The Pro-Talks faction of NDFB (NDFB-PTF) on January 3 demanded updating of the National Register of Citizens (NRC) in Assam, reports The Shillong Times. Gobinda Basumatary, ‘General Secretary’ of NDFB-PTF which is holding negotiations with the government for many years now said that this should be done keeping 1951 as the base year instead of 1971 fixed by the government.“As per our calculations, 70-80 lakh foreigners came illegally into Assam between 1951 to 1971. So updating the NRC as per the 1971 census will be completely wrong,” Basumatary claimed. Asked about the progress in talks with the government, he said it was being held for many years now, but no solution has emerged so far.Criticising violence by the anti-talk I K Songbijit group, he said “we do not support their acts at all. If reports are to be believed, they are indulging in rampant extortion, kidnapping and killing of innocent people.” Stating that acts by the rival faction could not be termed a revolution, he said “Revolution should be carried out on ideology. But their actions are completely unwanted.

The Rengma Naga People's Council (RNPC), the apex Rengma Naga body of Rengma Hills of Assam, has demanded bifurcation of the Karbi Anglong Autonomous Council (KAAC) administrative area into two parts - one representing the Rengma Hills and the other representing the Hamren subdivision of the erstwhile Mikir Hills (Karbi Anglong), reports Times of India on January 6. RNPC also said it doesn't recognize the KAAC.The RNPC issued a statement setting forth its political agenda to the people of Assam, signed off by the body's president, Shahi Rengma, and general secretary K Solomon Rengma. The RNPC said in the statement that the Rengma Hills, covering an area of approximately 8,724 square kilometres, will be the homeland of non-Karbi communities, including Rengmas, Dimasas, Adivasis, Kukis and Nepalis and mainland Indian communities, while the Hamren subdivision will be under the jurisdiction of the Karbi people.

The Breakaway Faction of Achik National Volunteer Council (ANVC-B) on January 10 claimed that its ‘chairman’ Rimpu Marak had a role retaining Mukul Sangma as the Chief Minister when there was a tussle for power during the last term, reports The Shillong Times. In an open letter addressed to the Chief Minister and released to the media, Ajaju .R. Marak, ‘political secretary’ of ANVC-B alleged that though the Chief Minister is denying his closeness with the ‘chairman’ of ANVC-B, the militant outfit reminded the Chief Minister so as to who met him in Delhi Meghalaya House last term when all his legislators deserted him, leaving Abdus Saleh alone by his side? “You must recall who met you and rendered support if it was not for our ‘chairman’ who instructed Mokus (commander-in-chief of ANVC-B) to call up all Garo MLAs to lend support to you for the sake of ‘peace’ in Garo Hills and in the interest of hundreds of youths who would join mainstream if settlement happened under your leadership”, the ANVC-B said. The militant outfit also alleged that the ‘Chairman’ signed the pact, “which was incomplete leaving us out of it”. The leader who identified himself as KLO ‘assistant general secretary’ Pradeep Roy alias P.N. Koch spoke over phone to The Telegraph from an undisclosed location.“We have come to know that Trinamool leaders have expressed the desire to sit for talks with us. I am speaking on behalf of our outfit,” said Koch. The KLO leader said the outfit would sit for talks if the government approached it in a “respectful” manner. The KLO wants a separate state of Kamtapur to be carved out of the six north Bengal districts and four contiguous districts, Kokrajhar, Bongaigaon, Dhubri and Goalpara in Assam.

On May 3, the governor said house-to-house search should be conducted to bring an end to this problem. A senior police official said more than 100 illegal arms have been seized in BTAD during the time of elections. He added that since January 2014, 42 militants of IKS faction of National Democratic Front of Bodoland (NDFB-IKS) have laid down their arms, while 18 others have been killed in encounters by police and the Army. According to sources, there are around 200 members of NDFB-IKS active in BTAD at present. "The arms which are available in BTAD have led to these killings. This is a very unfortunate incident and we condemn it. We have been appealing to the state government for seizure of all the illegal arms at the earliest, but there is no action from the authorities concerned," said Aditya Khaklari, general secretary of All Assam Tribal Sangha (AATS).

The request for more forces was made given reports of the possibility of post-result violence in the state, especially in the BTAD, which remains peaceful but tense. Tarun Gogoi, on May 8, said additional forces have been requisitioned to prevent any repeat of the unrest witnessed recently in the BTAD after declaration of results. Already 34 companies have been deployed in the BTAD. “We are preparing to meet any eventuality,” he said. Gogoi said a special force would be set up to recover illegal arms and provide security in the vulnerable areas of the BTAD. “It will have a local component. The modalities will be worked out. The Tinsukia administration said that most of the extortion calls has been traced back to Myanmar and the Independent faction of United Liberation Front of Asom (ULFA-I) and the Maoists. Bodoland Territorial Area Districts (BTAD) officials conveyed concern over the delay in getting Army help during emergencies. Assam Tribune report that force availability in Assam at present is more than the forces deployed in the State during the last Lok Sabha polls and there is no chance of withdrawal of forces in the near future. The State had around 160 companies of Central forces during the last Lok Sabha polls. Assam Tribune reports that on August 6 Minister of State for Home Affairs Kiren Rijiju in Rajya Sabha (Upper House of Indian Parliament) stated that “There are reports of Bangladeshi nationals having entered the country without valid travel documents,” He stated that since entry of such Bangladeshi nationals into the country is clandestine it is not possible to have accurate data and according to information available as on December 31, 2012, 16,530 Bangladeshi nationals who came to India with valid travel documents, were found to be overstaying. Assam Forest Minister Rockybul Hussain informed in the State Assembly on August 6 that more than 42,000 people declared as foreigners could not be deported as they went missing , reports Assam Tribune. He informed that during the period from 1986 to May 31 this year, Tribunals and Courts declared 59,512 persons as illegal migrants and only 2,446 of them could be deported. He said that 13,900 Bangladeshi nationals registered their names with the Foreigner Regional Registration Offices (FRRO) 636 went for writ appeals and 70 are in the detention camps, while the rest are missing. He also added that so far 16 rounds of tripartite talks have been held among State and Central Governments and the All Assam Students’ Union (AASU) on the implementation of the Assam Accord of 1985. Assam Tribune reports on August 6 that according to Assam Police report nearly 100 minors were abducted either for ransom or due to personal enmity since 2013. A senior Police official stated that although the recovery rate of the victims is improving, there have been instances when the victims are killed by the abductors even after receipt of money.

While the force earlier manned nine posts, nine more have been set up. Tarun Gogoi accused the CRPF of inaction, and said the Union Ministry of Home Affairs (UMHA) had failed to provide adequate security. The Telegraph further adds that Gogoi, on August 20, said, “Today they have decided to send additional forces but after I asked them. As it is a disputed area, it is under the CRPF. Let them (the Centre) give me the area, I will maintain security. I take responsibility for what happened yesterday but why not Rajnath Singh (Union home minister) as they failed to give protection to people living in the disputed areas.” However, Kiren Rijiju said, “As far as border dispute is concerned, the onus is on the states to resolve the matter, we can only provide them assistance.” About the firing issue he said that it is not right to blame the centre or CRPF because law and order is a state subject. Centre sends forces; it is up to the state governments to regulate them. Also, Gogoi said, so far, Nagaland Police have arrested 15 persons and CRPF apprehended nine persons in connection with the violence, reports Nagaland Post.

The decision was arrived at a meeting held at the Police Complex in Chumukedima on August 30, Nagaland’s Additional Chief Secretary, Toshi Aier said. The meeting was an offshoot of the August 21 talks held in Guwahati, between the Chief Minister of Nagaland, T R Zeliang and Chief Minister of Assam Tarun Gogoi. Stating that from now on such meetings would be a monthly affair, Aier said the next meeting has been scheduled to be held at Jorhat in Assam.

Two 9 mm pistols, one 7.65 mm pistol, two country–made pistols and ammunition were recovered from them. Kokrajhar Police stated that around 26 Nepali boys received training at a camp in Myanmar through the Isak-Muivah faction of National Socialist Council of Nagaland (NSCN-IM) and added that after returning they started working for the IK Songbijit faction of National Democratic Front of Bodoland (NDFB-IKS). Further, the Police stated that NDFB-IKS was outsourcing activities like kidnapping and extortion to these individuals and that they may have a hand in the abduction of four Bhutanese nationals on August 8. Gogoi said “They (jihadi elements) have for long been trying to set up bases here and I had once told Prime Minister Narendra Modi that Assam is more dangerous than Kashmir when it comes to the threat from them.” “Fundamentalist elements and extremists are all dangerous. Not just the fundamentalist elements, we also have threats from the ULFA (United Liberation Front of Assam) and the NDFB (National Democratic Front of Bodoland),” he added. According to the CM, Assam had once been home to some jihadi outfits. However, the State Government had been able to weed out those. He also said that “We have information that they (jihadi elements in Assam) have links with a Bangladeshi outfit. But their links with the al Qaeda are yet to be established. They have already attracted a number of youth from Assam, some of whom have also gone abroad to train in jihad,” Gogoi said. He also said that Barpeta District in Assam had become a major concentration of jihadi elements. “They are most active in Barpeta District,” Gogoi said. On a question about surveillance on madrasas (Islamic seminary) in the state, Gogoi said not all madrasas are in the radar of the Police. “Just because one of two madrasas have been identified or persons associated with madrasas have been arrested does not mean all the madrasas are involved in jihadi activities. We cannot blame all,” he said.

According to the sources who questioned Sajid, alleged to be a mastermind of the blast, JMB was trying to set up a terror network in West Bengal, particularly in three Districts of Murshidabad, Nadia, Malda, and in Assam through armed struggle besides having an 'Shariyat' rule in Bangladesh, official sources said. In the process, the banned terror group was ready to do terror acts to achieve their goal, Sajid, a Bangladeshi national and stated to be the 'chief commander' of JMB, is claimed to have confessed before the investigators. The Times of India adds on November 12 that JMB was to evolve as a disciplined 'army' and not a terror outfit. Sajid has revealed that his wife Fatima, an Indian, was tasked with setting up woman's modules in states of Jharkhand and Odisha. Sajid went on to claim that women played a very important role in this operation. "Their role was not limited to teaching the Sharia laws or transporting the bombs. We had also advised them to travel to other states and encourage others to join. Some of the women were also told to lay honey traps on government officials to seek information and also favours," said Sajid Ali. "It worked to a large extent in West Bengal and we were confident that it would work in other states as well. The Majlis-e-Shura or the central committee of the Jamaat maintained that what we needed to build was an army and not a terror outfit. We were told to deploy the tactics that an army would do," Sajid told the NIA officials. Sajid reportedly said there are 13 active Jihadi couples, while at least two dozen others are part of the sleeper cells. "Most of these women hail from poor socio-economic background. Once they completed education at Simulia and Lalgola madrasas (Islamic seminary) they underwent a 'personality' test. Those found fit for 'Jihad' were asked to marry cadres from Bangladesh," said a source.

Assam Police is keeping a close watch on several Non-Governmental Organisations (NGOs) and madrasas (Islamic seminary) across the state to unearth jihadi links, if any, Director General of Police (DGP) Khagen Sarma stated on November 12, reports The Times of India. A joint team of National Investigation Agency (NIA) and Assam Police has discovered valuable leads in the recent Bardhaman blast case, Sarma added. "We are scanning some NGOs, madrasas and other places which might have been used by jihadi elements as shelter and for funds," he said. Sources said a Kerala-based NGO with strong links to the banned Islamic student organisation, Students Islamic Movement of India (SIMI), is trying to spread jihadi operations in Assam. "SIMI has been found using many unusual channels to spread its tentacles across the country. Besides using madrasas, they are also operating under cover of NGOs, socio-cultural clubs and libraries to find new recruits and expand base," a source added. These organisations are spreading religious extremism among the youth, the source said. "These NGOs get foreign funds to build madrasas. A lot of the money is also pumped to feed terror activities through hawala [illegal money transaction] channels," it added. Sarma added that Assam Police have increased security measures at several vulnerable points. "The Kamakhya temple, the secretariat and several other places have been categorized as vulnerable. All protective measures are in place," Sarma said.

Also the dilapidated bridges and non-motorable roads have made areas along the border with Arunachal Pradesh in Sonitpur district a safe haven for NDFB-IKS militants. Being locals, the rebels know the area well and operate on foot even while carrying out massacres. Also, Government of India (GoI) on December 25, asked Bhutan and Myanmar to help evict Indian militants, reports Indian Express. Security Forces (SFs) looking for NDFB-IKS militants fear that they might have slipped into Bhutan and Myanmar after the massacre on December 23. Out of the 14 cases registered by Assam Police in connection with the carnage, four cases were handed over to the NIA. Home commissioner L.S. Changsan said, "Altogether 50 additional companies of security forces have been deployed and operations are on in full swing against NDFB (S)," Changsan said. Changsan said the situation in the violence-hit areas is fast returning to normal though night curfew continues in some areas as a precautionary measure."Some camp inmates have already left for their homes consequent to gradual improvement in the law and order situation and establishment of fixed pickets by security forces in the vulnerable areas," she said. L.S. Changsan also added "One relief camp in Udalguri district was closed down as its 508 inmates (23 families) left for home".

Chief Minister Tarun Gogoi on December 30 said it was the joint failure of the Central and State security agencies in preventing the massacre by NDFB-IKS militants in Bodoland Territorial Area Districts (BTAD) and Sonitpur in spite of having prior information, reports The Assam Tribune. “We will initiate a judicial probe to identify the lapses on our part, if any, in checking the carnage and fix responsibility,” Gogoi stated. “The State agencies had received the inputs around 12 noon on the very day when violence first broke out and the Central input came around 3 pm. It was around 4 pm that militants first triggered violence,” he stated, adding that the intelligence inputs were shared by Subsidiaries of Multi Agency Centre (SMAC), the agency responsible for sharing intelligence inputs.
