Anup Chetia, ‘general secretary’ of Pro-Talks faction of United Liberation Front of Asom (ULFA-PTF), has blamed the social media for influencing the youths in Assam to join ULFA-Independent (ULFA-I), reports Northeast Now on January 8. Anup Chetia stated that youths are being easily attracted towards the militant outfit due to sentiments and influential social media. This statement was made following the reports of two Assam Police personnel identified as Koushik Gohain and Numal Phukan joining the ULFA-I. Another person identified as Pinku Moran is also believed to have joined the banned outfit.

On January 27, a total of 246 militants belonging to United Gorkha People’s Organisation (UGPO) and Tiwa Liberation Army (TLA) formally surrendered before Assam Chief Minister (CM) Himanta Biswa Sarma at Srimanta Sankardev Kalakshetra in Guwahati of Kamrup Metropolitan District of Assam, reports East Mojo. Nearly 77 TLA and 169 UGPO militants surrendered and laid down arms including 277 types of arms, grenades and 720 rounds of ammunition in the ceremony. The TLA which was formed in 2014 with a demand for more autonomy for the Tiwa community was active in Morigaon, Nagaon and West Karbi Anglong districts. On the other hand, UGPO, formed in 2009 against the alleged harassment faced by the Gorkhas in the name of detection of foreigners was active in Kokrajhar, Chirang, Baksa and in Tinsukia districts since its in 2009. Following the militants surrender, CM Sarma said, ‘With this, each and every tribal group has joined the mainstream. These were the last troops in the jungle. The era of tribal militancy is finally over in Assam’. Two more Bru-Reang outfits - Bru Revolutionary Army Union (BRAU) and United Democratic Liberation Front (UDLF) in the Barak Valley will be surrendering in the month of February 2022. CM Sarma further urged the only two remaining active militant outfits – United Liberation Front of Asom-Independent (ULFA-I) and Kamtapur Liberation Organisation (KLO) to shun violence and come for peace parleys. In the same surrender ceremony, 462 former militants of five different militant outfits (Rabha National Liberation Front (RNLF)-28, National Santhal Liberation Army (NSLA) -41, Adivasi Dragon Fighters (ADF)-61, National Liberation Front of Bengalis (NLFB) -303 and United Peoples’ Revolutionary Front (UPRF) -29 who had surrendered on January 23, 2020 were handed over financial grants of ₹1.5 lakh each by the CM Sarma for their rehabilitation.

The declaration made as per powers conferred under Section 3 of the Armed Forces (Special Powers) Act (AFSPA), 1958 will stay in effect unless otherwise withdrawn by the state government. Earlier, on September 2021, the order for extension of ‘Disturbed area’ was issued.

In a two-day operation, a huge cache of arms and ammunition was recovered from Mahamaya Reserve Forest under Bagribari Police Station (PS) in Kokrajhar District of Assam, reports East Mojo on March 9. In a press conference on March 8, Special Director General of Police-cum-IGP (BTAD) L R Bishnoi stated that two Israel-made UG rifles and four magazines, 22 pressure bombs with their caps and 16 HE36 hand grenades wrapped in plastic were recovered under the forest ground. The arms and ammunition is suspected to belong to erstwhile militants of National Democratic Front of Bodoland (NDFB).

Eastern Regional Bureau (ERB) Communist Party of India-Maoist (CPI-Maoist) ‘spokesperson’ Sanket issued a press release on March 28 saying that this bandh has been announced in protest against the arrest of ‘Central Committee (CC)’ and ERB member comrade Arun Kumar Bhattacharya alias Kanchan. According to the release, the ‘CC’ and ERB member comrade Arun Kumar Bhattacharya is being subjected to mental torture in the name of custodial interrogation. Despite the weak physical condition, proper arrangements for treatment and negligence in providing necessary medicines have been alleged in the release. It has also been said in the release that Kanchan should be given the status of a political prisoner and she should be released without any condition. Press, hospital, medical, milk supply vehicle and milk distribution center will remain free from this bandh. Reportedly, ‘CC’ of CPI-Maoist and ERB member Kanchan was arrested on March 22 from Assam.

The Union Home Ministry (UMHA) has considerably reduced the ‘disturbed areas’ under the Armed Forces (Special) Powers Act (AFSPA) in Assam, Manipur and Nagaland, reports Northeast Now on April 1. According to a notification, the purview of AFSPA in Dimapur, Niuland, Chumoukedima, Mon, Kiphire, Noklak, Phek, Peren and Zunheboto districts of Nagaland have been extended for another six months. This notification comes after Union Home Minister (HM) Amit Shah tweeted, “In a significant step, GoI under the decisive leadership of PM Shri @NarendraModi Ji has decided to reduce disturbed areas under Armed Forces Special Powers Act (AFSPA) in the states of Nagaland, Assam and Manipur after decades.” On the other hand, AFSPA was extended in three districts of Arunachal Pradesh. Tirap, Changlang and Longding Districts and areas under Namsai and Mahadevpur police stations in Namsai District, bordering Assam, are declared as “disturbed area” under section 3 of AFSPA. UMHA stated, the “disturbed areas” tags in these three districts of Arunachal Pradesh came into effect on April 1 and will continue till September 30, unless withdrawn earlier.

A news report stated that around 234 persons is suspected to have left their homes and families to join the outfit, which is in a state of unilateral ceasefire since 2021, reports Hindustan Times on April 13. According to additional DGP, special branch, Hiren Nath, in 2020, 64 youths who had left homes to join ULFA-I returned back to mainstream. Most of these youths join the outfit not because of ideological leanings but because of family or personal issues. Poverty and unemployment could also be reasons for such move. Anup Chetia, general secretary of the pro-talk’s faction of ULFA, also believes that close to 500 militants have joined the outfit.

Speaking at a programme in Guwahati (Assam), Singh said the Government was working to wipe out terrorism from the country. “India has been successful in giving out the message that terrorism will be strongly dealt with. We will not hesitate to cross borders if the country is targeted from outside,” he maintained. Singh also said that the eastern boundary of the country is currently experiencing more peace and stability compared to the western frontier, with Bangladesh being a friendly neighbour. “The tension that India experiences on western frontier does not exist along eastern boundary as Bangladesh is a friendly country,” he noted. “The problem of infiltration has almost ended. There is peace and stability at the border (in the eastern frontier) now,” the minister said.

Some of the names in the list, are Dhunumani Saikia of Jorhat, Kalyan Chakraborty of Barpeta, Bitupan Das of Guwahati, Tirtha Das of Mangoldoi, Manushya Kalita of Guwahati's Panjabari, Kishore Sharma and Dhanjit Deka of Kamrup, Nitupam Deka of Goreswar area, Ritupam Sharma of Kamrup's Borgaon, Sanjay Kumar Sharma of Guwahati's Chandmari and Bikash Rajbongshi of Dhubri. On April 26, ULFA-I released a video of a youth identified as Sanjeev Sarma hailing from Muktapur in Baihata Chariali, Kamrup, and has been detained at ULFA-I camp in Myanmar. On May 7, United Liberation Front of Asom - Independent (ULFA-I) claimed that it has sentenced two of its newly recruited cadres to death for allegedly being ‘spies’ of the Police, reports East Mojo. Issuing a statement, the outfit claimed that two youngsters, Dhanjit Das of Barpeta and Sanjib Sarma of Baihata Chairali, were given ‘death sentence’ after they were found guilty by the outfit’s lower judicial council on May 4 and May 5 respectively. However, this claim was denied by Assam Police. According to the statement signed by self-styled brigadier A.Z. Shironam Asom, Dhanjit Das who had fled from the Salman camp on April 24 and captured by ULFA-I a day later confessed to have passed sensitive information to Assam police. Likewise, Sanjib Sarma, who was detained in Myanmar, claimed to be confessed about joining ULFA-I on directions of Police officers and with the greed for money with the intention of passing the outfit’s internal communications to Police using modern technology so that ULFA-I commanders and cadres could be eliminated.

Assam Police has registered 16 cases against PFI and two cases against its student wing Campus Front of India (CFI). Also, a charge sheet has been filed in 12 cases while the investigation is underway for the remaining cases. “On April 15, we registered a case in Barpeta district in which some (16) ABT activists were arrested. One of them was Maqibul Hussain. During the interrogation, Hussain acknowledged that he was the president of PFI of Barpeta district,” Nath said. “Before joining Ansarullah Bangla Team he was actively working for PFI in the lower Assam, but later resigned to join the said group where he was trained by Mehdi Hasan,” he said. Without sharing any detail, he said that the entire process is being carried out under the initiative of Union Home Minister Amit Shah. A senior official from the Assam Police headquarters said that five militant groups namely All Adivasi National Liberation Army (AANLA), Adivasi Cobra Militant of Assam (ACMA), Birsa Commando Force (BCF), Santhal Tiger Force (STF) and Adivasi People's Army (APA)are likely to sign the peace agreement. "These groups have been in ceasefire for many years after announcing Suspension of Operations. Their cadres live at designated camps under police protection," the official said.

Assam Chief Minister (CM) Himanta Biswa Sarma on October 31 said that the State Government is considering to revoke the Armed Forces Special (Prevention) Act (AFSPA) from two more locations in the State, reports Northeast Today. Speaking at a function to offer financial support to surrendered militants for rehabilitation, Sarmasaid, “Peace has returned to Assam and Northeast. Today, AFSPA is withdrawn from 65 percent areas of the state. In the future, we are considering withdrawing it from Lakhipur of Cachar and the entire Karbi Anglong district.” He added, “It is our duty to stop it and develop our state. We are planning to launch a big scheme to offer employment opportunities to the unemployed youths of the state.” He also mentioned that the ‘Disturbed Area’ tag under the AFSPA was withdrawn from different areas of Tripura, Meghalaya, Arunachal Pradesh, Nagaland, and Manipur.

Chief Minister of Assam, Himanta Biswa Sarma, informed the Assam Legislative Assembly on December 24, that 53 suspected jihadis, including one from Bangladesh, had been arrested in Assam since March 2022, reports The Times of India. Another five suspected jihadis from Bangladesh are absconding, he added. Additionally, nine cases of suspected activities by fundamentalist elements have been registered in the state since March, 2022. These cases were registered in Barpeta, Bongaigaon, Morigaon, Dhubri, Goalpara, Tamulpur and Nalbari Districts, which are "hubs of fundamentalist forces," Sarma said. One of these cases is being investigated by the National Investigation Agency (NIA) which has also submitted the charge sheet before the court. The apprehended Bangladeshi national was employed as an Imam (religious teacher) and madrasa (Islamic Seminary) teacher in Barpeta District, he said. Five other Bangladeshis who had purportedly made speeches in different madrasas to incite Muslim youths to join the jihadi forces are absconding, he added.
