The Paresh Barua group of United Liberation Front of Asom (ULFA) e-mailed a video to the media houses, showing about 50 cadres taking part in a parade in battle fatigue at an unknown hideout surrounded by hills and jungles. The video did not reveal anything about the group’s intention of sending it or its future plans.

BNC ‘chairperson’ Hagrama Mohilary said, “In the BTAD area, the situation has reached such an alarming level that even the poor villagers are not being spared. We have reports that in some areas the extortionists are collecting anything between Rs 50 and Rs 100 from each village household.”

Shambhu Singh, Joint Secretary (North East) of the Ministry of Home Affairs (MHA), told The Assam Tribune that the MHA has already taken a decision that a major crackdown should be launched to check the menace of extortion. Singh added that the MHA’s views would be formally communicated to the State Government shortly. Singh said that according to information available with the MHA, rampant extortions are going on in areas like Kokrajhar, Udalguri, Baksa, Darrang, Dima Hasao, Karbi Anglong etc. He said that the Anti-Talks faction of the United Liberation Front of Asom (ULFA-ATF) has been trying to launch extortion drive in upper Assam Districts, but the outfit has not been successful because of operations by Police and Security Forces and also because of the fact that the outfit now does not have the strength like the past. He said that the Government is aware of the fact that ULFA-ATF leader Paresh Baruah, who stays mostly in Myanmar and China, has been calling up people demanding money and one person who received a call from the ULFA leader in Dibrugarh formally informed the Government. On the overall law and order situation in the North East region, Singh said that the though the situation in Assam has improved, “things are yet to stabilize” and that is why the tenure of the Armed Forces (Special Powers) Act was extended for another year. The Government of Assam also wanted extension of the AFSA. Singh admitted that the situation in Manipur is still bad. He said that though the GNLA is on rampage in Meghalaya, the recent operations yielded results, while, the inter-factional clashes resulted in deterioration of the situation in Nagaland. On the activities of the Communist Part of India-Maoist (CPI-Maoist) groups, Singh said that the death of senior CPI-Maoist leader Mallojula Koteswara Rao alias Kishanji must have affected the move of the Maoists to establish stronghold in the region. He said that according to information available with the Government, Kishanji visited Assam and Manipur just before his death in West Bengal.

The Pro Talks faction of National Democratic Front of Bodoland (NDFB-PTF) admitted that it has given a formal letter to the Srirampur check gate along the Assam-Bengal interstate border, asking for 'donations', and added that there are many organizations of different communities as well as Non-Governmental Organisation (NGO) that have created syndicates at the gate to collect illegal money from the gate, reports The Times of India. NDFB-PTF further stated that it is not involved in extortion of villagers, teachers and medical staff and has helped authorities in dealing with extortionists.

Birsa Commando Force (BCF) an Adivasi militant group has decided not to lay down arms before January 26 as announced by Chief Minister Tarun Gogoi earlier. BCF ‘commander-in-chief’, Bir Singh Munda in this regard said, “None of our demands have been met and we have not received any kind of facilities that we ought to get during the course of our talks with the government. Earlier, Assam Adivasi Peace Movement representatives (a body approved by AANLA to negotiate) in a meeting with Chief Minister Tarun Gogoi and ADGP Khagen Sarma conveyed the willingness of AANLA to lay down arms on January 24. Assam Adivasi Peace Movement further put forward the demand of AANLA which are- removal of inter-State area restriction Act, to recognize Adivasis as Scheduled Tribes, to form a satellite Adivasi Autonomous Council in Assam, to allot land and pattas to the landless Adivasis, to reserve constituencies where Adivasi voters are a majority, to increase the daily wage of tea garden labourers to INR 200 per day, to absorb disarmed AANLA cadres in government jobs and to create an Adivasi Police Battalion. Assam Adivasi Peace Movement added that about 100 cadres of AANLA under ‘deputy commander in chief’ Peter Dung were putting up in a camp at the D-sector along the Assam-Nagaland border in Golaghat District while other cadres were outside the State. In addition, 60-militants of HPC, including women, came down from the Borail Peak to Retzaul Basti in Dima Hasao District. The group will lay down arms on January 24 in Guwahati.

Paresh Baruah said, “The Indian colonial government is also viewed as an enemy by the Maoists. Our enemy is also the same and so there is an understanding with them. Our relation with them [CPI-Maoist] is not new and several of their top leaders had attended ULFA’s Raising Day celebrations in Bhutan in 1996. Subsequently, there have been meetings with them and we have given logistical and moral support to them.” He further stated, “The understanding that has been forged will continue into the future as well. The same approach towards the Maoists has been adopted by other revolutionary groups of the Northeast based in Eastern Nagaland.” However, Baruah added, “We have a definite strategy and we do not think Maoism will be able to strike deep roots in Assam.” Hindustan Times further adds that Paresh Baruah admitted to the blunders committed by his men in the past. He further said that the State requested the Union Minister for additional Central forces to prevent any kind of militant activities in the State. Altogether 86 battalions of Central paramilitary forces are currently deployed in the state and another 13 battalions that have been taken out for the Uttar Pradesh polls will also return after completion of the election process. Gogoi said, “Although the situation has improved, we are pressing the Home Minister for more forces to ensure that militants do not regain strength. We have asked for total 125 battalions”. A senior Police official, on February 27, said the State government had neutralised HNLC in the State capital, Shillong but its cadres continue to extort money from cement plants and coal barons in Jaintia Hills and West Khasi Hills. As Shillong has become disadvantageous for extortion because of the presence of security personnel, the HNLC is targeting the outskirts like Jaintia Hills, which has cement plants and coal transaction points, and West Khasi Hills, which has coal export points. Speaking to media persons on February 1, the publicity secretary of the Surrendered National Democratic Front of Bodoland Welfare Association (SNDFBWA), Rajni Kanta Narzary, said the Central Government has failed to keep its commitment to rehabilitate all the surrendered NDFB cadres, reports The Times of India. Narzary said that the Central Government has not released the promised monthly stipend of INR 2,000 per cadre since 2004 and most of the cadres received the stipend for only three-six months. Narzary said there are 893 NDFB cadres who have come overground and surrendered their arms, of which around 600 did so after the All Out operation was carried out in Bhutan in December 2003, but the Centre has not rehabilitated all the surrendered cadres as per its commitment. He said the cadres would be compelled to take the path of agitation if the government fails to take measures for complete rehabilitation.

Union Minister of State (MoS) for Home Affairs, Jitendra Singh, in reply to a joint question said in Parliament that the Maoists in Assam have stepped up their activities. The Upper Assam Leading Committee (UALC) of the CPI-Maoists is currently operating in the State and adjoining Arunachal Pradesh and has been involved in incidents of looting of weapons and extortions from local villagers. According to the figures given by Singh, one incident of CPI-Maoist violence was recorded in Assam in 2010, and it increased to three incidents in 2011. In 2012, one incident has been recorded.

The NSCN-IM [Nationalist Socialist Council of Nagaland-Isak Muivah] is also imparting training to the Maoist cadres," he said, adding that the training is given in some places outside Assam "by taking advantage of the ceasefire agreement" with the Centre. "We will have to conduct operations not only in Assam but also in neighboring States like Arunachal Pradesh. I am supporting the NCTC because it will help us in this regard," said Gogoi. "Earlier, the Centre had refused to believe us. Now they know that Assam is also affected by the Maoist menace. When asked about Union Home Minister P. Chidambaram statement at a media conference recently that there was nothing to suggest that ULFA had links with Maoists, Gogoi said, “Let him say that. He has got his own sources; I have my own (sources)”. Gogoi said he was aware about Maoist infiltration into Assam and their links with ULFA for a long time. Gogoi also said the Maoists had links with many insurgent groups in the Northeast and Ulfa was just one of them. Gogoi stressed on improving connectivity in the remote areas, especially along the border to counter insurgency. CPI-Maoist has expanded their bases in Assam by forming a Lower Assam Leading Committee, reports Times of India. "The Lower Assam Leading Committee in central lower Assam area is at the initial stage now with a handful of cadres. They are yet to find a leader for this area," a senior police officer said. "The CPI (Maoists) picks up groups in society, which have been agitating against the government for autonomy to protect their unique identities. They have managed to recruit a few youths from these communities and the motivation is on," the officer added.

Choudhury while talking to The Sentinel on July 9 stated that Left-wing extremism is increasing in different areas of Assam and about 200 Maoist cadres are working jointly with the United Liberation Front of Asom (ULFA) linkmen and other local rebel groups to spread their tentacles in the State. “It’s a strategy of the Maoist groups in Assam. They are taking the help of the local militant groups to know the region in a better way,” said Choudhury, adding, “Aditya Bora, a Maoist leader, is presently leading the Maoist operation in upper Assam.” He said the Maoists were targeting the people in the rural areas and brainwashing them. “The Maoist groups everywhere in the country target the villagers and incite them to go against the government. These groups take the advantage of the backwardness of the area and the poor condition of the people living in such area,” added the DGP. DGP further said that Maoists are running a cell in Guwahati for facilitating transit of their top leaders from other parts of the country to Assam or vice-versa. “Chandan Barman, a Maoist who was arrested recently in Guwahati, admitted that he helps in the transit of Maoist leaders in the State,” he said.

Basumatary further said that 60 per cent of over 1 crore 88 lakh bighas of land in tribal belts and blocks have been illegally occupied by non-tribals, mostly by Bangladeshi nationals. Moreover, he said that over 95 per cent Muslims living in Amteka and Khwila Mwila areas of Indo- Bhutan border in Chirang District have no documents. The NDFB-PTF leader alleged that violence in Kokrajhar, Chirang and Dhubri Districts are instigated by the Government using illegal immigrants to weaken Bodo people. He alleged that muslim camps have better security arrangements. Basumatary also questioned as to why the Centre and Assam government are concerned only when there is conflict with muslims, but why they are not serious when the clashes take place between Bodos and Adivasis and Dimasa and Karbis.

A statement signed by Myanmar-based IK Songbijit, the chief of the NDFB-RD's armed wing, said the decision to withdraw the unilateral declaration for cessation from all types of violence has been taken after "considering all aspects of present reality." Ranjan Daimary faction is the breakaway group of parent NDFB, which renamed itself as NDFB-Progressive/ Pro-Talks faction of NDFB (NDFB-PTF), after signing the bilateral truce with the Centre in 2005. Detailing the sequence of the violent incidents, Shinde in Lok Sabha (Lower House) said tension was already simmering in the Bodo-dominated areas and the chain of events started after an attack by suspected Kamatapur Liberation Organisation (KLO) terrorists in which two members of the minority community were killed. He said 14 additional companies of the Central forces were deployed in the violence-affected districts. Their number would go up to 65 companies. UHM informed the House that 170 persons arrested so far and more than 300 cases had been registered. He said that a “comprehensive security plan” had been chalked out to control violence and speed up relief and rehabilitation of the victims and displaced persons. “As many as 104 police pickets have been proposed in vulnerable villages, of which 99 have been established. They have been given the responsibility of ensuring security for the affected villages,” UHM Shinde said.

Chief Minister (CM) Tarun Gogoi on August 11 said there are illegal migrants from Bangladesh in the state and that influx from across the border is still on, though in lesser numbers, reports The Times of India. The CM, however, did not say how many illegal migrants are here in the State. CM Gogoi said that between 1996 and 2001, the then Illegal Migrants Determination by Tribunals (IM-DT) tribunals had declared 7,444 persons as "illegal migrants". Between 2002 and 2011, the courts declared 11,127 persons as "illegal migrants. Illegal migrants are here. The influx is also on and that is why I have been trying my level best to plug the holes in the border with Bangladesh. I have been seeking more border outposts and floodlights. We have managed to bring down influx, but we need to be more foolproof," said the Chief Minister. Gogoi added, "The bigger problem is that Bangladesh is not accepting the persons ordered to be deported by our tribunals. This is an issue under the Government of India." Every time State Police takes a declared illegal migrant to the border for deportation, the Border Guards Bangladesh refuses to accept them. In 2010, the State Government set up three detention camps to keep all "illegal migrants" since Bangladesh was not accepting them. In addition, Gogoi said that at present, there are more than 150 declared illegal migrants at detention camps in Goalpara, Kokrajhar and Silchar. Gogoi also pointed out the vanishing acts by some persons immediately after they are declared as illegal migrants by the tribunals. According to latest updated records with the State Government, between 1985 and 2010, 34,622 persons have vanished after tribunals declared them as illegal migrants. In addition, 1446 persons, who have been pushed back, are found to have returned to the state during the same period.

Central Government has written to the State Government to expedite the processing of 2.37-lakh cases of illegal migration from Bangladesh pending in the 36 tribunals in the State, reports The Telegraph on August 30. The report further states that another 79,000 cases have been referred by Superintendents of Police (SP) of various Districts to the tribunals, but notices on these have not yet been sent to the individuals. Union Home Minister (UHM) Sushil Kumar Shinde on August 30 said that that he would visit the border areas soon after the Parliament session. “Illegal migration has to stop and we will ensure the borders are sealed. It is a matter of better management,” he said. The report also states that UMHA had sent a communication to Dispur on May 10, asking it to revive the tribunals as most of the cases of illegal migration were “pending for 20-25 years”. Three months later, on August 17, the Centre sent another communication to the Assam government asking it to “review” the working of tribunals and help them expedite the cases under the more stringent provisions of the Foreigners (Tribunal) Amendment Order, 2012.

Chief Minister Tarun Gogoi on August 30 said that the process of updating the National Register of Citizens (NRC) would be accomplished within three years in a phased manner, reports The Telegraph. “We will take 42 constituencies at a time in a year, and the 126 constituencies would be covered in three years,” Gogoi said at a press conference. In addition, Tarun Gogoi revealed that from January 1, 2012 until August 30, 2012, State has witnessed as many as 23 Assam bandhs, 48 District bandhs, 65 road blockades and 13 rail blockades, reports Assam Tribune. Earlier, State Government on August 29 has taken a decision to ban bandhs in the State for the next one month. Also, Tarun Gogoi said some divisive forces were at work against restoration of peace in the state because of which violent incidents continued, reports Shillong Times. Police clamped indefinite curfew from 7pm in Dhubri and the Army conducted flag march in sensitive pockets of the town. Tension had gripped Dhubri, following theft from a temple, which was also vandalized, on September 7 night even though curfew was in place. In a press statement issued by the Information and Publicity Secretary of the NDFB, B Naijab said some third party has been trying to bring misunderstandings between the Bodos and the Adivasis in Bodo belts by attacking and killing of Adivasi people in apprehensive places where Bodos could be suspected directly for any undesired event. Naijab said one Japen Soren was killed at Bispani-Gundamara under Bijni sub division in Chirang district on September 17 last. He reiterated that Soren could be a victim of communal conspirators and the third party wanted to divert the attention from the current situation (the clash between Bodos and Muslims) and start a fresh conflict between the Bodos and Adivasis. He said the NDFB was not involved behind the heinous act but condemned killing of Soren. He also said the outfit should not be mixed up in the case.

In addition, CM Tarun Gogoi denied that any relief camp inmates suspected to be illegal Bangladeshi migrants fled their camps, adds Assam Tribune. “All the genuinely-displaced people will be rehabilitated and we will not allow any illegal migrant to get settled in the process a sense of security and peace is returning to BTAD and things will be normal soon,” Gogoi said. Gogoi revealed that of the total 4,85,921 relief camp inmates, 3,43,249 had left the camps, and that of the remaining, some 42,000 did not have land right documents.

State Chief Minister Tarun Gogoi on October 20 stated that the foreigners or infiltration was not the only major problem faced by the State as some quarters are trying to project it though he admitted that illegal foreigners were indeed present in the State, reports Shillong Times. The CM announced this while releasing the White Paper on the illegal influx from Bangladesh and other neighbouring countries. Gogoi while providing the figures said, since 1985, 4,52,667 cases of suspected foreigners have been registered with Foreigners Tribunals in the state, of which 1,84,275 cases have been disposed. Out these, 61,774 foreigners have been declared as foreigners. Of these 32,537 cannot be deported since they came between 1966-71 (people who entered during this period cannot be deported. They were disfranchised for ten years after which they could get back the voting right if they get themselves registered).Of the remaining 29,237 declared foreigners’ only 2442 have been deported so far. The CM admitted that the deportation record has been poor and cited the absence of any extradition treaty with Bangladesh as the major impediment. “Bangladesh refuse to acknowledge that these foreigners are their citizens and even talk about involving a neutral party in settling citizenship issues of such people,” Gogoi said.
