A former sarpanch (local-self government institution head), was killed by the Communist Party of India-Maoist (CPI-Maoist) cadres in Bijapur District on April 23, reports The Hindu. The Maoists slit the throat of Elam Narayan, the former sarpanch of Vadala village under Bhopalpatnam block of Bijapur and also left a handwritten letter on his dead body claiming the responsibility of the killing. “We had already warned Elam Narayan thrice during various Janatana Adalat (peoples’ court) but he continued to indulge in troubling common public, exploiting and threatening them. He did not give up his dictatorial ways despite repeated warning from the party,” said the handwritten letter issued in the name of National Park Area Committee of the CPI-Maoist. Elam Narayan was reportedly a member of the Bhartiya Janata Party (BJP). “Our party will never spare BJP men like Elam Narayan who trouble common public,” threatened the Maoists' letter and also asked other BJP members in the area to quit the party or “face the consequences.”

Police said that the incident took place in Monghama village where the former NC MLA Ghulam Mohiuddin had gone to attend a marriage function. His Personal Security Officer (PSO), Shabir Ahmad, and another guard were waiting in a private car outside the venue when three pistol-borne militants struck. The militants tried to snatch the service rifle from the PSO which led to a scuffle during which Shabir Ahmad received minor injuries on the face. Militants then fired a few shots, resulting in injuries to Constable Riyaz Ahmad Ganie. He was hit in the throat and succumbed to his injuries later at a hospital. Suspected Communist Party of India-Maoist (CPI-Maoist) cadres, on May 25 afternoon, killed two persons, including Sudesh Paswan, Dumaria Lok Janshakti Party (LJP) block President and husband of Maya Devi, the outgoing mukhiya (headwoman) of Kachar panchayat (village level local self government institution), under Dumaria Police Station area in Gaya District, reports The Times of India. The other killed man has been identified as Sunil Paswan, cousin of the slain LJP leader. Paswan was killed during campaigning in favour of his wife Maya, who is seeking re-election to the post. The election is scheduled on May 30. Sunil, too, was a candidate for the post of panchayat samiti member, a block-level position in the panchayati raj system. The marauders also torched at least two campaign vehicles. According to sources, bike-borne killers stopped the two during campaigning and pumped bullets in the bodies of Paswan cousins. The two died on the spot. Confirming the twin killings, Gaya Senior Superintendent of Police (SSP) Garima Malik said that prima facie it appeared to be the handiwork of Maoists, but nothing could be said with finality at this stage. Though on record the Maoists stand for poll boycott, spouses of several front-ranking Maoists, including Vinod Marandi, ‘chief’ of the Revolutionary Communist Centre (RCC), a splinter group of Maoists, are contesting the ongoing panchayat elections.Election-related violence in Dumaria region is not a new phenomenon. In 2005, Rajesh Kumar, former Member of Parliament (MP) and LJP's Imamganj assembly constituency candidate, was gunned down during campaign. Former Speaker Udai Narain Chaudhary narrowly escaped a landmine blast in 2010 assembly elections.

Claiming responsibility for the killing of Lok Janshakti Party (LJP) leader Sudesh Paswan in Dumaria Block Headquarters in Gaya District last month, Maoists have justified their dastardly act by holding him responsible for the 'killing of the banned outfit's revolutionaries' and have gone on to describe him as 'ring leader of Police informers', reports Zee News on June 3. A hand-written pamphlet, which appeared in Imamganj area of Gaya, warned those colluding with the Police and being their informers. It also lashed out at LJP leader Chirag Paswan and former Chief Minister Jitan Ram Manjhi for shedding 'crocodile tears' over the incident. The LJP had earlier condemned the killing of Sudesh and demanded President's Rule in the state in view of rising crime. Chirag had also slammed the ruling 'grand alliance' for prevailing lawlessness in the state, and said those raising their voices are being murdered. Sudesh was campaigning for panchayat (village level local self government institution) elections near Dumaria when he was shot dead.
