Chief Minister Prafulla Kumar Mahanta categorically stated that as long as Indian insurgent groups were granted safe passage and bases by neighbouring countries––Bhutan, Bangladesh and Mayanmar––it would be difficult to root out militancy in the affected regions. He had expressed serious concern at the nexus between Pakistan’s Inter Service Intelligence (ISI) and militants in India’s Northeast and added that this had to be destroyed in order to contain the activities of the insurgents in the region. Mahanta reiterated his government’s commitment to resolving the problem through dialogue and had assured the ULFA leadership that they would be provided security if they came for negotiations.

Assam Chief Minister Prafulla Kumar Mahanta alleged on March 14 that Pakistan’s High Commissioner in Bangladesh was playing an active role in sending United Liberation Front of Assam (ULFA) militants to Pakistan for arms training. He also pointed out that Pakistan’s Inter Services Intelligence (ISI) operatives have recently stepped up their subversive activities in the Northeast. He maintained that ISI operatives have launched a three-pronged strategic attack in the region—training and supply of arms to the militants, disturbing the communal harmony and masterminding the subversive activities including blasts in oil pipelines, rail links and passenger trains.

Advani reiterated in Guwahati, on April 3, the Centre’s readiness for talks with the United Liberation Front of Assam (ULFA), National Democratic Front of Bodoland (NDFB), provided the outfits laid down arms and agreed for negotiations within the parameters of the Indian Constitution. Further, Advani said that if the militant outfits gave a positive response to the negotiation, the government could consider announcing a cease-fire with them. Assam Chief Minister PK Mahanta stated that the cease-fire agreement between the Nationalist Socialist Council of Nagaland–Isak Muivah (NSCN- IM) and Union government is seriously hindering the drive against militant outfits in Assam’s Cachar district. Replying to a query in the state assembly on April 5, he added that the Assam government has proposed setting up a counter-espionage cell to check ISI activities in the State. The Chief Minister also stated that 4533 persons have been killed and 4118 abducted during the past three years in the State. 1986 women were raped in the state. 24 tea garden managers/assistant managers/owners were kidnapped by various militant outfits of which rebels killed one while another was killed in crossfire during an encounter between militants and security forces.

Replying to a query in the State Assembly, Mizoram Home Minister Tawnluia said that there were thirteen insurgency related incidents in the state in 1999 which claimed the lives of six policemen. All the incidents occurred in the districts bordering Myanmar and Bangladesh. He added that State police has increased vigil along the borders. This follows reports that a group of ten armed insurgents of the National Socialist Council of Nagaland-Isak Muivah (NSCN-IM) and Bru National Liberation Front (BNLF) terrorists have slipped into North Mizoram from Bangladesh on April 3.

The Chief Minister P K Mahanta in the State Assembly presented a 16-page statement on the involvement of Pakistan’s Inter Services Intelligence (ISI) in Assam’s militancy on April 6. The statement included a photocopy of the United Liberation Front of Assam's (ULFA) Commander-in-Chief, Paresh Baruah’s fake Bangladesh passport obtained with the help of an official of the Pakistan High Commission in Dhaka. Another photocopy of a letter written by a Pakistan High Commission official in Delhi, requesting ULFA's chief to obtain Rs. 3 lakhs from the Harkat-ul-Mujahideen chief was also included in the statement. According to the Chief Minister who spoke in the Assembly, the ISI had a six-fold objective: promoting indiscriminate violence in the state by providing support to local militant outfits; creating new militant outfits for instigating violence between ethnic and religious groups; supplying sophisticated arms and explosives to various terrorist groups; causing damage to oil pipelines and other vital installations and communication lines; promoting fundamentalism and militancy among local Muslim youth by preaching ‘jehad’; and carrying on an inflammatory propaganda to heighten communal tension between Hindus and Muslims. The Chief Minister added that the police had arrested 101 Muslim United Liberation Tigers of Assam (MULTA) activists and 60 persons belonging to other outfits during 1998 and 1999. The Bodo Liberation Tigers (BLT) criticised the Bhutanese government for blaming the outfit for the recent massacres of its citizens in the State. Claiming that it was an ‘international design’ to gain diplomatic mileage out of the incidents, it blamed the terrorists of the National Democratic Front of Boroland (NDFB) for the attacks. It also criticised Bhutan for providing shelter to the terrorists of the NDFB and the United Liberation Front of Asom (ULFA) within its territory.

According to a senior official, under the system, the State police force, Army and the CRPF function as a composite group, resulting in more firepower and quicker reaction time. The local intelligence inputs and detention of terrorists and other activities are handled by the State police force while crack commando units of the CRPF provide the firepower.

An estimated 100 people have been killed in these incidents of terrorist violence.
