On February 1, the Special Task Force of Uttar Pradesh Police claimed to have arrested an agent of the Pakistan’s Inter-Services Intelligence (ISI) from Varanasi when he was passing certain sensitive information to a person on telephone, reports ANI. Several sensitive documents including a map of the Harish Chandra Atomic Research Centre in Allahabad, information about Indian army bases and infrastructure in Uttar Pradesh, documents connected to India's planned purchase of T-90 tanks from Russia and Indian troop movements and counter-militancy operations in Punjab were recovered from him. Police claimed that the agent was involved in such activities since 2001. The accused Javed Akhtar is reported be a resident of Allahabad and two of his brothers are living in Lahore. M. S. Shukla, Inspector of Police, Cantonment Police Station, Varanasi said, "We have all his records. He was talking to someone in Pakistan again and again and giving information. He is an agent of ISI and there are no doubts regarding that."

On February 9, the Sambalpur district police said that they found and removed anti-panchayat (village level body) election material, reportedly circulated by the Communist Party of India-Maoist (CPI-Maoist) cadres. According to Telegraph, A banner saying “Boycott polls and assert your democratic right” spotted at a temple near Bareipani Industrial Estate of Sambalpur town was removed on February 8. Maoist cadres reportedly had also distributed leaflets and posters in the Dasmati Colony, Stationpara, Malipara and Mudipara areas.

According to Kalinga Times, a suspected Communist Party of India-Maoist (CPI-Maoist) cadre was killed in the Malkangiri district on the eve of the three-tier panchayat (local self-government) polls in Orissa on February 12. The incident took place when a police party heading for the Badigata polling booth under Kalimela police station of Malkangiri was attacked by the Maoists from inside the Kurup forests. One of the Maoists was killed as police personnel opened retaliatory fire. Police claimed to have recovered a grenade, explosives, literatures, kit bags and polythene sheets from the encounter site.

Gaya Superintendent of Police Amit Jain said that following an hour-long encounter an SLR, two police rifles stolen earlier, a live bomb, hundreds of rounds of live cartridges, one detonator, a cell phone, two walkie-talkie instruments and literature were recovered from the encounter site. On March 13, five cadres of the Communist Party of India-Maoist (CPI-Maoist), including an area commander, were arrested in Bihar, reports IndiaeNews. While area commander Vijay Ram, was involved in the Jehanabad jailbreak in 2005, was arrested from a village in Jehanabad district, four other extremists were arrested from a village in the Darbhanga district, during a search operation by a special task force (STF) team. Ram had escaped from the jail along with mastermind of Jehanabad jailbreak Ajay Kanu, who was arrested in February 2006 and is currently lodged in Patna's Beur jail. The STF team also recovered arms, ammunition and Maoist literature from their arrested extremists.

Mayurbhanj District Collector, Suresh Vashisth, told The Telegraph that around 10 armed Maoists stormed into the Sarguda forest beat-house in Rairangpur forest division and dragged Rabindranath Patra, out of his house. "Then they set the beat-house on fire and took Patra around half-a-km away before putting a bullet through his head," said Vashisth. Before leaving, the Maoists also put up posters on the trees demanding the "end of oppression" by forest officials, he added. Police said they recovered INR 200, 000 in cash, Maoist literature, a pistol and other incriminating documents from Mithilesh, IANS reported. He reportedly confessed that he had received arms training in Pakistan in 2004 along with other ISI activists under the leadership of Shaheed, a key suspect in the Hyderabad blast. However, it was not clear if Sattar had any role in the blast. The police seized provocative literature and VCDs on jehadi activities from his possession. He was produced in a court which sent him to judicial remand for 15 days.

Police sources told Press Trust of India, "Using a tiffin bomb, an Improvised Explosive Device (IED), the Maoists triggered the blast in wee hours on Friday and exploded the house of Vikram Usendi, a former minister and a current BJP MLA at Pakhanjur, about 210 km from the state capital." Telegraph reports that the arrested include the prime accused in the killing of the Communist Party of India-Marxist-Leninist (CPI-ML) Member of Legislative Assembly Mahendra Singh, Jayant alias Kunal alias Tuddu, who was arrested along with his accomplice Prakash while receiving treatment at Sankara Nethralaya in Chennai, capital of Tamil Nadu. Others were identified as Prayag Mahto alias Prahlad of Nawadih in Bokaro, Basudev Mahto of Madhupur in Girdih and Arup Tuddu of Degagaddha in Nawadih. Pappu Jain, an arms supplier-cum-businessman from Madhupur in the Girdih district, besides two youths of Patna, who are arms dealers, were also arrested during separate raids. Without specifying the circumstances or dates of these arrests, police said that more than INR 950,000 in currency notes, 250 cartridges, two laptops, few cell-phones, Maoist literature and training materials were recovered from Ranchi, Giridih, Patna and bordering areas of Jharkhand and Bihar. On September 19, the state police arrested a top Communist Party of India-Maoist (CPI-Maoist) leader, Tushar Kant Bhattacharya, along with his associate Uma Rai from a rented house at Dujra locality in Patna, reports Patna Daily. Police recovered a huge quantity of Maoist literature, explosives, pen drive and training equipment from Tushar who was staying in Patna for the past two months. According to police officials, Tushar was involved in a number of murder cases in Naxal-affected Karimnagar, Prakasam and Adilabad districts of Andhra Pradesh between 1974 and 1980. Apart from Andhra Pradesh, he was also wanted in connection with several cases in Maharashtra, Uttarakhand, Uttar Pradesh, Bihar, Chhattisgarh and Delhi. At present, Tushar was the underground CPI-Maoist ‘chief’ for Uttarakhand, Uttar Pradesh and North Bihar and also a member of the international department of South Asian forum of Naxalite (left-wing extremist) organisations. On October 5, the Maoists put up several posters on the National Highway-33 and distributed pamphlets in villages sharing borders with the neighbouring States of Orissa and West Bengal seeking public support in order to make the bandh a success. Maoist posters recovered by police a couple of days back stated that they strictly opposed power plants, displacement of tribal population, use of machines in running the National Rural Employment Guarantee Act projects and wanted an increase in the minimum wages of labourers. Meanwhile, the railways have cancelled movements of several passenger trains due to the 24-hour strike. Security was also tightened in the Maoist affected areas.

Later the Maoists ordered the dealer Mrinal Singh to keep his outlet open seven days a week and also cater to villagers who do not possess ration cards. "We know of the incident but can do little till a formal complaint is lodged," said Sunil Chowdhury, sub-divisional police officer. Two Pakistani militants of the Lashkar-e-Toiba (LeT) were shot dead by troops of the Rashtriya Rifles and police in an encounter at village Seri Chowanan in the Mandi area of Poonch district on November 14, according to Daily Excelsior. The slain militants were identified as Abu Qasim and Abu Hyder with the help of two identity cards recovered from their possession. Both of them have reportedly operating in Poonch district for the last eight months. Two AK rifles, four magazines, 120 rounds, one mobile telephone with charger, one wireless set, three grenades, two pouches, two shawls, three blankets and one mattress sheet besides some incriminating documents were recovered from their possession.

The paramilitary Central Reserve Police Force (CRPF) personnel has recovered a large amount of arms and ammunition and Maoist literature from an abandoned house and a pond in the Sonachura area of East Midnapur district on November 15, reports The Telegraph. Most of the arms were recovered inside an abandoned house in Shitpara village. The Maoist literature – and a part of the ammunition — were also recovered from a pond in the village of Gholpara. Altogether, the CRPF recovered 24-kg of explosives, 72 electric detonators, 407 live cartridges of single-barrel guns, 42 spent cartridges of 12-bore guns, a country-made gun, 11 rounds of 9mm cartridges, two pipegun cylinders, a circuit tester and two drilling machines. The Maoist literature included magazines like People’s March and posters.

On November 19, CPI-Maoist cadres blew up an office of the Jharkhand Agriculture Marketing Board in the Hussainabad block of Palamau district while enforcing a 48-hour shutdown to protest the violence in West Bengal's Nandigram region, according to IANS. After bombing the building in Hussainabad, Maoists left pamphlets claiming responsibility for the blast, said a police official. Meanwhile, the shutdown evoked a mixed response in the State. While there was no impact on life in the urban areas, rural areas were affected. Long distance buses did not ply and although no train was cancelled, railway stations wore a deserted look. Mining activities were also affected. 'No untoward incidents, except the blowing up of a marketing board building, have been reported in the state.
