Assam on January 1 announced a month’s safe passage to United Liberation Front of Asom (ULFA) and National Democratic Front of Bodoland (NDFB) terrorists, and offered to hold unconditional peace talks to end insurgency in the State, which is two decades-old. "As a New Year offer, we want the militants to shun the path of violence and come to the negotiating table for peace talks… Militants can feel free to come to their families on the New Year provided they don’t bring arms and indulge in violent activities", Chief Minister Tarun Gogoi said in Guwahati. The Union government should take up with all sincerity the issue of Assam’s militant groups taking shelter in neighbouring countries," Gogoi added, referring to the fact that the terrorist outfits operate out of Bhutan, Bangladesh and Myanmar. "But unfortunately that is not happening, which is really sad," he opined.

Assam Chief Minister Tarun Gogoi said, in Guwahati, on January 2, his government does not want to take any decision on the proposed Bodoland Tribal Council (BTC) in a hurried manner. Such a step could hurt the sentiments of the non-Bodos co-habiting the area along with the Bodos and create "administrative and other social problems" in Assam, Gogoi said. Commenting on the January 21-deadline set by the Bodo Liberation Tigers (BLT) to the Assam Government, he said fixing deadlines would not solve the Bodo problem and the Bodo leaders should understand that the sentiments of non-Bodos must not be ignored, if they wanted durable peace.

Talking to a news agency on January 5, the Bodo Liberation Tiger's (BLT) Vice Chariman, Kamal Musahary said that in the next rounds of tripartite peace talks, to be held with the Union government and the Assam State government in New Delhi on January 9-10, the draft agreement for creation of the Bodoland Teritorial Council (BTC) under the Sixth Schedule of the Indian Constitution is likely to be finalized. He added that the outfit is likely to take its future course of action after this round of peace negotiations. This has been necessitated since the ongoing ceasefire agreement between the outfit and the Government will come to an end on January 21. Kamal Musahary also said that the outfit hopes that the Assam State government will give its consent to the proposed BTC adding that the Chief Minister, Tarun Gogoi had assured the BLT recently that his government would give its consent for creation of the BTC under the Sixth Schedule. He added that the since the process of peace negotiation has completed almost two-and-a-half years, the outfit now wants the draft agreement to be given a final shape.

Security has been tightened in all sensitive areas of Assam in the wake of the massacre near Udalguri by terrorists belonging to National Democratic Front of Bodoland (NDFB) on January 21, even as the death toll increased to eighteen following death of two injured persons in Guwahati. Meanwhile, Chief Minister Tarun Gogoi on January 22 blamed the Centre for its failure to take up a diplomatic initiative to persuade the Royal Government of Bhutan to flush out terrorists from Assam hiding in the in that country. He also said that Assam had sent a proposal to the Centre to construct a boundary wall along the Indo-Bhutan border to prevent the movement of the terrorists. Pointing out the difficulties involved in counter-insurgency operations, especially with regard to guarding the border, he said that the police and security agencies have been directed to chalk out strategies to check movement of terrorists in the bordering areas as far as possible.

According to media reports, Assam Chief Minister Tarun Gogoi on January 23 said that his government was ready to vest responsibility to the Axom Xatra Mahaxabha (AXM), the apex body of some 700 Vaishnavite monasteries in the State, to act as an intermediary between the proscribed United Liberation Front of Asom (ULFA) and the government, provided the terrorist group let its views on the idea known. He, however, made it clear that any possible dialogue can be only between the ULFA and the Centre as the demands raised by the rebel group include certain things that cannot be decided at the level of the State Government. Gogoi also made it clear that his government would accept in principle the proposal to create a Bodoland Territorial Council (BTC) in accordance with the Constitution’s Sixth Schedule to provide "maximum autonomy" to the agitating Bodo tribes in Assam, provided the new Bodo Accord had clear provisions to safeguard the interests of the non-Bodos living within the proposed BTC area.

The Assam State Cabinet sub-committee on the Bodo issue, after a meeting with the leaders of the Bodo Liberation Tigers (BLT) at Dispur on February 10, decided to recommend to the State Cabinet formation of the Council under the provisions of amended Sixth Schedule of the Constitution of India. According to reports, it was decided during the meeting to carve out four districts, namely Kokrajhar with headquarters at Kokrajhar, Sirang district with headquarters at Kajalgaon, Baska district with headquarters at Massalpur and Udalguri district with headquarters at Udalguri. Talking to the media, Minister in charge of Plains Tribes and Backward Classes, Bharat Chandra Narah said that the sub-committee would place its recommendations before the Cabinet on February 13. He mentioned about the state government’s request to the BLT not to demand more areas beyond Pachnoi as it could create complications and urged that the Sixth Schedule should be amended suitably to protect the rights of the non-Bodos living in the proposed BTC areas. The BLT has demanded inclusion of 16 additional villages beyond the Pachnoi river, the westernmost boundary of the BAC, in the proposed BTC area.

However, the statement opposed the inclusion of non-Bodo dominated areas in the proposed BTC. The proposed BTC would include districts and villages where the Bodos are in a majority. The statement also denied the reported allegations by the Bodo Liberation Tigers (BLT) that the ULFA was anti-Bodo in its outlook since it was supporting non-Bodos who inhabited proposed BTC areas. The statement held that there were legitimate fears and apprehensions of security among non-Bodos in these proposed BTC areas. The statement said that it is necessary to safeguard the rights of the indigenous Bodo community, and also guarantee right to self-determination of the indigenous non-Bodo people.

The minister noted that opinion of the leaders of the Bodo Liberation Tigers (BLT), Bodo legislators, non-Bodo legislators and various other Bodo and non-Bodo organisations were taken into account before drafting the Cabinet Sub-Committee report on the BTC. Addressing a press conference at Guwahati on February 12, Chief Minister Tarun Gogoi said that despite differences of opinion on the boundary demarcation and inclusion of some villages in the BTC, the report would be placed before the Cabinet on February 13, today, and a formal announcement on the BTC formation would be made consequently. The Chief Minister also added that the Assam Population Pattern Act or Assam Land Act would be promulgated in the proposed BTC to protect the rights and interests of non- Bodos.

A news report on 24 February said, a meeting called by the Assam government in Guwahati to discuss the issue of Bodoland Territorial Council (BTC) with the representatives of non Bodo organisations remained inconclusive. Assam government representative Bhumidhar Burman and vice president Brajan Mahanta of the Sanmilita Janagosthiya Mancha (SJM), a co-ordinating body of non Bodo organisations, failed to reach an agreement over the rights of non Bodos and the areas to be included in the BTC. As the reports have indicated earlier, non Bodos have shown dissatisfaction over the provisions of the BTC and the manner in which the agreement was reached between the Assam government and representatives of Bodo organisations. It was the threat of the non Bodo organisations to launch a State-wide protest, including interruption of rail and road traffic, that made it necessary for the government to call this meeting. The report has also said that non Bodo organisations have deferred their protest till 1 March to wait for a satisfactory response from the government. Some other organisations including the All Asom Students Union (AASU) and the Adivasi Council of Assam reportedly abstained from the meeting.

Addressing the rally, Brajen Mahanta, an office-bearer of the Sanmilita Jonagosthiya Sangram Samity, a conglomeration of 18 non-Bodo organisations, said that it will be a one-sided decision to create the BTC. He added that in the proposed BTC areas only 18 per cent of the population would comprise Bodos and they would have powers over the remaining 82 per cent. Only two blocks – Chidlisila and Kachugaon – under the proposed eight districts have Bodo majority, he said. He appealed to the participants that there is no alternative for them than to compel the government with strong protests to block the creation of the BTC. He also announced an agitation programme including a 37-hour-long rail and road blockade from 5 pm of February 24 and a protest rally at Assembly House and a ‘gherao’ programme during the forthcoming Budget session, until the government annuls its decision to create the BTC.

All Bodo Students’ Union (ABSU) president Rabi Ram Narzary demanded cancellation of the all-party meeting called by Assam Chief Minister Tarun Gogoi on March 20, today, to discuss issues regarding the proposed Bodoland Territorial Council (BTC), said media reports on March 19. While speaking in Guwahati, Narzary said the BTC had already been approved at a previous such meeting and they have no significance till the BTC is formed with a ‘proper’ boundary. He also said tripartite talks among the Union government, the Bodo Liberation Tigers(BLT) and the ABSU planned for March 23 and 24 in New Delhi would also be meaningless without the latter. The reports said recent counter-insurgency operations in which many ULFA terrorists were killed may be the reason behind this move. However, M Mohanraj, the Inspector General of Police (IGP), Law and Order, claimed that ULFA may escalate its activities in future and the ‘instructions’ for the same have already been sent to the terrorists in the State. The outfit is already recruiting fresh cadres in parts of Upper and Lower Assam. It is also forcing people to its ranks, he further said. Apart from continuing its extortion activity, the ULFA is also reported to be procuring weapons. Reportedly, a batch of new recruits have already been sent to Bhutan for training. Mohanraj also called the reported closing down of four camps in Bhutan by the ULFA as false and said these were either re-located or the cadres were shifted elsewhere. The ULFA is also in nexus with the Meghalaya-based Achik National Volunteers Council (ANVC) and the Kamatapur Liberation Organization (KLO), he added.

The award carries Rs 20,000 each, a gold medal and a citation. Umesh Rabha was a Border Security Force (BSF) personnel who mobilised the local residents in and around the Tamulpur area against United Liberation Front of Asom (ULFA) and National Democratic Front of Bodoland (NDFB) terrorists. The ULFA terrorists killed him in 1999 for the same reason. The first award would be given away at Rabindra Bhawan on May 20.

He further said the insurgency situation in the State has improved during the past one year. He also said talks between the United Liberation Front of Asom (ULFA) and the Union government should take place, which was also the wish of the people who want peace and development to prevail in the State. The CM also reportedly urged the Union government to initiate dialogue with ULFA on the lines of its policy relating to the National Socialist Council of Nagaland -Isac Muivah (NSCN-IM) in Nagaland. He said, "My approach has been always to urge the [Union government] to apply the principles it adopted in starting the negotiating process with the NSCN in the case of ULFA, too, to bring about peace in the region". The Kuki Movement for Human Rights (KMHR) reportedly submitted a memorandum to Manipur Chief Minister O Ibobi Singh and urged halting excesses committed by security forces, especially by Assam Rifles (AR) personnel, against innocent villagers of Khomunnom, Jangnoi, Thingphai, Kholen and other villages, following the killing of 11 AR personnel on May 27. According to media reports of May 31, the KMHR has complained that, following the killings, many innocent Kuki villagers were picked up and tortured by the AR without issuing arrest warrants. Stating that six villagers of Khomunom were picked up on May 28 and 29 without any arrest warrants and were still in AR custody, the KMHR urged the Chief Minister to stop the later from harassing innocent villagers. The KMHR also accused National Socialist Council of Nagaland - Isak Muivah (NSCN-IM) terrorists of guiding and training the Kuki Revolutionary Army (KRA) and United National Liberation Front (UNLF) cadres at training camps at Leisan, and for using them as guides and arming them to torture, kill and harass the Kuki public. The KMHR accused the NSCN-IM of using the KRA and the UKLF in the proxy war as it could not openly carry out such acts due to its commitment to the ongoing Naga peace talks.

The VDF would also be engaged to keep night vigil along railway tracks to foil possible sabotage by terrorists. Umesh Kumar said the 11,000 registered groups of the VDF in the State were capable enough to work in tandem with the police and other security force agencies to maintain law-and-order. Stating that the VDF was almost a voluntary force in Assam, as the personnel did not receive any remuneration, except items like torch, blanket, lantern, umbrella and other utensils, the Chief Controller said Assam Police was likely to place a proposal before the Union Home Ministry to reimburse the expenditure incurred on deployment of the VDF, following which, VDF personnel would receive a fixed monthly amount for their services. In Nagaland, each month a VDF personnel is reportedly being paid Rs 500.

He also said the ABSU and other Bodo organisations would never accept the boundary of the Bodoland Autonomous Council (BAC)—demarcated in 1999. He also said the Union Government has assured to announce a draft economic package within a week, and he hopes that the package would include provisions for the development of Bodo areas, inclusion of Bodo language in the 8th schedule of the Constitution, setting up a Central University and other engineering and medical colleges in the proposed BTC area.

He also pointed that the efforts of the State to bring the terrorist groups to the negotiating table needed constant support from the Union government. Reports further said the BLT, on the occasion, also expressed the desire to reconsider its stand of not taking part in further negotiations with the Union government. Reports quoting Mainao Daimary, ‘central publicity secretary’ of the BLT, also said this change of stand follows an assurance by Union Home Minister L K Advani that the Union government too was in favour of a speedy resolution of the issue. Among other things, the BLT reiterated its stand on the boundary of the proposed Bodoland Territorial Council (BTC) and the number of seats that it wants to be reserved for the Bodos. Besides, the BLT wants 278 villages in the vicinity and Bijni town to be added in the territorial expanse of the Bodoland Autonomous Council (BAC). It also wants 30 of the proposed 40 seats in the BTC to be reserved for the Bodos. Primarily, it is on these two issues that the government and the BLT differ.

The step may be deemed necessary in the wake of the June 24-terrorist attack on ONGC employees in Karbi Anglong district, Assam. In the attack by the Dima Halim Daogah (DHD) terrorists, six employees were killed. Meanwhile, the Times of India said on June 26 that the death toll has risen to eight. The ONGC chief, Subir Raha, and a high-level team of the Union Petroleum Ministry led by Additional Secretary Naresh Narad wa was expected in Guwahati on June 25, to make an on-the-spot assessment of the situation. The ONGC chief is also due to meet Chief Minister Tarun Gogoi and discuss the security of ONGC employees in the State, especially in terrorist- effected areas. Further reports are awaited in this regard. Meanwhile, the ONGC’s general manager in charge of public relations, N.N. Taye, reportedly said it was highly unlikely that the ONGC would suspend operations in the area.

A 'vision paper' released recently by the outfit reportedly said theirs’ was not an ethnic movement, or targeted against any particular community. It was rather a movement of the indigenous people of Assam to safeguard their own identity, the paper further maintained. The paper alleges that large-scale illegal inter-state and intra-state migration from Bangladesh, Nepal and other neighbouring States was the prime cause behind the current situation that the Bodos were facing. Bangladesh finds special mention in the BLT's paper. It says the situation there will go worse in the future. Along with the rising population, the paper holds, the strain felt on the economy of that country would be severe, and eventually it will effect the overall economic, social and environmental situation in the State. The paper also suggests ways by which illegal migration can be checked. It mentions, inter alia, strong determination and political will on the part of the leaders, genuine people's movement, and invitation to big business houses to invest in the State.

Speaking to media persons at Rangiya on July 6, the General Officer in Command, 21 Mountain Division, Major General Gaganjit Singh ruled out the presence of United Liberation Front of Asom (ULFA) women suicide squad in Assam. Stating that the presence of women terrorists in the outfit was low in the State, Singh said that the few women terrorists who had married their ULFA compatriots were either settled abroad or had a "very minimum presence" in the State. Singh, who is commanding the anti-insurgency operations in militant-infested lower Assam areas, regretted that the ULFA had never shown willingness for unconditional talks. While confirming the existence of several ULFA camps in Bhutan, Singh urged the terrorist outfit to shun violence and come to the negotiation table. Commenting on possible joint operations against the terrorists in Bhutan, Singh said that he was not aware of any such moves and had not received any message from the Defence Ministry to go ahead with such an operation.

The message that appeared in its mouthpiece, Freedom, was reportedly sent to the vernacular press through a fax message. ULFA's message also referred to Sanmilita Janagosthiya Sangram Samiti (SJSS), a co-ordination body of various non-Bodo groups agitating against the BTC. The SJSS was quoted in the message as saying "We will not allow it (BTC) to happen. Once the BTC is formed, we will not only lose our political identity but will be driven out by the Bodos, who have already been systematically attacking the non-Bodos to clear the proposed BTC area".

Assam's borders with Bhutan and Bangladesh have also been sealed to prevent any terrorist infiltration. Assam Director General of Police (DGP) Hare Krishna Deka informed this on August 12, in Guwahati. He also said terrorists from the United Liberation Front of Asom (ULFA) and National Democratic Front of Bodoland (NDFB) are the ones who may attempt subversive activities. "Both the ULFA and NDFB cadres based in Bhutan have relocated their camps. Shifting of camps to Nagaland have been reported and the UNLF (United National Liberation Front) militants extended help to the ULFA and NDFB militants in the exercise" he added. The DGP also reportedly said Sanmilita Janagosthiya Sangram Samiti's (SJSS's) might have formed linkages with the ULFA, as the latter has supported the SJSS's Independence Day boycott call opposing the creation of Bodoland Territorial Council (BTC). He also said that 105 others were arrested and a huge cache of arms was also seized during the same period from the area. Assam Chief Minister (CM) Tarun Gogoi on October 7 emphasised that a ‘comprehensive package’ was required for a lasting solution to terrorism in the State. While elaborating, the CM while speaking in the State Assembly further said, economic measures to solve growing unemployment, political initiatives and measures to tackle law and order situation would also be fruitful in tackling the problem. He said, "Our Government doesn’t believe that the solution to insurgency lies only in prolonged Army operations. Therefore, we have been pressurising the Central Government to hold talks with the ULFA and NDFB in the similar fashion as has been done with the NSCN-IM." The CM also said that United Liberation Front of Asom (ULFA) and National Democratic Front of Bodoland (NDFB) have not responded to the offer of talks made by the government thus far. Providing data on terrorist related casualties, the CM said a total of 454 terrorists from various outfits had been killed in encounters during the period from May 2001 to September 2002. The terrorists killed 315 civilians and 101 security force personnel in the State during the period. The government was not considering withdrawal of operations under the Unified Command Structure (UC), he added.

Media reports quoting the Assam Minister of State for Home Raqibul Hussain said Karimganj, Cachar and Dhubri sectors, which are infiltration prone would be placed under strict vigil. The Minister said in the Legislative Assembly on October 8 that personnel from Prevention of Infiltration of Foreigners (PIF) unit would also be deployed along the Assam-Bangladesh border. He further informed the Assembly that work for setting up of 28 outposts and 3 tactical headquarters along this border in Dhubri, Cachar and Karimganj sectors would commence shortly. There are 159 BSF outposts and six passport offices along the 267 km long Assam-Bangladesh border. The Minister also said that till June 2002, a total of 11,411 Bangladeshi nationals were given deportation notices out of 51,7113 cases investigated by the Illegal Migration [IM(DT)] Tribunals. 10,786 have been identified as illegal Bangladeshi nationals out of 35,5062 cases investigated by the tribunals, he added.

Media sources said Sharma pointed out the presence of Northeast terrorist outfits' training camps in Bangladesh during the two-day biannual talks in Guwahati, on November 1. A Guwahati-based daily that conducted an interview with him via electronic mail said the NDFB 'chief' talked of 'historical rights' and the 'right to self-determination' of the Bodo people in Assam. He indicated if the Union government is willing to talk on these issues, a negotiated settlement of Bodo issue is possible. Nabla also informed that the outfit has not received any fresh offer of talks from the Bhutanese government over its exit from that country. He maintained the "NDFB does not have any permanent camps inside Bhutan to pull out from the Kingdom." He further said, "We are having good and friendly relationship with ULFA (United Liberation Front of Asom) as we are fighting the same enemy––India. It all started when we met ULFA friends in 1987 in the NSCN (National Socialist Council of Nagaland) headquarters in Burma (Myanmar)". According to reports, he also added that the present Union government has taken a serious view of this problem and was committed to generate at least 10 crore jobs in the next 10 years. The Defence Minister also reiterated the government’s concern over the presence of the Al Qaeda in Bangladesh and assured that the Union Home Ministry has been taking adequate steps to deal with any eventuality. After a meeting with Deputy Prime Minister L K Advani in New Delhi, on November 11 Tarun Gogoi informed the "Centre has agreed to send ten companies though we have demanded that at least 30 should be given". He also said currently 120 companies are deployed in the State, however, the State needs at least 180 companies. Further, he said, terrorism in Arunachal Pradesh, too, was on the rise, especially in Tirap and Changlang districts, bordering Assam. Gogoi said in his memorandum that that the National Socialist Council of Nagaland––Isak-Muivah (NSCN––IM) and the NSCN-Khaplang (NSCN-K) were indulging in extortion in Tinsukia, Sivasagar, Jorhat, Golaghat, Karbi Anglong and North Cachar Hills districts, besides in other places, in Assam. He also said the ULFA, NDFB and the Kamtapur Liberation Organisation (KLO) have set-up many camps in Bhutan and their numbers was increasing. While talking to press persons on December 25, in Guwahati, he said, "Diplomatic initiatives are on at the appropriate level and the results will be known soon". According to intelligence sources the Bangaldesh Rifles (BDR) uses such mortars. They are larger in size than the usual two-inch mortar used by police and the Army in India. The IGP added that security forces had recently recovered 14 live mortar shells––all 60mm in dimension––from the possession of a group of ULFA terrorists. However, he gave no details of the incident.
