Paresh Baruah, ‘commander-in-chief (c-in-c)’ of the banned United Liberation Front of Assam--Independent (ULFA-I) in a telephonic interview on February 26 stated that ‘positive result’ can be expected in the abduction of two employees of an oil firm, in the coming days, reports The Print. According to Baruah, ‘negotiation is going on a good stead’ with the New Delhi-headquartered Quippo Oil and Gas Infrastructure Limited. Though ULFA-I faced social backlash over the Quippo abductions, yet Baruah in his interview stated that the outfit still enjoys ‘60 per cent public support’ in Assam.

On March 12, former National Democratic Front of Bodoland (NDFB) leader MD Batha along with the former members of NDFB formed a new militant outfit National Liberation Front of Bodoland (NLFB), reports Northeast Now. In a statement, the newly formed outfit consisting of 30 members claimed the reluctance of the Government of India (GoI) and the Assam Government has led to the formation of new group to fight for the rights of Bodo people. Over 1,600 rebels belonging to four factions of the NDFB had laid down arms days after the Bodo accord was signed between Bodo groups and the Centre in January 2020. Thirty-four years after it was formed with the aim of carving out a separate Bodoland state from Assam, all the four factions of NDFB had disbanded themselves.

Prime Minister (PM) Narendra Modi on April 3 made a fervent appeal to militants in Assam who have not surrendered yet to return to the mainstream as they are needed to create an 'Atmanirbhar Assam', reports The Assam Tribune. PM Modi was addressing an election rally in Bodoland Territorial Region's (BTR) Baksa District, where he said people of the state have rejected violence for development, peace, unity and stability. He further said, "It is our responsibility to ensure the rehabilitation of those who have returned to the mainstream after years of struggle. I also appeal to those who are yet to surrender to return for the future of the state and for their own future, too, as they are needed to create an 'Atmanirbhar Assam'."

Proscribed Independent faction of the United Liberation Front of Asom (ULFA-I), on April 8, issued a warning to Amalgamated Plantations Pvt Ltd (APPL), the second largest tea producer in the country, to shift all its offices to Assam and hire indigenous youths of the State, failing which the outfit will take action “to prevent it from doing business in Assam”, reports East Mojo. In a statement signed by the member of publicity department of the outfit, Rumel Asom, the ULFA-I said that the company’s head office is outside the State of Assam where no “indigenous” people from Assam were recruited, despite the fact that the company was doing business in Assam and making profit. “It is unfortunate that you have not taken your responsibility with the importance it deserves,” it added. The statement said, “We are aware that you are recruiting your workers from outside Assam instead of the unemployed indigenous youths in Assam. This is contrary to the spirit of a ‘win-win’ relationship between a corporate and the locals.” The statement further read: “We are giving notice with this statement that, with immediately effect you relocate all your administrative offices to Assam and you will recruit only indigenous people of Assam (Thologiri) workers in various positions that open up in your company from now on.” “If you fail to comply with our just demand promptly, we shall take action to prevent your company from doing business in Assam,” the statement said, adding that no one connected with the company would be allowed to travel in the state in their business interest. “We trust that no one in your organization will take it as an empty threat and ignore this notice,” it further said.

In a statement, Assam Police on May 11 has claimed that the grenade blast which took the life of a 12-year-old boy was an “unfortunate accidental blast”, reports The Indian Express. Further clarifying, Tinsukia Superintendent of Police (SP) Vaibhav Nimbalkar, though a case under Explosive Substances Act was registered under the Lekhapani Police Station (PS), but preliminary investigations reveal that “grenade may have been dropped mistakenly by Security Forces (SF) during routine movement in the area.” Due to the incident site being a sensitive area, the SF frequents the area and may have dropped the grenade by mistake. Earlier South Asia Terrorism Portal (SATP) reported on May 12 that a 12-year-old boy identified as Suraj Hajong was killed in a grenade explosion under Lekhapani Police Station (PS) in Jagun of Margherita subdivision in Tinsukia District of Assam.

On May 15, United Liberation Front of Asom - Independent (ULFA-I) announced a unilateral ceasefire for three months with immediate effect, reports NDTV. In a press statement, the outfit stated that due to COVID-19 pandemic in Assam, every activity of the group will be stopped during the period of 90 days ceasefire. This is the second time ceasefire has been declared since 2006. Earlier the newly elected Assam Chief Minister (CM) Himanta Biswa Sarma had appealed to Mr Baruah to come forward for peace talks.

On June 8, Naga groups including National Socialist Council of Nagaland - Isak-Muivah (NSCN-IM) has raised objection on the proposed Karbi Anglong Peace Accord deal to be inked between the Assam Government and six militant outfits - Karbi Longri North Cachar Hills Liberation Front (KLNLF), People’s Democratic Council of Karbi Longri (PDCKL), United People’s Liberation Army (UPLA) and three factions of Karbi People’s Liberation Tiger (KPLT), reports The Telegraph. The Naga Students’ Federation (NSF), denouncing the agreement which proposes the creation of Karbi-Anglong Autonomous Territorial Council (KAATC) in nearby Assam, as reported in East Mojo, stated that any deal without “the consent of the Naga populace who are the original inhabitants of the area” will not be accepted. NSCN-IM stated that Karbi Anglong, erstwhile known as Rengma Hills, is the victim of aggressive influx of outsiders for vested interests. The Rengma Nagas are the legitimate sons of the soil. The proposed KAATC is more of appeasement policy to pacify the six Karbi militant outfits, according to NSCN-IM. According to The Economic Times, Rengma issue in Assam constitutes one of the important agendas of Indo-Naga political talks which is still pending. The Rengma Naga People’s Council (RNPC) further demanded “creation of Rengma Hills Autonomous District bifurcating from Karbi Anglong” District if the accord is signed as it alienated the Rengma Nagas. The RNPC has submitted a memorandum to Assam Chief Minister Himanta Biswa Sarma putting forth its demand of creation of an Autonomous District for the “Rengmas” with Headquarters at Phentecho by upgrading the existing Bokajan Sub-division and creation of an MLA seat reserved for the Rengmas, reports Northeast Now. On June 9, Rengma Hoho has expressed its support to RNPC memorandum for creation of separate Rengma Autonomous District.

In the day-long conference of the Superintendents of Police at Kaziranga, CM Sarma stated that in the wake of new types of crimes detected by the police, discussions were held in about ways of modernising the police force and making Assam among the best states in internal security. Assam Chief Minister (CM) Himanta Biswa Sarma on July 12 informed the State Assembly that at least 3,439 militants, belonging to different outfits, including United Liberation Front of Asom-Independent (ULFA-I), have surrendered in Assam in the last five years since 2016, reports Northeast NOW. He also informed that till July 6, 2021, a total of 748 arms and 19,299 ammunitions were deposited by the surrendered militants. He further added that a total of 1,306 arms, 20,722 different ammunition, 89 bombs, 599 grenades and 121.72 kilograms of explosives have been seized till July 6, 2021. The CM said skill development training is being provided to 1,800 of the surrendered militants. Also, 1,192 militants have been provided INR 100,000 each to take up some livelihood projects. Sarma said that the Assam Government has been in talks with 11 militant outfits including ULFA, Kuki Revolutionary Army (KRA), United Kukigram Defence Army (UKDA), Hmar People’s Convention- Democratic (HPC-D), Adivasi People’s Army (APA) and the All-Adivasi National Liberation Army (AANLA).

On September 4, the Centre signed another Karbi Accord in New Delhi with several militant organisations in the presence of Assam chief minister Himanta Biswa Sarma, Union minister Sarbananda Sonowal and Karbi Anglong Autonomous Council (KAAC) Chief Executive Member, Tuliram Ronghang, reports Northeast Now. The central government said it will fulfil all the conditions laid out in the Memorandum of Settlement (MoS) signed on Saturday within the designated time-frame, paving the way for long-lasting peace and development in Karbi Anglong region. Union Home Minister Amit Shah said the Assam government would spend around Rs 1000 crore for the development of Karbi region in 5 years. Representatives of Karbi armed groups, who signed the MoS, were Pradip Terang, chairman of Karbi Longri North Cachar Hills Liberation Front (KLNLF), Kongkat Teron, vice-chairman of People’s Democratic Council of Karbi-Longri (PDCK), Wellesley Terang, chairman of United People’s Liberation Army (UPLA), Mensing Kramsa, chairman of Karbi People’s Liberation Tigers (KPLT), Sam Sing Tisso, chairman of Karbi People’s Liberation Tigers (KPLT) ceasefire and chairman of Karbi People’s Liberation Tigers (KPLT-R). “The negotiations have led to the signing of this Memorandum of Settlement which will ensure greater devolution of autonomy to the Karbi Anglong Autonomous Council; protection of identity, language, culture, etc. of Karbi people; rehabilitation of cadres of the armed groups; and focussed development of the Council area, without affecting the territorial and administrative integrity of Assam,” the MoS read. “The signatory armed groups have agreed to abjure violence and join the peaceful democratic process as established by law of the land,” the preamble of the MoS said. “The Government of India and the Government of Assam will take necessary steps to reserve 34 seats for STs and 10 seats under Open category for all communities, out of 44 elected seats in KAAC,” it added. Army, Paramilitary Forces and Police shall organise special recruitment rallies to recruit Karbi youths, according to the provision of the MoS. Pre-recruitment training exercises will be organized by the agencies to facilitate the process. “All signatory armed groups shall abjure the path of violence, surrender their weapons and disband their organisations within one month of signing of the Agreement. All camps occupied by these groups shall be vacated forthwith,” Chief Minister Himanta Biswa Sarma informed. Sarma also announced that the Assam government will provide financial compensation of Rs 5 lakh to each of the next of kin of persons who lost their lives in agitations related to autonomous state demand and have not yet been compensated in any manner.

UPLA, a splinter group formed by former members of the erstwhile United People’s Democratic Solidarity (UPDS) in 2013, is a signatory of the tripartite Karbi Peace Accord signed on September 4 with Government of India (GoI) in New Delhi. The disbandment ceremony took place in accordance with the tripartite Karbi Peace Accord. A total of 387 cadres of the UPLA are set to return home and join the mainstream through the rehabilitation programme of the GoI. The militant outfit who had declared a unilateral ceasefire with the government in 2018 and later on laid down arms in February 2021 expressed happiness over the government’s effort to bring peace to the region and solve the long standing demand of the people of Karbi Anglong. On September 18, two militants belonging to United Liberation of Bodoland (ULB) were killed in an encounter in Lungsung forest in Kokrajhar District of Assam, reports Northeast Now. During an operation, militants fired at the security forces (SF). In retaliation, the two militants identified as Jangshar Mushahary and Janak Kr Brahma was killed. The two were allegedly involved in extortion in Bismuri area of the Kokrajhar District. ULB is a newly floated Bodo militant outfit with separate Bodoland state demands. In a video statement released to media on September 17, the leaders of the outfit warned that they would carry out blasts in Assam from October if their demands are not met.

Special Director General of Police (SDGP)-cum-Inspector General of Police (IGP), Bodoland Territorial Area Districts (BTAD), L R Bishnoi said, the insurgents surrendered near the India-Bhutan border in Udalguri District and were brought to Dimakuchi Police Station for completing necessary formalities. Among them, self-styled Kokrajhar District ‘commander-in-chief’ of ULB, Pinjit is there. The cadres also deposited some arms, Bishnoi said, adding, with this development, all members of the ULB have surrendered. Meanwhile, Assam Chief Minister (CM), Himanta Biswa Sarma tweeted, “Continuing our outreach to bring home youths from the path of militancy, all the cadres of the newly formed group United Liberation of Bodoland (ULB) have returned home today”, reports East Mojo on September 30. “We welcome them to join our effort to build a beautiful and prosperous Assam,” Sarma added. In a circular issued by the Assistant Inspector General (AIG) of Police (L&O) of Assam Police headquarter, RSS cadres, army areas, mass gatherings, and religious places are said to be likely targets of the ISI. Intelligence inputs received from General Secretariat of the Organization of Islamic Cooperation (OIC) and Al-Qaeda's ‘AS SAHAB’, calling for Jihad in Assam and Kashmir, has compelled the Police to take necessary preventive and precautionary measures to prevent any terrorist activity.

The ULFA-I had declared a unilateral ceasefire on May 15, 2021 which was again extended for three months in purview of Covid-19 situation in Assam. According to official sources, KLO’s leader Jiban Singha alias Tamir Das had sent a letter to Assam Government expressing his desire for talks. Following this, Assam Chief Minister Himanta Biswa Sarma in a tweet said, “In Continuation with Govt of India’s efforts to bring lasting peace in the region, I welcome the desire of KLO leadership to join mainstream at an early date to resolve all issues through political dialogues. Govt of Assam would fully reciprocate this goodwill measure.” The militant outfit KLO, which had come into existence in 1995, has been demanding to carve out a separate Kamtapur state comprising six districts — Cooch Behar (or Koch Bihar), Darjeeling, Jalpaiguri, North and South Dinajpur, and Malda of West Bengal and four adjoining districts of western Assam — Kokrajhar, Bongaigaon, Dhubri, and Goalpara.
