Three persons, including two Bharatiya Janata Party (BJP) local leaders, were killed when Communist Party of India-Maoist (CPI-Maoist) cadres triggered a powerful landmine blast on the convoy of BJP Member of Legislative Assembly (MLA) Mahesh Gagda in Bijapur District on April 20, reports The Times of India. The Maoists blew up one of the eight vehicles of the convoy in a forested area in Pegrapalli in the District resulting in the killing of Purshottam Thakur, the BJP District unit vice president, Mahesh Pujari, another key local BJP leader and Ashwani Sharma, the vehicle driver. One person is also reported to be seriously injured in the attack. "Bijapur legislator Mahesh Gagda and Bijapur District collector Rajat Kumar who were travelling in the convoy are safe though the Maoists seem to have triggered the blast to target them," Ramniwas, Additional Director General of Police (Maoist operation), said.

Raju Gedam, a C-60 commando was injured in an encounter with Maoists inside Nalgonda forests along the Maharashtra-Chhattisgarh border, under Bhamragad tehsil (revenue unit), in Gadchiroli District. On receiving a tip-off about a Maoist camp, C-60 commandos launched a combing operation in the area. The Maoists triggered a mine blast in which Raju Gedam was injured. Following the blast at around 5pm gun-battle broke out between C-60 Forces and the Maoists which lasted for around 25 minutes. During the search operation, SFs found out multiple blood stains in the area suggesting that a few Maoists might have been injured too. Two claymore mines, a pipe-bomb, wire, detonator and other material used by the Maoists were recovered from the encounter site.

The Shillong Times reports that suspected Garo National Liberation Army (GNLA) militants triggered a powerful Improvised Explosive Device (IED) blast targeting at a truck of Policemen which narrowly missed them Chokpot region of South Garo Hills on April 26. The incident happened when a large group of armed Policemen returning to Tura after conduct of anti-insurgency operations were targeted by the GNLA militants who detonated the explosive hidden on the side of a road culvert at Daji Tesakgre village, just 3 kilometres from Chokpot between 3:30 and 4 pm. The militants, suspected to be led by ‘area commander’ Baichung Momin, laid the trap for the Police truck but the explosion took place just before the truck crossed the culvert. The explosions took place between 7.37 and 8.15 pm during rush hour in the heart of the city on Junglee Maharaj Road, full of restaurants, shops and the large Sambhaji Park, popular for family outings in the evening. The first blast took place outside the Balgandharva auditorium used to stage plays, at a statue near that theatre, opposite a McDonald’s outlet and near a bank. One of the bombs, placed on a cycle, was hooked up to sophisticated circuitry. The Police said that the explosives near Dena Bank and Garware Bridge were left in the wire-meshed carrier bags, attached to the front of the bicycles and the explosion outside McDonalds went off in a dustbin at its outer gate. According to The Hindu report, the first explosion occurred around 7.30 p.m. near the Balgandharva Rang Mandir, an auditorium on Junglee Maharaj Road followed by second explosion in a dustbin outside the popular fast food joint McDonald’s. Soon after, the third and fourth blasts were reported at Dena Bank and Garware Chowk, in the same vicinity, with the explosive material planted on cycles. The Police said that the explosions were set off with pencil cell detonators placed in a plastic bag, a dustbin and on cycles at two locations. Home Secretary RK Singh said that the injured person is being treated as suspect and questioned by the police. Mr. Singh also suspects a terror angle as it was a planned attack. After the blasts all cities across India are on high alert. A bomb disposal squad swept Jantar Mantar in New Delhi where Anna Hazare and his activists are on a hunger strike, supported by a large crowd.

Though Singh said "no one was injured in the incident", other officials said two people were critically injured in the first blast at Mela Ground in Thoubal District town at around 8am. An hour later, a series of three blasts took place in Sagolband Salam Leikai, Telipati and Yasikul in Imphal. Sources said that no major damage was done with the improvised explosion device (ED) explosion. Sources said that the militants spent several hours at the project site and a couple of Policemen who were on duty there reportedly fled from the area soon after the militants left and reported to the Police. Sources said that soon after militants left the site, the engineers and workers started fleeing from the place and work remained suspended throughout the day on August 28. Four personnel of the Border Security Force (BSF) including a commandant were killed in an ambush by the cadres of the Communist Party of India-Maoist (CPI-Maoist) in Malkangiri District on February 10. Two other BSF personnel and two officials of the Irrigation Department (ID) were also injured in the attack, which came a day before the first phase polls of the panchayat (village level local self-Government institution) elections. The four BSF personnel were Commandant J.K. Khaswan, Deputy Commandant Rajesh Saran, Subedar Ashok Yadav and Assistant Sub-Inspector Jitendra Sahu. The driver of the vehicle, Subhendu Kundu, and the Personal Security Officer of the Commandant, Bishnu Pani, were injured. The two ID officials injured were Srikant Behera and Govind Chandra Ray. According to the District Police, the BSF personnel were on their way to Chitrakonda from the BSF camp at Balimela. They were travelling in a SUV to oversee security arrangements for the polls. At 1 p.m., their vehicle overturned in a landmine blast about nine kilometres from Balimela. No one was seriously injured or killed, but the personnel fell victim to indiscriminate firing by Maoists hiding in the nearby dense forest.

The Police said about 25 armed cadres raided the construction site of Rajendra Singh and Brothers Construction (Private) Ltd Company at Maniari on Sitamarhi-Riga Road around 10.30pm [local time] and held the labourers captive. The Maoists also fired in the air and hurled bombs to terrorise the residents, who could not muster courage to challenge them. The Maoists later escaped from the area abducting three labourers. They also left pamphlets demanding money from the owner of the company. Led by Officer-in Charge of Bhandaria Police Station Rajbali Chowdhary, troopers of VII battalion of Jharkhand Armed Police (JAP) were accompanying local Block Development Officer (BDO) Vasudev Prasad and Garhwa zilla parishad (district level local self government institution) chairperson Shushma Mehta, who were on way to Bargarh village in separate cars to resolve a dispute over a health centre due to which villagers were observing a shutdown. Vasudev, whose vehicle was ahead of the armoured van carrying the Policemen, survived the attack. “Thirteen Policemen, including Officer-in Charge of Bhandaria Police Station, have died. The rebels took away 11 INSAS rifles, one SLR and two AK 47 rifles from the Security Forces,” said State Police spokesperson and Inspector General (Provision) RK Mallick, adds Daily Pioneer. Mehta and her bodyguard were kept hostage for some time, while they were passing by the spot. Later, Maoists released Mehta after snatching the pistol of her bodyguard. According to information as many as 50 – 60 armed Maoists were involved in the attack that lasted for nearly 30 minutes. Chief Minister Arjun Munda, who was in Gumla, said the Maoists attack was an act of cowardice. “They killed innocent Policemen by planning an ambush. So far reports of 13 deaths have been confirmed,” he said.

However, there was no casualty in the blast. Notably, the explosion took place after 73 valley-based militant cadres laid down arms and surrendered before Chief Minister Okram Ibobi and Home Minister Gaikhangam in a home coming ceremony on July 20. A ministerial team comprising of works minister Ratankumar and social welfare minister AK Mirabai was also on the NH-37 Road at the time of bomb explosion. The PLA, meanwhile, has claimed responsibility for the IED explosion. A press statement of the outfit signed by its chief of publicity, Taohangsu Heiremcha claiming responsibility of the explosion said, the IED explosion was carried out under the supervision of the Special Operation Group, PLA, against the 9 Sector 28 AR. The statement has also claimed that the PLA has already initiated steps to continue with such attacks.

Reports said that militants lobbed a grenade at a vehicle of CRPF in Baba Raza-Chanakhan area of Sopore as it was moving in the area. "The grenade landed near the rear side of the patrolling vehicle and there was a big bang. As there was complete strike in the area, the impact of the grenade was not felt as it should have been," said an eye-witnesses. "There are not many militants in Sopore area and as such it is not difficult to track on the person who carried out the grenade attack. It would not take long time for us to nab the grenade thrower," said Police sources. No militant outfit has claimed responsibility for the attack so far.

According to sources, the Maoists, mainly comprising militia members, went to the quarters of the forest section officer, Kurasam Rajulu, abutting the Bhadrachalam-Charla main road at Sitanagaram around 2am. The Maoists accusing him of harassing Adivasis (tribals) assaulted him with rifle butts. After throwing his belongings outside the quarters, the Maoists planted two tiffin-carriers containing explosive material inside the quarters. They then set-off the bombs. The IED have been detonated by a remote control device, official sources said. The BSF officers and soldiers conducted searches in the area after the blast and recovered one detonator, one battery cell and some plastic material indicating that the IED had been fabricated there. The two were construction labourers and were passing through the area, which was on their way to their rented house located at Sangaiprou in Imphal East, after their work. Superintendent of Police (SP) Daljeet Singh said the explosion occurred near Banua crossing in the border of Dev and Dhibara Police Station areas. The blast damaged the vehicle carrying seven Policemen including Dhibara Police Station's Station House Officer (SHO) Indrajeet Singh.
