10 persons, including six Communist Party of India-Maoist (CPI-Maoist) cadres and two Security Force (SF) personnel, were killed in three separate incidents on April 12, The Hindu reported. Four people, including one Central Reserve Police Force (CRPF) personnel and one Police personnel, were killed and another injured in a landmine explosion triggered by the CPI-Maoist when a joint patrolling team of CRPF and local Police was on clearance duty for the Lok Sabha (lower house of Parliament) elections near the National Highway-16 at Gorla Nala area of Bijapur District. The patrolling team was on its way from Maded Police Station to Bhopalpatnam in the District when the incident occurred. The victims were identified as Mohammad Hussain, a constable belonging to the 170th battalion of the CRPF, Dontay Nag of the local Police and a civilian Kurtam Shankar. However, the identity of the fourth victim has not been ascertained.

Immediately after the blast, 80 CRPF constables, who had earlier alighted from the bus fearing a Maoist attack since a road stretch had a sharp incline slowing down traffic and were walking behind the vehicle, took positions and fired on the extremists, Inspector General of Police (Provisions) S.N. The Hindu reports that striking for the second time in as many days in a bid to disrupt the parliamentary elections, cadres of the Communist Party of India-Maoist (CPI-Maoist) blew up a paramilitary Border Security Force (BSF) bus ferrying the BSF personnel from Ladhup to Arah at a place about 125 kilometres from capital Ranchi in Latehar District, killing five BSF personnel, one helper and the civilian driver of the bus on April 16. The BSF personnel were returning after patrolling. The Deputy Commissioner of Police, Sarvendu Tathagat, said a helicopter was flown to the spot for rescue operation, adding an encounter is going on.

The attacks took place at Maroki, Mangnar and Jangampal in Dantewada District and in Nernar, Sonapal and Karmari in the Narainpur District. The Superintendent of Police in Dantewada, Rahul Sharma, said the CPI-Maoist cadres opened fire at two polling booths - Marokhi and Mangnar in Maoist-hit Dantewada Parliamentary constituency. The militants carried out three blasts and mounted a grenade attack within five hours, adds The Hindu. The Director General of Police, G.M. Srivastava, said seven people were killed and 56 injured in a powerful blast in a crowded market in Guwahati’s Maligaon area at around 2 pm (IST). In the blast, four of the dead, including a minor girl, have been identified. The explosion sparked a fire that set ablaze two cars and 20 motorcycles and spread to a three-storey building housing the area police station. While six people were killed at the blast site, one died of injuries after jumping from an adjacent building which had caught fire. The bomb is suspected to have been hidden in a car or a motorcycle parked adjacent to the North-East Frontier Railway headquarters. “This is the handiwork of ULFA boys ahead of the outfit’s Raising Day” Srivastava said, adding the militants used hi-tech explosives. It was followed by another similar explosion that ripped through a bus some seven hours later in the same District, injuring its driver and his deputy. While the first blast occurred at the Jharnapani turning point in Kekrang valley under Kisko Police Station at around 9am (IST), the second one took place near Chandalgo village, about three kilometers away. The bus was returning empty after the Security Forces were airlifted following the Kekrang valley blast but the Maoists targeted it near Chandalgo village. Police recovered wire, blankets and camera flash used to explode the mine. The explosion followed an encounter when 105 rounds of fire were exchanged by either side. No casualty was reported.

Sources said Maoists had earlier threatened the school management to stop allowing Security Force (SF) personnel, who used the school as camps during the anti-Maoist operations, to stay there. Still, the SFs again camped at the school for the third phase of the Assembly election that concluded on December 8. After they left the building a couple of days back, 50 armed Maoists came to the school at around 11pm (IST) and detonated the landmines. Before leaving, they put up posters on the walls of the school, describing the explosion as revenge taken by them against Police personnel using schools as a camp. Another school was blown up in the Kawal village of Palamau District. Maoists also blew up a small bridge near Kahkula and Seriyar villages in the same District.

Around 100 armed Maoists stormed into Relhatur village and blew up the panchayat office and its adjoining panchayat store building. An eyewitness said the Maoists were shouting anti-Government slogans, daring villagers to call the Police. The extremists also pasted hand written posters at nearby villages of Rengeda and Topadih. The people of Mahupada, Jharbeda, Relhatur, Sanbalijore and Nangalkata village had earlier left their houses out of fear and staged a dharna (protest) before K Balang Police Station and NH No 215 demanding security. The villagers had returned only three days ago, after security camps were opened in their villages. The District administration had held a “civil action” programme at Relhatur on December 17 and announced several development programmes and appealed to villagers to cooperate with police to tackle the menace in their area. The blast took place around noon and was targeted at a location close to a forested hilly terrain. The explosion was not powerful and it left only the parapets damaged. The expressway is a key link between Rajamunda and Panikoili. Normal vehicular traffic, however, continued. A vehicle, carrying three Indians, was badly damaged when an improvised explosive device went off around 7.45 a.m. when the convoy was on its way to a construction site in Khost, sources told PTI. The attackers also fired at the convoy of the workers of Indian company which is constructing a road between Khost and Gardez. Security Force personnel accompanying the convoy retaliated, forcing the attackers to flee, sources said, adding no one was injured in the attack. The first explosion took place around 2:25 PM (IST) in Birubari followed by high-intensity explosions in the Bhootnath area (5:25PM) and Bhangagarh area (5:40PM). The blasts were triggered hours before the scheduled arrival of Union Home Minister P. Chidambaram. “From prima facie evidences collected from the spot, it appears to be the handiwork of suspected ULFA militants,” said Additional Superintendent of Police of Guwahati City, Debojit Deori. “The Birubari bomb, which was planted in a GMC dustbin near the Assam Association of Deaf office, was a low-intensity one. However, the subsequent blasts were aimed to cause maximum damage as they were planted in crowded areas,” added Deori. Another unnamed Police official claimed that the bomb in the Bhootnath area was planted in a bicycle. Director-General of Police (DGP) G.M. Srivastav told The Hindu: “We had information that some cadres of the ULFA’s 709 battalion have entered the city to trigger blasts and we were hot on their trail. Under pressure in the form of stepped-up security, they dumped one bomb at a garbage bin in Birubari locality.” The DGP said the ULFA wanted to demonstrate its presence ahead of Chidambaram’s visit.

A few persons, including two employees of the Collectrate, were reportedly interrogated by the investigating agencies in connection with the blast. However, no arrests have been made. Senior officials of the Intelligence Bureau, Research and Analysis Wing and State Special Branch have launched investigations into the incident, Police officials said. The nitrate-based IED was set in a pipe and was detonated using a timer and detonator, confirmed experts and officials of the Bomb Detection and Disposal Squad who visited the site. The timer could not be recovered as it was suspected to have blown off completely in the impact of the explosion, while parts of the detonator had been recovered, it is learnt.

In addition, they also exploded a landmine to destroy a newly constructed building in the premises of the Police outpost. However, the three Policemen on duty during the attack were not harmed though they were overpowered. The report added that most of the Maoists rounded up the Katingia village not to let anyone go out to pass on message about the attack. Around 10 armed Maoists reached the outpost to overpower the Policemen and to trigger the explosion. Before escaping, the Maoists also blocked the Jhinjiriguda-Katingia road by cutting down trees.

Official sources in capital Srinagar said that militants fired a rifle grenade at the SOG camp at Imam Sahib in Shopian in the afternoon. The grenade landed and exploded in the compound of the security camp, the sources said. Firdous Ali Dar, a resident of the nearby Alasteng area, was blown up when the IED he had allegedly put together went off at a house at Bhagati Shoora in Lal Bazaar area. The house owner, Riyaz Ahmad Bhat, and another former HM militant, Ghulam Mohammad Ganaie, were injured in the blast. Three grenades, one IED, 100 rounds of AK 47, one mobile phone and some burnt Indian currency notes were recovered from the spot. The Police also recovered large quantity of crackers from the incident site. Official sources said Dar and Ganaie, who were considered to be experts in making of explosives during their active time in subversive activities, might have been persuaded by militants back to militancy. After surrendering, the deceased militant had reportedly taken up a job as an electrician in the Kashmir University, where Vice President Hamid Ansari is scheduled to attend the 17th Convocation of the varsity.
