According to a media report, the Assam government will not give any safe passage offer to leaders and cadres of the proscribed United Liberation Front of Asom (ULFA) during the upcoming festive season of Magh Bihu. Offering safe passage to meet parents and relatives during the season had almost become a common practice in Assam during recent years. Official sources were quoted as saying that the Union Home Ministry has reportedly instructed the State government not to announce any kind of safe passage for ULFA terrorists. The instructions have clearly enunciated that, if the ULFA leadership expresses its willingness to meet their parents and relatives during Bihu, they must announce it publicly. This directive has come in the wake of the proposed visit of the top leadership of the National Socialist Council of Nagaland (Isak-Muivah) to New Delhi to meet Prime Minister Atal Behari Vajpayee and other political leaders, on January 9.

General Officer Commanding (GOC) Major General H.S. Batra of the 2 Mountain Division said, on January 6, in Dinjan, Dibrugarh security forces (SFs) recovered huge cache of arms and ammunition in the district during September and October 2002. He informed the media that arms seized included eight Universal Machine Guns (UMGs), 42 AK-56 rifles and a large quantity of small arms and ammunition. Most of these weapons had been hidden underground in polypacks containing oil inside plastic tanks. He further informed that the United Liberation Front of Asom (ULFA) is losing strength. He said, "There are specific indications that the ULFA is in a state of disarray and is suffering from low morale." He also named the top ranking ULFA leaders who were killed during encounters. They included "major" Tapan Baruah, "lt." Rakta Plaban Chetia, Ajay Rajkhowa and Biren Deori. Besides, several other terrorists, including Bonti Lahon, wife of self-styled major Prabal Neog, 'commanding officer'-28 ULFA battalion, had surrendered to the security forces. He also said, "There are ample indications of the increase of the ISI (Inter Services Intelligence, Pakistan's external intelligence agency) activities in Assam, particularly in the areas bordering Bangladesh". He appealed "to the youth of Assam to shun the path of violence and militancy and to join the mainstream".

According to a media report, Dima Halim Daogah (DHD) 'commander-in-chief' Pranab Nunisa said, on January 7, the idea of autonomy has become irrelevant for the people of Karbi Anglong and North Cachar (NC) Hills districts since it has failed to serve their interests. Speaking to a Guwahati-based daily, he said, though the outfit wants to hold peace talks with the Union government and Assam government under the provisions of the Indian Constitution, it would not climb down on its demand of carving out a "politically separate" State for Dimasas. He further said the Dimasas were longing for peace and it was the right time for the DHD to start a dialogue. He denied of any factionalism within the DHD and asserted that cadres were committed to fight for their 'cause'. He added that a joint monitoring group has been set up to chalk out the modalities for talks between the DHD and the government.

According to a media report, Assam Chief Minister (CM) Tarun Gogoi said the Union government should initiate steps to establish contacts for peace talks with proscribed terrorist outfits in the State. Speaking to a Guwahati-based newspaper, on January 12, the CM said the Naga model of peace process could be followed in Assam, too, while initiating dialogue with the National Democratic Front of Bodoland (NDFB), United Liberation Front of Asom (ULFA) and other terrorist groups. He said, "Now that the NSCN-IM (National Socialist Council of Nagaland-Isak Muivah) leaders have come to New Delhi to push their peace process forward, the Government of India must start a serious initiative to get in touch and bring the rebel groups from Assam to the negotiating table on the lines of the Naga rebels." The CM also said the ULFA and NDFB have to be confronted inside Bhutan to curb terrorism in the State. He said, "Tackling the rebels operating out of our foreign neighbours is extremely important to put a halt to their violent hit-and-run offensives". He further informed, "The Special Services Bureau (SSB) will be deployed along the Bhutan border now, but along with that, the border roads must be improved or built, wherever they don’t exist, for an effective patrol of the stretch". Saying, "Violence can never lead to a solution", he added that the ULFA should shun this path and come forward for negotiations. He also said, "There is no point in announcing safe passage (for terrorist groups on the occasion of Bihu, a regional festival) unless there is some positive response from the rebels. While welcoming the visit of NSCN-IM leaders––Isak Chisi Swu and Thuingaleng Muivah for peace talks in New Delhi––the CM, in a memorandum submitted to Deputy Premier L.K. Advani, said, in Guwahati, the peace process must ensure Assam 's territorial integrity. The NSCN-IM's demand includes Karbi Anglong and North Cachar Hills districts of Assam within Nagalim, besides parts of Golaghat, Sivasagar, Dibrugarh, Tinsukia, and Jorhat districts.

While talking to the media in Guwahati, he further said the visit of the National Socialist Council of Nagaland (NSCN -IM) leaders, Thuingaleng Muivah and Isak Chisi Swu, to New Delhi and the subsequent talks was an important development in this direction. Besides areas in the existing Nagaland State, the NSCN-IM demands that Nagalim should include Karbi Anglong and Assam’s North Cachar Hills districts and parts of Golaghat, Sibasagar, Dibrugarh, Tinsukia, and Jorhat districts in Assam. The notion of Nagalim also includes Dibang Valley, Lohit, Tirap and Changlang districts of Arunachal Pradesh and sizable portions of four of the seven districts of Manipur – Tamenlong, Senapati, Ukhrul and Chandel. Advani also said an attempt was on to involve all Naga terrorist groups, including the Khaplang faction of the NSCN (NSCN-K) in the peace process. He denied that the NSCN-K was being ignored in the peace process. The Union government's decision on not extending the ban on this faction was an indication of this fact, he added. It said, " If anybody would like to change or rectify the all or any part of these existing territorial arrangement organized by both past British and present Indian occupations with the help of present occupation government of India there remain a little scope and hope". It also said, " Involvement of occupation India to solve our internal problem will only make those territorial problems more complex rather than any possible solution. We should consider that the problems belong to us and we must search proper way on our own to solve these problems. On the other hand, it will only be an exhibition of double standards to hire India to solve our own internal problems after having been declared India as a colonial occupation one". While speaking on the eve of the 35th ABSU annual conference in Kokrajhar, he said, "We had been struggling for rights, and against corruption of the rulers since a long time, but now we are the rulers. The outfit said, on February 15, through its mouthpiece Freedom, "supremacy of majority and hatred against the minority" that "germinated from and within the Hindi belt of Indian subcontinent" are the "two pillars of Indian democracy." According to the outfit, "these two elements are the pioneer[s] of all irritant fraternal problems within Assam as well as in other occupied areas of our region". The outfit also despised the Indian Constitution, as in its (ULFA's) "understanding there is no such specific clause inside the Indian constitution that might safeguard the aspiration of any nation in [a] real sense." Through its mouthpiece Freedom, the outfit said, "The AGP legislators said the problem of insurgency was political in nature and should be solved through meaningful dialogue instead of using force. However, their voices are totally different from their party policy, exercised when they were in power." On April 1, two AGP Legislators had proposed that the Government should not hesitate even discussing this issue with the outfit. The outfit demands that, apart from a discussion on "sovereignty of Assam", the talks should be held in a third country and under the auspices of the United Nations. The petition sought a stay on the Accord that anticipates the formation of a new council––the Bodoland Territorial Council (BTC), replacing the old BAC that was created after the 1993-Agreement. The petition states that the MoS violates the terms of the old Accord and does not have the support of the larger group, the National Democratic Front of Bodoland (NDFB). This will endanger state-security and national unity, the petition added. The State Government had repealed the BAC on April 3, 2003 to pave the way for the formation of the BTC, but the petition would delay an early formation of the same. Meanwhile, the BLT criticised Narzary for filing the petition and expressed the hope that the Court's verdict would be in favour of the MoS. BLT 'general secretary' D Basumatary while speaking in Kokrajhar, on April 18, alleged that Narzary had filed the petition as he feared losing power after the BTC is created.

In continuing ethnic violence, one terrorist was killed and a police personnel injured while 50 Dimasa houses were set ablaze in the Cachar district of Assam on June 16, said official sources. Approximately 70 Hmar Peoples Convention (HPC-Democratic) terrorists reportedly attacked the Dipucherra Dimasa village, abandoned by the villagers recently, and set ablaze at least 50 houses, they said. A police team from Joypur police station later encountered the HPC-D terrorists when they were about to escape, killing one of them while one Sub-Inspector of Police sustained injuries. However, rest of the terrorists managed to escape into the nearby forests. Security forces cordoned off the area and have launched a combing operation to arrest the terrorists and also prevent them from crossing over to other areas. One person has been arrested thus far in connection with this incident.

The two districts have been affected by continuing inter-tribal clashes between the Dimasas and Hmars since February 2003. The surrendered ULFA terrorists included ‘lance corporal’ Madhab Choudhury alias MC, ‘officer-in-charge’ of Enigma camp Arun Talukdar alias Tango and in-charge of the outfit’s Deothang camp ‘Sgt. Major’ Tapan Tamuli alias Anup Bharali, and also three women cadres— Rina Das, Renu Medhi and Sabita Choudhury, wife of Madhab Choudhury. The women cadres reportedly said that they wanted to lead a family life. Among the NDFB terrorists who surrendered included, ‘Corporal’ Banduram Boro said to be trained at Naglang camp and ‘lance corporals’ Purnak Narzary and Paresh Basumatary. Speaking on the occasion Lt Gen Mohinder Singh said that the terrorists were procuring arms, including those made in China and ammunition from the international open markets in the border areas of Myanmar, Thailand, Bangladesh, Pakistan and Afghanistan. He also said that during the past one year the security forces have achieved considerable success in curbing terrorist activities in Assam applying a three-point strategy–counter-terrorism operations, choking supply routes of the terrorists and pursuing the terrorists to surrender. He further informed that during the said period while unspecified number of terrorists were arrested, approximately 230 were killed in various encounters and some 200 more also surrendered. He also confirmed that the security forces were conducting a search operation in Lakhipathar, Tinsukia district where approximately 30 ULFA terrorists are suspected to be hiding. However, whether the terrorists were forced to descend from the Bhutan camps due to heavy rains or pressure from the Bhutan Government that had set a deadline of June 30 for vacating its territory cannot be confirmed, he added.

On August 1 a bill proposing amendment to the Sixth Schedule of the Indian Constitution to give effect to the Bodoland Territorial Council (BTC) was tabled by the Minister of State for Home Affairs I D Swami in the Lok Sabha (Lower House of Indian Parliament). While seeking approval of the House for the creation of the BTC that was agreed to, among other things, during the agreement signed on February 10, 2003 with the Bodo Liberation Tigers (BLT), he said that the Government was also planning to formulate a rehabilitation scheme for approximately 800,000 non-tribals under the BTC’s jurisdiction. Although the Sixth Schedule in its existing form lays down provisions for the administration of tribal areas in Assam, Meghalaya, Mizoram and Tripura, yet it does not have provisions for the creation of autonomous council for the plain tribes like the Bodo Kachari. Following amendment, the BTC would be created as an autonomous self-governing body within the State of Assam with such legislative, administrative and financial powers as delegated to it.

Violence is not the answer to any solution, and so the militants should shun the path of killings and bloodbath and join the mainstream by holding peace talks with the government." Further, the Union Government has also approved Constitutional status to the Bodo language. While speaking to a news agency, he reportedly said, "Offers of talks will not solve the problem unless Bhutan launches a military crackdown to demolish the rebel bases in its territory." He further said, "In the last few years we have heard Bhutan reiterating its offer to hold talks with the separatists without any desired results. Only offers will not help unless some action is shown by Bhutan." The visiting Bhutan king Jigme Singye Wangchuk on September 15 had reportedly said in New Delhi that his Government would ask the three terrorist groups having hideouts in the southern Bhutan to remove the same through peaceful means and failing which Bhutan would resort to military action against them. China has made it clear that it would not allow any Indian insurgents to enter its territory in the wake of the action launched against them by Bhutan. "China has always followed the principle of non-interference in the internal affairs of other countries and will not allow its territory to be used by anybody for activities against other countries," a Chinese Embassy spokesperson said in New Delhi on December 31. The spokesperson was commenting on reports that the Indian insurgents might move northward from Bhutan and enter the Chinese territory to seek shelter.
