Director General of Police Kuldeep Khoda told Excelsior that there has been no let up in infiltration of militants into the State from Pakistan. The number of militants, who managed to infiltrate into the Indian side during 2007, stood between 550-600 almost equal to the number in 2006. This year too has begun with a series of intrusion bids including two attempts in Sunderbani and one in Mendhar sector in which seven infiltrators were killed while an equal number of them might have succeeded in infiltration. "Terrorist bases and infrastructure in Pakistan was intact and effective, which they have demonstrated by killing Benazir Bhutto and other subversive activities in Pakistan. Incidents in Pakistan clearly indicated that militants were present there and indulging in violence", Khoda pointed out. "Syed Salahuddin, Mushtaq Latram and other Kashmiri militants continue to train militants in training camps in PoK and Pakistan with all their support base intact", the State police chief said, adding they were not expecting any let up in infiltration this year. "Rather 2008 being the election year, we are anticipating infiltration and violence to go up", he said but added that police and security forces were fully geared to meet with the situation.

The toll of militants in the Kashmir Valley has decreased and presently it is less than thousand which is the lowest since inception of militancy, according to the Central Reserve Police Force (CRPF). "According to our intelligence inputs, present number of militants in the Valley is 450," M. S. Gupta, the Inspector General (Operations) of CRPF said. Gupta said the inclusion of local youth in militancy has also decreased up to minimum. "This year the local recruitment in militancy was very minimal, 30 – 40 in entire Valley", he stated.

A BSF spokesman said that an ambush party of the border outpost at Chak Phagwari observed an intruder trying to negotiate the border fence. On being challenged, the intruder attempted to flee, the ambush party taking the intrusion as infiltration bid, fired at him, he died on the spot," the spokesman said. One person was killed and 16 sustained injuries when the Hizb-ul-Mujahideen (HM) attempted to blow up a part of the only flyover in the capital Srinagar with an IED blast. A parapet wall of the flyover was destroyed and half-a-dozen vehicles suffered damage under the impact of the falling rubble. Inspector General of Police (Kashmir Zone), S. M. Sahai, said that the blast occurred when no vehicle was plying on the apex point of the flyover. He said that militants seem to have planted the IED in a portion which was under construction. HM spokesman Khaleel-ur-Rehman informed the media that militants of his group had attempted to target a paramilitary vehicle. He said it was "unfortunate" that some civilians were also hurt in the blast. Officials and eyewitnesses, however, maintained that there was no paramilitary vehicle around when the explosion occurred. Officials added that a suspect, who was reportedly a student from the nearly Maisuma locality, had been detained for questioning.

According to Daily Excelsior, militants on April 4 killed both the constables of Police Station Sogam who had been abducted at Surigam in the Kupwara district a day earlier. Deputy Inspector General of Police, Dr B. Srinivas, said that dead bodies of the two constables, Tariq Ahmad Bhat and Nazir Ahmad Dar, were recovered from Gujar Patti. In an effort to ensure early return of Kashmiri migrants displaced due to militancy in 1989-90 in the Valley, Prime Minister Dr Manmohan Singh on April 25 announced a series of projects worth INR 1600 crore for them including housing, job facilities and waiver of interest on loans. Addressing a public meeting at Army Ground near Akhnoor town after dedicating the newly constructed Chenab Bridge to the people, Dr. Singh said the benefits of the package will apply to all Kashmiri migrant families who had left the Valley with "bag and baggage after 1989 and have not been able to return." In his address, the Prime Minister noted that more than 55,000 Kashmiri families had been "forced to leave their homes in the wake of unfortunate events." They (the migrants) were an "integral part of the composite social fabric" of the Valley and their return would address a "major humanitarian concern that has been crying for attention over the years’’, he added.

The spokesman said that troops of 19 Infantry Division seized currency worth INR 150000 on May 13 from a PoK passenger Mufad Ali, who arrived in village Sultan Dhaki from PoK on May 8. Troops arrested the contact man on the Indian side, identified as Hafiz Ullah, a resident of Warpora in the Baramulla district, when he turned up to collect the money from Ali. Initial investigations revealed a large network of over-ground workers who are involved in money transactions form across the Line of Control for the militant groups operating in Jammu and Kashmir, the spokesman said. It was also revealed that besides dealing in illegal transactions of foreign currency, the network was also involved in drug trafficking and supply of fake currency.

Using heavy machine guns and mortars, Pakistani troops targeted a forward Indian post in the Tangdhar area raking it with 50 to 60 rounds on May 14-evening, Army sources said. These sources added that this was not a covering fire for any attempt to push in terrorists and it was targeted straight at the Indian post. "There was no casualty," an Army spokesman said adding that Indian Forces had exercised "extreme restraint" and had not opened retaliatory fire. This is the first major violation of the cease-fire by the Pakistani troops on Line of Control which has been in force since December 2003. According to top police sources in Kerala, the two militants, identified as Abdul Faiz from Kannur and Muhammad Yasir alias Verghese Joseph of Kochi, who converted to Islam about a year back, were among four who were killed in the SF operations. The steps taken by Security Forces (SFs) to check infiltration of militants into Jammu and Kashmir from across the border and Line of Control (LoC) have been effective as the number of militants operating in the State has dropped to below 1,000 for the first time since the eruption of militancy in early 1990s, Daily Excelsior reported. "The measures taken along the Line of Control and International Border has resulted in lesser number of militants infiltrating into the State. There have been casualties among the infiltrators which means the efficiency in preventing infiltration has improved," Director General of Police (DGP), Kuldeep Khoda, told reporters at the year-end briefing on security situation in the State. The DGP said the number of active militants in the State had for the first time dropped below 1,000 and in fact was around 800 as per information coming from various security agencies. "There are around 577 local militants and 231 foreigners operating in the State. These are figures based on information from various agencies working on the ground," he said. The Police chief said the situation had improved considerably since 2007 as the number of militancy-related incidents came down to three digits for the first time since eruption of militancy. "We had less than 700 militancy related incidents during the current year which is a 40 per cent drop compared to the number of incidents that have taken place last year," he said. "The number of civilians killed in militancy related incidents this year was just 89 which is below the three digit figure for the first time as well. Last year 164 civilians were killed while the highest number of civilians killed in such incidents was in 1996 when 1413 persons lost their lives," he stated. The DGP also said SFs were successful in neutralizing 102 top ranking commanders of militants in the State during 2008 while the casualties among the SFs dropped considerably. "As many as 85 Security Forces personnel laid down their lives while combating militancy in the State in 2008 while 685 were killed in 2001 which was the highest since 1990," he added. Efforts were on to push militants into Jammu and Kashmir through the LoC and International Border while Nepal and Bangladesh routes were also being used, Khoda said adding preventing infiltration will remain a challenge before the Security Forces in near future. The DGP said conduct of the Assembly elections in the State was a massive exercise for Police and other SFs who ensured one of the most peaceful elections in the State so far. He said the success of SFs against the militants during the elections had resulted in increase in voter turnout. "46 militants and commanders, some of them very prominent, were killed during the election and it was noticed that the voter turnout in these areas, where they were operating, improved after the militants were killed," he added. The DGP added that while 48 office bearers and political leaders, including a Minister, were killed during campaigning in 2002 elections, there was no such killing in this year's polls, although seven civilians and six SF personnel were killed during the electioneering process.
