On January 3, in an interview to The Telegraph, the ‘commander-in-chief’ of the United Liberation Front of Asom (ULFA), Paresh Barua, said bloodbath in the State would cease only if the Union government agreed to a ‘scientific dialogue’ with the outfit. Baruah demanded ‘Assam’s independence’ through a ‘logical and reasonable’ talk. He claimed responsibility for the January 2-killing of three SULFA men including, Abinash Bordoloi, in Nalbari. He said it was a ‘vendetta strike’ against his former comrades. Three members of the Surrendered United Liberation Front of Asom (SULFA) were killed in an ambush by ULFA terrorists. The dead included Avinash Bordoloi, a prominent ULFA member who had surrendered along with another ULFA leader Lohit Deuri in August 2000.

Meanwhile, the All Assam Students' Union (AASU) warned the State Government of lawlessness if it failed to book the culprits behind the recent killings of the relatives of ULFA terrorists. Amnesty International, the London based Human Rights group, called upon terrorist groups in Assam to ‘publicly commit to International Humanitarian Law’. It also urged the government to initiate ‘independent and impartial’ investigations into the recent massacres of Hindi-speaking people in the state.

The Chief Minister was reaction to the January 15 statement by ULFA's chairman Arabinda Rajkhowa that peace talks could be held "if the government in New Delhi agreed to discuss the issue of Assamese sovereignty". However, an article in outfit's official magazine ‘Freedom’, rejected any ‘National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) type talk’ with the Indian government. The article reiterated the outfit's pre conditions of United Nations mediation, a ‘third country’ as the venue for talks and ‘sovereignty of Assam’ to be on the agenda.

Besides, the outfit demanded, the focus of the talks must be on their demand for an ‘independent homeland’. He added that according to information available with the police, a few groups of United Liberation Front of Asom (ULFA) terrorists have already sneaked into the State from their bases in Bhutan to indulge in acts of sabotage and are planning to target candidates and leaders of political parties, particularly those of the ruling party. He said that all out efforts were being made to seal the Assam-Bhutan border to prevent the militants from sneaking into Assam. Deka added that the National Democratic Front of Bodoland (NDFB) might also try to resort to violence and intimidation of voters during the polls. Commenting on the apprehension that the surrendered ULFA (SULFA) men might create trouble during the polls, he said that strict instructions with an action plan were given to all the police officials in the State to prevent such eventualities. The AGP was heading the government during the time. Talking to a newspaper over telephone from Kokrajhar, BLT publicity secretary, Mainao Daimary said that the State and the Central Governments have already agreed to solve the Bodo problem under the provisions of the Sixth Schedule of the Constitution of India. As per the Constitution, the Sixth Schedule areas do not come under the purview of the Panchayat Act and hence the outfit would not permit local body elections in the area. Commenting on the progress of the peace talks, the BLT activist said that the outfit was of the view that the next round of talks should be held at the political level for early solution of the problem and the officials of the Central and State Governments, He added that the next round of talks should be chaired by the Union Home Minister and the Assam Chief Minister should attend the meeting as only the political leaders are in a position to take decisions on the spot.

BLT ‘Publicity Secretary’ Mainao Daimary said in Kokrajhar, on November 11, that the State and the Union governments have already agreed to solve the Bodo problem under the provisions of the Sixth Schedule of the Constitution of India. He also said the Prevention of Terrorism Ordinance (POTO) is yet to be implemented in the State. Meanwhile, Gogoi opined that inadequate coordination between the security forces involved in counter-insurgency operations created problems at times. Commenting on allegations of police atrocities on innocent persons, he said directions have been issued to the police to differentiate between steps taken to deal with the insurgency and in common law and order problems. Meanwhile, commenting on reports that the Bodo terrorist groups including the Bodo Liberation Tigers (BLT) would oppose holding local (panchayat) level polls in Bodoland areas, the Chief Minister observed that the government "would not like to impose the polls on the Bodos if they are opposed to the same. We shall have to hold discussions with the Bodo groups." The Chief Minister felt that the Union government should consider the views of all ethnic groups living in the proposed Bodoland Territorial Council (BTC) areas before finalising an accord with the BLT. He also said the cease-fire agreement with the BLT, due to expire in January 2001, could be extended, if necessary, to find a permanent solution to the problem.

The request was made also amidst fresh reports of the proscribed United Liberation Front of Asom (ULFA) and Bodo militants entering into the State. While saying, "As per available intelligence inputs, ISI is insisting on causing large scale sabotage in the oil sector including refineries. In the changing scenario, large-scale sabotage in oil sector and other vital installation is likely to occur unless adequate protection is ensured," he suggested that a special, dedicated force for security of the oil sector has become a priority. Meanwhile, the Assam Chief Minister, while indicating that the law-and-order scenario in the State was critical, asserted that that the continuing financial crisis has severely eroded the capability of the State government to fight terrorism and insurgency. He emphasised the need to check infiltration from Bangladesh and issuing national identity cards. The Chief Minister also called for a revival of the rehabilitation package for surrendered militants. Claiming that the State government has been able to contain the activities of religious fundamentalists, including those of Muslim militant outfits, he expressed the apprehension that taking advantage of the September 11-terrorists incidents in New York, certain communal and fundamentalist forces may create trouble in the State. He further said terrorists based in the forests of Bhutan were fanning out into Assam, aparticularly along the inter-State border in search of establishing new camps. He added that special operations units comprising CRPF and Assam Police have been pressed into operation. In view of the heightened threat perception, the Chief Minister opined that the State government would like to urge induction of additional forces to the extent of 30 battalions of paramilitary forces, as assessed by the Central government. He further noted that if two companies of CRPF were withdrawn for deployment in Tirap and Changlang district in Arunachal Pradesh, it would create an adverse impact on counter-insurgency operations in the State. Drawing attention of the Union government to the reported movement of Bhutanese armed personnel in Assam, the Assam government sought a clarification from the Ministry of Home Affairs asking if there was any understanding with the Royal Government of Bhutan in this regard.

The proscribed United National Liberation Front (UNLF) has stated that the categorisation of certain terrorist outfits in the North-eastern region including the outfit itself under the Prevention of Terrorism Ordinance 2001 (POTO) by the Government of India was a "desperate and opportunist attempt on India’s part to cover up its inability to bring about political solutions to the North-east and Kashmir." Observing its 37th foundation day anniversary of the outfit, the UNLF in its annual statement issued on the occasion in Imphal while opining that "their struggle is a political struggle demanding a political solution" criticised the Government of India for what it called the misrepresenting of the ‘legitimate struggle’ as terrorist activity. The UNLF statement further said that it had never indulged in terrorist activities during the 37 years of its existence. The statement further added that the idea of a joint ‘liberation struggle’ initiated by the United Liberation Font of Asom (ULFA), National Socialist Council of Nagaland – Khaplang (NSCN-K) and UNLF with the formation of the Indo-Burma Revolutionary Front (IBRF) in 1990 is slowly but definitely becoming a reality. The outfit also appealed to the people to be aware of the "conspiracy hatched by the Indian Government and the NSCN (IM)." According to a media report, the Assam Chief Minister Tarun Gogoi on November 28 welcomed the proscribed United Liberation Front of Asom (ULFA) willingness for a meaningful political solution to solve the ongoing insurgency. He also reportedly said that the State Government has begun looking for appropriate mediators for the proposed talks. Talking to Sentinel the Chief Minister termed the November 27 statement of ULFA Chairman Arabindo Rajkhowa as a "positive gesture". He said that the State government is always ready to solve the problem through negotiations and it was really encouraging that the outfit finally expressed its willingness for talks. As reported earlier, Rajkhowa had issued a statement on the occasion of the outfit's "Protest Day" where it stated that a political settlement of the "Indo-Assam conflict" alone was the way out to end the "illegal occupation of Assam by the Indian security forces" and the restoration of the right of self-determination to the people of Assam. The Chief Minister, however, indicated that thus far the ULFA has not contacted the State government for talks. Gogoi also said that the mediator for the proposed talks must be acceptable to both the sides. He added that before formal talks, a certain kind of relation must be established between the two sides. The Chief Minister also clarified that his government has no reservations if the ULFA desires to hold talks with the Union Government. "An NSCN-type dialogue could be initiated between the ULFA and Government of India", he said.

In a statement issued in Guwahati on November 30, the outfit said that it was always in favour of a meaningful solution to the problem and there was no differences of opinion among the members in this regard. Refuting media reports about differences within the organisation, the statement said that both Paresh Baruah and Arobinda Rajkhowa want a peaceful solution to the problem and there was no difference of opinion between them as claimed by the press. "We demand the issue should be discussed at length in a conference, where representatives of all concerned communities and organisations will be present. Discussions should be held on the basis of report of the three-member expert committee headed by former chief justice, Bhupinder Singh,'' said Brojen Mahanta, a convenor of the non-Bodos' meeting on December 1. The meeting was held under the banner of the Sanmilito Janagosthi Sangram Samity that consists of 18 non-Bodo organisations, representing communities from the minority groups such as the Adivasis, the Koch Rajbongshis and the Kalitas. The meeting also criticised the All Bodo Students Union (ABSU) and the Bodo Liberation Tigers (BLT) for threatening the non-Bodos for not supporting the creation of the BTC. As reported earlier, the BLT has submitted a memorandum to the Centre, saying that the Bodoland Autonomous Council should be dissolved and the BTC should be created under the Sixth schedule of the Constitution after reorganising several districts of the state.

The Chief Minister said, "It is up to the Centre to decide whether or not to declare a ceasefire in Assam. As far as my government is concerned, we have no objection whatsoever because we are keen on a negotiated settlement of the insurgency problem in the State." The State Panchayat and Rural Development Minister, Bhumidhar Barman said that an emergency Cabinet meeting on the same day in Guwahati decided to defer the panchayat polls in the BAC areas in view of the protest voiced by Bodo Liberation Tigers (BLT) and its allies. As reported earlier, the Bodo groups had raised their protest against the holding of panchayat polls in the BAC areas fearing that it would jeopardise the ongoing tripartite talks among the Centre, State Government and the BLT to find a solution to the Bodo problem. According to media reports, the Bodo groups have opined that instead of holding panchayat polls in the BAC areas, the government should concentrate on directing the ongoing peace talks towards a permanent solution to the problem by constituting a Bodoland Territorial Council (BTC) as being demanded by the BLT. The BLT had also warned of violence in the BAC areas in case the State government insisted on holding panchayat polls there.

Speaking in Guwahati on December 9, Assam Minister of State for Home, Pradyut Bordoloi said that instead of insisting on preconditions, the Central Government and the United Liberation Front of Asom (ULFA) should commence peace talks for a long-lasting solution to the insurgency problem. He added that the Centre and ULFA should be flexible and begin talks by adopting a policy of give and take. He pointed out that the State government has requested the Centre to initiate the process of talks as "the issues raised by the militants can only be settled by the Central government and the state government can only create a favourable atmosphere." However, he said that till date, the State government has not decided to announce a unilateral cease-fire. The Minister opined that instead of declaring a unilateral cease-fire, the State government is of the view that a Nagaland type cease-fire should be the formula. While pointing out to the vital role played by non-government organisations (NGOs) like the Naga Mothers’ Association and the Naga Ho Ho in facilitating the cease-fire agreement between the government and the factions of National Socialist Council of Nagaland (NSCN), he urged Assamese NGOs to come forward and take up such a role.

In an interview to The Sentinel, on December 10, Chief Minister Tarun Gogoi said there should not be any hurdle in holding talks with the ULFA since "Prime Minister Atal Bihari Vajpayee has demonstrated his government’s resolve to bring about [a] political settlement of [the] insurgency problem in the country… The policy, which is being applied for talks with Naga insurgents, should also be applied in the case of Assam militants. Vajpayee has met NSCN (IM) leaders in Japan." He also said that the government was in search of a mediator acceptable to both the sides for a possible dialogue. The Chief Minister pointed that he has received indications that the ULFA was ready for initiating a political dialogue with the government. He added, "Besides, I believe that the ULFA’s stand on … talks is quite flexible now."

Deka said security forces have been able to keep insurgent activities in Assam under control, although terrorist outfits are active in certain pockets. He said, United Liberation Front of Asom (ULFA) and National Democratic Front of Bodoland (NDFB) cadres are active in certain forest areas of the State. But their subversive activities are curtailed to a large extent and they are now confined to the forest areas, he added. Inspector General of Police (IGP) Training and Armed Police, B P Rao said in Guwahati, on December 31, after passing out from the training centre and before deployment, the trainees would have to undergo a four-month commando training. "Providing commando training to the Assam Police personnel would make the State less dependent on Central forces for counter-insurgency operations," Rao said. Commando training for police personnel has been made mandatory as per the recommendations and guidelines of the New Delhi-based Bureau of Public Research and Development (BPRD). The BPRD has recently recommended that, in Jammu and Kashmir and in the North East, where insurgents are active, commando training for the police personnel should be made mandatory.
