According to Kashmir Times, the Central Reserve Police Force (CRPF), which has been targeted by the Fidayeen (suicide squad) recently, has asked the Jammu and Kashmir Government to shift their camps from residential and isolated areas to prevent reoccurrence of such attacks in future. The decision to request for shifting of camps came a few days after terrorists carried out a Fidayeen attack on the Passport office in Srinagar in which two CRPF personnel and two terrorists were killed after a 25-hour gun-battle. Inspector General of CRPF (Operations), Ranjit Sinha, said, "Our camps are in migrant houses, hotels and other places, which are stationed in residential and other isolated areas. Because of our vulnerable locations we become the target of militants in the city. We have therefore written to the state government asking it to provide us alternate accommodation in safer areas where we can locate our camps and launch swift operations in case we are targeted."

While rejecting the Union Government’s move to have a fresh look on the issue of granting autonomy to Jammu and Kashmir, the moderate faction of All Parties Hurriyat Conference (APHC) on January 21 termed it as a futile exercise and said this was not a solution to the Kashmir issue. Addressing a congregation on the occasion of Eid-ul-Azha in the capital Srinagar, APHC chairman, Mirwaiz Umar Farooq, alleged that the Union Government’s move was to ward off "mounting pulls and pressures to resolve the Kashmir issue." "Pressure is mounting on India to address Kashmir issue in view of flexibility shown by Pakistan President Pervez Musharraf towards Kashmir issue and to ward off such growing pulls and pressures Government of India has started engaging people of Kashmir in frivolous issue of internal autonomy," the Mirwaiz claimed.

"We will do everything possible to save their lives," he told the media at the Srinagar airport. There are reports that a large number of terrorists were caught in snow on the upper reaches. The Kashmir valley has not witnessed any terrorism-related incident since the snowfall commenced on February 17. "We saved the lives of a number of militants who were critically injured during attack on our troops in the state in the past. Likewise those militants who surrendered due to snowfall on the upper reaches will not be harmed," added the Army Chief.

"Decision taken by four people (members of executive council of a Hurriyat faction including Mirwaiz Omar Farooq, Moulvi Abbas Ansari, Prof A G Bhat and himself) to hold meeting means nothing unless groups outside the Hurriyat ambit are taken into confidence. In the ensuing gun-battle, soldiers of the 25 Infantry Division killed three infiltrators, reportedly belonging to the Harkat-ul-Jehadi-e-Islami (HuJI) outfit. "We have already conveyed to the Indian Government our willingness to hold an unconditional dialogue with the Prime Minister at any time and place convenient to him," Hurriyat chairman Mirwaiz Umar Farooq said in Srinagar at his first press conference after the return of a seven-member Hurriyat delegation from its two-week visit of Pakistan and Pakistan occupied Kashmir (PoK). "India should show seriousness and immediately initiate the dialogue process to resolve the Kashmir issue… We have already conveyed to India our willingness to talk...We are ready. Speaking in the Rajya Sabha (Upper House of Parliament) on July 27, he said there had been a marked decline not only in the incidents of terrorism but also in fatalities of terrorists, security force personnel and civilians. According to the minister, the number of overall terrorist incidents in Jammu and Kashmir this year had come down by 26 per cent as compared to 2004. Cross-border infiltration increased in June and July 2005 due to melting of snow along the border, Defence Minister Pranab Mukherjee informed the Rajya Sabha (Upper House of Parliament) on August 3. "It was observed that there was a reduction in the number of infiltration attempts from across the border in the initial five months of 2005. However, there has been an increase in cross-border infiltration in June and July 2005," he said during the Question Hour. The minister also informed the House that there has been no reduction in the number of troops deployed on the border in Jammu and Kashmir (J&K) as reports indicated that the logistic infrastructure of terrorist training camps inside Pakistan and in Pakistan occupied Kashmir still remained intact. He added that there were no reports to suggest that Pakistan has reduced troops on its borders. He disclosed that recent reports indicated that a large number of launching camps along the Line of Control (LoC) from Rajouri to Gurez Sector were activated where terrorists have been kept in readiness for infiltration. The army, according to Mukherjee, has killed 560 terrorists in J&K in various operations till July 27, 2005.

Addressing a press conference in the capital Srinagar on August 4, the Jammu and Kashmir (J&K) Chief Minister Mufti Mohammad Sayeed said that the State had witnessed a drastic improvement in the security situation since his Government assumed office about three years ago. He disclosed that terrorist-related violence had decreased by 25 percent in 2005. According to him, 1217 incidents of violence had occurred in the last seven months compared to 1611 during the corresponding period last year. He also stated that civilian killings had reduced by 31 percent with 335 killings taking place this year against 482 last year. He said 21 percent decrease has been recorded in the killing of security force (SF) personnel during the same period. While 606 terrorists had been killed till August 3, 2005, 626 of them had died in the first seven months of year 2004. As against 171 grenade attacks last year, 87 had been reported in 2005. Political killings, according to him, had decreased by 42 percent. Regarding infiltration, the Chief Minister stated that 145 terrorists had sneaked into the Indian side of the Line of Control (LoC) in the last seven months of 2005 as against 369 in the same period last year.

"I am aware that the Government of Pakistan has put some checks on the activities of terrorists from its soil. However, it is not possible to achieve success through half-hearted efforts. It is necessary that the entire infrastructure of terrorism is totally dismantled," he said. Referring to Jammu and Kashmir, the Prime Minister said terrorists have never been friends of the people. Addressing an Independence Day function at the Bakshi Stadium, he said the Centre is open to unconditional talks which should also include different shades of opinion apart from the separatist groups. Rejecting double standards on human rights, Sayeed said some people show selective concern on incidents of excesses. "While they raise hue and cry on a human rights violation involving a security force personnel they maintain complete silence on killings of innocent people including women, children and political workers by the other side," he stated. Inspector General of Border Security Force (BSF), J. B. Negi informed at a press conference in Srinagar that the de-induction of BSF from other districts of Kashmir valley would follow, as per the schedule and by 2007, the process was expected to complete. He said that CRPF has replaced the BSF in the two districts where the de-induction has taken place. "Since the inception of militancy, BSF has killed 2673 militants and arrested 9670 of them. The eliminated militants include 38 top most commanders with the likes of Gazi Baba and Saif-ul-Islam," disclosed the Deputy Inspector General of BSF, K. Srinavasan. "Our main duty is to guard borders. Maintaining law and order is the job of Police. "Banday, a prominent Congress leader of Doda, was operating as Lashkar’s main conduit for Hawala operations in the district for last more than three years", police sources told Daily Excelsior. Banday had reportedly gone under-ground immediately after three terrorists were arrested from a hotel in Doda town on July 17, 2005 along with a LPG cylinder fitted improvised explosive device (IED). The terrorists, hailing from Mendhar in the Poonch district, had gone to Doda to deliver the IED to Banday. During questioning, the three disclosed that they had already delivered a Hawala consignment of Rupees 5 lakh (INR) to Banday for further distribution among the Lashkar cadres.

"There is no let up in infiltration bids or terrorist activities despite the major earthquake on October 8," Major General V K Singh, Chief of Staff of Srinagar-based 15 corps, told reporters. He said that in 2005 there have been 39 infiltration bids, all of them which were foiled by troops on the LoC resulting in the killing of 147 terrorists as compared to 40 infiltration attempts in the corresponding period last year in which 75 terrorists were killed. "We have devised a three tier security system to frustrate evil designs of those trying to infiltrate into this side to spread violence and bloodshed", said General Officer Commanding in Chief (GOC-in-C) Northern Command, Lt Gen. Deepak Kapoor at an informal interaction with the media in Udhampur on November 24. When asked whether infiltration has decreased after the quake, Lt. Gen. Kapoor replied in the negative. "The level of infiltration is same as it was before the October 8 earthquake," he said but admitted that the terrorist infrastructure has been damaged to some extent due to the natural disaster.

Home Minister Shivraj Patil said on November 28 that though the number of infiltrators into the country has gone down, infiltration continues in a calibrated manner with terrorist organisations in Kashmir being "funded from the other side of the border". But there is a fall in terrorist violence in 2005, giving room for increased tourist flow, he informed the Parliament. Asserting that the overall level of violence in Jammu and Kashmir had been perceptibly lower in 2005, Patil said terrorist incidents were fewer by 22 per cent during the first ten months of the current year as compared to the corresponding period in 2004. "Till October 2005, 219 terrorists are estimated to have infiltrated, which is a decline of 55 per cent over 2004," he said in a statement placed on the table of both the Houses of the Parliament. As a result of reduction in terrorist violence, the number of tourists visiting the Kashmir Valley had increased to 533,211 in 2005 as against 303,109 in 2004. Referring to the sudden spurt in violence including blasts using car-bombs, suicide attacks and killing of a few political leaders in October and November, the Home Minister said the terrorists struck in October when the entire Government machinery was engaged in providing succor to the earthquake victims. The attacks during November 14-16 were to make their presence felt during the political transition in the State, he added.

"We have got three of the four key accused in the case," Inspector General of Police K Rajendra Kumar said. He informed that six people, including two suicide attackers, were involved in the killing of the minister. Of the two suicide attackers, one was killed on the day of the attack while the other, who had escaped after killing Lone, was later shot dead in Baramulla district, added Kumar. The three arrested persons had provided all logistic support and arranged accommodation, vehicles and other necessities for the attackers.

Mukherjee informed that the strategy includes an integrated dynamic counter-infiltration posture, relentless operation in the hinterland and winning the hearts and minds of the local populace. The overall counter-infiltration strategy of the Army envisages a multi-tiered arrangement, including a forward tier of troop deployment, deployment of state-of-the-art surveillance devices, the Line of Control fence and second tier deployment in conjunction with the fence. According to the minister, the number of soldiers who died while fighting terrorists during the last three years has also declined from 254 in 2002 to 132 in 2005 (till November 28).

This was stated by the Union Minister of State for Home, Sriprakash Jaiswal, in reply to a written question in the Lok Sabha (Lower House of Parliament) on December 13. Jaiswal, according to a press release, said that whenever required these VDCs are strengthened with weaponry and communication facilities. Apart from imparting training to VDC members, wireless sets are being provided to them in far-flung areas, he added. He disclosed that during last three years up to November 2005, fifty-eight VDC members were killed in terrorism-related violence.
