The militant infrastructure across the Line of Control (LoC) in Pakistan occupied Kashmir (PoK) was intact which was evident from the recent infiltration bids in the Uri sector of Baramulla district, the Army said on January 12, according to Press Trust of India. "Despite confidence building measures between India and Pakistan, militants continue to get support from the other side of Line of Control. This has been proved by the recent infiltration bids in Uri," General Officer Commanding of the 15 Corps of the Army, Lt Gen A. S. Sekhon, told reporters at the Raising Day of the Corps in Srinagar. The Army commander said as per intelligence reports, terrorist infrastructure like training camps, launching pads and communication hubs were intact across the LoC. However, Sekhon said due to co-operation of the people, the army, in coordination with other security forces, has achieved many major successes against the militants. The graph of militancy-related violence in Kashmir valley had come down progressively over the past five years beginning from 2001, he stated. He also said the infiltration of militants was on the decline due to various measures, like fencing of the LoC, night vision devices and intensified patrolling, taken over the past three years.

On March 1, External Affairs Minister Pranab Mukherjee, answering a question in the Rajya Sabha (upper house of the Indian Parliament), said that Jammu and Kashmir was an integral part of India and therefore concepts like President Pervez Musharraf’s “joint management” cannot be the basis of any solution to the Kashmir issue, , reports Daily Times. “Any demilitarisation or re-deployment of security forces within the territory is a sovereign decision of the Indian government, based on our own assessment or the prevailing security situation,” Mukherjee said. Mukherjee further said that Jammu and Kashmir enjoys autonomy under the Indian Constitution and has a democratically elected government in place. “On the other hand, there is only nominal autonomy in Azad Jammu and Kashmir and there has been no popular election in Gilgit-Baltistan, which does not even have a legal or constitutional status.”

Prime Minister Manmohan Singh speaking on the sidelines of a book release function at his official residence in New Delhi on March has ruled out troops reduction in Jammu and Kashmir. He said such a step could be contemplated if terrorist activities ended in Jammu & Kashmir, reports The Hindu. The Prime Minister also rejected the contention that the Army was an "army of occupation." Troops were in the State to protect the citizens, their lives and liberties from those who believed in violence and terror, he said. Earlier on March 2, the All Parties Hurriyat Conference chief Mirwaiz Umar Farooq had said that India and Pakistan had agreed on troops reduction. The Prime Minister described the APHC chief’s statement as “speculation”.

On March 15, Prime Minister Manmohan Singh told the People’s Democratic Party (PDP) — partner in Jammu & Kashmir coalition government — that troop reduction in civilian areas of the state was not possible immediately and that any decision on this could be taken only after assessing the infiltration level around mid-summer. According to Indian Express, in his three-page letter to former chief minister and PDP patron Mufti Mohammed Sayeed, Prime Minister said the Centre "appreciated" his concern but feels that the security situation is not ripe and conducive at the moment to take any decision on demilitarisation. "If the diminishing trend (in violence) continues in summer, we can review the situation," he said. Giving reasons for deferring the review of the troop presence in the state, Prime Minister has cited "intelligence inputs that suggest that militants might raise the level of violence in coming months". "We may, therefore, take up this (demilitarisation) issue for review in mid-summer after properly monitoring the situation. I personally agree to your concern but an abrupt reduction (in troop strength) right now would not be politically advisable", Prime Minister further said.

Jammu and Kashmir Chief Minister Ghulam Nabi Azad on March 19 voiced his opposition to any move to reduce troops in the State, reports The Hindu. After meeting Prime Minister Manmohan Singh in New Delhi he said as Chief Minister he did not favour any cut in troops on grounds of ensuring security, stability and peace in the region. "We are at a crucial and decisive phase in our fight against terrorism and militancy. Any complacency will jeopardise our desired goal of peace and stability in the region," he told newspersons at Parliament House. He added, "I have been maintaining time and again that we also want the troops to go back to the barracks, but only when the situation is conducive..." He stated that violence in the State had come down, but not militancy. "Infiltration is still on; the militant infrastructure is intact in Pakistan and Pakistan-occupied Kashmir (PoK) and fights between the security forces and militants are routine. In such a situation, is there any party which will guarantee the safety of the common man," he asked, and added further, "As Home Minister and Chief Minister, it is my duty to protect the lives and property of the people in the prevailing situation.... Let me make it clear that I cannot leave my innocent brothers, sisters and children of the state at the mercy of militants."

After meeting Prime Minister Manmohan Singh in New Delhi, Azad told The Hindu, "Any decision on adjustment of forces should be left to the security agencies and the State Government and no political consensus is required on the issue." The Chief Minister, however, agreed on the constitution of a committee of officials to look into the demands of the People's Democratic Party (PDP) but made it clear that there should be no political representation on it. The Army said on April 11 that there were at least 1300 to 1500 militants currently operating in Jammu and Kashmir. "I don’t think Army can go back to barracks at this stage. Militants can take advantage of the situation. And, we can’t leave people under the shadow of gun and allow insurgents to operate", Northern Command’s General Officer Commanding-in-Chief (GOC-in-C) Lt Gen H. S. Panag said on the sidelines of a function for inauguration of Shakti Sadan (a home for militancy-affected women) at Reasi. "There are at least 1300 to 1500 militants operating in the State. A large number of trained militants in Pakistan are awaiting infiltration from across the border. Militants’ infrastructure in Pakistan is also intact", he said. Out of 1300-1500 militants operating in the State, nearly 40 per cent are Pakistanis from Punjab and Sindh, who have nothing to do with Jammu and Kashmir. "These militants are purely controlled by the ISI", he informed.

He said a decision to this effect was taken at a meeting he had with Prime Minister Dr. Manmohan Singh on April 12 in which Union Home Minister Shivraj Patil was also present. He said the conference would discuss the recommendations of five Working Groups set up by the Prime Minister after the second Round Table on May 24, 2005 and provide yet another platform to representatives of political parties, ethnic groups and opinion leaders from all the three regions to deliberate upon all issues. The first two RTCs were held in April and May 2005. After the second RTC in Srinagar, five Working Groups on different subjects, including good governance, strengthening of the Centre-State relations, strengthening relations across the Line of Control, Confidence Building Measures to improve condition of people affected by militancy and economic development of the State were set up. While four Working Groups have completed their deliberations and submitted their reports, the group of Centre-State relations was likely to hold one or two more sittings to finalise its report.

Antony said for any India-Pakistan dialogue to be successful, Pakistan "will have to put an end to cross-border terrorism." Addressing the third Round Table Conference on Jammu and Kashmir in the national capital New Delhi, the Prime Minister said the standing committee would have membership from within the round table, the second panel would comprise officers from the Government. Earlier, the Conference accepted the recommendations of the four working groups to address various aspects of the Kashmir issue while the fifth working group on Centre-State relations is yet to finalise its report. In his opening remarks, the Prime Minister acknowledged the role of security forces in maintaining peace in Jammu and Kashmir, and said their deployment was directly linked to the extent of violence on the ground. A home ministry document, based on intelligence inputs, said the Bangladesh-based Harkat-ul-Jihad-al-Islami (HuJI), linked to the JeM and LeT, is recruiting Indian youths, sending them to Pakistan for training and re-inducting them via Bangladesh to carry out terrorist attacks. "This is evident from the Mumbai local train serial bomb blasts in which 11 Pakistanis infiltrated through the Indo-Nepal border in Bihar, Indo-Bangladesh border in West Bengal and Indo-Pakistan border in Gujarat," the report said. Noting that cross-border terrorism was no longer Jammu and Kashmir-centric, the document said it has spread its tentacles to the hinterland. "The terrorist outfits are well-organised, inter-linked and have the latest hardware and work under the directions of Pakistan's ISI," it said. The report said terrorist groups carry out their activities in the hinterland beyond the known theatres of violence to make "greater impact" and get wider publicity. The essential components of the strategy of jehadi groups include well-calibrated violence against soft targets to create terror, undermining the economic and scientific prowess of the country, subverting Indian Muslim youths and provoking communal tensions with the help of local elements. Supplying hardware through land and sea routes and maintaining a continuous flow of finances to sustain the jehadi network are some other components. Sleeper cells and modules exist in certain parts of the country and were activated when required, the report said. During 2004-06, as many as 669 terrorist modules were neutralized and plans to target vital installations like the Bhabha Atomic Research Centre and IT companies were foiled, the report said.

In a written answer, he said there was continued involvement of Pakistan and Pakistan-based terrorist outfits like the LeT, Jaish-e-Mohammed (JeM), Hizb-ul-Mujahideen (HM) in terrorist violence in Jammu and Kashmir and other parts of India. This was conveyed at a meeting chaired by Defence Secretary Shekhar Dutt in which officials from the Army, para-military forces and Central intelligence agencies were also present. The Defence Secretary is chairing an expert panel constituted by Prime Minister Dr. Manmohan Singh on March 30 to carry out an in-depth assessment of the situation and also determine whether there is any need to relocate and reconfigure security forces. The meeting decided to examine if security forces could be relocated from some orchards, hospital and Government schools but was against any reduction from civilian areas as the State Government had pointed out that political activities had started picking up in view of Legislative Assembly elections in 2008. Suggestions of the panel would be submitted to a high-powered committee chaired by Defence Minister A. K. Antony and comprising representatives of the Central and State Governments.

"Since the perpetrators of ‘Jehad’ are making statements (of United Jehad Council (UJC) chief Syed Salahuddin) that there is no change in their agenda and also the presence of 52 militant training camps across the border, we can’t say situation is appropriate for troops withdrawal," the Army Commander said. Elaborating on the deployment of a total of 3, 37,000 Army personnel in the State, he said that “only 25 per cent are into in depth counter-insurgency operations within the State." Of the rest, 45 to 50 per cent are deployed along the Line of Control (LoC) and Actual Line of Control (ALC) to counter-infiltration and remaining are at permanent locations (Garrisons), including support services, Lt Gen Panag disclosed. "So, only 25 per cent (75,000-80,000) soldiers can be pulled out of State while rest would have to be there," he asserted. On the strength of militants active in the State, the Army commander said that data from various agencies have revealed the headcount of terrorists at 1,140. Panag, said in Udhampur on June 17 that nothing has been established so far to corroborate reports about the terrorist group’s operatives in the State, according to Daily Excelsior. "Much has been said by the print and electronic media about al Qaeda’s presence in Jammu and Kashmir but nothing has been established so far to corroborate these reports,” said Panag. He informed: "I would say we also have no records in the past about al Qaeda operatives having being found during counter-insurgency operations in the State. Only one odd case was reported about one al Qaeda militant of Afghanistan long back," adding that after investigation it also turned out to be untrue. He also ruled out al Qaeda’s relations with terrorist groups operating in Jammu and Kashmir — Lashkar-e-Toiba (LeT) and Jaish-e-Mohammad (JeM). "We are only aware of al Qaeda’s strong relations with JeM and LeT in Pakistan," he observed. "Infiltration is of concern to us… But we are taking sufficient precautions," Antony told reporters on the sidelines of a Defence function in New Delhi. According to official figures, there has been a big spurt in attempts by militants to infiltrate into Jammu and Kashmir. Officials said though there was a drop in infiltration during the winter months of December, January and February, the onset of summer and melting of snow have seen a sharp jump in infiltration attempts. In the months of April, May and June, Army figures show that infiltration attempts had almost increased to more than 100 attempts, almost a three fold increase over that witnessed in the winter months.

In a presentation to a Central panel headed by Defence Secretary Shekhar Dutt, which visited the State recently, the Government had acknowledged that there was a gradual decline in violence but that was not enough to justify the reduction of troops. Chief Minister Ghulam Nabi Azad said, "there has been no change in my stand, as from day one after taking over as Chief Minister, I have maintained that there has been a gradual decline in militant violence. But this does not mean that we should go in for a reduction of troops. We should not think about such a move till the violence level comes down to as low as in 1988-89."

"As I have stated earlier, borders cannot be changed, but they can be made irrelevant. There can no be question of divisions or fresh partitions, but the Line of Control can become a Line of Peace with free flow of ideas, goods, services and people," he stated. Elaborating on his theory of making Jammu and Kashmir a symbol of India-Pakistan co-operation, he said the State’s natural resources could be used for the benefit of the people. "They (resources) need no longer be points of contention or a source of conflict. We could, for instance, use the land and water resources of the region jointly for the benefit of all the people living on both sides of the LoC. Chief Minister Ghulam Nabi Azad acknowledged on August 9 that there was a nexus between some politicians and militants in the State and said his Government would act firmly to tackle the problem. "It is true that in Jammu and Kashmir some politicians and Over Ground Workers have had a liaison with militants for several years and they take their help. We are maintaining a full watch on them," Azad said in an interview in Jammu, according to Press Trust of India. Azad’s comments came in the wake of intelligence reports that certain ministers and political leaders, especially those in south Kashmir, were in close touch with militants in the run-up to next year’s Legislative Assembly elections. He also blamed the Pakistan army, its external intelligence agency, the Inter-Services Intelligence, and recent developments in the neighbouring country for the sudden rise in infiltration from across the border. "Infiltration had initially increased in April and May and it has also shown an upward trend in the current month," he said. The "wavering command structures" across the border may have contributed to the rise of infiltration into Kashmir but Indian troops "are geared up to deal with any situation", he stated.

"The number of terrorist related violent incidents has come down by 16 per cent in 2006 as compared to 2005 and by 33 per cent in 2007 (till July) over the corresponding period of 2006," Union Minister of State for Home, Sriprakash Jaiswal, disclosed in the Lok Sabha (Lower House of Parliament), according to Press Information Bureau. The Minister said that during 2007 (till July 68) security force (SF) personnel have been killed against 151 in 2006 and 189 in 2005. He also informed that infiltration figures have slightly increased as compared to the corresponding period of 2006. While 256 cases of infiltration were reported till June 30, 2007, the figure was 245 to the corresponding period in 2006. Giving details of infiltration cases recorded in the months of April and May over the past three years, Jaiswal said the trend has seen a marginal increase, Kashmir Times reported. While it was 77 during these two months, when the snow starts melting, in 2005, it increased to 103 in 2006 and has now touched 150 in 2007.

Referring to the terrorist attacks in Hyderabad and the Naxalite (left-wing extremist) violence, Dr. Singh said these pointed to the formidable challenges faced by the country. “Violent incidents continue in some states of the North-East, particularly in Assam, Manipur and Nagaland. The ethnic overtones of violent acts in Assam are particularly disturbing. While the situation in Jammu & Kashmir has shown some overall improvement, violent incidents keep recurring,” he said. He called on top police officials to pay equal attention to the concerns of ordinary citizens, in addition to combating the high-profile challenges of terrorism, naxalism and separatist violence. In an interview to a local news agency Current News Service, Salahuddin said, “The Kashmir issue is unresolved for last 60 years. Government of India must accept the disputed status of Kashmir issue. In that case we are ready to support the Irish peace model as the first step towards the solution. The other related steps must follow in a phased manner.” He rejected the four point formula of Pakistan president Pervez Musharraf saying it has created doubts in the minds of people since the formula has not been explained. "Different parties and people are differently interpreting the formula. Mehbooba Mufti is interpreting it according to her own interests and same is the case with other parties," the UJC chairman said. Describing the India-Pakistan talks on Kashmir as a futile exercise, he stated that Musharraf was expecting a breakthrough from the dialogue. "We had already predicted that the talks are not going to yield any results. Implementation of UN resolution is the only solution of Kashmir issue and all other activities in this regard are neither a solution nor acceptable to people," Salahuddin said. He denied that there was any pressure on militant groups from Pakistan and added that militancy is more effective and self reliant at this time. "Whosoever comes into power in Pakistan, they can not stop the struggle in Kashmir. Our struggle is not for the freedom of Pakistan but for the survival of Kashmiris," he claimed. Salahuddin opined that the ongoing movement would continue even if Pakistan stops supporting it.
