More than 270 terrorists (militants) are currently active in Jammu and Kashmir (J&K), which is less than the 2019 and 2020 figures, official sources said, reports Daily Excelsior on January 14.The Union Territory (UT) has seen a decrease in terrorist incidents, infiltration and civilian killings in 2020, while Security Forces (SFs) carried out more than 100 “successful” counter-terrorism operations killing 225 terrorists, the official sources said, adding, there are over 270 terrorists active in J&K currently, of whom 205 are in Kashmir Valley.There were 421 active terrorists in J&K in 2019 and over 300 in 2020. While a total of 225 terrorists were killed in 2020, as many as 160 terrorists were killed in 2019 and 257 in 2018.In 2020, terrorists’ activities were also witnessed in so-far peaceful areas south of the Pir Panjal range in Jammu region, including Kishtwar-Doda and Poonch, the official sources said.Jammu and Kashmir Police (JKP) chief Dilbag Singh had earlier said, “As many as 635 OGWs (Over Ground Workers) were arrested (in 2020) and 56 out of them were booked under the Public Safety Act (PSA).” Singh had said that all the terror organisations are leaderless now and those militants who are recruited as leaders of any group by Pakistan-based handlers are caught or killed.

Around 300-400 terrorists trained in camps across the Line of Control (LoC) are ready to sneak into Jammu and Kashmir (J&K), Army chief General M M Naravane said on January 15, reports Daily Excelsior.In his speech during the Army Day Parade, General Naravane also said that there has been 44 per cent increase in ceasefire violations that reflects Pakistan’s sinister design. Pakistan often provides cover fire to help terrorists sneak into J&K.General Naravane said India’s active operations and strong counter-infiltration grid not only inflicted heavy losses on the enemy but they contained infiltration attempts as well.He said the Army killed over 200 terrorists in counter-terror operations and on the LoC last year, adding these measures have provided people of Jammu and Kashmir relief from terrorism.“Strong response is being given to the enemy on the other border. Pakistan continues to provide safe haven to terrorists. In the training camps, across the LoC around 300-400 terrorists are ready to infiltrate,” he said.“There was an increase of 44 per cent in the ceasefire violations last year which is proof of Pakistan’s sinister plans. There were also attempts to smuggle weapons using drones,” he added.

Asserting that Jammu has always remained a target of Pakistan and its agencies, Director General of Police (DGP), Dilbag Singh, on February 7, said terrorists are planning to set up their hideouts here to receive arms and ammunition from across the border and smuggle it to Kashmir, reports Daily Excelsior.However, the Jammu and Kashmir Police (JKP) is alert to the challenge, he added. DGP, Singh said the arrest of Lashkar-e-Mustafa (LeM) ‘chief’ from the Kunjwani area of Jammu on February 6, reflects the determination of the force to scuttle the nefarious designs of the neighbouring country (Pakistan) sponsoring terrorism and drugs in the Union Territory (UT).“Jammu has always remained a target of Pakistan, its sponsored terrorist outfits, ISI [Inter Services Intelligence's] and the agencies running militancy in J-K. In the past, religious places were repeatedly targeted and a grenade attack had taken place on a temple in Rajouri in the recent past.Police have got inputs and are taking action (to foil any attempt to disturb peace and harm the communal harmony),” DGP, Singh said. He further said, the recently floated Lashkar-e-Mustafa (LeM) is an offshoot of the Jaish-e-Mohammad (JeM) outfit and majority of its members were arrested in Kashmir or Jammu. “The questioning of its commander (who was arrested in Jammu city on Saturday) is going on and his disclosure suggests that they wanted to spread militancy to Jammu and set up hideouts so that they can dump the arms and ammunition received from Pakistan before smuggling to Kashmir or any other place,” DGP, Singh added.

Jammu and Kashmir Police (JKP) has seized 61 vehicles, attached houses and shops and recovered cash in 46 militancy related cases, an official spokesman said on February 16, reports Daily Excelsior. The official spokesman said JKP Headquarters has accorded permission in 46 cases for seizure and attachment of various moveable and immovable assets of individuals or associations to restrict the militant activities in Jammu and Kashmir (J&K).He also said Police along with the other Security Forces (SFs) and investigation agencies is fighting the challenges of the militancy at various fronts.While the number of militants belonging to different outfits were neutralised in the sustained operations, the handlers are using motor vehicles and the proceeds of militants for furthering their evil designs. The spokesman further said following the due procedures of the law Police has in last couple of years or so accorded sanction for seizure and attachments of four wheelers, motorcycles, cash, land houses and shops through different orders to ensure that the militant activities are under check.

The armies of India and Pakistanhave agreed to ceasefiring along the Line of Control (LoC) and all other sectors with effect from midnight on February 24, reports Daily Excelsior. The historic ceasefire agreement was reached after Director Generals of Military Operations (DGMOs) of the two countries held discussions over established mechanism of hotline contact. The agreement has come into force from the intervening night of 24th and 25th February, an official statement released,on February 25, by the Ministry of Defence (MoD) said.“In the interest of achieving mutually beneficial and sustainable peace along the borders, the DGMOs of India and Pakistan agreed to address each other’s core issues and concerns which have propensity to disturb peace and lead to violence,” the statement said, adding that both sides agreed for strict observance of all agreements, understandings and cease firing along the Line of Control and all other Sectors with effect from midnight 24th/25th February 2021.The statement said both sides reiterated that existing mechanisms of hotline contact and border flag meetings will be utilized to resolve any unforeseen situation or misunderstanding.Sources also made it clear that Anti-Infiltration Grid will remain intact along LoC as well as International Border (IB) and there will be no let-up in anti-infiltration measures along the borders and anti-militancy operations in the hinterland.“The Anti-Infiltration Grid will continue to be strengthened. All measures aimed at thwarting infiltration attempts on the LoC and IB will remain enforced to ensure that the militants don’t manage to enter the Indian territory taking advantage of ceasefire,” sources said.

A major terror-funding racket pumping funds to the militants in Jammu and Kashmir via Nepal-Bihar-UP route was unearthed by security agencies, reports Daily Excelsior on March 2. According to the security officials, large amount of hawala money had already been pumped into to the militants in Jammu and Kashmir by operatives using the services of certain jewelers, shopping mall owners and other traders in Nepal and sending money with the help of youths operating in villages of Bihar and Uttar Pradesh, bordering Nepal. Officials insist that a number of over-ground workers (OGW) and their sympathisers working at the instance of Pakistan’s Inter-Services Intelligence (ISI), Army, Lashkar-e-Tayyiba (LeT), Jaish-e-Mohammed (JeM) and Hizbul Mujahideen (HM) are involved in the racket and all of them would be rounded up, reports The Shillong Times. According to the modus operandi, Pakistan based ISI, army and militant commanders had been depositing huge cash in the bank accounts of certain Nepal based traders including jewelers, shopping mall owners etc. The Nepal businessmen through their couriers had been utilizing services of the youths putting up in the villages of Bihar and Uttar Pradesh, bordering Nepal, and supplying cash to them between Rs 2-5 lakh. The youths, some of whom were influenced by the ideology of Islamic State had been further supplying hawala money to the persons identified by the Nepal based businessmen, in Jammu and Kashmir. The youths were getting part of the money as commission for the trips between Bihar or Uttar Pradesh to Jammu and Kashmir. Union Minister of State for Home G Kishan Reddy said, “During the past three years, there has been a significant decline in terror incidents and attempts of infiltration from across the border in Jammu and Kashmir. However, the incidents of shelling from across the border have increased during the past three years.” Reddy said the terror incidents in Jammu and Kashmir have come down from 614 in 2018 to 244 in 2020. He said killings of civilians have come down from 39 in 2018 to 37 in 2020 and deaths of security personnel from 91 in 2018 to 62 in 2020. However, the minister said, instances of shelling from Pakistan increased from 2,140 in 2018 to 5,133 in 2020.

He also said, stone-pelting incidents in the Kashmir Valley have “reduced drastically”, although they have not stopped completely. The stone-pelting incidents have now been reduced to 10 per cent of what it used to be earlier, he said while addressing a press conference on the eve of the CRPF’ 82nd anniversary in New Delhi. “In Jammu and Kashmir, where the force works in close coordination with the state police and the Indian Army, 215 terrorists were neutralised in 2020 and 11 terrorists were killed this year,” Singh said. During the same period, 296 terrorists were arrested by the Security Forces (SFs) while eight surrendered. Also, the CRPF recovered 378 arms and 41 Improvised Explosive Devices (IEDs), while 275 encounters/attacks took place during the same time period. Asked about the threat posed by “sticky bombs” in Jammu and Kashmir, he said, “While frisking a vehicle, we keep in mind the threat of sticky bombs. Although, we have not seen any such incident where we found sticky bombs attached to a vehicle. But yes, it is a challenge, we know it, they (terrorists) might try to use it and we have briefed our forces about it.” He said at the instance of an accused, a few sticky bombs were recovered from some areas. The DG said normalcy has been restored to a large extent in Jammu and Kashmir.

Apparently, in a joint statement issued by the two sides, India and Pakistan on February 25, 2021, said they have agreed to a “strict observance of all agreements, understandings and cease firing along the Line of Control (LoC) and all other sectors” with effect from the midnight of February 24/25 (Wednesday). LG Sinha said, “In J&K UT there are no takers for ISIS ideology. That sort of radicalization is comparatively very, very less in J&K UT. But our concern is that social media sponsored radicalization from across the LoC.” “A human being is clear by his heart, but at times, atmosphere around him, lures him towards wrong. How to prevent this radicalization should be our priority. We need to promote Sufism and teachings of our Gurus. We don’t need any foreign model to deal with this menace,” Sinha said, adding that religious scholars are the torch bearers and hold the key to tackle the challenges like radicalization. Indian and Pakistani armies held a brigadier-level meeting at Poonch-Rawlakote crossing, on March 26, as a follow-up to their agreement to observe ceasefire along the Line of Control (LoC) in Jammu and Kashmir (J&K), reports Daily Excelsior. In February 2021, the Indian and Pakistani armies recommitted themselves to the 2003 ceasefire on the LoC. The return to the ceasefire was agreed upon by the Director-Generals of Military Operations (DGMOs) of the two countries. The army tweeted, “Post the DGMOs Understanding 2021, a Brigade Commander Level Flag Meeting was held between Indian and Pakistan Army at Poonch-Rawlakote Crossing Point on 26 Mar 2021 to discuss implementation mechanism as per the understanding.” On March 25, Army chief General MM Naravane said the LoC has been silent for the first time in around five to six years as not a single shot was fired in March barring an odd incident, and said, “I am glad to inform that in the whole month of March, we have not had a single shot fired at the Line of Control barring an odd incident. The charge sheet is filed against seven narco-smugglers associated with BKI identified as Gurpartap Singh, a resident of Tarn Taran District in Punjab, Sham Lal, Ajeet Kumar alias Kala, Bishan Das alias Raju, Jasraj Singh, Subhash Chander and Gurbaksh Singh, all residents of Jammu in Jammu District of J & K in India under several sections of the Narcotic Drugs and Psychotropic Substances Act, Indian Penal Code and Unlawful Activities (Prevention) Act. Police on April 28 today filed a charge sheet against three Over Ground Workers (OGWs) of Hizb-ul-Mujahedeen (HM), identified as Qaiser Ahmad Sheikh, Aasif Khazir Mir and Hilal Ahmad Mir, for their involvement in the attack on Bhartiya Janata Party (BJP) Ganderbal District vice president on June 10, 2020, reports Daily Excelsior. In the evening hours, militants carried out the attack at his native village Nunner, Ganderbal District. “The militants fired upon the protected person, however, the PSOs [Personal Security Offices] quickly retaliated back resulting in on-spot death of one militant namely Shabir Ahmad Shah, son of Abdul Gani Shah of Jangalnar Awantipora,” spokesman said. During the brief exchange of fire, one PSO Altaf Hussain also got seriously injured and later succumbed to injuries, he said, adding that arms and ammunition were also recovered from the killed militant. “In this regard, a case… was registered in Police Station Ganderbal. The charge sheet was submitted before the competent court which has taken cognisance of the document. People also want the same and it is a good thing. The official report said several among the missing are suspected to have joined militancy but have not been included in the official count by the officials as the recruitment is not established yet. Quoting a senior-level official source, the report said: “This year there have been around 40 who have joined militant groups, basically the Lashkar-e-Taiba (LeT) and the Al-Badr. However, around 50 are still missing.” Another arm of the defence and security apparatus, which is involved in counterinsurgency operations, verified the trend of recruiting, the report said. “All the traditional militant groups, which were operating from Pakistan with the direct support of the ISI, like the LeT (Lashkar-e-Taiba), Jaish-e-Mohammad [JeM] have now got frontal organisations with peculiar names to showcase that Pakistan has no role in the terror activities in Kashmir,” the report said quoting another official source, adding “The Resistance Front (TRF), which is a front for LeT, has attracted the majority of the new members”. Furthermore, the Harkat-ul-Mujahideen’s infamous 313 Brigade has been transformed into the Jammu and Kashmir Ghaznavi Force, the report said. The Lashkar-e-Mustafa (LeM) is a JeM front that rose to prominence after the Pulwama incident in 2019. Hizbul’s recruitment and operations are shrinking. The report also said Hizb-ul-Mujahideen (HM)’s operations and recruiting have slowed, owing to tensions at its headquarters in Pakistan administrated Kashmir (PaK). 131 Kashmiri youngsters had joined militancy in 2020, the report said quoting official statistics, as of early October 2020. This was an increase from the 117 new hires in 2019. In 2018, 214 young people joined militant ranks, the highest level of recruitment in recent years.

The NIA arrested District President of Jamaat-e-Islami for Kishtwar District and recovered large quantity of incriminating documents, electronic devices and mobile telephones from other places during these raids. NIA has conducted raids at JeI premises at Ramban, Doda, Kishtwar, Rajouri, Srinagar, Budgam, Ganderbal, Baramulla, Kupwara, Bandipora, Anantnag, Shopian, Pulwama and Kulgam Districts in J&K in India. The National Investigation Agency (NIA), on September 21, conducted multiple raids in five Districts of the Union Territory (UT) including three in Kashmir division and two in Jammu region in connection with recovery of Improvised Explosive Device (IED) dropped using drone on the day two drones struck at Indian Air force (IAF) Station at Satwari injuring two officials and causing minor damage to the building, reports Daily Excelsior. An NIA statement issued said many digital devices and other incrimination material have been recovered from the premises of persons whose houses were raided today (September 21). Three militants, two of them hailing from Banihal tehsil (revenue unit) in Ramban District and another from Shopian have already been arrested in connection with recovery of the IED at Bhatindi under Trikuta Nagar Police Station in Jammu District including the one who had to plant the explosive device at a crowded place. The case was registered at Trikuta Nagar Police Station on June 27 this year while investigations were later handed over to the NIA which reregistered the case on July 19. The NIA raided the house of Jal Shakti Department official Ghulam Mohammad Dar (45), son of Abdul Gani Dar at Tendar Dothan Gaddatter village in Gundana area in Doda District. “The NIA team was looking for his son Javed Iqbal Dar, 31, who is reportedly MA B Ed as there were reports with the Agency that he might have been connected with militants in Pakistan through WhatsApp,” sources said, adding that the family, however, claimed that Javed Dar was putting up in Ladakh for the past few months. Sources said the NIA team might establish contact with Ladakh Police to trace Javed Dar. Information about Javed Dar’s links with the militants was reportedly given by three militants already arrested in connection with recovery of the IED. The NIA team also conducted searches in the house of an ex-serviceman of Territorial Army Talib Naik at Masjid Mohalla in Kishtwar. “During searches conducted today, many digital devices and other incriminating materials have been recovered from the premises of suspects,” an official statement issued by the NIA after completion of the raids, said. It said investigations into the case revealed that Pakistan based handlers of proscribed terror outfit of Lashkar-e-Toiba (LeT) and their associates based in Jammu and Kashmir are planning terror activities in the Union Territory using the pseudo-acronym The Resistance Front (TRF) so as to maintain plausible deniability and evade Law Enforcement agencies. Meanwhile, the NIA raided the residence of Mohammad Shafi Wani son of Abdul Gani, a resident of Lasjan on the outskirts of Srinagar. They searched the residence and seized the mobile phones of Mohammad Shafi and his son identified as Rayees Wani. Mohammad Shafi was detained and taken to Police Station Panta-Chowk for further questioning. The NIA also searched the residence of Waseem Ahmad Dar son of Nazir Ahmad Dar, a resident of Larm Ganjipora area of Kulgam District. In Anantnag District, searches were carried out in the residence of Bashir Ahmad Padder son of Ghulam Mohammad Padder, a resident of Bamnu Sadiwar, and in Baramulla District, a raid is being conducted in the house of Ghulam Mohiudin Wani son of Ghulam Mohammad Wani, a resident of Zandfaran Sheer who is an employee in Sericulture department.

The army commander said during a week, Army killed seven militants and recovered seven AK rifles, nine pistols and revolvers, and more than 80 grenades of various kinds besides Pakistani and Indian currency near the LoC. General Officer Commanding (GOC) of Baramulla based- Army’s 19 Infantry Division, Major General Virendra Vats said that army launched the operation on September 18 after the Army noticed suspicious movement along the LoC in Salamabad, Uri. “An encounter took place when the infiltrators -- believed to be six -- were challenged. While four of them ran back towards the other side of the fence due to dense foliage and darkness, two sneaked into this side of the LoC,” he said. “We zeroed-in on the Salamabad Nallah, approximately 800 m inside the LoC, on September 25 and in the ensuing encounter, one militant was killed the next morning,” Maj Gen Vats said adding, “Another militant pleaded that his life be spared. As is the ethos of the Indian Army, after taking due precautions, he was taken into custody alive”. The arrested infiltrator was identified as Ali Babar Parra (19), resident of Okara District in Punjab province of Pakistan. Major General Vats said the slain militant was identified as Atiq ur Rehman alias Qari Anas (33), belonging to Attock District in Punjab of Pakistan. “The arrested militant has admitted to be a member of Lashkar-e-Toiba [LeT] and was trained in Muzaffarabad," GoC 19 Infantry Brigade said. “He has revealed that he was trained for three weeks at Khyber camp, Ghadiwala in Muzaffarabad in 2019”. “He was recalled this year for some important task and was told by his handlers that he has to drop supplies at Pattan. But when we went through the recoveries and modus operandi, it shows that they had come here for some kind of a strike which went beyond the drop of supplies,” he said. Maj Gen Vats said the infiltration attempt was made along the Salamabad Nala, which was the same route used for the 2016 suicide attack on the Uri garrison in which 19 army men were killed and many others injured. He said the infiltrating militants was supported by the Pakistani side with three porters bringing supplies till the LoC. “The movement of such a large number of people cannot take place without active complicity of the Pakistan Army deployed on the other side,” he said. Major General Vats said there has been an increased movement at the launch pad across the LoC. "This shows the desperation of Pakistan that when they see peace in Kashmir, they send militants to disturb peace by sensational strike”. He also said seven militants have been killed in as many days while one has been arrested alive. “Indian Army recovered seven AK rifles, nine pistols and revolvers, and more than 80 grenades of various kinds besides Pakistani and Indian currency,” he added.

Ali Babar Parra (19), was captured during an operation launched by the Army along the LoC in Uri sector on September 28, while his colleague [Atiq ur Rehman alias Qari Anas (33)] was killed in the gun battle. Parra told interrogators that the Pakistan army was helping militants to infiltrate into J&K for violence and their personal benefits by spreading misinformation and brainwashing the youth. In a video that was released by the Army, he said: “Whatever we were told about Kashmir by LeT [Lashkar-e-Toiba] and ISI [Inter-Services Intelligence] is wrong. When I was being taken in a vehicle, I saw hustle-bustle in the markets and people seemed happy, there seemed peace in the environment”. Parra said that Pakistan army, ISI and LeT are doing propaganda in the name of Kashmir that people here are being killed, that there is bloodshed going on in Kashmir, but the reality is opposite to that. “I went to work in a factory in Sialkot where I met Anas. He has been tasked to gather men for LeT and ISI. Keeping in view my condition, I went with him and he gave me Rs 20,000 and promised Rs 30,000 more. He handed me over to ISI, and ISI further handed me over to Pakistan army. Pakistan army trained me at Camp Khyber Deli Habibullah. We were taught how to operate AK-47. After training, details were sent to the LeT area commander who selected me”, he said, adding, “We were made to draw the map of Baramulla/ Pattan and then we were taken to Pakistan army’s Sher Camp where were given AK-47 rifles, grenades and other ammunition.” Parra also shared the details of the weapons training he underwent with the Pakistan Army and the ISI at Camp Khyber Deli Habibullah.

The Jammu and Kashmir (J&K) administration on November 2 expelled two top Government officials over alleged terror links, reports Hindustan Times. Feroz Ahmad, the deputy superintendent of the prisons department, and Javid Ahmad Shah, principal of the Government Girls Higher Secondary School, were sacked from their respective services for allegedly actively working with terrorist outfits. The J&K administration invoked Article 311 of the Constitution under which no inquiry is carried out before sacking employees. The move came a week after the administration ordered the premature retirement of eight of its staff following a review. The fire was however effectively retaliated leading to gunfight,” said a Police spokesman, in a statement. Arvind Negi, whose residence in Kinnaur in Himachal Pradesh, was raided simultaneously as the NIA carried out searches at the residence and offices of noted activist Khurram Parvez on November 22. “The probe began after an intelligence input that the details of investigation into crucial cases were being shared with (Pakistan’s) ISI by the officer concerned," an unidentified security official said, adding that the allegation is that Negi passed on the investigation's case diary to Pakistan's Inter-Services Intelligence (ISI). Negi, a decorated police officer, was investigating a 2020 case in which the NIA accused Kashmir-based non-profits of being "fronts" to funnel money to militant groups. Khurram's residence was also raided as part of the investigations. The NIA, however, has said Khurram was arrested in a fresh case pertaining to alleged contacts with suspected Lashkar-e-Taiba (LeT) operatives. The Negi had been presented before a court. “The suspicion is that he traded crucial case documents in lieu of money. Militancy related incidents in J&K dipped by over 41% during a period of 841 days after revocation of Article 370 as compared to the same time span prior to the abrogation, Minister of State for Home Affairs Nityanand Rai informed Rajya Sabha (Upper House of Parliament) on December 1, reports Greater Kashmir. The militancy related cases dipped to 496 from the 843 cases reported in a same time period before Article 370, which gave special status to the erstwhile state, was abrogated. Minister of State for Home Affairs Nityanand Rai said during April 16, 2017 to August 4, 2019, 843 incidents related to militancy were reported in Jammu and Kashmir in which 86 civilians and 78 Army personnel were killed. During the period August 5, 2019 to November 22, 2021 (841 days after the abrogation), 496 militancy incidents have been reported from Jammu and Kashmir in which 79 civilians and 45 army personnel have been killed, the Minister said. "The overall statistics shows that there has been decline in terrorist attacks on civilians and army in Jammu and Kashmir," Rai said. In response to a separate question, Rai informed that during the last 12 months from December 2020 to November 2021 (up to November 26), 14 militants have been apprehended and 165 of them have been killed. He said during last year, October 2020-21, 32 security forces and 19 Jammu and Kashmir police personnel were "martyred". The minister said a total of 251 militancy incidents have been reported between October 2020 and October 2021. Rai said the incidents of infiltration and militant attacks have decreased significantly since 2018 in J&K. In 2018, 143 incidents of 'Estimated Net Infiltration' were reported from Jammu and Kashmir which had dipped to 141 in 2019, 51 in 2020 and 28 (up to October 30, 2021, the data provided by the Minister in his response showed. In 2018, 417 militancy incidents were reported in J&K which had decreased to 255 in 2019, 244 in 2020 and 200 (up to November 21, 2021, it showed.

The Ministry of Home Affairs (MHA) on December 14 informed the Parliament that 206 militancy related incidents were reported in J&K till December 5 this year against 244 in 2020, reports Greater Kashmir. The MHA, replying to a query, said that the estimated net infiltration in J&K this year was 28 bids till October 31 compared to 51 in the entire year of 2020. The MHA also informed that over 2500 people below 30 years of age were arrested under Unlawful Activities (Prevention) Act since 2018 till 2020. Maximum arrests during this period were in Uttar Pradesh (931) followed by J&K (366).

Ministry of Defence informed the Parliament on December 20 that J&K has recorded 5601 incidents of Cease Fire Violations (CFVs) since November 2019, reports Kashmir Observer. The Defence Ministry was responding to the query raised in the Parliament, seeking the details about the number of times Pakistan has violated the Line of Control (LoC) during the last two years and about action taken in retaliation. Minister of State (MoS) in the Ministry of Defence, Ajay Bhatt in a written reply said that a total 5601 instances of CFVs were reported along the LoC under operational control of Army in J&K from November 30, 2019 to November 29, 2021.

Union Minister of State for Home Nityanand Rai informed Rajya Sabha (Upper House of Parliament) on December 22 that the security situation in J&K has improved significantly since August 2019 and there has been a significant decline in terrorist incidents while infiltration of terrorists from across the border has also come down, reports Daily Excelsior. Minister Nityanand Rai also said the number of terrorist incidents in Jammu and Kashmir has come down from 417 in 2018 to 203 (up to November 30) in 2021 and estimated net infiltration has come down from 143 in 2018 to 28 (till October 31) in 2021. “The government has instituted a robust security and intelligence grid along with proactive operations against terrorists. Therefore, the security situation in Jammu and Kashmir has improved significantly since August 2019,” he said replying to a written question.

Kashmir Observer quoting official figures reported on December 27 that at least 125 Policemen including 47 Constables and 24 Special Police Officers (SPOs) were killed in J&K in militancy related incidents since 2017. The figures disclose that Constables and senior grade Constables comprised the highest number of victims who fell to the bullets of militants in various attacks across J&K in the past five years. The data reveals that two Deputy Superintendents of Police (DSP), four Inspectors, five Sub-Inspectors (SI), six Assistant Sub-Inspectors (ASI), 24 senior grade Constables (Sgcts) and 47 Constables were killed in militancy related incidents in J&K since 2017. Highest number of Policemen were killed in 2018 at 46, figures reveal. “The slain also include 24 SPOs and five followers,” data reveals. As per the year-wise break-up, in 2017, 32 Policemen were killed, in 2018, 46 policemen were killed and in 2019, 11 Policemen were killed. “In 2020, 16 Policemen were killed while in year 21, 20 Policemen were killed,” the figures reveal.

For the first time since militancy broke out in Kashmir, the total number of militants active in the valley has fallen below 200 and the recruitment of youngsters by militant outfits has also been kept in check, Inspector General of Police (IGP), Kashmir, Vijay Kumar and General Officer Commanding (GoC) of the Army's 15th Corps Lieutenant General D P Pandey said on December 30, reports Kashmir Observer. Addressing a press conference in the Qazigund area of Anantnag District IGP Vijay Kumar and GoC Lieutenant General D P Pandey said the security situation has improved in the valley. "Majority of the operations conducted this year were based on human intelligence," Lt Gen. Pandey said, adding that the number of active militants in the valley has come down to 180. Giving further details, Kumar said this is the first time since insurgency broke out that the total number of active militants across Kashmir has fallen below the 200-mark. "It is also for the first time that the number of local militants is below 100 -- at 85 or 86," he said. Kumar said 128 youngsters have joined the militancy ranks so far this year, of whom 73 have been killed in encounters and 16 arrested.
