A woman Communist Party of India-Maoist (CPI-Maoist) cadre was killed in an exchange of fire between Security Forces (SFs) and CPI-Maoist cadres in a forested area under Madanpur-Rampur Police limits in Kalahandi District of Odisha on April 23, reports OMMCOM NEWS. Odisha Police accompanied by teams of Special Operations Group (SOG) and District Voluntary Force DVF personnel conducted search operations in the forest area based on the intelligence inputs. SFs asked CPI-Maoist cadres to surrender arms, the Naxals [Left Wing Extremism (LWE)] resorted to indiscriminate firing and the SOG team had to fire in self-defence. CPI-Maoist cadres also exploded some Improvised Explosive Devices (IED’s) during the encounter. Police recovered many incriminating CPI-Maoist articles, camping materials, live ammunition have been recovered from the spot with dead body of unidentified woman CPI-Maoist cadre, after the encounter, said press note released by Police.

At least ten civilians including two women were injured in a grenade explosion, which was lobbed by militants towards 40 Battalion of Sashastra Seema Bal (SSB) near Hanuman Mandir at Hari Singh High Street area of Srinagar District of Jammu and Kashmir (J&K) on August 10, reports Daily Excelsior. The militants lobbed a grenade towards Bunker of SSB, which however missed the target and instead exploded on road resulting in minor injuries to civilians. They were shifted to Shri Maharaja Hari Singh (SMHS) hospital for treatment. Following the grenade attack, all the entry and exit points in and around Lal Chowk area in Srinagar were sealed and all the checkpoints across the Srinagar city were activated. During the intensive checking, Police arrested an individual identified as Adil Farooq Bhat, a journalist and recovered two grenades from his bag near Makkah Market Partap Park in Srinagar District on August 10. Earlier Adil Farooq was arrested in February, 2019 for his involvement in providing logistics as well as other support to the active terrorists, said Inspector General of Police (IGP) Kashmir Vijay Kumar.

On August 10, a low intensity improvised explosive device (IED) took place in the parking lot of Laitumkhrah market in Shillong of East Khasi Hills District in Meghalaya, causing injuries to two persons, reports The Hindustan Times. A woman identified as Christine Nongkynrih who was busy cleaning her tiny tea shop under the parking lot and Alan Laloo received minor injuries in the blast. Banned militant outfit Hynniewtrep National Liberation Council (HNLC) has claimed responsibility for the blast through a facebook post by HNLC ‘general secretary-cum-spokesperson’ Saińkupar Nongtraw. Meanwhile, following the blast incident, Meghalaya Chief Minister (CM) Conrad K Sangma and Meghalaya Cabinet condemned the incident, reports East Mojo. CM Sangma said that ‘it was an unfortunate incident and none will be spared’.

One 75-year-old man injured on August 12, when troopers of the Assam Rifles and villagers of Chenloisho village of Mon District in Nagaland were ambushed by militants of the Yung Aung faction of National Socialist Council of Nagaland- Khaplang (NSCN-K-YA), reports Northeast Now. The Assam Rifles troopers and the villagers were allegedly ambushed by the NSCN-K-YA militants while they were returning after clearing landslide debris from Chenloisho-Hydro project. According to the statement given by Army’s 3rd Corps, “in a recent incident at Chenloisho, the true face of NSCN-K-YA has emerged wherein they have been indulging in nefarious activities against the local people of Nagaland. In evening, when the villagers and the Assam rifles personnel were returning back together to their locations, three hand grenades were lobbed at them from a height above the dense foliage. Unfortunately, the grenades landed in front of civilians, out of which two didn’t explode however one grenade exploded causing shrapnel injuries to a 75 yrs old local Keipa of Kangynu village.

The victim has been identified as Budheshwar Nagesia (45), a resident of Judwani hamlet under Nirasi Panchayat (village level local self-Government institution) of Bishunpur Police Station limits, 75 kilometres from Gumla District headquarters. Nagesia had gone into the forest to graze cattle and collect firewood but was blown up after he stepped on an IED planted in the ground. Gumla Sub-Divisional Police Officer (SDPO), Manish Chandra Lal, said, “a villager died in an IED blast in Judwani forest,” adding, “this forest region also covers some parts of adjoining Lohardaga district where Maoist ‘zonal commander’ Ravindra Ganjhu's squad [member of the Bihar Jharkhand Regional Committee of CPI-Maoist] is learnt to have planted IEDs to prevent security forces to come after them. However, the main building of the rescue centre is safe, we are collecting details of the damage done by the Naxals.” Superintendent of Police (SP), Gariyaband, Parul Mathur, said, in the night around 20-40 unidentified men of banned CPI-Maoist outfit gathered near the Wild Buffalo Rescue centre and carried out some destruction in the enclosure. They set fire to small hut-like infrastructure; we are gathering the details about it. However, carrying out an attack on Wild Buffalo Rescue centre is new to the area. Dantewada's Superintendent of Police (SP), Abhishek Pallava said, the incident took place around 8.30 am when a joint team of various Security Forces (SFs) was out on a road security operation near Bodli camp, located over 400 kilometres from the State capital Raipur. A team of personnel belonging to the DRG, the Special Task Force (STF) and the Chhattisgarh Armed Force (CAF) had launched the operation on a hypersensitive patch from Bodli towards Kariametta village, he said, adding that about 650 metres away from the camp, Maoists hiding in a forest triggered an IED blast in which an assistant constable received minor splinter injuries. The rebels also exploded another command pipe IED in the area at around 10 am to target SFs, but the latter escaped unhurt, SP, Pallava added. A grenade was lobbed on temporary naka party of four Police personnel at Nud on Samba-Mansar Road and it missed the intended target. Immediately, an alarm was sounded and searches conducted in the area and surroundings. Lever of the grenade was recovered from the spot which indicated that it was a Chinese grenade. According to Additional Director General of Police (ADGP), Law and Order, the incident took place in Dumaria Police Station limits, close to the Jharkhand border area, where members of the CPI-Maoist attacked the house of Saryu Singh Bhokta late November 13 night. Bhokta’s two sons, Mahendra Bhokta and Satender Singh Bhokta, along with their wives, Manojwa Devi and Sunita Devi, were tied, blindfolded, and hung outside their house. A note was left stuck on the wall of the house accusing the family members of being responsible for the death of four Maoists who were killed earlier, allegedly by being poisoned as part of a conspiracy. The note alleges that the four Maoists weren’t killed in an encounter. Charging the four villagers with treason in a ‘kangaroo court’ (People’s organized by the Maoists), the four people were killed. The note concludes that traitors will be punished in the same way. The Maoists also mentioned the names of the four killed earlier, calling the murder of Amresh Kumar, Sita Kumar, Shivpujan Kumar, and Uday Kumar a conspiracy. The banned outfit has called for a nationwide bandh on November 20 to protest against the arrest of its top leader Prashant Bose alias Kishan Da, who was carrying a bounty of INR 10 million on his head, by the Jharkhand Police. Bose was the mastermind behind more than 100 incidents of attack and arson in Jharkhand, Bihar, West Bengal, Odisha, Chhattisgarh, Andhra Pradesh and Maharashtra. The Maoists also blew up the mobile tower and machines. The Maoists put nail spikes on the roads leading to the spot, so that it becomes difficult for Police and other vehicles to reach the spot. During the cylinder explosion, the tank of Nal Jal Yojana under construction was also damaged. According to the information received, around 60 to 65 Maoists crossed the canal and reached Judahi village, and in the first instance abducted four to five villagers and took them across the canal with threats. The Maoists also assaulted some people and gave them a clear warning that they should go to their homes quietly. For about half an hour, the Maoists roamed the village and pasted the poster. When all the villagers entered their respective homes out of panic, the Maoists first blew up the Panchayat Bhawan by planting a cylinder bomb. After blowing up the Panchayat Bhawan, the Maoists started searching for the guard of the tower installed there, and when the guard did not leave the house, the tower was also set on fire. Teams of Imphal West Police commando arrested an active militant belonging to People's Revolutionary Party of Kangleipak-progressive (PREPAK-pro) during a search operation at Lairikyengbam Makha Leikai in Imphal East District of Manipur on September 21, reports E-Pao. Speaking at a press conference, Superintendent of Police (SP), Dr S Ibomcha Singh informed that based on the reliable information about the presence of some active cadres of PREPAK-pro in and around Lairikyengbam Makha Leikai to commit pre-judicial activities like hurling of bombs and planting Improvised Explosive Devices (IEDs) at private business centre, shops, etc., the commando teams conducted Cordon and Search Operation (CASO) at some suspected houses during which one active PREPAK-pro cadre identified as Naoroibam Joyshankar Singh alias Loyumba alias Khougang (37) son of N Inaocha of Lairikyengbam Makha Leikai was arrested from his house at 5 am. Joyshankar joined PREPAK-pro in 2009 through one Herojit from Salanthong and got basic military training for three months at Ngayensong, Myanmar under Army No 39914 of 39th batch, the SP said and informed that the accused is a ‘self-styled Lance Corporal’ and worked under the command of the outfit's ‘self-styled captain’ Jiten and ‘chairman’ Subhash alias Palheiba alias Muni. The recoveries included one set of IED fitted in a tin fish can, a Chinese hand grenade, one air gun rifle, four PEK cakes, three electronic circuits, one remote control device, three detonators, 10 batteries of 3.7 volt, three batteries of 4.5 volt, two batteries of 9 volt and soldering equipment use in assembling IED. On preliminary questioning, the captive stated that he had threatened one Naoroibam Boge of Lairikyengbam Makha Leikai by lobbing two Chinese grenades and triggered explosion in the paddy field near his house on Tuesday (September 21) around -12:30 am. He was also involved in IED attacks at the CM's Bungalow Gate on August 10, 2013 and at Route 39 restaurant at Mantripukhri on August 17, 2013, the SP said.

Two personnel of the Central Reserve Police Force (CRPF) were injured after a pressure Improvised Explosive Device (IED) planted by Communist Party of India-Maoist (CPI-Maoist) went off in a forest between Murkinar and Chinnekadepal area under Modakpal Police Station limits in Bijapur District of Chhattisgarh on September 30, reports Zee News. Inspector General of Police (Bastar range) Sundarraj P said, the incident took place around 10.45 am in a forest between Murkinar and Chinnekadepal camps of Security Forces (SFs) under Modakpal Police Station limits, located over 400 kilometres from the State capital Raipur, when a team of the CRPF's 170th battalion was out on a road security operation. While the patrolling team was cordoning off the area, two constables, Sannidul Islam and K Balkrishna, belonging to the same unit, inadvertently came in contact with a pressure IED connection, triggering the blast, he said, adding, the two personnel received leg injuries and are said to be out of danger. A search operation was underway in the area, he said.

A youth was injured after a pressure bomb allegedly planted by Communist Party of India-Maoist (CPI-Maoist) cadres went off at Lenin Nagar on the outskirts of Cherla Mandal (administrative sub-division) in Bhadrachalam Agency in Bhadradri-Kothagudem District of Telangana on September 6, reports The Hindu. The youth identified as Brahma Naidu suffered a grievous injury on his right leg in the explosion, when he reportedly stepped on the pressure bomb after stopping his bike near a tree on the roadside to read a wall poster put by the Maoists when the incident occurred. The Maoist rebels, through the wall poster, urged people to observe ‘Political Prisoners Rights Day’ on September 13. The handwritten poster, bearing the name of CPI-Maoist Cherla-Sabari Area Committee, read: “Release all the political prisoners unconditionally, punish those responsible for the death of tribal rights activist Father Stan Swamy, and repeal the Unlawful Activities (Prevention) Act (UAPA).”
