda area committee of CPI (Maoist) claimed responsibility for the incident, SP, Varshney said, the Maoists also dropped pamphlets near the dead body branding him as a ‘police informer’, adds Hindustan Times.

A large quantity of explosives suspected to have been kept hidden by the Communist Party of India-Maoist (CPI-Maoist) were seized by security personnel in Dumka District of Jharkhand on January 15, reports The Print. Superintendent of Police (SP), Ambar Lakra said acting on a tip-off a massive search operation was jointly conducted by Sashastra Seema Bal (SSB) and District Armed Police (DAP) on January 15 and the explosives hidden underneath the soil in Karkatta pahad was seized. The seized explosives included 200 gelatine pieces, 411 pieces of detonators, codex wire, 18 pieces of People’s Liberation Guerilla Army (PLGA) badges, 31 pieces Mao badges, and 27 number ‘Naya Prabhat’ (naxal book), SP said. Police have registered a case under relevant sections of IPC, UPA Act, and Explosive Substances Act, the SP added.

Four cadres of the Tritiya Sammelan Prastuti Committee (TSPC), a splinter group of the Communist Party of India-Maoist (CPI-Maoist), were arrested from Tandwa block under Simaria subdivision in Chatra District of Jharkhand on January 15, reports newsnationtv.com. The arrested militants identified as Santosh Ram from Simaria, Shiv Shankar Bharti from Tandwa, Nandlal Bharti from Simaria and Mohammad Noman from Badhar, are residents of Rajpur Police Station area, were trying to collect ‘levy’ (extortion money) by spreading terror in Koyalanchal area in Chatra and Hazaribagh District. A few days ago, the arrested cadres had demanded a ‘levy’ of INR 10 million over the phone from the LNT company operating in Hazaribagh, and the company officials were warned of dire consequences for not paying the ‘levy’. Apart from this, an attempt was also made by these extremists to spread terror by pasting posters of extremist organization TSPC in other areas including Tandwa and Simaria of Chatra and Keredari Police Station area of Hazaribagh District. Superintendent of Police (SP) Rakesh Ranjan had formed a special team launched a special campaign against the militants and arrested them red-handed while pasting the poster of the organization. Two motorcycles of the Naxalites used for pasting posters, nine mobile phones of different companies used for demanding ‘levy’, 525 posters of TSPC and laptop of printing press used for designing posters have been recovered from their possession.

Huge Communist Party of India-Maoist (CPI-Maoist) dump was recovered during a combing operation by Security Forces (SFs) in Kalahandi District of Odisha on February 2, reports Kalinga TV. A team of the Central Reserve Police Force (CRPF) was conducting a combing operation in Bhuruti Forest under Narla Police limits of the District, and during the raid, the SFs busted the Maoist camp and seized two guns and other items belonging to the red rebels. The seized items include one Bharmar, 11 Electric detonators, one Gun Power, one Maoist banner, Naxal [Left Wing Extremism, LWE] literature, Electric wire, one electric extension board, four batteries, two Mosquito nets, two Water bottles, one Black polythene, one Axe, two torchlights, one pair of Shoe, one pair of Slipper, Civil clothes and Medicines including syringes and needles. The National Investigation Agency (NIA), on February 6, arrested one more person identified as Irshad alias Belal from Jitaura village in Motihari in East Champaran District of Bihar, reports India Today. The suspect was arrested for his active involvement in the Popular Front of India (PFI)’s criminal conspiracy to spread communal hatred. As per the agency, Irshad had attended training classes held under the garb of physical education at Ahmad Palace, Phulwari Sharif and Patna. He was also associated with the PFI’s training centres and activities. A printed PFI banner and two iron swords have been recovered from a hideout in the village of Parsauni in Muzaffarpur District. Earlier, South Asia Terrorism Portal (SATP) had reported the arrest incident, the NIA, on February 4, had arrested three suspected activists of the PFI in Motihari in connection with the case. The arrests were made after the NIA carried out raids on eight locations based on a suspected terror module that was hatched by the PFI.

According to the Police, handwritten posters were put up and several pamphlets bearing the threat were scattered in the Goh area of Aurangabad District. The posters demanded a canal in the area and prohibited Sushil from venturing out into the district. They also alleged that Ranvijay, who is a former MLA, was of feudal mentality and would be bombed in his office. While Sushil was busy attending the ongoing budget session of Parliament in Delhi and did not respond to calls made to him, Ranvijay said that he was not afraid of any such threat. “I have been fighting against the Maoists for over four decades. Sandeep of Chennapuram village in the Mandal joined the Maoists in 2017 as 'militia' (people's army of the Maoists) member. Since October 2022 he has been working as the Sabari LOS ‘commander’ and carries a Self-Loading Rifle (SLR) weapon. He was involved in the abduction and murder of Kurnapalli deputy Sarpanch (head of the Panchayat, village level local self-Government institution) in Cherla Mandal in August 2022. He was also involved in the murder of Mandal Parishad Territorial Candidate (MPTC) member N Srinivas in July 2019, killing of 17 Central Reserve Police Force (CRPF) personnels in an ambush under Chintaguppa Police Station limits in March 2020 and killing of 24 CRPF personnels at Tekulagudem under Tarrem Police Station limits in Chhattisgarh State in April 2021. During interrogation Sandeep confessed to Police that he tried to surrender to Police many times but the Maoist leaders forced him to commit crimes. There were 27 cases booked against him in Telangana, seven cases in Andhra Pradesh and eight cases in Chhattisgarh State.

According to reports, Maoists went to Mallik's house, forcibly took him away to a nearby jungle and slit his throat. Before leaving, the Maoists left a leaflet near the body saying that the Nabarangpur Superintendent of Police (SP), the Chhattisgarh Police and the Intelligence Department were responsible for the death. In some posters the Maoists have named some villagers claiming they have been helping the Police by leaking information on the rebels’ movements, the others warned the villagers of turning informers. One of the posters found outside a house read, “Budhuram Goud of Garjanpani village will be given death punishment. From 2021 until now he has been working with the Police as an SPO (Special Police Officer). He has formed a network to track the activities of the Maoists with the help of his team. He is also getting a remuneration of more than Rs 3,000 every month.” The poster further read, “He (Budhuram) was frequently moving around with CRPF [Central Reserve Police Force] jawans and helped them in launching operations in the forest. He is also responsible for forming a network in every nearby village. We have been warning people to not become police informers for money. Several posters containing the warning of the Maoists surfaced in Haladi, Hatigaon, Kurabeda, Nakatisamada, Mundibeda, Gona and Kundei area of Raighar on March 5, and in the posters, the Maoists claimed that the Indian government had rehabilitated several Bengali people in Raighar area by providing them land deeds. However, the government is yet to provide land deeds to the tribal people, alleged the Maoists. “The tribals should not hand over their landed properties to Bengali people for agriculture and other purposes,” said the posters. Certain legislations have been passed in 2006 to provide land deeds to tribal people residing near the forests. However, many tribal people have not been provided the land deeds yet, alleged the Maoist posters. CPI-Maoist ‘secretary’ for Bhadradri-Kothagudem and Alluri Sitharamaraju District, Azad, wrote a letter alleging that CPI leader Ravulapalli Ramprasad, Bogala Srinivas Reddy of Congress, Telugu Desam Party (TDP) leader Kodali Srinivas, and Bhadrachalam Mandal Revenue Officer (MRO) Srinivas encroached 4.15 acres of government land in survey No. 111/5 at ITDA Bhadrachalam. Alleging that Ravulapalli Ramprasad encroached a total of six acres of private land, of which three acres belonged to Vasireddy Duragaiah of Bhadrachalam and the rest was owned by Christian organisations, Azad said that Ramprasad registered the encroached land as a patta with the help of government officials and local Congress Member of the Legislative Assembly (MLA) Podem Veeraiah. A press release by the office of Gadchiroli Superintendent of Police (SP) stated that in the lead-up to an ongoing planned agitation in the Todgatta region, Naxalites [Left Wing Extremism, LWE] had threatened the local population to join. They had strategically distributed pamphlets to instigate local villagers to support their cause and to oppose the road work and other developmental work on the false pretext of starting of Damkodwahi mining operation. As per the input, a large congregation of Naxalites was present near Todgatta to intimidate villagers, and they were planning a largescale ambush and attack on operating Police parties, the release said. Acting on the input, Gadchiroli Police's C60 anti-Naxal squad launched an operation in the Abujhmad Forest bordering Chhattisgarh. During the operation, they came under indiscriminate fire from a group of 60 to 70 Naxalites hiding in the Hiker Forest who used Barrel Grenade Launcher (BGL) and other weapons. The C-60 commandos retaliated and engaged Naxalites for approximately an hour. Eventually, the Naxalites managed to flee into the dense forest. A huge cache of weapons, including one .303 rifle, bharmar gun, country-made pistol, three magazines, 31 bullets, cash Rs 38,000, medicines, one branded tablet, Maoist literature and other materials were recovered from the hillock where the encounter happened for almost an hour.

The Communist Party of India-Maoist (CPI-Maoist) have reportedly put-up posters in forest areas between Ukwa and Banjari criticising the implementation of Panchayats (Extension to Scheduled Areas) (PESA) Act in Madhya Pradesh in Balaghat District on May 14, reports The Times of India. In the posters, the rebels have criticised both the state and union government. The Maoists had alleged that PESA Act will leave several tribals displaced and this fact has been concealed by the government. Security Forces (SFs) averted a major attack by defusing an Improvised Explosive Device (IED) planted by cadres of the Communist Party of India-Maoist (CPI-Maoist) in a forest area near Kichatpadar under Sadar Police limits in Kalahandi District of Odisha on May 15, reports pragativadi.com. The IED planted by Maoists on Bhawanipatna-Thuamul Rampur-Kashipur Road, which was blocked with felled trees, was defused by the SFs to clear the road. Maoist posters were also found at the spot. Maoists are suspected to have planted this landmine to target security personnel during their bandh (general shut down strike) call in Rayagada, Ganjam, Kandhamal, Kalahandi, Boudh, Nayagarh and Gajapati Districts on May 15. The rebels had also released an audio tape regarding this bandh call. “A major incident was averted. As per the information received, the banner has been hung up near the Gaytapara village under Orchha Police Station limits in which the local area committee of the Maoists have warned the local representatives to chop off their hands and feet if they continue to support the construction work of a proposed mine in the area. In the banner by the Gaytapara area committee of the CPI-Maoist, the Maoists have alleged the Sarpanch (head of the Panchayat, village level local self-Government institution) and the Upa (deputy) Sarpanch of Besmeta village for supporting the proposed mine. It is pertinent to mention here that three Maoist cadres - Lalit alias Rajkamal, Ritu alias Poja and Sandesh alias Lakhu - were killed in an encounter with security personnel of the State Intelligence Wing (SIW) in Taprenga in Kalahandi District on May 9, 2023. Two carbines, a revolver, a carbine magazine, 111 live cartridges, five pamphlets of CPI-Maoist and four android mobile phones were seized, a statement by the Police said. The five were allegedly involved in setting two tractors and one excavator on fire in the Serendag Police Station area on March 27 and June 5 respectively. During the raid in the Adhaura Forest area, the Police recovered ready and semi-made firearms, equipment and material used in manufacturing guns, pistols and bullets along with Maoist pamphlets, incriminating literature and receipt books, officials said. The three arrested accused identified as Ramsurat Singh, Vijay Shankar Singh and Ayodhya Singh – confessed to manufacturing firearms for Maoists and repairing their weapons for over two decades. SFs had received a tip-off about the presence of rebels belonging to the Kerlapal Area Committee under the Darbha Division of the Maoists, including leaders like Chaitu, Barse Deva, and Jagdish, in the hilly forests of Gogunda, Simel, and Gatta Pal villages, said Dantewada Additional Superintendent of Police (ASP) R K Barman. A District Reserve Guard (DRG) team spotted a Maoist camp on a hill near Simel, and when the SFs were trying to encircle it, a gunfight broke out, Barman said. However, the Maoists soon fled from the spot, he said, adding that ammunition, substantial quantities of food materials, and items of daily use, along with Maoist literature, were seized from the camps. Another Maoist training camp was also found on a hill between Gatta Pal and Paria villages, and the DRG team neutralised it. "The camp was spread over an area of two acres and could accommodate 80–100 Naxals. The arrested are Kadari Yadagiri, Kalakota Prabhakar, Shivarathri Pavan Kalyan, and Elmakanti Mahesh; all of them are from Theegaram village in Jangaon District, according to a press note. During interrogation, the accused revealed that they were working as couriers for the CPI-Maoist group. They were tasked with delivering the explosives and literature to top Maoist leader Bade Chokka Rao alias Damodar. An exchange of fire between the cadres of the Communist Party of India-Maoist (CPI-Maoist) and the District Reserve Guards (DRG) team of Police was reported from the forest area near Gumjheer and Marmakonari village under Amabeda Police Station limits in Kanker District of Chhattisgarh on November 24, reports patrika.com. Acting on the information that 12 Maoists, along with Prasad, in charge of the Kuemari Area Committee, were hiding in the forest area near Marmakonari village, the DRG team launched the search operation. The Maoists hiding in the area, on seeing the security team, opened indiscriminate fire on the Police force. The joint team also started retaliatory firings. The encounter continued for about an hour on both sides, and later on, the Maoists managed to escape by taking cover in the forest. However, there is no news of any casualties for any soldier in this encounter. During the search of the area, the soldiers recovered a huge amount of Maoist literature, clothes, items of daily use, medicines, HE bombs, and other Maoist items, including a live rocket launcher in the forest. It is being estimated from the materials found at the incident site that the Maoists had made Marmakonari Forest their temporary camp. According to the recovered utensils, the Maoist team had woken up after cooking the food and became alert after seeing the police team. The remaining quantity of rice was left in the vessel. The mills were storing water in jars for use there. Only after the arrival of the team will it be fully revealed which Maoist literature and other items are included in the seizure. The Maoists were using solar panels to spend the night in the forest. A wire-wrapped solar panel was also found among the seized material. Similarly, green vegetables were also found, which the Maoists were carrying. Based on the material found, the Maoists might have been planning to stay there for a week and plan some major incidents.

The ‘secretary’ of the Maoists' West Bastar Divisional Committee, Mohan, has allegedly accused in a press note that Bijapur PG College student leader Rakesh Tati and deputy student leader Arjun Aganpalli threatened the professor and students to follow their diktats. Maoists also levelled serious allegations against both the student leaders, alleging that they compelled the students to remain outside of their hostel. They were forcefully driven out. Police identified the Maoist couple as Donga Gangadhar Rao alias Narsanna alias Bakkanna alias Vengo Dada (80), a ‘central committee member, CMC’ in the CPI-Maoist technical department, and his wife Bhavani alias Sujata alias Shayamala alias Laxmi (60), a ‘divisional committee member, DCM’ of the outfit’s Dandakaranya Special Zonal Committee (DKSZC). Police said that Rao had studied polytechnic in Visakhapatnam, Andhra Pradesh, in 1969 and moved to Hyderabad for a livelihood. He had worked at a private company in the city during which he got attracted to Naxal [Left Wing extremism, LWE] ideology and subsequently joined the then Peoples’ War Group (PWG) outfit in 1980. He had gone underground in 2000. The CPI-Maoist ‘central committee (CC)’ entrusted him with the responsibility of the technical department involved in the task of manufacturing weapons and explosives, the Police added. The couple had been staying in Indaram under a false identity for the last 10 months. They allegedly purchased land and constructed a small house in the village using fake Aadhaar and PAN cards. The couple had been tasked with strengthening the Maoist urban network, motivating youth to join the outfit, and carrying out disruptive activities at the behest of some senior Maoist leaders. A case has been registered under Section 120 (B) r/w 34 Indian Penal Code (IPC) and Sections 10, 13, 18, and 18 (b) of the Unlawful Activities Prevention Act (UAPA) 1967. Two fake Aadhaar and PAN cards, INR 157,900 cash, two mobile phones, electronic gadgets, copies of CPI-Maoist Telangana State second plenary resolutions and other documents were recovered from their possession.

Rayagada Superintendent of Police (SP) Vivekanand Sharma said the four persons were arrested following an investigation into a complaint filed by Paramanand Naik of Dimundi village under Doraguda Police Station in the district. As per the complaint, Naik received a letter on Maoist pad demanding INR 6 million. Later, somebody claiming him to be a Maoist called him over the phone and threatened him with death if he did not pay the extortion money. Following this, he filed the complaint at Doraguda Police Station. After investigating the complaint, the arrested Maoist imposters were identified as Jaswant Naik and Barsha Naik of Mandal village under Kalampur Police limits in Kalahandi District, Ramesh Naik of Maligaon under Kashipur Police Station, and Kalyani of Brajrajnagar in Jharsuguda. A woman Communist Party of India-Maoist (CPI-Maoist) leader, identified as Lakshmi alias Kavitha, succumbed to her injuries at Aralam in the forest area of the Kannur-Wayanad border area of Kerala, reports ETV Bharat on December 29. A set of posters in the name of Maoists claimed that she was seriously injured during the encounter that took place on November 13 at Ayyankunnu in Kannur District, and she later succumbed to her injuries while seeking treatment. The posters also said that the Maoist group is going to take revenge for the death of their female leader.
