Farooq Kashmiri, chief of Harakat-ul Mujahedeen stated that the "struggle will continue until Kashmir is liberated". A spokesman of the Hizb-ul-Mujahideen, meanwhile, asserted that their "struggle will continue."

A senior leader of the All-Party Hurriyat Conference, Abdul Ghani Lone, said in a television interview, on January 5, the proposed visit to Pakistan by the Hurriyat leaders was in jeopardy since they have not yet been issued travel documents by the Union government. He maintained that unless all the seven executive committee members were issued travel documents it would not be possible to nominate delegates for the visit. Elaborating on the proposed Pakistan trip, he said the delegation would talk to the Pakistani Government, opposition leaders as well as terrorist leadership based in that country. However, in the same interview, he also ruled out any role for foreign militants in the political settlement of the Kashmir issue.

These statements were reportedly made in an interview by a magazine, Panchajanya. He is also reported as saying that "Those who ought to get passports would get it and if it is their precondition that they would go to Pakistan only if all of them are issued passports, then let them not go. That is their decision". Meanwhile reacting to the delay in receiving passports, Hurriyat chairman Abdul Ghani Bhat is reported to have said that the proposed visit to Pakistan will take place and cancellation of the proposed visit of the Hurriyat team to Pakistan is not under discussion.

The army claimed that police fired upon the mob that had gathered to protest against the killing of a former terrorist, alleging that it was a case of custodial death. They added that someone in the mob had first opened fire on the police. Endorsing this version, the Deputy Inspector General of Police, north Kashmir, however, added that a detailed report was still awaited as it was very difficult to reach the spot in view of traffic jam created by demonstrators. The demonstrators numbering about 1,000 had blocked the Sopore-Kupwara road and did not allow security force convoys to pass through. Taking a conflicting stand, Superintendent of Police, Baramulla told a news agency that "an FIR has been lodged at Sopore police station against the Army for opening fire on peaceful demonstrators." The State government has ordered a judicial probe into the incident. According to an official announcement made in Jammu, District and Sessions Judge, Baramulla, will probe the incident.

He said that while initial reports suggested that troops had resorted to firing in self-defense after being attacked by protesting mobs, the army would hold an internal inquiry and action would be taken if any personnel were found guilty. He also regretted the initial stand of the army holding the police responsible for the firing. A judicial enquiry has already been ordered by the State government into the incidents. Commenting on the on-going unilateral cease-fire, he said 78 terrorists were killed in 133 encounters during the cease-fire period. 85 per cent of these encounters were engineered by terrorists, Lt Gen Mukherjee said. He also said 19 civilians, including surrendered militants, were killed and 403 wounded during the period.

He also added that differences had cropped up within the All Parties Hurriyat Conference (APHC) leadership, and between the Hurriyat and the terrorist outfits on the issue of whether or not to respond to the Indian cease-fire. According to him, "We are one but the only difference is that we [terrorists] talk in the military lexicon while they [Hurriyat leaders] speak in political and diplomatic language. The objective is the same. The statement asked the State Government, all political parties, NGOs, trade unions, social and religious bodies as also Kashmiri terrorist outfits desirous of peace to hold the dialogue with the government representative, Deputy Chairman of the Planning Commission K C Pant. Referring to the All Party Hurriyat Conference’s (APHC) stand that talks should be unconditional, the statement said that since the Government has agreed to hold talks in the interest of early restoration of peace, it was for the Hurriyat Conference to consider whether "it would not be inconsistent for them to set pre-conditions for dialogue." India’s Union Government on May 23 called of the unilateral Ramadan cease-fire in Jammu and Kashmir, which has been in place since November 27/28, 2000. This was announced consequent to a meeting of the Cabinet Committee on Security (CCS) presided over by Prime Minister Atal Behari Vajpayee. The government also extended an invitation to the Chief Executive of Pakistan, General Pervez Musharraf, for a composite dialogue, including the Kashmir issue. An official statement said the invitation to Musharraf to visit India at his earliest convenience was in pursuance of the Lahore Declaration and the Shimla Agreement. While explaining the decision to call off the cease-fire, the government pointed out that various terrorist outfits and organisations, mostly foreign, had hindered the restoration of peace in Jammu and Kashmir during the suspension of operations by the security forces. The government also indicated that the process of dialogue with various groups and people in the State under the stewardship of Chief Interlocutor K C Pant would continue. The CCS meeting was attended among others by Home Minister L K Advani, Finance Minister Yashwant Sinha, Defence and External Affairs Minister Jaswant Singh, K C Pant, Army Chief General S Padmanabhan and top security and intelligence officials. Jaswant Singh, at a press conference, later said the starting point for the dialogue with pakistan could be the existing framework for composite dialogue consisting of eight items, including Kashmir. He also said that the All Parties Hurriyat Conference (APHC) had no place in the parleys. On the Hurriyat’s demand for clearance to its delegation to travel to Pakistan, he said, "The question did not arise as the government’s invitation was to Musharraf." While referring to the cease-fire, which had come into effect on November 19, 2000, he added, "This phase is now over.... He maintained that he was glad to note that there was overwhelming desire among the people of the State for maintaining the unity and secular character of the country. He was making a suo moto statement in Parliament on July 24 on the Indo-Pak Summit held in Agra, between July 14-16. The Prime Minister termed Pakistan’s refusal to end cross-border terrorism as the "main hurdle" for creating a conducive atmosphere. Vajpayee said "[the country ] …cannot accept that the insurgency in J&K today, with its foreign mercenaries and generous assistance from abroad, is anything but terrorism". Speaking in Parliament during discussion on the recent killings in Jammu and Kashmir (J&K), Union Home Minister spelt out new measures taken by the government to deal with the situation. Advocating the enactment of a law like the Terrorist and Disruptive Activities (Prevention) Act (TADA), he suggested that every State including J&K should enact special laws to fight terrorism. He urged the opposition parties to support enactment of such laws. Last year, the government failed to get the Opposition to support a draft anti-terrorism act. He also conveyed to the House the government’s decision to extend the Armed Forces (Jammu and Kashmir) Special Powers Act, 1990 to the remaining districts of the Jammu province. The Act is already in force in the entire Kashmir province and the 20 kilometre-belt along the Indo-Pakistan border in Jammu region. The minister said the government was committed to take all possible steps for the protection of ‘remote, scattered and minority populations’' in J&K. He said the number of special police officers (SPOs) was being increased by 1000 in Doda district. The existing village defence committees (VDCs) would be made more effective. Similar defence committees for shepherds at their temporary settlements will also be ‘experimented with’. He added that Special intelligence-driven security force operations based on surprise and speed would also be considered as per requirements of the ground situation. He said the unified headquarters Jammu and Kashmir had been asked to ‘initiate fresh tactics and modified dynamic deployments’ to instill confidence among people in affected areas like Doda.
