Some unidentified assailants attacked Regional Institute of Medical Sciences (RIMS)Medical Superintendent Professor Dr Meisnam Amuba by hurling a hand grenade at his quarters located within RIMS campus, Lamphelpat under Lamphel Police Station in Imphal West District on April 1, reports E-Pao. The grenade exploded at a garage beside the entrance gate leading to Prof Amuba's quarters at around 7.15 pm. However, there is no report of any casualty. The blast damaged bumper of a car (Maruti SX 4) apart from puncturing front and rear wheels of the left side. One Honda Activa scooter and the GI sheet roof of the garage were also damaged. It is suspected that the bomb attack was carried out in connection with monetary demand.

A computer operator and a constable were injured in an explosion on the premises of Pakuria Police Station in Pakur District on April 13, reports The Telegraph. Constable Pradip Kumar and computer operator Ramesh Singh were trying to remove a gunny bag, which was lying below a table for long, when the sudden explosion took place. Pakur Superintendent of Police (SP) Ajay Linda said illegal mining was rampant in the area. "Explosives are being seized every now and then. Some seized explosives might have been kept in the gunny bag under the table. We have begun an inquiry," said the Pakur SP.

A Police Constable was killed in a pressure bomb blast triggered by Communist Party of India-Maoist (CPI-Maoist) cadres, in Bijapur District on April 14, reports The Tribune. The incident occurred in a forest between Matwada and Jangla villages under Jangla Police Station limits of the District, when a Road Opening Party (ROP) was carrying out its task in the region, Bijapur Additional Superintendent of Police (ASP) Indira Kalyan Elsela said. After the team covered a distance of around 1.5 kilometres, assistant Constable Ayitu Lekam accidentally came in contact with a pressure bomb planted by the Maoists that exploded, injuring him critically, the ASP said. “Lekam, who was posted at Jangla police station, succumbed to his injuries while being taken out from the forest,” he said.

One trooper of the 25th Assam Rifles (AR) was killed and three other personnel sustained injury in an Improvised Explosive Device (IED) explosion triggered by suspected militants near the AR transit camp Minuthong in Imphal West District on April 14, reports Kanglaonline. According to reports the blast took place around 7.10 pm while the AR personnel were on normal duties in front of the camp. The deceased AR personnel have been identified as Gukulchand Yadap (32), of Rajasthan. He was reportedly evacuated to RIMS and later referred to Shija where he succumbed to his injury. The injured personnel have been identified as Hemansu Devnath (31), of West Bengal (injured on right arm), Manikumar (28), of Bihar (injured at right arm) and K Rameswhar (32), of Ingourok near Nongpok Sekmai. In the meanwhile, denouncing the bomb blast, residents staged a sit-in-protest demonstration nearby the blast site on April 14. The protest demonstration was participated by Ragailong Pei, Youth Club, Women’s Society. Placards and banners which said, “Ragailong is not a battle field”, “We condemn the blast at public place”, “Enough is Enough” etc were displayed during the protest.

ThreeCommunist Party of India-Maoist (CPI-Maoist) cadres, including a ‘Commander’, were killed while planting bomb in Koyaliberda area in Kanker District during the Dandakaranya bandh (shut down strike) called by the CPI-Maoist on April 15, reports The Times of India. Kanker Police confirmed the incident on April 17. "The bombs were planted by Maoists to target Security Forces, who were on patrol to avoid any untoward incident during the bandh. Locals, who reached the spot, on hearing the explosion, saw Maoists, including a Local Organising Squad Commander (LOS) Arjun, lying in a crater formed due to blast," said Kanker Superintendent of Police (SP) Jitendra Meena. Maoists had given a call for 'Dandakaranya Bandh' on April 15, opposing the recent air-to-ground firing exercise carried out by the Indian Air Force (IAF) in Bastar region. The IAF's Garuda Commandos had conducted a special air-to-ground firing exercise in Sukma District on April 1. A similar aerial firing practice was carried out in Bijapur in 2015.

Six Central Reserve Police Force (CRPF) personnel were injured when the Communist Party of India-Maoist (CPI-Maoist) cadres, ambushed a Long Range Patrolling (LRP) party of the CRPF triggering Improvised Explosive Device (IED) blast at Topchanchi in the district headquarter of Dhanbad on April 2, reports The Pioneer. Two of the injured troopers are critical and have been admitted in the Intensive Care Unit of Medica Hospital in Ranchi. The incident took place when a team of CRPF was on LRP on motorcycles at Bodra village under Topchanchi Police Station in Dhanbad. The incident took place at around 11.15 am when a joint team of CRPF's 231st battalion and District Force was patrolling to ensure security to the under-construction Aranpur (Dantewada)-Jagargunda (Sukma) road which passes through the restive dense forests under Aranpur Police Station limits, a senior Police official said. When the security personnel were cordoning-off a patch between Kondapara and Kondasawli villages, the Maoists detonated the IED and started firing in which two head constables were injured, he said. A senior Police official on January 10, said that Police has enough evidence to show the blast was an outcome of the ongoing negotiations and a co-operation between GNLA and anti-talks faction of ULFA based in Bangladesh. Police said that the evidence indicated that there have been talks between GNLA supremo Sohan D. Shira and Deputy Commander in Chief of ULFA Drishti Rajkhowa alias Manoj Rabha. According to Police, the links between GNLA and ULFA seem to have been renewed last year during ‘Operation Hill storm’ when Sohan D. Shira fled Meghalaya and camped in Bangladesh for many months. ”In the renewed talks held three months ago, GNLA had asked for the services of an ULFA cadre named Aprai who is claimed to be an IED making expert. Sevenjawans (troopers) of the Central Reserve Police Force (CRPF) were killed in a landmine explosion triggered by the Communist Party of India-Maoist (CPI-Maoist) in Dantewada District on March 30, reports The Hindu. “A vehicle of the CRPF’s 230th battalion was blown up by Maoists near the Malewara market on the Dantewada-Sukma road around 3 p.m. Seven jawans were martyred in the blast,” said Dinesh Pratap Upadhyay, Deputy Inspector General (DIG), CRPF, Dantewada Range. The blast left a five-foot crater and blew the Tata 407 vehicle into pieces. “The jawans belonged to the Ghusaras CRPF camp in Dantewada and were returning after leave for Holi,” Dantewada Superintendent of Police (SP) Kamlochan Kashyap said. The Maoists also had brought some people carrying traditional weapons, possibly to snatch the weapons from the CRPF men. However, source confirmed that all seven troopers belonged to the “non-combat” staff and were carrying no weapons with them. Upadhyay added “The blast was so powerful that the bodies were thrown 100-150 metres away. Almost all of them might have died in the explosion or would have been on the verge of death. But it is true that Maoists shot some of the bodies.” The deceased troopers were identified as Sub-Inspector D. Vijay Raj, Constables Pradeep Tirkey, Rupnarayan Das, Devendra Chourasia, Ranjan Dash and Mritunjoy Mukharjee and driver Saindane Nana Usesing.

The Coordination Committee (CorCom), a conglomerate body of several underground outfits has claimed its hand behind the ambush. CorCom said that the ambush was carried out by a Joint Fighting Force (JFF) and added that six personnel including one JCO were killed. A statement issued by Public Relation Officer (PRO) headquarters of Inspector General of Assam Rifles-South (IGAR-S) said that a convoy of AR while returning after assessing a landslide area in Holengjang to the Battalion Headquarters location at Joupi in Chandel District had an encounter with cadres of a militant group at 1 pm. In the ensuing fire fight, one Junior Commissioned Officer and five soldiers were martyred. The militants exploded IEDs before they rained bullets on the AR convoy. Another source said that the suspected militants take away one Light Machine Gun, four AK Rifles and one INSAS Rifle along with ammunition when they escaped inside the thick jungle. The bomber, it said, seemed to be improvising on the explosive devices as in the January blast a cardboard box was used to pack the material which was followed by a plastic box in the May 13 incident and now an aluminum box, the sources said.Normal adhesive tapes were used in packing the explosive material in the first two bombs but in the latest blast the bomber had used surgical tapes whose adhesive qualities are much better, the sources said, adding the reason why no large-scale damage was done was that no shrapnels had been used. The serial number of battery used in the Pipli was not destroyed in the blast and it could help the investigators crack the case, they said.

The explosion occurred around 1 pm near a taxi car hired by district medical officer (homoeopathy), which was parked in front of DMO office near the court complex. The windshield of the vehicle and another car in the parking area suffered damages in the explosion.Police said the explosive material was placed inside pressure cooker, but there is no confirmation whether a timer device or remote control was used to trigger the blast. Initial finding is that ammonium nitrate was used in the explosive. The bomb squad of Police and forensic experts who collected evidence from the spot recovered a box on which `The Base Movement' was written. The blast in which a villager was injured, took place at the entry point of the Government middle school Bhaisa under Rowghat Police Station limits of the District. “The incident happened around 8 am and 8.30 am while school was running and students were inside the school building in Bhaisa village,” Superintendent of Police (SP), Kanker, ML Kotwani said. Police had received information that Maoists had placed banner-poster in the Government school. Immediately security personnel were dispatched to the spot, the SP said. The martyred soldier has been identified as Constable Nitin and the injured soldier is Constable Pulwinder. Both are from the 40th battalion of the BSF, officials said. Firing is still underway from adjacent houses located near the camp, which is located on the banks of river Jhelum. However, the official Twitter handle of the Udhampur-based Northern Command said: "Baramulla Incident situation contained and under control". Of the four bombs which exploded in quick succession, one exploded near the district hospital at Hungpung at about 4 am.Officials in the security establishment said there were intelligence inputs that NSCN-IM, led by T Muivah who is a Tangkhul Naga from Ukhrul, was unhappy at Singh visiting 'an area of their dominance' and that the outfit may resort to violence. The pamphlets found from the blast site contain a message where they condemned the State Government for amendment of the Chhotanagpur Tenancy Act and for favouring capitalists. The incidents were the second and third ones in the last five days. Maoists blew up three points on the same railway track on Gomia-Barkakhana route under Dhanbad railway division of East Central Railway (ECR). Unlike the previous two blasts, on October 11, Maoists blew up the tracks at 1.30 pm near Dumri Vihar. Apart from goods trains, short distance passenger trains like Gomoh-Choupan passenger and Barkakhana-Asansol passenger were affected due to the incident. The traffic on the route was disrupted for nearly 10 hours till a railway team reached the site and reinstalled the broken railway lines. "Maoists are targeting the rail tracks as they are public property. Mostly passenger trains ply on this route. The incident caused inconvenience to local passengers who were traveling on this route during the festive season," said Manoj Krishna Akhouri, Divisional Railway Manager (DRM), Dhanbad railway division.The first incident occurred on October 6, when Maoists set a railway engine on fire and blew up a railway track near Dumri Vihar railway station. On October 7, Director General of Police (DGP), Railway Protection Force (RPF), S K Bhagat along with senior Police officers had visited the site to assess the situation and a search operation was launched by the State Police. Three days later, the Maoists blew up the railway tracks again. Sources said that the blast was triggered by a Maoist squad that came from outside the District. Local Maoist ‘commander’ Santosh Da was also with them. Deputy Inspector General (DIG), Koylanchal, Saket Singh said a massive anti-Maoist search operation is being conducted in the jungles near Dumri Vihar. Necessary directions have been given to Police officers to avoid repetition of such incidents. The restoration work was completed by the railways in the presence of Police. Maoists who have almost lost their ground in jungles of Gomia block are trying to register their presence through such attacks, Police said.

Two Security Force (SF) personnel were injured in an Improvised Explosive Device (IED) blast triggered by the Communist Party of India-Maoist (CPI-Maoist) cadres in Bijapur District on September 22, reports The Times of India. The incident took place when a joint team of Special Task Force (STF) and District Forces was out on an anti-Maoist operation in Madded Police Station area, Additional Superintendent of Police (ASP) of Bijapur, Mohit Garg said. The composite squad had launched the operation from Madded, around 450 kilometres from Raipur. When they reached near Gorna rivulet, the rebels detonated an IED and opened indiscriminate fire on the SFs leading to a gun-battle, he said. However, rebels soon fled the spot on finding SF personnel zeroing on them, Garg said, adding, "Two jawans sustained injuries in the explosion and were airlifted to Raipur for treatment." Those injured were assistant constable Sadanandam Dhannur and secret trooper Abhaiyya Jabba. SFs have launched a combing operation in the region to arrest the attackers, he said.

Three paramilitary Central Reserve Police Force (CPRF) personnel were injured in a grenade blast at Wanpoh in Kulgam District on September 26, reports Daily Excelsior. Police said militants hurled a grenade at around 2 pm on a CRPF party of 90th battalion who were performing law and order duties. The grenade exploded injuring the CRPF personnel. A manhunt was launched to arrest the attackers. Police in a statement said: “This afternoon unknown militants hurled a grenade on CRPF party of 99-Bn deployed for ROP (Road Opening Party) duty near Government Higher Secondary School Wanpoh, Mir Bazaar in district Kulgam. Three CRPF personnel sustained injuries in the incident. The injured were shifted to Hospital for treatment. Security forces cordoned off the area and launched a manhunt to nab the attackers.” Hizb-ul-Mujahideen (HM), while claiming responsibility for the attack, said that such attacks will continue in future.

A District Reserve Group (DRG) jawan was killed and two others were injured in an Improvised Explosive Device (IED) blast triggered by Maoists in Narayanpur District on September 29 (today), reports Hindustan Times. The incident took place around 8 AM when a Road Opening Party (ROP) of DRG was crossing the Karel Valley in Narayanpur Police Station area, a senior Police official said. The patrolling was being conducted to ensure security in the region ahead of a public grievances redressal camp to be held at Akabeda village fall in Abujhmadh area. Scheduled as per the demand of villagers, the redressal camp was to be attended by Narayanpur Collector and SP to hear the grievances of villagers, the official said. The SF personnel proceeded for the operation from Narayanpur District headquarters and when they reached the Karel Valley close, Maoists triggered the blast following which an exchange of fire broke out, the official said, adding that rebels soon fled into dense forest. “Assistant constable Puran Potai was killed in the blast while two others sustained minor injuries,” he added. Another Police officer said Maoist had been opposing the public grievances redressal camp.

The incident took place around 11:50 am while a team of CoBRA's 204th battalion was carrying out patrolling under Basaguda Police Station limits, a Central Reserve Police Force (CRPF) official said. SFs were out on the operation to ensure security to Basaguda-Tarrem under-construction road, located around 450 kilometres from Raipur. While they were cordoning off a forested patch near Tarrem, a jawan inadvertently stepped over the pressure IED connection, triggering the blast that left him injured, he said.
