The ‘south sub-zonal bureau’ of Maoists had fixed a banner calling for boycotting upcoming panchayat (village level local self-Government institution) elections in an interior area of Bastar District, reports New Indian Express on January 4. The banner citing the polls as 'fake' was recovered by Security Forces (SFs) during their search operation in the area. The banner further said, “The political party leaders are not the people’s representatives. Here in the political bazar there remains horse-trading business”. A 3-tier panchayat election is scheduled to be held in three-phase on January 28 and 31 and February 3 in the State.

The Security Forces (SFs) have recovered pamphlets of Communist Party of India-Maoist (CPI-Maoist) in Samnapur and Baghatola areas in Balaghat District of Madhya Pradesh, reports The Times of India on January 7. As per the report, two kinds of pamphlets were found in the said areas – one was against Citizenship (Amendment) Act, 2019 (CAA) and National Register of Citizens (NRC), the other was protesting against the displacement of tribals. While the Police are checking the authenticity of the leaflets, the Superintendent of Police (SP) Abhishek Tiwari said, “Some papers were found. They are being verified.” He further said, “Joint teams from Maharashtra, Chhattisgarh and Madhya Pradesh are working in tandem in search operations. Inter-State issues will not crop up, and combing operations have been intensified in all affected areas of the District.”

On January 7, Q-branch of the Chennai police and National Investigating Agency (NIA) busted a suspected Islamic State (IS) terror module and arrested three terrorists from Gurappanapalya in Bengaluru in Karnataka, reports New Indian Express. The trio identified as Mohammed Haneef Khan, Imran Khan and Mohammed Zaid was arrested along with 89 rounds of bullets, three pistols, some bomb-making material and incriminating documents, a gripper-like instrument used to climb walls from them.

The cadres of Communist Party of India-Maoist (CPI-Maoist) set ablaze vehicles engaged in road construction at Manpur village under Aundhi Police Station limits in Rajnandgaon District of Chhattisgarh on January 7, reports Pioneer. According to the report, two Hyva vehicles that were engaged in road construction between Sarkheda and Gutampur under the said Police Station were set on fire by the Maoists. A local Police Officer said, “The vehicles belonging to Landmark Constructions were parked at the construction site about 10 kilometers from Police Station. The driver and cleaners who were in the vehicles were thrashed by the Maoists and told to run away.” He also said that the Maoists had left behind posters and banners in the area. On receiving the news of the incident, a Police team rushed to the spot who ascertained that the incident happened on the Chhattisgarh-Maharashtra border and Jatgaon/Korchi Dalam (armed squad) of the CPI-Maoist could be behind the incident.

Three Hizb-ul-Mujaihdeen (HM) militants, including a ‘commander’ were killed in an encounter with Security Forces (SFs) which ensued during a Cordon and Search Operation (CASO) in Tral area of Pulwama District of Jammu and Kashmir (J&K) in India on January 12, reports Daily Excelsior. The slain militants were identified ‘commander’ Umer Fayaz Lone alias Hamad Khan, resident of Seer Tral; and his two associates - Faizan Hamid, resident of Mandoora Tral; and Adil Bashir Mir alias Abu Dujana, resident of Monghama Tral. Police said that incriminating material including arms and ammunition were recovered from the site of encounter.

Cadres of Communist Party of India-Maoist (CPI-Maoist) killed a civilian at Duvalikarka village in Dantewada District of Chhattisgarh on January 14, reports The Pioneer. The deceased has been identified as Laxman Mandavi (26), a resident of the said village. As per the sources, over a dozen Maoists reached the village and took Mandavi out of his house to a nearby forest in the village. The cadres then stabbed him and slit his throat with sharp weapons. According to the report, Mandavi was the younger brother of a former member of the Maoists, who is now working with the Police in the District. The Superintendent of Police (SP), Abhishek Pallava said, Mandavi's elder brother Baman Mandavi, was associated with Maoists since 2008 and surrendered before Police in October last year. After which he joined the Police Force, which apparently angered the rebels. He was active as ‘Deputy Commander’ of a military platoon of Maoists at that time and was carrying a reward of INR 300,000 on his head. The SP also said that some Maoist pamphlets were also recovered from the spot in which they warned to avenge the killing of their senior cadres - Varghese and Linga - in encounters by Security Forces (SFs).

The National Investigating Agency (NIA) conducted searches in connection with the alleged terror funding of Naga insurgent group, National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM), at five separate locations at Dimapur in Nagaland and Imphal in Manipur on January 14, reports East Mojo. The NIA official said that searches conducted at the premises of close associates and relatives of Alemla Jamir have led to recovery of cash of INR 8.26 million, documents of different properties worth INR 30 million, incriminating diaries, photographs, digital devices including 15 smartphones, one hard disk, one pen drive, one memory card and four laptops. "Certain insurgency and extortion related literature as well as other incriminating documents have also been recovered during the searches," NIA officials said. "Searches have also revealed that unaccounted money is being used in cash for purchase of properties," the official said, adding, "On January 10, the NIA special court, New Delhi had extended judicial custody of accused Alemla Jamir for one month." Alemla is alleged to be working for NSCN-IM and was detained at Domestic Airport T-1, New Delhi, with cash worth INR 7.2 million by the Income Tax officials on December 17 last year and was arrested by the special cell on the same day.

The cadres of Communist Party of India-Maoist (CPI-Maoist) attacked and vandalized a tourist resort at Attamala town under Meppadi Police Station limits in Wayanad District of Kerala on January 15, reports The Times of India. According to Police, the Maoists broke window panes of the resort and set ablaze its furnitures. They also stuck handwritten posters in the name of Kabani Dalam (armed squad) of ‘Nadugani Area Committee’ (NAC) of CPI-Maoist, on the walls of the resort. Alleging sexual exploitation of Adivasi women in the region, the posters read, “It’s a revenge attack for sexually exploiting Adivasi women last season, the attack is against portraying Adivasis as showpiece before tourists. All resort owners who pose a threat to the peaceful existence of Adivasis will be forcibly evicted.”

As per the report, the Rural Development Department has taken up a road construction project worth INR 100 million from Naringtoli village to Gumma village in the District. Multiple NIA teams, raided various parts of Kulgam and Shopian Districts, carried out the searches at the residences of Rafi Ahmed Rather, an arrested militant, at Zainapora. The NIA teams entered into the house of Lashkar-e-Taiba (LeT) militant Adil Hussain and Sarpanch Tariq Ahmed Mir besides the houses of Over Ground Workers (OGWs) at Maldera in Shopian and Kulgam, the officials said. Some documents have been recovered and these are being analysed, the officials said. Earlier, South Asia Terrorism Portal (SATP) had reported the incident of arrest on January 11. Reportedly, an i-10 car was intercepted in Kulgam area and in the car was Jammu Kashmir Police (JKP) officer Davinder Singh with two top Hizb-ul-Mujahideen (HM) militants. According to the Superintendent of Police (SP), Sunil Dutt, the Police had received information that four teams of the CPI-Maoist had entered into Bhadradri Kothagudem, Jayashankar Bhupalpally and Mulugu Districts from neighbouring Chhattisgarh State. Security Forces (SFs), on March 23, busted a module which was trying to revive Lashkar-e-Toiba (LeT) militant outfit in Jammu and Kashmir (J&K), by arresting six persons and recovered huge quantity of arms and ammunition from them in Keran sector near Line of Control (LoC) in Kupwara District of J&K, reports Daily Excelsior. Inspector General of Police (IGP), Vijay Kumar, said that the arms and ammunition was a fresh consignment and it was kept in a hideout in the foothills of Keran. He further said that the special team was able to arrest four persons identified as Ahtisham Farooq Malik resident of Mumkak Mohalla Batpora, Shafqat Ali Tagoo of Jalalabad, Nisar Ahmad Ganai of Pujipora Krankshivan Sopore and Musaib Hassan Bhat of Mumkak Mohalla Batpora Sopore. Police recovered incriminating materials including one pistol and 12 hand grenades from their possession. During the questioning of the arrestees, they admitted that they were in touch with Pakistani based LeT handler who deputed them to recruit local youth for militant activities in Sopore area. They also revealed that they have received arms and ammunition from one Kabir Lone resident of Keran of Tikker Kupwara. The accused was arrested which led to the arrest of another person identified as Sharafat Khan of Keran Kupwara. On the disclosure of Sharafat Khan, a joint Police party from Police District Sopore and District Kupwara along with 6 Rashtriya Rifles (RR) of Army conducted searches in Keran area of Kupwara and recovered incriminating materials besides arms and ammunition including 8 AK rifles, 25 AK magazines, 750 AK rounds, 9 pistols, 16 pistol magazines, 351 pistol rounds, 77 grenades and 21 detonator fuses.

Three women Communist Party of India-Maoist (CPI-Maoist)cadres were killed in an encounter between Maoists and Security Forces (SFs) at Chirung village under Gudri Police Station area in West Singhbhum District of Jharkhand on April 4, reports The Pioneer.West Singhbhum Superintendent of Police (SP), Indrajeet Mahatha said, "During the operation there were jawans (troopers) of Central Reserve Police Force (CRPF)'s 170 and 60 battalions posted in West Singhbhum and 94 battalion from the adjoining Khunti district beside the district police jawans.The personnel rushed to the Chirung village by maintaining social distancing and encircled the village where about 25 rebels were holding meeting with the villagers. But as the police and para-military forces reached, the rebels started firing at the troops. After an initial exchange of fire from both the sides for about an hour, the naxals [Left Wing Extremists, LWEs] started backtracking and finally fled the scene." After the rebels fled the scene, the SFs carried out a search operation and found the bullet-ridden bodies of three women Maoists,beside those bodies were lying three rifles."During the search, we found over 500 rounds of bullets, arrow bombs, two IEDs (Improvised Explosive Devices), medicines, naxal literature from the scene, suggesting that the rebels belonging to Suresh Munda squad of the CPI-Maoist were at the Chirung village for motivating the villagers for joining the naxalism," SP, Mahatha pointed out.Intelligence sources maintained that the Naxalshave once again started influencing the local residents to come to the fold of the naxalism, said a senior intelligence officer. Also, another PLFI rebel was arrested from the spot. The slain cadres were identified as - Patras (40), Dadu Nag (30) alias Champa da, and his 26-year-old wife whose identity is yet to be ascertained. The Deputy Inspector General (DIG) Rajiv Ranjan Singh said, “Acting on a tip-off the Police and Paramilitary Forces launched a search operation at the valley at dawn and as the forces were advancing, the PLFI rebels opened fire at them. Soon the SFs replied the shots leading to a gun-battle. After the guns fell silent, the SFs started a combing operation during which they found three bullet-ridden bodies and one AK-47 rifle, live cartridges, explosives, and Naxal literature were from the spot.” The DIG further added that “An unidentified cadre who sustained injuries in the gunfight has been admitted to the government hospital in Chakradharpur while a fifth rebel, identified as Manoj, has been arrested.”

The Assistant Superintendent of Police (ASP) Sharath Chandra Pawar said that a team of Venkatapuram Counter Intelligence (CI) along with his station personnel and Central Reserve Police Force (CRPF) was conducting the vehicle checks on the outskirts of Alubaka village in Mulugu District on June 26 and found a person carrying a bag. “Growing suspicious over him, the Police took him into custody and searched his bag in which they found INR 17,40,000. On interrogation, he told the police that his name is Karam Jalapathi (30), a resident of Jarapally village of Usuru taluk (revenue sub-division) of Bijapur District in Chattishgarh State. He also added that he had been working for the Maoist party since 2006,” the ASP said adding that Jalapathi was on his way to hand over the cash to the leaders of the Maoist party. It is said that he had collected the cash from one Rajeshwar Reddy, who is working for a beedi leaf contractor Narayana Reddy. Following this, the Police had also searched the room of Rajeshwar Reddy at Bhadrachalam in Bhadradri Kothagudem District. “We have found revolutionary literature from the room of Rajeshwar Reddy. He also confessed that he had handed over the cash to Jalapathi to give to the Maoist leaders. Following this, we have also arrested Rajeshwar Reddy,” the ASP further added.

The trio, identified as – Mohinder Pal Singh (29), Gurtej Singh (41) and Lovepreet Singh (21), were arrested from Delhi, Punjab and Haryana in separate operations by the Delhi Police’s Anti-Terror Squad (ATS) and Special Cell. The recovery comes a day after a joint team of District Voluntary Force (DVF) and Special Operations Group (SOG) engaged in a gun-battle with Maoists in the said area. As per the report, posters printed by ‘Alluri Adivasi Abhirudhi Sangam (AAAS)’ were seen pasted across Chintapalli and Paderu. Through the posters, the tribal people demanded to know how the Maoists had helped the Girijans in Visakha Agency. They also questioned the Maoists for killing innocent tribal people under the garb of branding them as ‘Police informers.’ Further, it blamed the Maoists for blasting cell towers and destroying equipment meant for laying roads and halting development work in the Agency areas. On seeing the SFs, the Maoists opened fire leading to a gun-battle. Those arrested are Jifsal, Aboobacker P, Abdu Shameen and Abdul Hameed. They are accused of conspiring with the other accused and also financing the smuggling of gold through import cargo addressed to the UAE Consulate at Thiruvananthapuram, Kerala. They have also been accused of receiving smuggled gold and proceeds from the racket. The NIA also conducted searches at the houses of these accused persons in Malappuram and Kozhikode Districts. The respective jewellery shops were also searched by the NIA team and several digital devices and incriminating documents were seized. The NIA has so far charged 25 accused in the case of which 20 have been arrested.

Two composite teams of SOG and the Kalahandi District Voluntary Force (DVF) initiated an operation in the forest area, during which they were subjected to heavy firing from the other end. While four bodies were found from the forest area after the gunfight, the fifth body was recovered during combing operations. Imran is alleged to have involved in espionage activities and working for Pakistan's secret service agency. He is arrested connection with a case related to an international espionage racket in which Pakistan-based spies recruited agents in India for collecting sensitive and classified information regarding locations/movements of Indian Naval ships and submarines, and other defence establishments. An NIA spokesperson in Delhi said that during the investigation, it was found that Imran was associated with Pakistani spies/agents under the guise of cross-border "cloth trade", sify.com reports on September 15. "As per the directions of the Pakistan-based spies, he deposited money into the bank accounts of Indian Navy personnel at regular intervals in lieu of sensitive and classified data provided by them," the official said. The official said that some digital devices and incriminating documents have been seized in the search conducted at the house of Imran Giteli.

Police said an armed squad of the CPI-Maoist stormed into Bodhi-Bigha village in Dumaria Police Station limits in Gaya District and planted dynamites that blew up the building.According to the villagers, the community hall, built with then Janata Dal-United (JD-U) Member of Legislative Council (MLC) Anuj Kumar’s fund at a cost of INR 2 million, had been on Maoists’ radar for a while. On March 27, 2019, Maoists had also blown up Singh’s house in Dumaria after he allegedly failed to return their INR 20 million given in demonetised notes to exchange.Police sources said there were pamphlets at the site demanding INR 20 million from Singh, purportedly from Maoists. At around 5am, when the team was cordoning off the jungles, Maoists opened fire on them. This is the first time since 2011 that such a large number of Maoist posters and banners have appeared in the Jungle Mahal.The printed and handwritten posters and banners were spotted pasted or hung at Madhupur in Bandwan block and Ramsi in Barabazar block which were later seized by Police team.The Maoist posters have surfaced in large numbers close on the heels of the Union Home Ministry (UHM) withdrawing two battalions of the Central Reserve Police Force (CRPF) from Jungle Mahal Districts of Jhargram, Purulia, Bankura and West Midnapore despite objections from residents and political parties in view of next year’s Assembly polls.In its printed leaflets, the Maoists asked people to celebrate the ‘PLGA Week’. Mondal was executing two road projects under Pradhan Mantri Gram Sadak Yojana (PMGSY) - one from Mundaguda to Siripaka and the other from Ganiaguda to Dangariaguda under Malkangiri Rural Department Division-I.Following threats from Maoists to stop the road works, Mondal had gone to the construction site to bring back the machines engaged in the PMGSY projects. However, a group of 10-15 armed rebels arrived at the construction site and hacked him to death for defying their order. After killing Mondal, the Maoists set afire the contractor’s vehicles including a MUV (Multi Utility Vehicle), a JCB machine, a roller and machines engaged in road construction work. They also left behind a handwritten poster near the contractor’s body claiming responsibility for the murder.

A District Reserve Guard (DRG) trooper was injured and a huge cache of explosives and other materials were recovered following two separate encounters between Security Forces (SFs) and theCommunist Party of India-Maoist (CPI-Maoist) cadres during a three-day operation in Sukma and Dantewada Districts of Chhattisgarh, reports Outlook on December 25. Acting on inputs about the presence of senior cadres of Darbha division committee of Maoists, SFs had launched a major offensive in the forests of Gogunda, Bedma, Nagaram, Pujaripara, Gumodi and Kakadi on December 23. The DRG trooper was injured in an Improvised Explosive Device (IED) explosion triggered by the Maoists while a patrolling team was advancing after the gun-battle at Kakadi village of Dantewada District on December 24. “Personnel belonging to DRG, Central Reserve Police Force (CRPF), its elite CoBRA (Commando Battalion for Resolute Action) unit were involved in the action that concluded on December 25. During the 72-hour long operation, security forces engaged in gunfights with ultras in Gogunda (Sukma) and Kakadi (Dantewada) on December 24 and 25”, said Inspector General of Police (Bastar range) Sundarraj P. adding that “on both the occasions, ultras escaped from their camps. However, blood stains and drag marks found at encounter sites indicate at least four-five Naxals were shot in each of the encounters. They were allegedly planning to attack a politician and target brick kiln owners for levy. They were identified as Suniljialias Sunil Lal Khatri (40), Ravi Ranjan Paswan (27) and Bhuwaneshwar Yadav (55). Among them, Ravi was active as an‘area commander’ of Goh in Aurangabad. Two single-shot Sten-gun and two live cartridges of 9mm and Maoist literatures were recovered from their possession.
