A Sarpanch (head of Gram Panchayat, village level local self-government institution) of Mankeli village in Bijapur District, identified as Budhram (45), was allegedly stabbed to death by Communist Party of India-Maoist (CPI-Maoist) cadres in Nayapara locality of Bijapur District headquarter on January 2, reports daily.bhaskar.com. According to Police, a group of four Maoists, dressed in school uniforms, attacked Budharam when he was taking a walk outside his house in Bijapur town. Budhram had shifted to Bijapur from Mankeli after Salwa Judum (anti-Maoist vigilante group), a movement aimed at countering Maoists in the region, was started there.

Militants opened fire and critically injured a woman Panch (member of Village Panchayat, village level local self Government institution) and a Congress worker, 45-year-old Zooni, by firing at her outside her house in Dar Mohalla at village Shiva in Sopore area of Baramulla District in the evening of January 12. As reported earlier, militants had shot dead Sarpanch (head of village Panchayat) Habibullah Mir in Sopore on January 11. Police said that in both the attacks the gunmen used pistols and carried out attacks at point blank range.

Bashir Ahmad Wani, a Sarpanch (head of Gram Panchayat, village level local self government institution) of village Kalantra, was shot dead by unidentified militants in the evening of February 24 at his residence in Payeen locality of Kreeri area in Baramulla District, reports Daily Excelsior. Wani was also affiliated to the ruling National Conference (NC) party. Police sources said that he was provided with security. Constable Sajjad Ahmad was attached with Wani while Constable Abdul Majid was attached with his father. However, the Constable was not with Bashir Ahmad Wani when he was attacked.

The Shillong Times reports that in a daring attack, suspected militants ambushed newly-elected Member of Legislative Assembly (MLA) of Rongara-Siju, Rophul S Marak, on National Highway (NH)-62 near Dainadubi in East Garo Hills District in the night of March 12 while the legislator was on his way back to Tura from Shillong. The incident took place while the legislator was heading for his home town from Shillong and was passing through Rongmil village near Dainadubi on NH-62 at around 11:30 pm. Sources informed that as soon as the legislator and his convoy reached Rongmil village, three armed militants in camouflage ambushed them by opening fire. There was an exchange of fire between the two security personnel assigned to the legislator and the militants for some time, before the three militants fled the scene. However, there were no casualties in the incident.

Alleging that he was a Police informer, Communist Party of India-Maoist (CPI-Maoist) cadres shot dead a tribal Sarpanch (head of Panchayat, village level local self-Government institution), Bhagaban Kirsani (38), in Malkangiri District in the night of April 2, reports The Hindu. His bullet ridden body was located on the outskirts of Kurmanur village under Kalimela Police Station limits the morning. Kirsani happened to be the Sarpanch of Kurmanur Panchayat of Kalimela block. According to sources, Paplur Dalam (squad) of the Andhra-Orissa Border Special Zonal Committee (AOBSZC) of the CPI-Maoist claimed responsibility for the murder through a handwritten poster left near the body.

Ashoka as saying that "it is a very clear act of terror... targeted at the BJP, our senior leaders and workers".Pieces of what appeared to be detonators were recovered from the scene. However, the grenade did not explode. ‘’Publicity Secretary of KNF-N, Gou Vaiphei told The Sangai Express over the phone that the attack was carried out as the Minister turned down the request of the outfit to extend monetary help. The ‘publicity secretary’ further warned that the outfit would not only carry out other attacks in future but also take the life of the Minister if he fails to extend monetary help to the outfit.

The Sangai Express reports that MK Preshow Shimray, a Member of Legislative assembly (MLA) representing Chingai Assembly Constituency, had an escape when unidentified persons fired and triggered a blast targeted at his convoy near Kuivakazo village in Ukhrul District on April 30 afternoon. A 10-vehicle convoy including the MLA, Autonomous District Council (ADC) Member, Horyaola Vashum and security escorts were reportedly returning from Talui (Tolloi) after attending an ADC Handloom Mela when the attack was launched. After spot inquiry of the incident, Officer in-charge of Ukhrul Police station, P Longpinao told media persons that an IED was exploded by unknown persons, who also fired a shot towards the convoy. This is the second time in recent years that an MLA from Ukhrul District has come under attack from militants. On April 15, 2011, the late MLA from Phungyar Assembly Constituency, Wungnaoshang Keishing was ambushed near New Canaan village under Litan Police Station. Though the MLA escaped unhurt, seven Security Force personnel and a civilian driver were killed in the ambush.

The abducted persons have been identified as the naib sarpanch (deputy head of village level local self-Government institution) of Mahupadar Budu Durua, a trader Budu Naik and another villager Malsa Kalra, accusing them of helping the Police. Mir had contested the 2008 State Assembly elections from Sopore as an Independent candidate but lost to National Conference’s Haji Mohammad Ashraf. Mir was also operating a Himayat Centre – an employment and capacity-building scheme of the Union Minister of Rural Development, under which Kashmiri youth are provided professional training at corporate and given jobs in different parts of the country-at the same workshop. Sources said that he was Police friendly and was supporting Police in community Police initiatives. He had been provided two personal security officers (PSOs) by the local Police, sources said. “He had received threats from militants in the past for his pro-police initiatives”, sources added. The Maoists allegedly killed the 40-year-old Soumendra Betti suspecting that he was giving information to Police and Security Forces (SFs) involved in anti-Maoist operations in the region. The Sarpanch was reportedly called out of his home in village Materu near the border with Chhattisgarh. Betti was reportedly taken to the outskirts of the village, where over a dozen Maoists were waiting. In April, 2013, a Sarpanch was dragged out of his home by around 30 armed Maoists, including women cadres, and shot dead.

Five low intensity blasts occurred on the outer periphery of the Gandhi Maidan, Union Home Secretary Anil Goswami said in Delhi. One bomb went off before the Eliphistine cinema hall on the western side of the rally venue, Police said. Hours before the multiple explosions, a crude bomb went off in a newly constructed toilet at the Patna railway station, two kilometres from the BJP's 'Hunkar rally' venue. Bomb disposal swept the area and recovered two more crude bombs, Railway Superintendent of Police Upendra Kumar Sinha said. One security personnel was injured while defusing a bomb recovered from the toilet, he said. Meanwhile, Union Minister of State for Home Affairs R P N Singh said, "I can't say whether it was a terror attack or political conspiracy.
