The Shillong Times reports that on October 6, six militants of Garo National Liberation Army (GNLA) including an ‘area commander’ surrendered before Police at Tura in West Garo Hills in the presence of West Garo Hills Deputy Commissioner Pravin Bakshi, District Police Chief Mukesh Kr Singh and 5th Meghalaya Battalion Commandant Aditya Goenka. The surrendered militants have been identified as Kasan Ch Marak alias Habraghat, Simarong S Sangma alias Sainal, Chakseng Ch Marak alias Malran, Jemistar D Sangma alias Deniram and Tengku S Sangma alias Watcheng and GNLA’S Dadenggre ‘area Commander’ Manan Ch Sangma alias Kimpret. The surrendered cadres also deposited arms and ammunition including an AK-56 along with two magazines, 82 live AK rounds, two 7.56 pistol with 2 magazines, 12 rounds of 7.65 pistol ammunition and one grenade. All of the surrendered cadres were recruited by the outfit between the years 2010-11 with most of them having received training in the Durama Hill Range. West Garo Hills Superintendent of Police, Mukesh Kr Singh informed that the cadres were brought from Rongbrakgre village near Jengjal in West Garo Hills District after they communicated their willingness to return to the mainstream. He also said that the cadres would be kept in the Meghalaya Police Battalion for the time being after which a rehabilitation package would be worked out to enable them to live a normal life.

A source stated that surrender by the Garo National Liberation Army (GNLA) cadres has also come at a time when intelligence reports indicate that the GNLA “commander-in-chief” Sohan D. Shira has taken shelter in neighbouring Bangladesh. The source also stated that said militants in Garo hills have also been feeling the heat with intense operations being launched against them by State Police and Central Armed Police Forces. A source in the Government stated that “With Shira taking shelter in Bangladesh, some of the cadres felt neglected as they were left to fend for themselves. This led them to come out and surrender before the Police. There could be many more who would follow the same path.”

According to top Police officers, rebels' camps and hideouts in the upper reaches of the Garo Hills have been destroyed. And with so many people being displaced suddenly, and economic activity coming to a standstill, the rebels cannot extort or engage in criminal activities. Another intelligence officer stated that Garo National Liberation Army (GNLA) is facing similar troubles and this could be a reason for the sudden rise in surrenders this month.

Police on October 13 had detained an individual, identified as Sengrak Momin, in Rongram (West Garo Hills District) who led them to the hideout. Police said that during the raid Baichung, an ‘area commander’ and Jarek both senior members of the outfit managed to escape. One SBBL (smooth bore breech loading gun) gun, three country made shotguns, one 7.65 magazine, four mobile phones, detonators, demand notes and other incriminating documents were recovered from the camp.

The Shillong Times reports on October 17 that according to Police, AMEF was formed by ‘commander’ Jack Marak, who was initially with Garo National Liberation Army (GNLA) and was responsible for the kidnap of Government official Boro, the then Block Development Officer (BDO) of Daddengre, in June, 2011. He later parted ways with GNLA and joined Reading T Sangma to form A'chik Songna An'pachakgipa Kotok (ASAK).Jack Marak, on August 5, kidnapped Subodh Kumar Mishra, Cashier, SBI, from Gasuapara in West Garo Hills and after taking INR 1 million , he ran away and formed AMEF. Police further stated that Jack Marak ganged up other criminals and resorted to kidnappings and extortions in North Garo Hills areas. “His other associates are Chesran D Sangma alias Goran, and Niksrang Marak alias Stap,”. Police further added that Niksrang Marak had killed Akbar Ali at Wageasi and injured two other passengers on October 10 in East Garo Hills District. Bibash Sangma, who is the uncle of Niksrang Marak, was arrested by the North Garo Hills Police on October 15 from lower Samrak in North Garo Hills District. Bibash Sangma revealed to the Police about Niksrang alias stap and also provided his photo. When Niksarang Marak was working as Secretary, Village Employment Council, he stole INR 250,000meant for Mahatma Gandhi Rural Employment Guarantee Act (MNREGA) and joined GNLA, which he later deserted to join AMEF

The Shillong Times reports on October 18 that A’chik Matgrik Elite Force (AMEF) ‘General Secretary’ Niksamso Matgrik, who was earlier a militant in Garo National Liberation Army (GNLA), accepted that he was behind the abduction of PK Boro, the then Block Development Officer (BDO) of Dadenggre, but stated that “The abduction was carried out to show our strength to the Government. Operations against the GNLA had been intensified during that time. It was only to dissuade the Government from continuing further with operations against the GNLA that Boro was abducted,” Niksamso said and claimed that no money was taken in return for his release.

On October 20, five Garo National Liberation Army (GNLA) militants identified as Griksang B Marak, alias Katnap ,Chanang K Marak alias Rasong, Tengbarth M Marak alias Jingjang , Lonan M Sangma and Nikrak M Sangma alias Mikjan surrendered before North Garo Hills District Superintendent of Police (SP) J F K Marak at Bajengdoba Police Station in East Garo Hills District, after having deserted their command post all the way in West Khasi Hills region reports The Shillong Times. The militants informed authorities that they became disillusioned with the outfit’s ideology and leaders and together with several other cadres fled from their camp in West Khasi Hills three months ago. They were under the command of GNLA leader Jongman. The militants surrendered with a US made automatic carbine rifle with two magazines and a hundred rounds of ammunition, two 7.65 pistols with two magazines and nine rounds of ammunition and a wireless handset.

A Garo National Liberation Army (GNLA) militant identified as Griksang Marak alias Chuang was arrested from Salpara area of Mendipather in East Garo Hills District on October 23, reports The Shillong Times. He later Police to a hideout inside a forest near Rongcheng village West Khasi Hills District where he had concealed a Chinese Sniper Rifle along with an AK rifle and a .303 rifle Police also recovered as many as 160 rounds of ammunition with four magazines meant for the sniper rifle, an AK magazine containing 35 rounds and four .303 calibre bullets. A wireless handset along with a GNLA training manual, two mobile phones, sim cards were also recovered from the hideout. The militant was arrested from the house of a woman collaborator identified as Gretwila R Marak. Her brother, Dikrak R Marak was arrested for harbouring the militant. Griksang Marak also confessed that he was part of a three-member gang that killed four other militants belonging to the Independent faction of United Liberation Front of Asom (ULFA-I) and GNLA before escaping with the arms on September 13.Superindendent of Police (SP) J F K Marak stated that “He revealed to us that he along with two other cadres had differences with their camp commander and later shot dead four militants before escaping with the three weapons that have all been recovered by us”, .The militants killed their superiors in the camp which was located in a remote part of Mangsang area of East Garo Hills close to the border with West Khasi Hills District and dumped the bodies there itself before decamping with the weapons. The two militants of ULFA-I militants who were killed in that fratricidal fight are believed to have been known as Bulbul and Wakang. The two GNLA militants who were killed have been identified as ‘camp commander’ Stil and Mandal .The two accomplices of the arrested militant identified as Darmen and Jagol continue to remain at large.

The Police recovered two hand grenades after a brief encounter. Superintendent of Police (SP) in-charge B. A. Sangma stated, “There were around 4-5 militants who opened fire on seeing our teams approaching. We returned fire and the ultras fled leaving behind two hand grenades, a battery along with some camouflage uniforms and caps and demand notes of GNLA.” He added that GNLA leaders, identified as Hedeo and Jangjang, were believed to involve in planning to carry out an Improvised Explosive Device (IED) blast on a potential target travelling through the road when police raided the hideout.
