PTI reports that seven persons were arrested for having alleged links with the Communist Party of India-Maoist (CPI-Maoist) and planning to abduct a Government official in Keonjhar District, Police said on January 1."They were picked up by jawans [personnel] of the anti-Maoist Special Operation Group (SOG) and Police from Padang village in Telkoi Police Station area yesterday," Superintendent of Police Asit Panigrahi told reporters. The accused were planning to abduct the Block Development Officer (BDO) of Telkoi on November 18 after the arrest of two Maoist cadres from the area, he said, adding the BDO cancelled visit to his village after getting tip-off about the plot to kidnap him. Several Maoist literature and handwritten letters were seized from the arrested persons, hailing from Gudinarda village in Telkoi area.

Train services in the Kharagpur-Tatanagar route of South-Eastern railway were disrupted on January 2 after a landmine hoax created panic in West Midnapore District, reports PTI. A pilot train and a team of joint SFs rushed to a spot near Jhargram railway station after a driver of the Howrah-bound Sambalpur Express noticed some banners and a tiffin-box with wires spread out lying on the railway tracks, Police said. An inspection by the bomb-disposal squad revealed the absence of any explosives. Police said that this was a ploy by the Maoists to create panic, as a result of which several local trains in the route were cancelled while long-distance trains got delayed.

A supporter of the Communist Party of India-Marxist (CPI-Marxist) was killed by suspected Communist Party of India-Maoist (CPI-Maoist) cadres in the Lalgarh area of West Midnapore District on January 3, The Hindu reported. The victim, Bapi Bakhli, was an active CPI-Marxist supporter till six months ago when he dissociated himself from the party in the face of Maoist threat. He was abducted from his shop at the Pirakata market in the evening of January 3. His bullet-riddled dead body was found a few metres away in the morning of January 4. According to District Superintendent of Police Manoj Kumar Verma, Maoist leaflets accusing Bakhli of being a Police informer were found at the spot. “Prima facie the murder was the handiwork of Maoists; yet we are probing all angles,” Verma said over telephone. In addition, several Maoist leaflets demanding punishment in ‘people’s court’ for those allegedly responsible for the massacre at Chhoto Angaria in West Midnapore District on January 4, 2001 were found on January 4 on the Midnapore-Lalgarh road.

Two persons were killed in Lalgarh in West Midnapore District on January 7 by cadres of the Communist Party of India-Maoist (CPI-Maoist), reports The Hindu. With this, the total number of killings attributed to Maoists in the region in 2010 reached 12. A large group of armed assailants held a people’s court at the Muraboni village near Jhargram town late on January 7. According to Superintendent of Police Manoj Kumar Verma, the victims, Nirmal Nayek and Mohfuz Ali Khondkar, were called out of their homes by a group to attend the meeting. Their bullet-riddled dead bodies were found at a spot near their homes early on January 8, Verma said. He said several Maoist posters claiming that the victims were miscreants backed by the ruling Communist Party of India-Marxist (CPI-Marxist) and Police informers were found at the spot. While Maoists accused the victims to be backed by CPI-Marxist the family members reportedly claimed them to be supporters of Trinamool Congress party.

The Security Forces on January 9 recovered 120 landmines besides firearms and other weapons in the Lalgarh area of West Midnapore District. Besides 120 directional landmines, 28 firearms, 61 sharp weapons, detonators, wires, and large quantity of bomb-making material were seized during the raid at a house in Jamda locality, Superintendent of Police Manoj Verma said. Though Police had a tip off about five persons, having Maoist links, holed up in the house, they could not be arrested. Maoist literature and handwritten posters were also found in the rooms of the house.

The Security Forces (SFs) shot dead three Communist Party of India-Maoist (CPI-Maoist) cadres during an encounter in the Bijapur District on January 11, reported ANI. The forces also recovered a large number of guns, 10 kilograms of two tiffin bombs and Maoist literature from the possession of the slain Maoists. The officials said that the encounter continued for around two hours in the forests of the region. “Three Maoists were shot down by us in the forest of Bijapur in an encounter, which took place between 11:30 to 12:30 in the morning. We also recovered huge number of guns, tiffin bombs from them,” said Bijapur Sub-Divisional Police Officer (SDPO) Ashok Singh. He added that the SFs went into the area following a tip off that the Maoists were in the forests. The Maoists opened fire and were eliminated in the retaliatory action by the SFs. “According to the initial reports that we have, it is possible that there were around 35 to 40 Maoists who were present in the forests, but they ran away after hearing the firing,” the SDPO added.

Economic Times on March 12 reported that the Security Forces (SFs) neutralised two major Communist Party of India-Maoist (CPI-Maoist) training camps in Jharkhand and arrested a top ‘area commander’ and 20 cadres during the joint operations that were launched on March 7 against Left Wing Extremist (LWE) hideouts along the Jharkhand-Orissa-West Bengal tri-junction. The two neutralised Naxalite training camps were in Chaibasa area of West Singbhum District. Around 10 Improvised Explosive Devices (IEDs) and Naxal (LWE) literature were seized. At the camps, cooking stove and utensils enough to prepare food for 200 people, tents, medicines and water supply lines complete with Sintex tanks were found. The Central Reserve Police Force (CRPF) and Jharkhand Police arrested a ‘sub-zonal commander’ of the CPI-Maoist, Bhubaneswar Mahato, along the Bokaro-Hazaribagh border. His aide and suspected arms supplier, Quttubudin, is also in Police custody. Earlier, another Maoist ‘area commander’, Pandu Majhi, was arrested near Bokaro. Around 1,250 kilograms of explosives, 50 detonators, 235 kilograms wire, two rifles, a large number of bullets, two grenades, a water storage tank, a bike, INR 400,000 and Maoist literature were seized during the joint raid.

A link between the Khalistan Zindabad Force (KZF) and Lashkar-e-Toiba (LeT) has once again surfaced with the infiltration of two militants, including a Pakistani and a local of Doda in Jammu and Kashmir, from Bamial sector of Gurdaspur District in Punjab on April 19, as reported earlier, according to Daily Times. The militants had surfaced at Chabe Chak in Rajbagh area on April 19 and after a brief contact with Police remained untraced since then. Reports said three suspected guides, who had the history of assisting infiltrators, have gone under ground after the Police operation between Chabe Chak to Billawar forests. A possibility is being explored whether these guides had helped the militants. Official sources said that intrusion of the militants from forward village of Simbal Skole in Bamial sector of Gurdaspur District in Punjab was facilitated by KZF cadre across the International Border (IB) in Pakistan. This has been corroborated by enough on spot evidence as well as messages intercepted on both sides—Gurdaspur and Kathua by the Security Forces (SFs). Reports indicate that a couple of KZF militants might also have infiltrated into Punjab from Bamial sector but the reports have not been corroborated by the security agencies so far. However, a number of KZF literature (Dashmesh Regiment) was recovered by SFs from the border area from where the intrusion took place in the morning of April 19. Recovery of ‘Dashmesh Regiment’, a part of KZF outfit, and literature from the border from where the LeT militants had infiltrated has confirmed that a nexus between the two militant outfits still existed. A close co-ordination between KZF and LeT existed a long back too. However, after the militancy died down in Punjab, the KZF and LeT links were confined to Pakistan. Sources said the intercepts as well as circumstantial evidence have confirmed that it was the KZF network opposite Gurdaspur District in Punjab which had helped the LeT cadre to infiltrate into this side as the militants were finding it difficult to breach fencing in Jammu sector despite making a series of attempts to do so during past few months. Except for Pallanwalla from where a big group of ultras succeeded in infiltration on the intervening night of March 26 and 27, most of other intrusion bids by the militants have been foiled. The LeT leadership, according to sources, is understood to have taken the help of their KZF associates in Pakistan to push the militants into this side as they were running extreme shortage of cadre especially in the wake of killing of almost all 17 militants, who were pushed to this side from Pallanwalla and Nowshera, during encounters with the Army and Police.

Recoveries made from their possession include two AK-47 rifles, two pistols, six Chinese grenades, 16 AK and pistol magazines, all loaded, four IEDs, one compass, packets of detol soap and some other belongings. As reported earlier the militants in the morning of April 19 had infiltrated into Indian side from Bamial sector on the International Border in Gurdaspur sector after Pakistan Rangers had blasted fencing in 400 meters area by firing rockets and forced their way into Chabe Chak nursery in the Rajbagh area of Kathua. The militants, who kept on shuffling between border villages of Kathua and Gurdaspur Districts, were unable to breach Police cordon of both States to cross Jammu-Pathankot national highway to reach Udhampur or Doda Districts and were held up on this side for more than a week. The Hindu reports that a person, suspected of having links with the Communist Party of India-Maoist (CPI-Maoist), was arrested from a rented house at Kavalamukkatta, near Nilambur in Malapuram District on July 23. The arrestee was identified as Zinic (56), from Thrikkakara near Kochi. The Police said Zinic had come to Nilambur with the intention of exploring the possibility of making Maoist inroads into the tribal groups there. Pamphlets exhorting people to take up arms against the Government were seized from the house. The Police Zinic had retired from the Kerala State Road Transport Corporation (KSRTC) as an assistant depot engineer in March. He had ITI training. He had reportedly worked at different depots of the KSRTC, including Edappal. The Police said he was a former member of a rationalist organisation and the radical group Porattam. He parted ways with the Porattam, claiming that the organisation was not radical enough to bring about a change in the country.

This is the first time that conclusive proof has been found about the Maoists’ strategy in Andhra Pradesh. “The documents we recovered from two Maoist camps in Khammam District during anti-Maoist operations in the last one week [Ashwaraopet mandal (administrative unit), October 5 and Gollamadugu village in Velerpadu mandal, October 7] indicate that a high-level meeting of North Telangana Special Zonal Committee and CPI-Maoist leaders was held in Bijapur in the last week of August. One specific resolution was passed in this meeting: that they should intensify efforts to ‘re-establish their existence’ and ‘dominate’ in Khammam, Warangal and Karimnagar, and start an anti-Polavaram dam movement. This meeting was attended by dalam (squad) commanders of the three Districts besides leaders of Dandakaranya and Andhra-Orissa border,” said an official involved in anti-Maoist operations in Khammam.

However, the Maoists left six supporters of Singh unharmed by allowing them to get out of the vehicle before setting it ablaze, Lodha said. "If any problem arises, we advise you (villagers) to approach us," the Maoists said in the posters. Four more identified as Fayaz Ahmad Talak, Javaid Ahmad Salafi, Fayaz Ahmad Dar and Abass Sheikh, all part of the module, were later arrested, he added. Showkat's interrogation revealed the module was instigating the youths to resort to stone-throwing in the Valley, the DIG said. Showkat was a close associate of LeT ‘commander’ Firdaus Ahmad Peer alias Gowhar and HM ‘commander’ Javiad Ahmad Sheikh and held meetings with them in Anantnag, Watali said. The modus operandi of the module was to distribute video clips, literature and posters to motivate youths to indulge in stone-pelting, he said, adding, "At a meeting attended by Peer on the outskirts of Anantnag, Talak was given the responsibility of printing and distributing provocative posters among the youths. Abass Sheikh was given the responsibility to intensify the protest in parts of Kulgam District while Dar was assigned the task of stone-pelting and protest on Khanabal-Pahalgam road," the DIG said.

Telegraph reports that a joint team of the Central Reserve Police Force (CRPF) and Bokaro Police raided a well-equipped chemical laboratory run by Communist Party of India-Maoist (CPI-Maoist) in Chandrapur industrial area in Bokaro District on December 21. The team arrested three top cadres of the Maoists, identified as Ram Kumar Pandit alias Langra alias Sanjay, the Maoist ‘R&D wing’ in-charge and a ‘zonal commander’ of Bihar-Jharkhand Special Area Committee (BJSAC), Devendu Singh (54) alias Anandji alias Subodhji, a special ‘area committee’ member and Jai Prakash Singh (53) alias Dinesh alias Shiv Shankar, a sympathiser. In the raid the team recovered three kilograms of RDX and 10 kilograms of chemicals, including two litres each of sulphuric acid and acetone, 1 kilogram nitric acid (70 per cent concentrated) and five kilograms of sulphur powder. Most of the chemicals were kept in sealed bottles and neatly packed in vegetable oil cartons while the sulphur powder and RDX were kept in plastic wrappers. According to Police, the quantity of chemicals hauled is potent enough to blow up an entire township. The packets have been sent for forensic tests. Besides chemicals, 14 wireless sets made in China, one big dry battery and six amplifiers and Maoist literature were seized from the lab.

The arrestees were identified as Bhimrao alias Bhanu Bhaskar Bhovate (42), his wife Sunanda (36), Gangaram Poreti (32), Chindramani Valade (37) and Sanjay Thauram Banjara (30). While the couple, reportedly state-level members of the Maoists, hails from Amravati District, the others are native of neighbouring Chhattisgarh. Poreti is a sarpanch (president of gram panchayat, the village level local self government institution), Police said, adding arms and Maoist literature were also recovered from their possession.
