According to police sources, a six-member police team headed by a Grey Hounds inspector was combing the area since April 16 for landmines and recovered as many as 13 mines planted on the roads criss-crossing the thick forests of Rampachodavaram. According to official sources, left-wing extremists, Naxalites of the People’s War Group (PWG) blew up the house of State’s Cooperation Minister and a police outpost in Malkangiri district, on December 1 night. Official sources said, approximately 40 Naxalites raided the police post at Poteru market and triggered off a dynamite blast. No one was injured as the police personnel were made to vacate the premise at gunpoint. Naxalites then went to Minister’s house and forced the occupants to come out. A dynamite blast was set off there as well. The Minister was not at home at the time. The Minister, speaking to the media, said that he had been in the Naxalites ‘hit list’ for quite some time. Official sources said the incident took place when the police, who launched a massive manhunt to arrest the Naxalites responsible for the December 24 blast, came across seven Naxalites taking shelter near a hill. The police asked them to surrender, but the Naxalties hurled a bomb and opened fire forcing the police to retaliate. In the ensuing encounter, four Naxalites were killed while three others managed to escape. Three of the encounter victims have been identified as G Chandrasekhar, a teacher in a Government school, B Surender, cleaner in a local ESI hospital, and auto driver B Shankar. It is perhaps for the first time in the history of the Naxalite movement that two Government employees, including a teacher, have been killed by the police in encounter. The family members of the teacher, however, alleged that they have been killed in a fake enounter. On the other hand, the District police chief claimed that the teacher has been an activist of the PWG and two cases were pending against him in connection with the killing of two police personnel. Moreover, he was also functioning as a courier for some top leaders of the PWG, the police chief said.

A security force (SF) personnel was killed and seven others injured when two suicide terrorists, fidayeen of the Lashkar-e-Toiba (LeT) attacked an SF convoy at Azad Gunj near Baramulla town on December 8. As the fidayeen, identified later as Pakistani mercenaries, attempted to escape, another SF group which spotted them, engaged and killed them. News reports said that the convoy that was attacked, however, over-reacted and began random firing in which five civilians and a police personnel were killed while 40 civilians were injured. News reports said that the convoy, which failed to identify the fidayeen, fired on different targets all along the route to Baramulla town. Local administration officials said that a magisterial inquiry has been ordered into the incident. There was no clarification from security forces on the incident.
